Vehicle Standard (Australian Design Rule 76/00 – Daytime Running Lamps) 2006

This Australian Design Rule (ADR 76/00) sets out the technical photometric and construction requirements that daytime running lamps (DRLs) must meet where a vehicle is required by other ADRs to be fitted with them. The instrument prescribes performance parameters (luminous intensity, light distribution, colour, apparent surface area), construction features (light source modules, tamperproofing, replaceable vs non‑replaceable light sources), and test regimes (photometric measurement, heat‑resistance, light‑source failure behaviour) either by adopting the technical text of Appendix A (UN Regulation No. 87) as varied by the ADR, or by permitting compliance by meeting the alternative standard set out in part 7, namely UN Regulation No. 87 itself (Appendix A). The ADR states that its purpose is to prescribe "the photometric requirements for daytime running lamps which when provided is intended to increase the conspicuity of a vehicle in daylight" (s 2 Scope).

Mechanically the ADR does three distinct things. First, it incorporates the technical content of UN Regulation No. 87 in Appendix A (labelled "UN REGULATION NO. 87"), including the detailed specifications for intensity, colour, apparent surface, test procedures, sampling and conformity of production (see Appendix A: paras 6-11 and Annexes 3-6). Second, it modifies which parts of the UN Regulation apply in Australia by affirmative exemptions and supplementary requirements. In particular, Part 5 of the ADR (Exemptions and Alternative Procedures) expressly states that several approval and administrative provisions of Appendix A do not apply in Australia (including Section 3 Application for approval; Section 4 Markings; Section 5 Approval; Section 12 Modification of a type of daytime running lamp and extension of approval; Section 14 Penalties for non‑conformity of production; Section 15 Production definitely discontinued; Section 16 Names and addresses of technical services; Annex 1 Communication; Annex 2 Examples of arrangements of approval marks; and paragraphs 2.3 and 3.3 in Annex 5). Third, the ADR says compliance may also be demonstrated using the Annexes 4 and 5 procedures of Appendix A (s 6.1 Supplementary General Requirements), and makes cross‑reference adjustments (Notes at s 8) so that where the UN Regulation refers to UNECE Regulations No. 48 and 37, Australian readers should read ADR 13/00 and ADR 51/00 respectively.

In addition, where the same lens is used, the latter may bear the different approval marks relating to the different types of headlamps or units of lamps, provided that the main body of the lamps, even if it cannot be separated from the lens, also comprises the space described in paragraph 4.4. above and bears the approval marks of the actual functions.

If different types of lamps comprise the same main body, the latter may bear the different approval marks.

Annex 2, Figure 3, to this Regulation gives examples of arrangements of approval marks relating to the above case.
Interdependent lamps as part of an interdependent lamps system

Annex 2, Figure 1a, to this Regulation gives an example of the arrangement of approval marks relating to the above case.

General specifications
1. Each daytime running lamp shall conform to the specifications set forth in the paragraphs below. An interdependent lamp system shall meet the requirements when all its interdependent lamps are operated together.
2. Daytime running lamps shall be so designed and constructed that in normal use, despite the vibration to which they may then be subjected, they continue to function satisfactorily and retain the characteristics prescribed by this Regulation.
3. In the case of light source modules, it shall be checked that:
  1. The design of the light source module(s) shall be such as:
That each light source module can only be fitted in no other position than the designated and correct one and can only be removed with the use of tool(s);
If there are more than one light source module used in the housing for a device, light source modules having different characteristics cannot be interchanged within the same lamp housing.
1. The light source module(s) shall be tamperproof.
2. A light source module shall be so designed that regardless of the use of tool(s), it shall not be mechanically interchangeable with any replaceable approved light source.
Daytime running lamps, which are reciprocally incorporated with another function, using a common light source, and designed to operate permanently with an electronic light source control gear to regulate the intensity of the light emitted, are permitted.
In the case of replaceable light source(s):
1. Any category or categories of filament lamp(s) approved according to Regulation No. 37 and/or Regulation No. 128 may be used, provided that no restriction on the use is made in Regulation No. 37 and its series of amendments in force at the time of application for type approval or in Regulation No. 128 and its series of amendments in force at the time of application for type approval.
2. The design of the daytime running lamp shall be such that the light sources can be fixed in no other position but the correct one.
3. The light source holder shall conform to the characteristics given in IEC Publication 60061. The holder data sheet relevant to the category of light source used, applies.
Intensity of light
1. The luminous intensity of the light emitted by each daytime running lamp shall not be less than 400 cd in the axis of reference.
2. Outside the reference axis and within the angular fields defined in the arrangement diagram in Annex 6 to this Regulation, the intensity of the light emitted by each daytime running lamp shall:
  1. In each direction corresponding to the points in the table of standard light distribution reproduced in Annex 3 to this Regulation, be not less than the minimum specified in paragraph 7.1. above, multiplied by the percentage specified in the said table of the direction in question, and
  2. Not exceed 1,200 cd in any direction the daytime running lamp is visible.
3. Moreover, throughout the field defined in the diagram in Annex 6, the intensity of the light emitted shall not be less than 1.0 cd.
4. Light source failure
  1. In the case of a daytime running lamp containing more than one light source, the daytime running lamp shall comply with the minimum intensity required and the maximum intensity shall not be exceeded.
  2. In case of failure of any one light source in a single lamp containing more than one light source, one of the following provisions shall apply:
The light intensity at the points of standard light distribution defined in Annex 3 to this Regulation shall be at least 80 per cent of the minimum intensity required, or
The light intensity in the axis of reference shall be at least 50 per cent of the minimum intensity required, provided that a note in the communication form states that the lamp is only for use on a vehicle fitted with an operating tell-tale.
1. A group of light sources, wired so that the failure of any one of them causes all of them to stop emitting light, shall be considered to be one light source.
Apparent surface

The area of the apparent surface in the direction of the axis of reference of the daytime running lamp shall be not less than 25 cm² and not more than 200 cm².

Colour of light

The colour of the light shall be white. It shall be measured under the conditions as prescribed in paragraph 10. below.

Test procedure
1. All measurements, photometric and colorimetric, when not supplied by an electronic light source control gear, shall be carried out with an uncoloured or coloured standard light source of the category prescribed for the daytime running lamp, supplied with the voltage:
In the case of filament lamps, that is necessary to produce the reference luminous flux required for that category of filament lamp;
In the case of LED light sources of 6.75 V, 13.5 V or 28.0 V; the luminous flux value produced shall be corrected. The correction factor is the ratio between the objective luminous flux and the mean value of the luminous flux found at the voltage applied.
1. In the case of a system that uses an electronic light source control gear being part of the daytime running lamp[3], all measurements, photometric and colorimetric, shall be made applying at the input terminals of the lamp a voltage of 6.75 V, 13.5 V or 28.0 V respectively.
2. In the case of a system that uses an electronic light source control gear not being part of the daytime running lamp the voltage declared by the manufacturer shall be applied to the input terminals of the daytime running lamp. The test laboratory shall require from the manufacturer the light source control gear needed to supply the light source and the applicable functions.

