411 Effect of guidelines Guidelines under section 410 do not give rise to— (a) any liability of, or other claim against, the Authority; or (b) any right, expectation, duty or obligation that would not otherwise be conferred or imposed on a person; or (c) any defence that would not otherwise be available to that person.
