77 Who may apply for a civil penalty order
(1) Only the Secretary may apply for a civil penalty order in relation to a contravention of any of the following provisions: (a) subsection 8(1) or (5); (b) subsection 25(5) or (6). (2) Subsection (1) does not exclude the operation of the Director of Public Prosecutions Act 1983.