The voltage to be applied to the daytime running lamp shall be noted in the communication form in Annex 1 to this Regulation.

For any daytime running lamp except those equipped with filament lamps, the luminous intensities, measured after one minute and after 30 minutes of operation, shall comply with the minimum and maximum requirements. The luminous intensity distribution after one minute of operation can be calculated from the luminous intensity distribution after 30 minutes of operation by applying at each test point the ratio of luminous intensities measured at HV after one minute and after 30 minutes of operation.
The limits of the apparent surface in the direction of the reference axis of a light-signalling device shall be determined.
Heat resistance test
1. The daytime running lamp shall be subjected to a one-hour test of continuous operation following a warm-up period of 20 minutes. The ambient temperature shall be 23°C ± 5°. The light source used shall be a light source of the category specified for the daytime running lamp, and shall be supplied with a current at a voltage such that it gives the specified average power at the corresponding test voltage. However, for daytime running lamps equipped with non-replaceable light sources (filament lamps and other), the test shall be made with the light sources present in the daytime running lamp, in accordance with paragraph 10.2. of this Regulation.
2. Where only the maximum power is specified, the test shall be carried out by regulating the voltage to obtain a power equal to 90 per cent of the specified power. The specified average or maximum power referred to above shall in all cases be chosen from the voltage range of 6, 12 or 24 V at which it reaches the highest value; for daytime running lamps equipped with non-replaceable light sources (filament lamps and other) the test conditions set in paragraph 10.2. of this Regulation shall be applied.
3. After the daytime running lamp has been stabilized at the ambient temperature, no distortion, deformation, cracking or colour modification shall be perceptible. In case of doubt the intensity of light according to paragraph 7. above shall be measured. At that measurement the values shall reach at least 90 per cent of the values obtained before the heat resistance test on the same device.
Modifications of a type of daytime running lamp and extension of approval
1. Every modification of the type of daytime running lamp shall be notified to the Administrative Departments which approved the type of daytime running lamp. The department may then either:
  1. Consider that the modifications made are unlikely to have an appreciable adverse effect and that in any case the daytime running lamp still complies with the requirements; or
  2. Require a further test report from the Technical Service responsible for conducting the tests.
2. Confirmation or refusal of approval, specifying the alterations shall be communicated by the procedure specified in paragraph 5.1.4. above to the Parties to the Agreement applying this Regulation.
3. The Type Approval Authority issuing the extension of approval shall assign a series number for such an extension and inform thereof the other Parties to the Agreement applying this Regulation by means of a communication form conforming to the model in Annex 1 to this Regulation.
Conformity of production

The conformity of production procedures shall comply with those set out in the Agreement, Appendix 2 (E/ECE/324-E/ECE/TRANS/505/Rev.2), with the following requirements:

Daytime running lamps approved under this Regulation shall be so manufactured as to conform to the type approved by meeting the requirements set forth in paragraphs 6., 7., 8. and 9. above.
The minimum requirements for conformity of production control procedures set forth in Annex 4 to this Regulation shall be complied with.
The minimum requirements for sampling by an inspector set forth in Annex 5 to this Regulation shall be complied with.
The Type Approval Authority which has granted type approval may at any time verify the conformity control methods applied in each production facility. The normal frequency of these verifications shall be once every two years.
Penalties for non-conformity of production
1. The approval granted in respect of a type of daytime running lamp pursuant to this Regulation may be withdrawn if the requirements are not complied with or if a daytime running lamp bearing the approval mark does not conform to the type approved.
2. If a Party to the Agreement applying this Regulation withdraws an approval it has previously granted, it shall forthwith so notify the other Contracting Parties applying this Regulation by means of a communication form conforming to the model in Annex 1 to this Regulation.
Production definitely discontinued

If the holder of the approval completely ceases to manufacture a type of daytime running lamp approved in accordance with this Regulation, he shall so inform the Type Approval Authority which granted the approval. Upon receiving the relevant communication, that Authority shall inform thereof the other Parties to the Agreement applying this Regulation by means of a communication form conforming to the model in Annex 1 to this Regulation.

Names and addresses of technical services responsible for conducting approval tests and of type approval authorities

The Parties to the Agreement applying this Regulation shall communicate to the United Nations Secretariat the names and addresses of the Technical Services responsible for conducting approval tests and of the Type Approval Authorities which grant approval and to which forms certifying approval or extension or refusal or withdrawal of approval, or production definitively discontinued, issued in other countries, are to be sent.

2.1. The distance of measurement shall be such that the law of the inverse of the square of the distance is applicable:

2.2. The measuring equipment shall be such that the angle subtended by the receiver from the reference centre of the light is between 10' and 1°:

2.3. The intensity requirement for a particular direction of observation shall be satisfied if the required intensity is obtained in a direction deviating by not more than one-quarter of a degree from the direction of observation.

In the case where the daytime running lamp may be installed on the vehicle in more than one or in a field of different positions the photometric measurements shall be repeated for each position or for the extreme positions in the field of the reference axis specified by the manufacturer.
Photometric measurement of daytime running lamps

The photometric performance shall be checked:

4.1. For non-replaceable light sources (filament lamps or other):

With the light sources present in the daytime running lamp, in accordance with paragraph 10. of this Regulation.

4.2. For replaceable filament lamps:

When equipped with filament lamps at 6.75 V, 13.5 V or 28.0 V the luminous intensity values produced shall be corrected. The correction factor is the ratio between the reference luminous flux and the mean value of the luminous flux found at the voltage applied (6.75 V, 13.5 V or 28.0 V). The actual luminous fluxes of each filament lamp used shall not deviate more than ±5 per cent from the mean value. Alternatively standard filament lamp(s) may be used in turn, in each of the individual positions, operated at its reference flux, the individual measurements in each position being added together.

4.3. For any daytime running lamp except those equipped with filament lamp(s), the luminous intensities, measured after one minute and after 30 minutes of operation, shall comply with the minimum and maximum requirements. The luminous intensity distribution after one minute of operation can be calculated from the luminous intensity distribution after 30 minutes of operation by applying at each test point the ratio of luminous intensities measured at HV after one minute and after 30 minutes of operation.

Table of standard light distribution

Figure showing graphically the standard light distribution for a daytime running lamp

3.1. The direction H = 0° and V = 0° corresponds to the reference axis. (On the vehicle, it is horizontal, parallel to the median longitudinal plane of the vehicle and oriented in the required direction of visibility). It passes through the centre of reference. The values shown in the table give, for the various directions of measurement, the minimum intensities as a percentage of the minimum required in the axis for each daytime running lamp (in the direction H = 0° and V = 0°).

