Plain English Summary

1/10 complexity

This declaration classifies Operation Joint Guardian (Australia's military contribution to peacekeeping operations in the Balkans during the Kosovo conflict) as "non-warlike service" under veterans' law.

What this means:

Australian Defence Force (ADF) members who served in this operation can access specific veterans' entitlements reserved for hazardous non-combat service
The classification affects disability pensions, compensation, and other benefits under the Veterans' Entitlements Act 1986

Who is covered:

Any ADF member officially assigned to Operation Joint Guardian
Service rendered on or after 11 June 1999
In the specified area: the Federal Republic of Yugoslavia, Albania, and the Former Yugoslav Republic of Macedonia (now North Macedonia)

Why this matters: Australian law distinguishes between "warlike service" (active combat) and "non-warlike service" (dangerous peacekeeping or hazardous operations). While both attract benefits, the classification determines which specific compensation rules and eligibility requirements apply to affected veterans.
