76 Review of operation of Act (1) The Minister must cause an independent review of the operation of this Act, including consideration of— (a) the extent to which the objects of this Act have been achieved; (b) the VEET scheme target applying under this Act; (c) technological developments in industries which supply goods or services which reduce the use of electricity and gas by consumers; (d) the level of penalties provided for under this Act. (2) The review must be undertaken by 31 December 2011. (3) A person who undertakes the review must give the Minister a written report of the review. (4) The Minister must cause a copy of the report of the review to be tabled in each House of the Parliament. (5) In this section ***independent review*** means a review by persons who— (a) in the opinion of the Minister possess appropriate qualifications to undertake the review; and (b) include one or more persons who are not employed by the State or a State authority and have not, since the commencement of this Act, provided services to the State or a State authority under or in connection with a contract.
