Vehicle Standard (Australian Design Rule 75/00 – Headlamp Cleaners) 2006

This ADR is structured around a small set of core concepts derived from UN Regulation No. 45; those concepts determine how designers, manufacturers and regulators measure compliance and allocate responsibilities.

• Headlamp cleaner (Appendix A, Reg No. 45, para 2.1). A "headlamp cleaner" is defined as a complete device with which all or part of the light emitting surface of a headlamp can be cleaned. The ADR adopts this definition through inclusion of Appendix A (Reg No. 45, para 2.1).

• Type of headlamp cleaner and vehicle type (Appendix A, paras 2.2-2.4). The Regulation distinguishes types by trade name, cleaning principle, geometry and other essential features (paras 2.2-2.3). Approval (where applied) is for a type, and approval identifiers indicate the series of amendments (para 5.3).

• Technical performance and safety thresholds (Appendix A, Reg No. 45, paras 6 and 7). The ADR requires headlamp cleaners to meet substantive technical specifications: cleaning efficiency (minimum 70% of the clean photometric values at specified measuring points after cleaning, para 7.1), limits on obstruction and photometric degradation (rest position loss no more than 5% and during operation mechanical parts covering no more than 20% of a passing lamp or 10% of a driving lamp, paras 6.2.1-6.2.2), environmental and operational durability (operation between −10°C and +35°C, and survive −35°C / +80°C one‑hour exposures, para 6.2.3), and material resistance to a 50% alcohol/water cleaning fluid (para 6.2.6).

• Cleaning period, fluid consumption and capacity classes (Appendix A, paras 3.3.4, 6.5.2.1, Annex 4 paras 4.1.1-4.1.2). Manufacturers must declare the cleaning period and fluid consumption; cleaning period must not exceed 10 seconds during testing (Annex 4, para 4.1.2). Where a fluid container is provided, capacity classes (25 or 50) set minimum numbers of cleaning periods (50 periods for class 50; 25 periods for class 25) and a combined reservoir that also supplies windscreens must be increased by one litre (para 6.5.2.1-6.5.2.2).

• Test protocols and measuring points (Appendix A, para 7 and Annex 4). The ADR adopts the Annex 4 test procedure: photometric measurement at points on a screen 25 m from the headlamp, specified measuring points for passing and driving lamps (paras 7.1-7.4), and a specified polluting mixture for glass or plastic lenses (Annex 4, para 2.1). Tests are carried out in still air at 23°C ± 5°C (Annex 4, para 1).

• Approval, marking and conformity mechanics (Appendix A, paras 3-5, 9-12; but note ADR Exemptions). UN Regulation No. 45 contains procedures for type approval, approval marks and conformity of production (paras 3-5 and 9-12). However, the ADR explicitly lists many of these sections as not applying domestically (see the Exemptions list, which excludes Sections 3, 4, 5, 8-13 and Annexes 1-3). That creates a distinction between the technical content adopted and the international procedural framework that is not fully imported into Australian law.

• Alternative standards path (ADR part 7 and Appendix A). The ADR provides that compliance may alternatively be demonstrated by the "technical requirements of United Regulation No. 45" including versions in the 01 series of amendments (Part 7, para 7.1). Appendix A itself reflects the 01 series language (Reg No. 45 titles and paras 5.3 and 13), so the ADR allows reliance on the UN instrument as an alternative directly, but the ADR’s own exemptions still operate.

These core concepts determine who must act and how compliance is measured. The ADR makes technical obligations explicit, while removing or modifying the UN’s administrative approval procedures; those procedural gaps require careful attention when planning certification, marking and production conformity strategies for the Australian market.

