Plain English Summary

1/10 complexity

This declaration gives certain Australian Defence Force (ADF) members access to home loan assistance benefits. It officially classifies Operation Southern Watch (a military operation enforcing the no-fly zone in Iraq) as "warlike service" under the Defence Force (Home Loans Assistance) Act 1990.

Who qualifies:

ADF members who were officially assigned ("allotted") to Operation Southern Watch
Who served in the area of operations (Iraq)
Between 31 August 1992 and 12 January 2003

Why this matters: Declaring an operation as "warlike service" triggers eligibility for financial assistance with home loans (such as interest subsidies or loan guarantees) for eligible service members. This declaration is retrospective—it was made in 2007 but covers service performed up to 15 years earlier, ensuring ADF personnel who participated in the Iraq no-fly zone enforcement during the 1990s and early 2000s can access these housing benefits.
