Plain English Summary

1/10 complexity

What this does: This declaration makes veterans of Operation Jural eligible for home loans assistance under the Defence Force (Home Loans Assistance) Act 1990.

The background: Under this Act, only service classified as "warlike service" qualifies for special Defence home loan benefits (including subsidised interest rates). This declaration officially categorises service on Operation Jural as "warlike."

Who qualifies: Australian Defence Force members who served:

In Iraq
As a member officially allotted to Operation Jural (Australia's contribution to enforcing post-Gulf War no-fly zones)
Between 30 June 1991 and 12 January 2003

Why this matters: Without this declaration, personnel who flew dangerous missions over Iraq during this 12-year period would not have access to the home loan benefits that recognise the risks of warlike operations. This effectively gives retrospective recognition to service that occurred between the 1991 Gulf War and the 2003 Iraq War.
