sec.24 Provisions do not affect other laws or confer entitlement to permit
To remove any doubt, it is declared that— a provision allowing a person to carry out an activity does not affect the operation of any other law under which the activity is unlawful or controlled in another way; and a provision allowing a person to carry out an activity under a permit does not affect a decision under part 4 whether to issue a permit to the person to carry out the activity.
