81 Use of bore where costs borne by Territory (a) the person uses a bore; and (b) the costs of the bore have been borne by the Territory, whether before or after the commencement of this Act, and the person is reckless in relation to that circumstance; and (c) the person is not authorised under this Act to use the bore. (1A) Strict liability applies to subsection (1)(a) and (c). (2) Subject to this Act, the Minister may approve the use of a bore the costs of which have been borne by the Territory, either absolutely or subject to such conditions, if any, relating to payment or otherwise as the Minister thinks fit.
