99 Interference with rights
(b) the conduct results in materially diminishing another person's
enjoyment of:
(i) a right mentioned in section 10, 11 or 14; or
(ii) a licence granted, power given or arrangement made
under this Act; and
(c) the person is reckless in relation to the result mentioned in
paragraph (b).
