11 How complaints to be made
(1) A complaint must be made in writing in the form approved by the Commissioner.
(2) If the Commissioner is satisfied a complainant needs help to make a complaint in writing or is unable to make a complaint in writing, the Commissioner may—
(a) give reasonable support to the complainant, or
(b) allow the complainant to make the complaint other than in writing.