The ADR affects multiple participants in the vehicle supply and regulatory chain. The primary groups are:

• Vehicle manufacturers and their design teams. The ADR applies to headlamp cleaners fitted to vehicles in accordance with ADR 13/... (the ADR explicitly directs users to ADRs 13/..., 19/... or 67/... to determine whether cleaners are mandatory, optional or prohibited: "APPLICABILITY AND IMPLEMENTATION", para 3.1). Manufacturers that fit cleaners must ensure the cleaner and its installation meet the technical criteria of Appendix A or the alternative standard in part 7. Design choices that affect photometry, mechanical intrusion onto the light‑emitting surface and fluid systems fall within the ADR’s substantive technical requirements (Appendix A, paras 6 and 7).

• Component manufacturers and suppliers of headlamp cleaning devices. Suppliers of pumps, nozzles, wipers, valves and fluid systems will need to deliver components consistent with the listed materials, durability and performance specifications. The Appendix A application requirements (3.3.3 and 3.3.6) and annexed testing procedures describe the documentation, drawings and samples that accompany an approval application under the UN procedure (Appendix A, paras 3.3.1-3.3.8), although the ADR’s Exemptions remove many of the UN approval procedural provisions from Australian application. Nonetheless, the technical tests themselves (Annex 4) will be the basis for demonstrating technical compliance.

• Test laboratories and "technical services" responsible for conducting approval tests. The UN Regulation (Appendix A) names technical services as the bodies that run tests and issue reports (paras 3.3.8, 5.4, 12). Australia’s ADR excludes the UN provisions that prescribe the approval workflow and notification mechanics, but the Annex 4 test protocol remains the detailed technical benchmark. Laboratories that can carry out the photometric testing, polluting agent preparation and measurement methodology (Annex 4 paras 2.1-2.5) will be required to support manufacturer compliance.

• Vehicle importers, certification bodies and compliance officers. Importers and certifiers must determine whether a vehicle’s headlamp cleaner is required to comply with the ADR (see para 3.1) and whether the installed device meets the Appendix A technical requirements, especially given the ADR’s carve‑outs of the international approval/marking process. In many cases certification will require the importers to hold documentation demonstrating the cleaning efficiency, fluid consumption and operational characteristics declared by the manufacturer (Annex 4 paras 4.1.1-4.1.2), and to verify the operational controls are accessible from the driver’s seat (Appendix A, para 6.5.4).

• Repairers, aftermarket fitters and vehicle owners. The ADR sets durability and serviceability rules (parts must not hinder headlamp adjustment or bulb replacement; removable parts allowed by simple tools, Appendix A paras 6.2.7 and 6.5.3). Owners and repairers must therefore maintain reservoirs and nozzles, and observe declared cleaning fluid specifications if performance guarantees or warranties depend on proper fluids and servicing. Fluid composition and material resistance requirements (6.2.6 and Annex 4) will influence replacement fluids stocked and recommended.

• Regulators and compliance staff within the Department of Infrastructure and the agencies implementing the Road Vehicle Standards Act 2018. The ADR is made under section 12 of that Act (front matter and Compilation Notes). The ADR’s Exemptions from UN approval and marking procedures change how domestic enforcement and conformity assurance are applied; enforcement will therefore involve the domestic RVSA regulatory machinery and ADR certification pathways rather than the UN notification system (Exemptions list).

Who pays and who decides. On costs: manufacturers bear design, testing and validation costs to meet the photometric and durability thresholds (Appendix A paras 6 and 7; Annex 4). Testing bodies and technical services charge test fees. Importers and certifiers bear the cost of assembling documentation and any additional domestic conformity checks required because the ADR omits the UN approval mechanics (Exemptions list). The decision rights over technical compliance are exercised by technical services and the relevant Australian regulatory authority; the UN procedure’s approval/marking and notification route is not fully binding domestically because the ADR excludes many of those UN procedural provisions (Exemptions list, Appendix A sections 3-5, 8-13 omitted).

This ADR imposes technical duties on designers, manufacturers and fitters and leaves administrative authority sitting with domestic approval systems. The instrument’s language sets out the technical duties; the rights (for example, to choose an alternative standard) are also explicit.

