13 Consent authority
(1) Despite anything in the Environmental Planning and Assessment Act 1979 or an environmental planning instrument under that Act, the Minister is the consent authority for development (as defined in that Act) connected with any of the designated activities.
(2) Subsection (1) ceases to have effect on a day to be appointed by the Minister by order published in the Gazette.