3.2. Within the field of light distribution of paragraph 3 above schematically shown as a grid, the light pattern should be substantially uniform, i.e. in so far as the light intensity in each direction of a part of the field formed by the grid lines shall meet at least the lowest minimum value being shown on the grid lines surrounding the questioned direction as a percentage.

Minimum requirements for conformity of production control procedures

General

1.1. The conformity requirements shall be considered satisfied from a mechanical and geometric standpoint, if the differences do not exceed inevitable manufacturing deviations within the requirements of this Regulation.

1.2. With respect to photometric performances, the conformity of mass-produced lamps shall not be contested if, when testing photometric performances of any lamp chosen at random and equipped with a standard light source or when the lamps are equipped with non-replaceable light sources (filament lamps or other), and when all measurements are made at 6.75 V, 13.5 V or 28.0 V respectively:

1.2.1. No measured value deviates unfavourably by more than 20 per cent from the values prescribed in this Regulation.

1.2.2. If, in the case of a lamp equipped with replaceable light sources and if results of the test described above do not meet the requirements, tests on lamps shall be repeated using another standard light source.

1.3. The chromaticity coordinates shall be complied with when the lamp is equipped with a standard filament lamp(s), or for lamps equipped with non-replaceable light sources (filament lamps or other), when the colorimetric characteristics are verified with the light source present in the lamp.

Minimum requirements for verification of conformity by the manufacturer

For each type of lamp the holder of the approval mark shall carry out at least the following tests, at appropriate intervals. The tests shall be carried out in accordance with the provisions of this Regulation.

If any sampling shows non-conformity with regard to the type of test concerned, further samples shall be taken and tested. The manufacturer shall take steps to ensure the conformity of the production concerned.

2.1. Nature of tests

Tests of conformity in this Regulation shall cover the photometric and colorimetric characteristics.

2.2. Methods used in tests

2.2.1. Tests shall generally be carried out in accordance with the methods set out in this Regulation.

2.2.2. In any test of conformity carried out by the manufacturer, equivalent methods may be used with the consent of the Type Approval Authority responsible for approval tests. The manufacturer is responsible for proving that the applied methods are equivalent to those laid down in this Regulation.

2.2.3. The application of paragraphs 2.2.1. and 2.2.2. above requires regular calibration of test apparatus and its correlation with measurements made by a Type Approval Authority.

2.2.4. In all cases the reference methods shall be those of this Regulation, particularly for the purpose of administrative verification and sampling.

2.3. Nature of sampling

Samples of lamps shall be selected at random from the production of a uniform batch. A uniform batch means a set of lamps of the same type, defined according to the production methods of the manufacturer.

The assessment shall in general cover series production from individual factories. However, a manufacturer may group together records concerning the same type from several factories, provided these operate under the same quality system and quality management.

2.4. Measured and recorded photometric characteristics

The sampled lamp shall be subjected to photometric measurements for the minimum values at the points listed in Annex 3 to this Regulation and the required chromaticity coordinates.

2.5. Criteria governing acceptability

The manufacturer is responsible for carrying out a statistical study of the test results and for defining, in agreement with the Type Approval Authority, criteria governing the acceptability of his products in order to meet the specifications laid down for verification of conformity of products in paragraph 13.1. of this Regulation.

The criteria governing the acceptability shall be such that, with a confidence level of 95 per cent, the minimum probability of passing a spot check in accordance with Annex 5 (first sampling) would be 0.95.

Annex 5

legislative provisions
1. NAME OF STANDARD
  1. This Standard is the Vehicle Standard (Australian Design Rule 76/00 – Daytime Running Lamps) 2006.
  2. This Standard may also be cited as Australian Design Rule 76/00 – Daytime Running Lamps.
SCOPE

This Australian Design Rule (ADR) prescribes the photometric requirements for daytime running lamps which when provided is intended to increase the conspicuity of a vehicle in daylight.

APPLICABILITY AND IMPLEMENTATION
1. The circumstances under which daytime running lamps are mandatory, optional, or prohibited are set out in either ADRs 13/…, 19/… or 67/….
DEFINITIONS
1. Refer to paragraph 2 of Appendix A.

The ADR organises the regulation of daytime running lamps around several core concepts, most of which are drawn verbatim from UN Regulation No. 87 in Appendix A. The principal concepts to track are scope and vehicle categories, what constitutes a daytime running lamp, photometric performance (intensity and distribution), apparent surface, colour of light, light‑source types and modules, test procedures (including voltages and timing), heat resistance, failure modes, conformity of production, and marking/approval mechanics , with a key caveat that Australia excludes some approval and marking provisions.

Scope and vehicle categories: Appendix A states the Regulation applies to vehicles of category L, M and N (see ADR note 8.1: read Appendix A paragraph 1 Scope as "This Regulation applies to daytime running lamps for vehicles of category L, M and N"). Those categories cover motorcycles (L), passenger vehicles (M) and goods vehicles (N) under the vehicle classification used in UNECE/ADR contexts.

Definition of daytime running lamp: Appendix A declares a "daytime running lamp" to be a forward‑facing lamp or interdependent lamp system used to make the vehicle more easily visible when driving during daytime. The ADR builds on that by prescribing photometric requirements to achieve conspicuity (s 2 Scope).

Photometric performance (core metrics): Appendix A prescribes a minimum luminous intensity in the axis of reference of 400 candela (cd) and a maximum intensity of 1,200 cd in any direction in which the lamp is visible (Appendix A, para 7.1-7.2). Further, throughout the field defined in Annex 6 the intensity shall not be less than 1.0 cd (para 7.3). Annex 3 sets a table of standard light distribution giving percentage minima at specified angular points relative to the reference axis. The angular fields and minimum angular extents (vertical minimum 10° above and 5° below horizontal; minimum horizontal angles shown in Annex 6) define the required visibility envelopes.

Apparent surface and colour: Appendix A requires the apparent surface area in the direction of the reference axis to be between 25 cm² and 200 cm² (para 8.1). The colour of light must be white, measured under the prescribed test conditions (para 9.1).

Light‑source types and modules: The Regulation recognises filament lamps and LED light sources and incorporates cross‑references to Regulation No. 37 (filament lamp categories) and Regulation No. 128 (LED source categories) as applicable at the time of type approval (Appendix A paras 2 and 3). It contains detailed rules about replaceable versus non‑replaceable light sources and requires that light source modules be tamperproof, not mechanically interchangeable with replaceable approved light sources, and, where multiple modules exist, not interchangeable between positions if they have different characteristics (para 6.3).