Duties

• Meet technical requirements. Headlamp cleaners that are fitted to vehicles required to comply must conform to the technical requirements of Appendix A (UN Regulation No. 45) as varied by the ADR’s Exemptions (see "5. REQUIREMENTS", paras 5.1-5.1.2). That includes, as central duties, achieving cleaning efficiency of at least 70% at specified measuring points after cleaning (Appendix A, para 7.1), ensuring operations across the specified temperature and speed ranges (6.2.3), and limiting mechanical obstruction and photometric reduction (6.2.1-6.2.2).

• Declare performance parameters. Manufacturers must provide, as part of an approval application under the UN procedure, a brief technical description stating the length of the cleaning period, fluid consumption during the cleaning period and the minimum capacity of the container (Appendix A, para 3.3.4). Annex 4 reiterates that values used for duration and fluid consumption in tests shall be the values declared by the manufacturer (Annex 4, para 4.1.1).

• Ensure safety and serviceability. Design must avoid outwardly directed sharp or pointed parts, meet radius of curvature minima, protect wiper shafts, and not interfere with headlamp adjustment or bulb replacement; parts may be detachable with simple tools when necessary (Appendix A, paras 6.3.1-6.3.4; 6.2.7; 6.5.3).

• Provide driver operation. Controls for the cleaning device must be operable from the driver’s seat and may be coupled with other cleaning device controls (Appendix A, para 6.5.4).

• Where a fluid container is provided, meet capacity and accessibility standards. The container must provide the minimum number of cleaning periods (class 50 = 50 periods; class 25 = 25 periods) and be easy to check and fill; if combined with windscreen/rear washer supply, capacity increases by one litre (6.5.2.1-6.5.2.2).

Rights and options

• Choice of standards. The ADR affords manufacturers a choice: either comply with the technical requirements of Appendix A (subject to the ADR’s Exemptions) or apply the alternative standards enumerated in part 7 , in substance the UN Regulation No. 45 including versions in the 01 series of amendments (see "5. REQUIREMENTS", para 5.1; "6. ALTERNATIVE STANDARDS", para 7.1). That explicit alternative path is a right to elect the compliance route.

• Use of component approval (subject to ADR variation). Appendix A states that a previously approved headlamp cleaner may be installed at the manufacturer's choice but such prior approval is not mandatory (Appendix A, Reg No. 45, para 1 footnote). The ADR’s Exemptions remove many of the UN approval and marking mechanisms, so in Australia this translates into a conditional right to rely on recognized approvals where domestic certification pathways accept them.

• Removal of certain UN procedural obligations within Australia. The ADR deliberately excludes several UN procedural sections (application for approval, markings, approval, conformity of production, penalties and other administrative rules, as listed in the Exemptions). That exclusion changes parties’ administrative duties and the domestic enforcement path and creates a right , de facto , to be governed by the Australian ADR/RVSA administrative framework rather than the UN notification and approval workflow for those matters.

Who decides and how compliance is demonstrated

• Technical services and laboratories are the actors that conduct photometric and cleaning efficiency tests under the Annex 4 protocol (Appendix A, paras 3.3.8 and Annex 4). Under the UN text, administrative departments and competent authorities issue approvals and approval numbers (paras 5.3-5.5), but the ADR removes those procedural sections (Exemptions list). Therefore, in Australia the decision that a vehicle complies will be taken under the domestic ADR/RVSA compliance and certification process while relying substantively on the Appendix A technical test methods.

• Approval marks and international notification (UN marks) are specified in Annex 3/paras 5.5-5.9 of the UN Regulation, but the ADR’s Exemptions exclude the UN marking requirements (Exemptions list); accordingly, the ADR does not itself authorise reliance on the UN "E" mark for domestic compliance in Australia without reference to the domestic certification process.

