Plain English Summary

1/10 complexity

These regulations expand what counts as a "wheat product" for export charge purposes. Under the Wheat Export Charge Act 1974, exporters pay a levy when shipping wheat products overseas. These rules ensure that charge also applies to processed foods made partly from wheat—specifically:

Biscuits
Cake mixes
Pet foods
Poultry foods
Stock foods

Why it matters: Without this rule, exporters could avoid the wheat export charge by exporting wheat in the form of biscuits or animal feed rather than as raw grain or flour. This closes that loophole by treating these processed goods as wheat products for the charge.
