143 Constitution of PRS Board for appeal (1) For the purpose of an appeal, the PRS Board is to be constituted by— (a) a member of the Review Division sitting alone; or (b) 2 members of the Review Division of whom at least one is the President or the Deputy President. (2) The President is to determine the constitution of the PRS Board to hear an appeal. (3) If the PRS Board is constituted as referred to in subsection (1)(b) and the members are divided in opinion on any question arising on the appeal, the question is to be decided according to the opinion of the President or Deputy President or, if both are sitting, the President.