In short, the ADR establishes substantive duties on product performance and safety, provides a choice of compliance routes, and allocates administrative decision rights to domestic processes by excluding parts of the UN administration and marking regime.

The text of this ADR sets substantive technical obligations but does not itself import the UN Regulation’s penalty and conformity procedures into Australian practice. The enforcement landscape is therefore two‑layered: the UN Regulation contains penalty and withdrawal mechanics, but the ADR expressly excludes many of those sections for domestic application.

UN Regulation penalty and withdrawal provisions (noting they are excluded by the ADR). Under UN Regulation No. 45, approvals may be withdrawn if production does not conform to the approved type and samples taken from production fail prescribed tests (Appendix A, paras 9.1-10.2). The UN instrument requires notification to other Parties where approvals are withdrawn (para 10.2) and it provides procedures for informing other contracting parties about production cessation (para 11) and about the technical services and administrative departments administering tests (para 12). It also sets out transitional timeframes for the 01 series of amendments (para 13). Annexes 1-3 provide the forms and marking arrangements used to notify approvals, refusals and withdrawals. Those sections establish a regime in which type approvals can be withdrawn and a formal international notification and marking regime applies.

What the ADR does domestically. The ADR’s Exemptions list removes these UN procedural and enforcement sections from domestic application. The instrument explicitly states that the following provisions of Appendix A do not apply: Section 3 Application for approval; Section 4 Markings; Section 5 Approval; Section 8 Modifications of type and extension of approval; Section 9 Conformity of production; Section 10 Penalties for non‑conformity of production; Section 11 Production definitely discontinued; Section 12 Names and addresses of technical services; Section 13 Transitional Provisions; Annex 1; Annex 2; Annex 3 (see "1. EXEMPTIONS AND ALTERNATIVE PROCEDURES", para 1 and its subitems). By excluding those, the ADR removes the UN’s built‑in penalty and withdrawal architecture from the Australian ADR itself.

Consequences and where enforcement likely sits. Because the ADR is made under section 12 of the Road Vehicle Standards Act 2018 (Compilation Notes, front matter), enforcement and penalties for non‑compliance with ADRs in Australia will be administered under the RVSA and its enforcement provisions rather than under the UN approval withdrawal and notification processes that are embedded in Regulation No. 45. The ADR does not, within its own text, create domestic monetary fines or specific withdrawal procedures; instead, compliance must be achieved for vehicles to be eligible under the Australian ADR framework, and remedies for non‑compliance will be applied under the Road Vehicle Standards Act or other domestic enforcement instruments (note: the ADR text itself does not reproduce the RVSA enforcement clauses; it only records that the ADR is made under section 12).

Operational enforcement mechanics still required. Because the ADR retains the substantive tests (Annex 4) and performance standards (paras 6 and 7), regulators will need testing capability or accredited technical services to assess photometric performance, cleaning efficiency, fluid consumption and declared cleaning period, and other requirements. The ADR’s carve‑out of UN procedure simply means regulators will not rely on foreign E‑marks or UN issuance alone to infer domestic compliance; they will need to determine compliance under domestic ADR certification and RVSA processes.

Risk points. The exclusion of the UN conformity and penalty provisions creates potential operational gaps: if domestic conformity sampling, production testing and penalty mechanisms are not fully aligned with the technical tests in Annex 4, regulators may need to develop or rely upon other regulatory levers under the RVSA to enforce the ADR. The ADR itself does not set out those domestic instruments in its text; the instrument’s Compilation Notes identify it was made under s12 RVSA but do not include the RVSA enforcement rules.

This ADR is an instrument under the Road Vehicle Standards Act 2018 and expressly cross‑references other Australian Design Rules for applicability, creating specific points of interaction with domestic vehicle standards and with international UN regulatory material.

Primary statutory base. The ADR is made under s12 of the Road Vehicle Standards Act 2018 (front matter and Compilation Notes). That means its domestic legal force derives from the RVSA and the RVSA’s administration and enforcement mechanisms (the ADR text does not reproduce the RVSA enforcement provisions; readers should consult the RVSA for the statutory compliance and sanction framework).

