Compliance with ADR 94/00 requires work at product design, testing, factory production control, documentation and regulatory liaison. The practical steps to comply, grounded in the ADR and UN R28 text, are:

Determine applicability. Confirm whether the vehicle is a "new model" (clause 3.1.1 definition: a model first produced with a date of manufacture on or after the agreed date). If the vehicle is a new model manufactured on or after 1 July 2019 it must comply with ADR 94/00. For other vehicles, decide whether to continue under ADR 42/04 or adopt ADR 94/00 (clause 3.1.2).
Design to the technical specs. Ensure audible warning devices and their installation meet the acoustic criteria in Appendix A (UN R28). Key requirements include:
- Constant amplitude and frequency characteristics (clause 5.1; UN R28 para 6.1.1).
- Sound-pressure level limits: devices 115 or 118 dB(A) maximum depending on class (UN R28 para 6.3.7); vehicle signal limits 83-112 dB(A) or 87-112 dB(A) depending on category (UN R28 para 14.2.2).
- Spectral requirements: required energy in 1,800-3,550 Hz band at specified minima (UN R28 para 6.3.7.1).
- Response time requirements (≤0.2 s to reach minimum level at 20 ±5 °C , UN R28 para 6.3.9).
Select power principle and verify system-level interactions. If using pneumatic or electro‑pneumatic devices, design the compressed-air supply, line geometry and control so that they meet device-level tests and vehicle-level signal measurement requirements (clause 5.1.1; UN R28 para 6.3.10).
Laboratory testing. Engage a qualified testing laboratory capable of:
- Class 1 acoustic measurement (IEC 61672 series), calibrators per IEC 60942 (UN R28 paras 6.2.1.1-6.2.1.3).
- Anechoic or semi-anechoic chamber qualification per Annex 3, or a compliant open-space measurement site (UN R28 paras 6.3.1; Annex 3).
- Endurance testing rigs for 10k/50k actuation cycles and ventilated test setups (UN R28 para 6.4).
- Microphone placement and vehicle test rigs for stationary-vehicle measurements at 7.00 ± 0.10 m, microphone traverse and height measurement per Annex 5 and para 14.3 (UN R28 paras 14.3.3-14.3.6).
Prepare technical information documents. Assemble the technical information document in the form of Annex 1A for devices and Annex 1B for vehicles, with required sections: make, type, rated voltages/pressures, rated sound frequencies, drawings, photographs, components list, test reports, and approval mark location (UN R28 Annexes 1A/1B and their appendices).
Type approval process. Submit applications and two samples (for device type approval) and a representative vehicle (for vehicle approval) to the Type Approval Authority or use an authorised technical service to run tests and produce the test report (UN R28 paras 3.1-3.4; 12.1-12.3). Ensure the authority’s document requirements are satisfied, and arrange for the approval mark to be affixed as required (paras 5.4-5.5; 13.4).
Establish and document conformity of production. Implement production control systems to ensure that manufactured devices/vehicles match the approved type, maintain calibration and test records, and be prepared for Type Approval Authority verifications typically every two years (UN R28 paras 8.1-8.2; 16.1-16.2).
Maintain calibration and measurement traceability. Keep calibration certificates for sound level meters and calibrators showing compliance with IEC standards; keep logs of session checks (start and end checks within 0.5 dB , UN R28 para 6.2.1.2) and meteorological data during tests.
Marking and record-keeping. Apply approval marks to devices and vehicles in the manner and location specified in the approval form; keep records of approval numbers, extension numbers and test reports to facilitate registration and customs clearance (UN R28 paras 4.1; 5.5; 13.4; Annex 1A/1B).
Manage modifications and production cessation. Notify the relevant Type Approval Authority of any modifications to approved types and be prepared to provide additional test reports if required (UN R28 paras 7.1-7.3; 15.1-15.3). Notify authorities if production of an approved type is discontinued (paras 10; 18).
Plan for time and cost. Allow for extended test cycles (endurance tests up to 50,000 cycles), facility booking for anechoic or open-site tests with acceptable weather windows, and possible retesting if environmental conditions or procedure deviations occur.
Confirm Australian administrative expectations where clause 6 carved out procedural sections. Because clause 6 exempts certain UN procedural provisions from the deeming purpose, engage early with the federal Department or delegated Type Approval Authority to confirm what administrative evidence they require in Australia (for example, whether they expect complete UN approval forms or will accept test reports and internal QA documentation).
Coordinate with importers and registration authorities. For vehicles being imported or registered, ensure approval documentation and approval marks are available at the point of importation and for any state or territory registration inspections.
Monitor versioning. Verify whether later UN R28 amendments post‑2017 have been adopted into Australian ADR practice; if changes are introduced to UN R28, seek confirmation from the Department about whether the ADR will be updated or if transitional arrangements will apply.

Following these steps, and documenting compliance with the specific clauses and annex procedures in UN R28 reproduced as Appendix A, will provide the evidentiary basis for compliance under ADR 94/00 and support registration and market access for new-model vehicles subject to the ADR.
