20 Water access entitlement—application
(1) A person may apply to the Minister for a water access entitlement.
(2) The application must be in writing and must state—
(a) the applicant’s name; and
(b) whether the applicant seeks surface water or ground water; and
(c) the amount of water sought; and
(d) the water management area to which the amount relates; and
(e) the intended use of the water; and
(f) the place where the applicant intends to access the water and the
basis of the applicant’s right to have access to that place.
(3) The Minister may, by written notice given to the applicant, require
the applicant to give the Minister additional information or
documents the Minister reasonably needs to decide the application.
(4) If the applicant does not comply with a requirement under
subsection (3), the Minister may refuse to consider the application