Cross‑ADRs. The ADR defers to ADRs 13/..., 19/... or 67/... to determine where headlamp cleaners are mandatory, optional or prohibited ("APPLICABILITY AND IMPLEMENTATION", para 3.1). The Notes instruct that where Appendix A references UN Regulation No. 48 and No. 37, the equivalent Australian rules to be read in are ADR 13/00 and ADR 51/00 respectively (Notes, para 2). Practically, this means compliance planning must consider the vehicle class‑specific ADRs , for example ADR 13/00 is an applicable reference for lighting/installation matters , and not view ADR 75/00 in isolation.

Interaction with international UN Regulation No. 45. The ADR incorporates the technical content of UN Regulation No. 45 in Appendix A and also identifies UN Reg No. 45 as an alternative standard (Part 7). This creates a close substantive alignment with the international technical standard. However, the ADR excludes many of UN Reg No. 45’s administrative and procedural sections (Exemptions list). Consequently, while UN test methods and performance thresholds will be used domestically, the international approval and marking mechanics (approval numbers, E‑marks, notification to other contracting parties) are not imported wholesale into Australian law by this ADR. For international manufacturers or importers, this means UN approval and markings may be persuasive but are not a substitute for satisfying domestic ADR/RVSA certification or documentary requirements.

Complementary safety and product laws. The ADR’s safety provisions (for example restrictions on projections, radius of curvature minima and material hardness thresholds, Appendix A paras 6.3.1-6.3.4) interact with broader vehicle safety duties under the RVSA and general product safety or consumer protection laws. Statutory duties to ensure safe vehicle supply and consumer protection legislation remain relevant; the ADR supplies detail for one aspect (headlamp cleaning systems) that will be considered when applying those broader duties.

International compatibility and national variation. The UN text allows Contracting Parties to disallow class 25 in national regulations. Appendix A footnote notes adherence to the Regulation is "not incompatible with the existence of national regulations which do not accept vehicles approved with headlamp cleaners of capacity class 25" (Appendix A footnote to para 1). That explicit recognition indicates international law anticipates national variance; the ADR’s own text therefore permits Australia to implement its own choices about allowable capacity classes and how approvals are evidenced, subject to domestic ADR and RVSA policy.

Administrative flow. Because the ADR removes UN approval and marking sections, the practical path for a manufacturer is to satisfy the substantive tests in Appendix A and then engage with Australian certification procedures under the RVSA to demonstrate adherence to the ADR. The ADR itself gives the technical benchmark; administrative acceptance must be sought via the domestic RVSA and ADR compliance channels.

The compilation notes appended to this instrument supply the definitive amendment history up to the compilation date (20 January 2023). The ADR was originally made in 2006 and has one listed amending instrument up to the compilation date.

Core items in the compilation table:

• Original instrument. Vehicle Standard (Australian Design Rule 75/00 - Headlamp Cleaners) 2006 registered 21 July 2006, commenced 22 July 2006 (Table of Instruments).

• Amendments. The only amending instrument listed in the compilation notes is the Vehicle Standard (Australian Design Rule) Lighting Standards Amendment Instrument 2022 (No.1), registered 19 January 2023 and commenced 20 January 2023 (Table of Instruments). The Table of Amendments records how specific clauses were affected and which instrument effected the change (Table of Amendments).

Specific clause amendments recorded in the compilation notes:

• Clauses 0.2 and 0.3 were deleted (del) by the Legislation Act 2003, via sections 48D and 48C respectively. The compilation notes identify those deletions; the ADR text reflects the deletions (Table of Amendments: clause 0.2 del; clause 0.3 del).

• Clause 4.1 and clause 7.1 were amended (am) by the Vehicle Standard (Australian Design Rule) Lighting Standards Amendment Instrument 2022 (No.1). The compilation notes list those amendments (Table of Amendments: 4.1 am; 7.1 am).

