8. Record‑keeping for transactions and sales. Many Schedule items concern transfer, sale, notification of change of particulars and dealer plates. Keep a file for each vessel documenting date of sale, buyer details, transfer application, dealer plate records and any notifications to the Department, to avoid notification offences (items 19-23).

9. Liaison with authorised persons and designated officer. Ensure that departmental contact details and designated officer addresses are recorded so that payment, elections and refund claims are sent to the correct place as required by the Form instructions (Form 1 and Form 2). Where forms appear incomplete (e.g. where the issuer has failed to insert designated officer details), contact the issuing authority promptly in writing to avoid inadvertent non‑compliance.

10. Periodic review of the Schedule and amending instruments. Because Schedule 1 is amended by separate statutory instruments (compilation table entries), schedule a legal review whenever an operator’s risk profile changes or following any departmental regulatory update. 11. Use of legal counsel for contested notices. If electing to be prosecuted or if the notice seems procedurally defective, obtain legal advice promptly to allow time to prepare a court election (Form 1, Part 2) and preserve evidence to rebut owner‑deeming claims.

12. Internal compliance audits. For businesses, conduct audits to ensure compliance with speed, towing, lifejacket, and signalling obligations reflected in Schedule 1. The Schedule’s breadth means non‑compliance can arise from operations, equipment maintenance lapses, or administrative errors.