Test procedures and voltages: Photometric and colourimetric measurements must be performed under specified voltages. For filament lamps the voltage that produces the reference luminous flux must be used; for LEDs the Regulation uses 6.75 V, 13.5 V or 28.0 V test voltages with corrections as required (Appendix A para 10.1-10.3). Measurements (for non‑filament lamps) must be taken after one minute and after 30 minutes, with procedures for deriving the one‑minute distribution from the 30‑minute values when necessary (para 10.4).

Heat resistance and durability: Appendix A prescribes a heat resistance test of one hour continuous operation after a 20‑minute warm up at ambient 23°C ±5°, with specified power and wattage measurement rules and minimum post‑test performance (para 11).

Light‑source failure and tell‑tale: Where a lamp contains more than one light source, minimum intensity requirements must still be observed in the event of one source failing. Appendix A provides two alternative compliance routes: either at specified measurement points the intensity must be at least 80% of the minimum required, or the intensity in the axis must remain at least 50% of minimum provided the communication form notes the lamp is only for vehicles fitted with an operating tell‑tale (para 7.4).

Conformity of production and sampling: Annex 4 sets minimum manufacturer control procedures and Annex 5 sets sampling requirements for inspectors. For photometric performance, the ADR accepts the Annex 4 and 5 procedures as acceptable means of demonstrating compliance (s 6.1), but the ADR specifically excludes Annex 1 and Annex 2 and paragraphs 2.3 and 3.3 of Annex 5 (which in UN text relate to approval and withdrawal criteria). Annex 4 allows that individual measurements may deviate up to 20% unfavourably from the regulation values without contesting conformity (Annex 4.1.2 and Annex 5.1.2).

Approval, marking and administrative processes: The UN Regulation contains a full approval/marking system including approval numbers, international "E" marks, and communication forms (Appendix A paras 3-5 and Annexes 1-2). The Australian ADR, however, removes a number of those approval and marking provisions from application in Australia (Part 5, Exemptions). The ADR instead relies on other ADRs (13/..., 19/... or 67/...) and the Road Vehicle Standards Act for when DRLs are mandatory and how they are implemented.

In summary, the main concepts are tightly technical and test‑driven: intensity, distribution, area, colour, construction features of light sources/modules, specific test protocols and declared tolerances for production conformity. Administrative and international approval mechanics from UN Regulation No. 87 are acknowledged but many of their administrative provisions are carved out of application in Australia by explicit exemption.

The direct regulatory subjects are manufacturers and assemblies that supply daytime running lamps, vehicle manufacturers that fit DRLs as part of vehicle production, and parties responsible for type approval and conformity of production. Because the ADR applies to DRLs intended for vehicles of categories L, M and N (ADR note in s 8.1), the practical footprint covers motorcycle, passenger car and light‑/heavy‑goods vehicle DRLs.

Specific affected parties:

Lamp manufacturers and light‑source module suppliers: They must design and manufacture DRLs to meet the photometric, colourimetric, apparent surface and construction requirements set out in Appendix A (paras 6-9). Where modules are used, the modules must be designed so each module only fits the designated position, be tamperproof and mechanically non‑interchangeable with replaceable approved light sources (Appendix A para 6.3).
Vehicle manufacturers and secondary manufacturers (integrators): Where a vehicle is required by ADR 13/..., 19/... or 67/... to be fitted with DRLs, the vehicle manufacturer is responsible for installing DRLs that comply with the ADR's technical requirements. The ADR cross‑references ADR 13/00 in place of UNECE Regulation No. 48 and ADR 51/00 in place of Regulation No. 37 (s 8 Notes), so vehicle integration must conform to those ADRs where other functions or lamp interdependencies arise.
Test laboratories and technical services: Photometric and colourimetric measurement, heat‑resistance testing and conformity sampling must be performed in accordance with the methods set out in Appendix A (paras 10-11 and Annex 3-5). Manufacturers may use equivalent methods subject to Type Approval Authority consent (Annex 4.2.2), which places a documentation and calibration burden on test labs and on manufacturers to demonstrate equivalence.
Type Approval Authorities and regulators: The ADR is made under section 12 of the Road Vehicle Standards Act 2018 (Compilation Notes) and explicitly delegates the circumstances of mandatory, optional or prohibited DRLs to other ADRs (s 1.1). The ADR removes a number of UN Regulation administrative provisions (Part 5), which concentrates administrative decision‑making within the Australian ADR regime and the administering departments/authorities rather than the UNECE approval mechanism.
Importers and distributors: If importing DRLs or vehicles equipped with DRLs, importers must ensure components meet the ADR's accepted technical routes for compliance (Appendix A technical requirements or UN Reg 87 alternative standard). Conformity of production provisions and sampling tolerances in Annexes 4 and 5 affect whether imported batches are contestable on technical grounds.

Indirectly affected parties:

Suppliers of electronic light source control gear: Appendix A governs whether such gear is "part of the lamp" and prescribes how measurements must be made where the gear is part or not part of the lamp (Appendix A para 10.2-10.4). Suppliers need to coordinate declared input voltages and ensure lab testing uses appropriate control gear.
Maintenance and aftermarket providers: The ADR's rules on replaceable vs non‑replaceable light sources, module non‑interchangeability and tamperproofing shape allowable aftermarket replacements, service procedures, and part design. The ADR's requirement that light sources be fixed in the correct position (para 6.2.2) and light source holder conformity to IEC 60061 (para 6.2.3) are practical specifications for aftermarket parts.

Who pays: The text places the design, testing, marking and conformity burden on manufacturers and applicants for approvals under the applicable scheme. Type Approval Authorities and testing services will incur administrative costs associated with verifying conformity where required by ADRs and the Road Vehicle Standards Act. The ADR itself does not set fines or penalties because it expressly excludes UN Regulation Section 14 (penalties) from application; where enforcement is needed it will be dealt with under Australia’s ADR/administrative framework and the Road Vehicle Standards Act (Compilation Notes; Part 5 exemptions).

Who decides: Technical compliance decisions, testing methods and any consents to equivalent test methods fall to the Type Approval Authority and technical services referenced in Appendix A (Annex 4), but the ADR removes the UN's approval/marking machinery. For the question of whether a vehicle must carry DRLs, the decision is deferred to ADRs 13/..., 19/... or 67/... (s 1.1). Administrative communications specified in UN Annex 1 are expressly not applied by this ADR (Part 5), so Australian administrative routing is through domestic ADR processes and the Road Vehicle Standards Act.

This ADR places concrete duties on manufacturers, vehicle integrators, and testing/approval agents; it also creates rights to use alternative compliance routes. The duties and rights are mainly technical and procedural rather than creating criminalised prohibitions within the ADR text itself.

