sec.46 Assessment fee
The applicant must also pay, within the time required by the authority, the reasonable fee required by the authority for assessing the application. The time for payment must be reasonable, having regard to— the amount of the fee; and when the assessment costs will be incurred by the authority; and the due day for deciding the application. If the applicant does not comply with subsection (1) , the application lapses.
