35 Driller’s licence—decision on application (1) On application by a person for a driller’s licence, the authority must— (2) The authority must not issue a driller’s licence unless satisfied that— (a) the applicant has the qualifications (if any) approved under subsection (3); and (b) it is appropriate to issue the licence having regard to— (i) the applicant’s environmental record; and (3) The authority may approve qualifications that must be held by a person who holds a driller’s licence.