Key duties (technical and procedural)

Duty to meet photometric parameters: If a DRL is fitted to vehicles required to comply with ADRs 13/..., 19/... or 67/... and required to comply with this ADR (s 3.1), the lamp must meet the technical requirements of Appendix A or the alternative standards in part 7 (UN Regulation No. 87). Appendix A prescribes minimum axis luminous intensity 400 cd, maximum 1,200 cd in any direction visible, and minimum 1.0 cd throughout the specified field (Appendix A para 7.1-7.3).
Duty on apparent surface and colour: The apparent surface in the reference axis must be between 25 cm² and 200 cm² (Appendix A para 8.1); the colour of light must be white as measured under the regulation’s test procedures (para 9.1).
Construction and light source duties: Lamps must be designed and constructed to function despite vehicle vibration and to retain prescribed characteristics (Appendix A para 6.1-6.2). Light source modules must be tamperproof and designed so modules can only fit in their designated positions; modules must not be mechanically interchangeable with replaceable approved light sources (para 6.3.1-6.3.3).
Testing duties: Photometric and colourimetric measurements must be carried out under specified voltages and times (Appendix A para 10). Heat resistance tests (Appendix A para 11) and photometric measurement details in Annex 3 impose specific test procedures and measurement tolerances.
Conformity of production and sampling: Manufacturers must implement conformity of production control procedures consistent with Appendix A and the Agreement’s Appendix 2 (Appendix A para 13.1-13.3; Annex 4). The manufacturer must carry out certain photometric and colorimetric checks at appropriate intervals and keep records of sampling and statistical acceptability criteria (Annex 4.2-4.5).
Duty as to failure modes: Where a lamp has multiple light sources, the lamp must comply with minimum intensity despite failure, either by maintaining at least 80% of minimum at sampled distribution points or by maintaining 50% of minimum in the axis where a tell‑tale is specified in the communication form (Appendix A para 7.4).

Key rights and options

Choice of compliance route: The ADR gives manufacturers an explicit choice. DRLs required to comply with this ADR must comply with either the technical requirements of Appendix A as varied by the ADR (Part 3.1) or the alternative standards in part 7 which include UN Regulation No. 87 itself. That is, the ADR recognises either the embedded Appendix A technical route or the UN Regulation as acceptable technical standards.
Use of equivalent test methods with consent: Annex 4 permits equivalent conformity testing methods to be used with the consent of the Type Approval Authority, subject to the manufacturer's responsibility to prove equivalence and to calibrate apparatus (Annex 4.2.2-4.2.3).
Manufacturer statistical acceptability design: Annex 4.2.5 and 4.5 give the manufacturer the right and responsibility to conduct statistical studies and to agree acceptability criteria with the Type Approval Authority so that, with 95% confidence, the probability of passing a spot check is at least 0.95. This gives manufacturers latitude to design production control systems tailored to their operations, subject to authority oversight.

Administrative and procedural rights/duties shaped by exemptions

Administrative approvals and marking: The ADR explicitly removes many UN Regulation approval and marking provisions from application (Part 5). Section 3 (Application for approval), Section 4 (Markings) and Section 5 (Approval) of Appendix A are not applied. Consequently, the statutory duty to seek UN type approval and to apply UN approval marks does not operate under this ADR. The ADR defers to domestic ADRs and the Road Vehicle Standards Act for those matters (s 1.1 and Compilation Notes). That shifts the administrative duties and rights for approvals away from the UNECE mark/communication model to the Australian ADR regime.

Who must decide and what documentation is required

Manufacturers must document in line with the test procedures and sampling plans of Annexes 3-5 (where applicable). Although Annex 1 communication forms and Annex 2 approval mark examples are not applied in Australia (Part 5), Appendix A contains detailed communication form structures which, even if not mandatory under this ADR, provide the model for technical information (Annex 1).
The Type Approval Authority retains the right to verify conformity control methods at production facilities and normally would do so at least once every two years under Appendix A para 13.4. The ADR does not remove that paragraph explicitly, so the authority has that verification right under the incorporated technical provisions unless other ADRs modify it.

In sum, the ADR establishes technical duties to achieve specified photometric and construction standards, permits route choice for compliance, and reassigns administrative approval and marking mechanics to the Australian ADR framework by excluding parts of the UNECE approval machinery.

The ADR’s text, as compiled, deliberately excludes a number of the UN Regulation provisions that deal with approval, marking and penalties and instead situates administrative implementation within the Australian ADR regime and the Road Vehicle Standards Act 2018. That structural choice affects where enforcement, sanctions and administrative penalties will arise.

What the ADR excludes and its consequence

Section 14 (Penalties for non‑conformity of production) of Appendix A is expressly stated not to apply under Part 5 Exemptions and Alternative Procedures. Likewise Section 5 (Approval), Section 3 (Application for approval), Section 12 (Modification of a type of daytime running lamp and extension of approval), Section 15 and Section 16 (Production definitely discontinued; Names and addresses of technical services) are excluded (Part 5.1.1). Annex 1 (Communication) and Annex 2 (Examples of arrangements of approval marks) are also excluded (Part 5.1.1). Paragraphs 2.3 and 3.3 in Annex 5 are excluded (Part 5.1.2). Those specific paragraphs in Annex 5 (which in the UN text set out certain sampling outcomes that lead to approval withdrawal) do not operate under this ADR.
Because the ADR removes the UN Regulation’s penalty and withdrawal mechanics, the ADR does not itself create or apply the UN’s specified penalty withdrawal process. Instead, administrative enforcement must be carried out under the domestic ADR regime and by reference to the Road Vehicle Standards Act 2018 (Compilation Notes), and by the ADRs that determine DRL applicability (ADRs 13/..., 19/... and 67/...).

Enforcement mechanisms implicit in the adopted technical text

Conformity of production: Appendix A (which the ADR adopts for technical requirements) still contains conformity of production provisions (para 13) and Annex 4 minimum verification requirements for manufacturers and Annex 5 sampling requirements for inspectors. These prescribe the procedures for detecting non‑conforming products and for contesting conformity. For example, Annex 4.1.2 and Annex 5.1.2 set a threshold that no measured photometric value should deviate unfavourably by more than 20% from the regulation values for mass‑produced lamps, and Annex 4.2.5 requires manufacturers to establish acceptability criteria in agreement with the Type Approval Authority. Those are technical enforcement mechanisms enabling administrative action by a regulator or authority.
Verification right: Appendix A permits the Type Approval Authority which granted type approval to verify conformity control methods at production facilities at any time, with a normal frequency of once every two years (Appendix A para 13.4). Where Australian authorities adopt the Appendix A conformity model, they retain the right to audit production.

