Plain English Summary

2/10 complexity

What this does: This legal instrument classifies military service in Bougainville as "non-warlike service" for veterans' benefits purposes. It applies to Australian Defence Force (ADF) members who served with peace monitoring forces between November 1997 and August 2003.

Key details:

Who is covered: ADF personnel who served with the Truce Monitoring Group (Operation Bel Isi) or Peace Monitoring Group (Operation Bel Isi II)
When: 20 November 1997 to 26 August 2003
Where: Bougainville, Buka Islands, and surrounding Papua New Guinea territorial waters
Effect: This classification determines what compensation and support injured veterans (or their families) can access under the Veterans' Entitlements Act 1986. Non-warlike service sits between "warlike service" (combat) and peacetime service in terms of benefits available.

Background: This replaces two earlier determinations from 1997 and 1998, consolidating them into one clear instrument.
