146 Diversion into works of an Authority A person must not, without the consent of an Authority, divert any surface water from one catchment to another catchment from where it may drain, directly or indirectly, into any works of the Authority. For a continuing offence, an additional penalty of 5 penalty units for each day for which the offence continues—