Where penalties and sanctions will be found

The ADR itself does not specify monetary penalties, criminal offences, or administrative fines; it omits the UN Regulation penalty regime. Enforcement and sanctions are thus to be found in the domestic statutory and ADR framework: the Road Vehicle Standards Act 2018 under which the ADR is made (Compilation Notes), and the ADRs that determine when DRLs must be fitted (ADRs 13/..., 19/... or 67/...). Practitioners should therefore look to those instruments and associated administrative policies for the regime of sanctions and enforcement processes that apply in Australia.

Practical effect and enforcement risk

Because the ADR excludes the dedicated UNECE approval/withdrawal mechanism and Annex 1 communication form, any international approval or "E" marking regime contemplated by UN Regulation No. 87 is not operative under this ADR in Australia. This means that enforcement will be conducted through domestic administrative processes rather than the UNECE communication/withdrawal network. That creates a need for manufacturers and importers to be familiar with the Australian ADR and Road Vehicle Standards Act compliance and enforcement mechanisms rather than relying on UNECE type‑approval communications.
Where conformity is contested by an inspector using Annex 5 sampling procedures, paragraph exclusions (2.3 and 3.3) mean the automatic language in the UN text for approval withdrawal tied to particular sample outcomes is not applied; the Australian authority will need to invoke its domestic procedures for withdrawal or remedial action.

In short, enforcement is delegated away from the UN Regulation’s penalty and approval withdrawal provisions and into Australia’s ADR and Road Vehicle Standards Act enforcement machinery. The ADR preserves technical conformity testing and inspection procedures but not the UNECE administrative penalty regime; therefore, to determine sanctions and enforcement steps, consult the Road Vehicle Standards Act and the ADRs that govern DRL applicability and vehicle standards administration.

The ADR is explicitly made under section 12 of the Road Vehicle Standards Act 2018 (Compilation Notes) and cross‑references other ADRs and UNECE regulations. Understanding interactions requires mapping three sets of relationships: (1) interaction with domestic ADRs and the Road Vehicle Standards Act; (2) interaction with UNECE instruments whose technical content is incorporated; and (3) the ADR’s carve‑outs where it excludes certain UNECE administrative provisions.

Interaction with Road Vehicle Standards Act 2018 and domestic ADRs

Source of power and administration: The ADR is made under s 12 of the Road Vehicle Standards Act 2018 ( Compilation Notes). That identifies the Road Vehicle Standards Act as the enabling statute that gives administrative and enforcement authority to implement ADRs. As the ADR does not itself set out enforcement penalties, enforcement is to be pursued under the Road Vehicle Standards Act and the broader ADR administrative framework.
Allocation of when DRLs are required: The ADR does not itself prescribe on which vehicles daytime running lamps must be fitted. Instead it defers to ADRs 13/..., 19/... and 67/... which "set out the circumstances under which daytime running lamps are mandatory, optional, or prohibited" (Part 1.1 Applicability and implementation). Practically this means compliance obligations arise only when a vehicle type is covered by those other ADRs, and one must consult them to determine legal obligations concerning presence, location and installation.

Interaction with UNECE Regulation No. 87 (and other UNECE Regulations)

Technical incorporation: Appendix A reproduces UN Regulation No. 87 in full (including Annexes). The ADR therefore imports detailed technical prescriptions (light intensity, test procedures, module design, etc.). The ADR also explicitly allows compliance by meeting the "alternative standards set out in part 7 Alternative Standards," where part 7 names UN Regulation No. 87 (Part 7.1). This dual reference means manufacturers may rely on the UNECE technical standard either via the ADR’s Appendix A or directly as the alternative standard.
Cross‑references to other UNECE Regulations: Notes in the ADR instruct that references in Appendix A to Regulation No. 48 should be read as ADR 13/00, and references to Regulation No. 37 should be read as ADR 51/00 (Part 8 Notes). This transposes some applicable UNECE functions to the domestic ADR equivalents for purposes such as lamp mounting and bulb categories.

Carve‑outs and administrative interaction

Excluded UNECE approval and marking provisions: The ADR expressly excludes a suite of UN Regulation administrative sections (Part 5). By omitting Section 3 (Application for approval), Section 4 (Markings), Section 5 (Approval), Section 12 (Modification and extension), Section 14 (Penalties), Section 15 and Section 16, and Annexes 1 and 2, the ADR severs the UNECE international type‑approval mark/communication system from Australian application. The ADR therefore places Australian administrative responsibility under domestic law and ADR processes rather than the UNECE approval network.
Practical consequence for imports and international approvals: Although the ADR accepts UN Regulation No. 87 as an alternative technical standard, the ADR’s exemption of the UNECE approval and marking mechanism means that an overseas UNECE type approval and E‑mark is not, by itself, dispositive of Australian approval or compliance. Importers and manufacturers must ensure compliance with the domestic ADR and any relevant approvals or evidence required by the Road Vehicle Standards Act and the ADRs referenced.

Interaction with standards and international testing norms

Reference to IEC Publication 60061 and Regulations No. 37 and 128: Appendix A requires, for replaceable lamp holders, conformity to IEC Publication 60061 and cross‑references the filament lamp categories in Regulation No. 37 and LED module categories in Regulation No. 128 (Appendix A paras 6.2.3, 3.4). The ADR directs that references to Regulation No. 37 be read as ADR 51/00 (s 8 Notes), thereby aligning Australian technical expectations with established international lamp categories and IEC holder data.

Summary of legal interactions

The ADR is a technical instrument anchored to the Road Vehicle Standards Act 2018. It imports UNECE technical prescriptions but not the UNECE administrative approval and penalty system. Where administrative or enforcement powers are required, these are to be found in the Road Vehicle Standards Act and the ADRs that specify when DRLs are required. Practitioners should therefore coordinate compliance planning across the ADR technical text, ADR 13/00 (vehicle lighting and position), ADR 51/00 (filament lamp categories), and the Road Vehicle Standards Act to understand both technical and administrative obligations.

The compilation notes and tables in the ADR set out the legislative instrument history. This ADR was made in 2006 and has been amended on two occasions set out in the Table of Instruments: an Amendment 1 in 2016 and a Lighting Standards Amendment Instrument 2022 (No.1) which registered 19 January 2023 and commenced 20 January 2023 (Table of Instruments).

Key instruments and dates

Original ADR: Vehicle Standard (Australian Design Rule 76/00 - Daytime Running Lamps) 2006, registered 21 June 2006, commenced 22 June 2006 (Table of Instruments).
Amendment 1 (2016): Vehicle Standard (Australian Design Rule 76/00 - Daytime Running Lamps) 2006 Amendment 1, registered 23 August 2016, commenced 24 August 2016 (Table of Instruments).
Lighting Standards Amendment Instrument 2022 (No.1): Vehicle Standard (Australian Design Rule) Lighting Standards Amendment Instrument 2022 (No.1), registered 19 January 2023, commenced 20 January 2023 (Table of Instruments). The compiled ADR is current up to and including that 2022 instrument (Compilation: 2).

