290 Uncovering or exposing works[[54]](#endnote-55) (1) Except in an emergency, a person must not open any ground and thereby uncover or expose any works belonging to or under the control and management of an Authority without— (a) the permission of the Authority; or (b) having given to the Authority at least 5 days' written notice.
