What it does
This instrument is the Vehicle Standard (Australian Design Rule 99/00 - Lane Departure Warning Systems) 2023 (ADR 99/00). Mechanically, it requires certain classes of buses and medium/heavy goods vehicles to be fitted with a Lane Departure Warning System (LDWS) that meets the technical requirements set out in Appendix A (which reproduces UN Regulation No. 130 text) as varied by clause 6 of the ADR, or to meet an alternative standard identified in clause 7 (UN Regulation No. 130 original version plus supplement 1) (see cl 1; cl 2.1; cl 5.1). Applicability is by vehicle category and date: sub‑category NB2 and category NC vehicles with Overall Width >2,500 mm from 1 October 2023, and all applicable MD, ME, NB and NC vehicles from 1 September 2027 (cl 3.1.1-3.1.2; table under cl 3.4). The ADR also lists specific carve‑outs: vehicles specially designed with spaces for standing passengers, Articulated Omnibuses, vehicles with four or more axles, vehicles “designed for off‑road use” (as defined in Appendix B), and NC vehicles principally constructed to operate cranes with a lifting moment ≥ 400 kNm (cl 3.2(a)-(e)) are not required to comply.
The standard adopts the UN R130 technical specification for LDWS (reproduced in Appendix A) but varies the UN text in important procedural and testing respects. Clause 6 expressly removes a number of UN‑Regulation approval and administrative provisions (paragraphs 3, 4, 7, 8, 9, 10, 11 and Annexes 1 and 2 of Appendix A) from the set of requirements that must be complied with for the purposes of this ADR (cl 6.1). Clause 6 also substitutes how visible lane markings are selected for testing, allowing either a Contracting Party’s markings (Annex 3 of Appendix A) or Australian lane markings listed in Appendix C to be used and recorded (cl 6.4.1-6.4.3; cl 6.5). Where a vehicle type offers regional LDWS variants, the ADR requires that Australian variants meet the standard (cl 6.4.4). Finally, the ADR permits use of an alternative standard path (cl 7.1): compliance with UN Regulation No. 130 original series plus supplement 1.