Table of Amendments , clause‑level changes

The Table of Amendments records clause‑level amendments:

Clause 4.1 was amended by the Lighting Standards Amendment Instrument 2022 (No.1) (Table of Amendments).
Clause 6.1 and clause 7.1 were amended by Amendment 1 (2016), and 7.1 was further amended by the 2022 Lighting Standards Amendment Instrument (Table of Amendments).
Clauses 8.1 and 8.2 experienced renumbering under Amendment 1: 8.1 -> 8.2 and 8.2 -> 8.3. Amendment 1 also added or inserted material to clause 8.1 (Table of Amendments).
Appendix A was amended by Amendment 1 (2016), and Appendix A's title was amended by the Lighting Standards Amendment Instrument 2022 (No.1) (Table of Amendments).
Compilation Notes show some clauses were removed under the Legislation Act 2003 provisions (0.2 and 0.3 deleted).

What the amendment trail shows

The ADR has been updated to keep its technical references and cross‑references aligned with domestic ADRs and to incorporate technical changes in the UN Regulation where relevant. The 2016 Amendment 1 and the 2022 Lighting Standards Amendment indicate periodic adjustments to technical clauses, Annex references and the Appendix, rather than a wholesale rewrite. The Table of Amendments lists which clauses were amended, added or deleted, enabling practitioners to trace which parts of the text were altered and by which instrument.
The Compilation Date is 20 January 2023 and the ADR is compiled to include the 2022 amendment instrument (Compilation note at top). The Compilation Notes also point to the instrument being determined under section 12 of the Road Vehicle Standards Act 2018.

Practical implication

When advising clients, it is important to use the compiled ADR (current to 20 January 2023) and to consult the Table of Amendments if working with older vehicles or parts to identify the precise requirements that applied at a given date. Because the ADR incorporates Annexes and references to other ADRs and UNECE regulations, tracking amendments to related ADRs (notably ADR 13/00 and ADR 51/00) is also necessary for a complete compliance picture.

The instrument itself contains no case law, judicial interpretations, or litigation history. The text names no cases, and the compilation and Appendix are technical regulatory material rather than adjudicative commentary. The ADR does not refer to any judicial decisions, nor does it summarise any disputes or legal challenges related to DRLs.

Practical consequence for practitioners

Because there is no litigation history recorded in the instrument, advice and compliance interpretation must be based on the text of the ADR, Appendix A (UN Regulation No. 87) and related ADRs and statutes (e.g., Road Vehicle Standards Act 2018). Where uncertainty exists about how an administrative enforcement or approval process will be applied, the relevant administrative instrument (the Road Vehicle Standards Act) and ADRs 13/..., 19/... or 67/... should be consulted, and, if necessary, discrete legal challenge or advisory engagement should be treated as an emergent area without established judicial precedent recorded in the ADR itself.
For issues concerning international approvals, UNECE communication and E‑marking practice, the ADR’s exemptions of the UN approval/marking machinery mean that reliance on UNECE case practice (if any) will not substitute for the domestic administrative implementation. Any dispute about enforcement or approval procedures is therefore likely to be litigated under domestic administrative law and the Road Vehicle Standards Act processes rather than being governed by the UN Regulation's approval communications network.

In short, there is no litigation history contained in the instrument; practitioners should base legal analysis on the ADR’s text, the Road Vehicle Standards Act, and applicable ADRs, and be prepared to rely on primary statutory and regulatory interpretation rather than precedent from this instrument.

There are several non‑obvious, high‑practical‑impact features and traps that arise from how this ADR is structured and how it applies the UN Regulation technical content while excluding substantial administrative provisions. The following points are concrete operational gotchas grounded in the text.

Approval and marking confusion: Australia excludes UN Regulation Sections 3, 4 and 5 (application, markings and approval), Annex 1 (communication) and Annex 2 (approval mark examples) from application (Part 5.1.1). That means that the UNECE approval/“E” mark regime and the UN communication form are not operative under this ADR in Australia. A manufacturer or importer who assumes that an EU/UNECE E‑mark automatically satisfies Australian requirements will be mistaken unless the relevant domestic ADR or the Road Vehicle Standards Act recognises that mark under another process. Practitioners must therefore check domestic ADRs and the Road Vehicle Standards Act for the accepted evidence of compliance in Australia.
Requirements but not the UNECE enforcement machinery: The ADR retains the technical conformity and sampling mechanics (Annexes 3-6) and accepts Annexes 4 and 5 as acceptable to demonstrate compliance (s 6.1), but it excludes paragraphs 2.3 and 3.3 in Annex 5 which in the UN text specify “approval withdrawn” conditions for certain sample outcomes. That deletion means that the default UNECE sampling outcomes that trigger withdrawal are not in force in Australia. Regulators and manufacturers must therefore be careful about assuming the same automatic withdrawal triggers apply.
Two compliance routes with subtle difference: The ADR says DRLs must comply with either the technical requirements of Appendix A as varied by the ADR, or the alternative standards set out in part 7, being UN Regulation No. 87 (Part 3.1). This offers a choice but that choice can be confusing: Appendix A is itself UN Regulation No. 87. The practical reading is that the ADR accepts the Appendix A technical text as its own, and also accepts compliance to the UNECE Regulation text. However, because the ADR excises UNECE approval/marking provisions, one cannot assume equivalence of administrative acceptance. The practical gotcha is that technical compliance verified by UNECE tests may not be matched by domestic administrative sign‑off unless domestic processes are followed.
Voltage and test timing criticalities: Photometric measurements must be performed at specific voltages (6.75 V, 13.5 V or 28.0 V for LEDs and corrected for filament lamps) and at defined measurement times (after one minute and after 30 minutes for non‑filament lamps; Annex 3 and Appendix A para 10). Errors in test voltage or reliance on different measurement timing will render test results non‑compliant. Laboratories must use the exact voltages and timing and apply correction factors as required.
Light‑source module tamperproofing: Where lamps use light source modules, Appendix A requires modules to be tamperproof, non‑interchangeable and only removable with tools in their designated position (para 6.3). If manufacturers design interchangeable modules to simplify inventory or maintenance, they will breach the ADR’s construction requirements.
Apparent surface area constraints: The apparent surface in the axis must be between 25 cm² and 200 cm² (para 8.1). Small modern LED arrays often have small apparent areas; conversely, large daytime running lamp arrays may exceed 200 cm². Both are compliance risks.
Light‑source failure options and requirement to note tell‑tale: If a manufacturer relies on the 50% axis intensity alternative in the event of a source failure, the communication form must state the lamp is for use only on vehicles fitted with an operating tell‑tale (Appendix A para 7.4.2). Given the ADR excludes Annex 1 communication forms, reliance on this route in Australia needs careful administrative clarification with the Type Approval Authority about how that requirement is to be recorded domestically.
Tolerances in mass production: Annex 4 and Annex 5 set out sampling regimes and tolerances. Individual measured values may deviate unfavourably up to 20% (Annex 4.1.2; Annex 5.1.2) before conformity is contested. Manufacturers must ensure production control and statistical acceptability criteria are documented and agreed with the Type Approval Authority (Annex 4.5). Failure to have an agreed statistical plan may lead to contestation in the event of sample failure.
Interplay with ADR 13/00 and ADR 51/00: The ADR instructs that references to Regulation No. 48 are to be read as ADR 13/00 and references to Regulation No. 37 are to be read as ADR 51/00 (Part 8 Notes). Practically this imports domestic lamp mounting and filament category rules into interpretation. A failure to consult these ADRs when integrating DRLs into a vehicle can cause non‑compliance despite the DRL itself meeting photometric specs.
Administrative evidence and importers: Because the ADR removes UNECE communication forms and approval marks, importers should not expect an E‑mark or UNECE form to be sufficient for Australian entry without domestic evidence of conformity. Documentation practices must be adapted to Australian administrative expectations under the Road Vehicle Standards Act.

