191 Administration and enforcement outside municipal district (1) The Minister may declare that the administration and enforcement of Parts 3, 4, 5, 7 and 8 and the building regulations in any area not being part of a municipal district is to be carried out— (a) by a person or body specified by the Minister; and (b) in accordance with the directions of the Minister. (2) A declaration or direction under subsection (1) must be published in the Government Gazette. (3) Parts 3, 4, 5, 7 and 8 and the building regulations apply to an area referred to in subsection (1) as if— (a) any reference to a council were a reference to the person or body specified in the declaration; and (b) any reference to a municipal building surveyor were a reference to a building surveyor registered under Part 11 and authorised in writing by that person or body; and (c) any reference to a municipal district were a reference to that area; and S. 191(3)(d) amended by No. 9/2020 s. 390(Sch. 1 item 8.5). (d) any reference in section 66 or clause 1 of Schedule 2 to the **Local Government Act 2020** were a reference to guidelines under section 188 of this Act.