In short, the principal gotchas revolve around (a) the coexistence of UNECE technical content and the removal of UNECE administrative machinery; (b) detailed test voltages, timings and tolerances; (c) module and construction requirements; and (d) the need to consult other ADRs and the enabling Act for administrative and enforcement detail.

Compliance requires aligning product design, testing, production control and administrative evidence with the ADR’s technical prescriptions while observing that administrative approval and enforcement are dealt with under domestic ADRs and the Road Vehicle Standards Act. Below is a practical, stepwise checklist grounded in the ADR text.

Confirm applicability for the vehicle type

Determine whether the vehicle type in question is required, optional, or prohibited from fitting DRLs by consulting ADRs 13/..., 19/... or 67/... (Part 1.1). The ADR itself does not set when DRLs must be present.

Choose the compliance route

Decide whether to comply by meeting the technical requirements as set out in Appendix A as varied by the ADR, or by following UN Regulation No. 87 (part 7 Alternative Standards). Both are accepted technical standards under the ADR (Part 3.1 and Part 7.1). Bear in mind that domestic administrative acceptance may require additional documentary evidence under ADR administrative rules.

Design to the core technical parameters

Luminous intensity: Ensure each lamp emits at least 400 cd on the reference axis and does not exceed 1,200 cd in any direction visible (Appendix A para 7.1-7.2). Ensure at least 1.0 cd throughout the field defined in Annex 6 (para 7.3).
Light distribution: Meet the minimum percentage values at specified angular points in Annex 3 and ensure the pattern is substantially uniform with respect to surrounding grid minima (Annex 3.1-3.2).
Apparent surface: Design the apparent surface in the axis to be ≥25 cm² and ≤200 cm² (para 8.1).
Colour: Ensure the light is white and verify under prescribed test conditions (para 9.1).
Module design: If using light source modules, make them tamperproof, fit only in designated positions, and mechanically non‑interchangeable with replaceable approved light sources (para 6.3).
Holders and bulb types: For replaceable filament lamps, use holder characteristics conforming to IEC Publication 60061 and categories consistent with ADR 51/00 (para 6.2.3; Part 8 Notes).

Testing and laboratory procedures

Photometric measurements: Use the voltages and timings required by Appendix A para 10 , filament lamps at the voltage producing the reference luminous flux; LED measurements at 6.75 V, 13.5 V or 28.0 V with correction factors applied. Take measurements after one minute and after 30 minutes for non‑filament lamps, and calculate one‑minute distributions from 30‑minute values where appropriate (para 10.1-10.4; Annex 3.4).
Heat resistance test: Perform the one‑hour heat resistance test after 20 minutes warm up at ambient 23°C ± 5°, following Appendix A para 11.
Light‑source failure tests: Verify compliance either using the 80% of minimum intensity at specified points approach or, if relying on the 50% axis intensity alternative, ensure there is a documented requirement (see administrative record) that the vehicle will be fitted with an operating tell‑tale (para 7.4).

Production control and sampling

Implement conformity of production procedures consistent with Annex 4 and Annex 5, noting that the ADR accepts Annexes 4 and 5 as acceptable for demonstrating compliance (s 6.1). Maintain calibration records, statistical acceptability criteria and sampling plans (Annex 4.2-4.5).
Keep in mind individual measured values must not deviate unfavourably more than 20% from required values in general sampling (Annex 4.1.2; Annex 5.1.2). Establish and document a statistical approach that meets the 95% confidence and 0.95 pass probability criteria in Annex 4.5.

Administrative evidence and approvals

Do not assume UNECE approval marks or Annex 1 communication forms satisfy Australian administrative requirements because the ADR excludes UN approval and marking provisions (Part 5.1.1).
Prepare for domestic administrative evidence under the Road Vehicle Standards Act and relevant ADRs. Keep complete test records, calibration certificates, production control files, and technical descriptions, since Type Approval Authorities retain the right to verify conformity control methods at production facilities (Appendix A para 13.4, which remains applicable if not excluded).

Liaise with the Type Approval Authority

Use the Type Approval Authority to obtain guidance on acceptable documentation and any required consents for equivalent testing methods (Annex 4.2.2). Agree acceptability criteria for production control with the authority (Annex 4.5).
Confirm how the 50% axis failure option and any tell‑tale declarations should be recorded domestically given Annex 1 is excluded.

Coordinate with vehicle integration rules

Cross‑check ADR 13/00 for lamp mounting and ADR 51/00 for filament categories where referenced by Appendix A (Part 8 Notes). Integration into vehicle lighting clusters may trigger additional ADR requirements for combined functions and grouped lamps.

Keep track of amendments and versions

Use the compiled ADR current to 20 January 2023 and consult the Table of Amendments to identify clause changes that might affect product specs or testing (Compilation Notes and Table of Amendments). Also monitor updates to ADR 13/00 and ADR 51/00, and international Regulations 37 and 128 insofar as their technical categories are referenced.

For imports, confirm domestic acceptance

If importing lamps or vehicles carrying DRLs approved elsewhere, confirm with the domestic regulator whether UNECE approvals or marks suffice or whether additional Australian testing/verification is required, since the ADR excludes UNECE approval and marking mechanics.

In practice, compliance will be technical (product design and testing) plus administrative (records, agreed sampling and production control plans, regulatory liaison). The ADR specifies precise technical metrics and test methods; meeting those metrics and documenting adherence, and engaging early with the Type Approval Authority for any non‑standard testing methods or administrative requirements, is the reliable compliance path.