• Appendix A title was amended by the same 2022 amending instrument (Table of Amendments: Appendix A - title am).

Interpretation of the amendment history. The ADR’s compilation notes show limited recent amendment activity prior to the compilation date: the 2022 amending instrument affected clause 4.1 and clause 7.1 and revised Appendix A’s title. The compilation notes also show the ADR has been recompiled to include the amending instrument. The ADR continues to reference and reproduce UN Regulation No. 45/01 in Appendix A; the 01 series of amendments language is present in the UN text embedded in the ADR (Appendix A, para 5.3 and 13.1-13.3).

Transitional provisions and temporal effect. The UN Regulation’s own transitional provisions for the 01 series are reproduced in Appendix A (Reg No. 45, para 13). However, the ADR’s Exemptions exclude Section 13 (Transitional Provisions) of Appendix A from domestic application (Exemptions list). That means the ADR does not import the UN transitional timeframes as domestic legal transitional rules; any domestic transitional arrangements depend on the ADR and the RVSA administration rather than UN Reg No. 45’s transitional provisions.

Where to check further changes. The Table of Instruments and Table of Amendments in the compilation notes provide the instrument history up to 20 January 2023. Practitioners should check later legislative instruments, the Federal Register of Legislation, and any subsequent ADR compilations beyond the compilation date for updates that post‑date this compilation.

The instrument and its compilation notes do not cite any judicial or administrative decisions. The ADR text reproduces technical rules and the UN Regulation but contains no references to litigation or to decisions interpreting these requirements. The compilation notes list instruments and amendments but do not record any court or tribunal matters concerning the ADR.

Practical consequence for practitioners. There is no litigation history recorded in the instrument itself to guide interpretive or enforcement precedent. That means two things for lawyers and compliance professionals: (1) the ADR’s text and the embedded UN Regulation provision set the primary source of obligations; and (2) in the absence of recorded litigation within the instrument, questions about how the ADR’s procedural carve‑outs will be applied in practice (for example, whether UN E‑marks will be treated as determinative evidence of compliance by Australian regulators) must be answered by consulting administrative practices under the Road Vehicle Standards Act 2018 and current guidance from the relevant agencies, or by observing any subsequent cases or determinations that arise after the compilation date.

Caveat on external case law. The UN Regulation references approval and notification procedures amongst Contracting Parties, which could be the subject of administrative decisions in other states. However, the ADR’s Exemptions mean those external decisions do not automatically apply domestically. Where cross‑border supply chains or foreign approvals are used, Australian compliance counsel should not rely solely on foreign approval marks but must consider domestic RVSA certification pathways.

If litigation arises. Any litigation over compliance, enforcement or interpretation is likely to engage the underlying RVSA regulatory scheme as well as the ADR’s text. In disputes about technical conformity (cleaning efficiency, photometric effects), Annex 4’s test procedures and their application would form the technical core of evidence (Annex 4, paras 1-4). In disputes over marking, approval or withdrawal, the ADR’s choice to exclude the UN procedural sections means litigation will focus on domestic administrative actions under the RVSA rather than on UN notification mechanics.

This ADR contains several practical traps for manufacturers, certifiers and compliance officers because it adopts technical content but excludes many of the UN administrative mechanisms. Key "gotchas" follow; each is grounded in the instrument’s text.

1. Procedural exemptions alter expected certification routes. The ADR excludes UN Regulation No. 45 Sections 3, 4, 5, 8-13 and Annexes 1-3 (see "1. EXEMPTIONS AND ALTERNATIVE PROCEDURES", para 1 and subitems). Practitioners who expect to rely on the UN approval mark, numbering and notification (the "E" mark regime described in Appendix A paras 5.5-5.9 and Annex 3) cannot assume those UN marking and approval procedures apply domestically in Australia under this ADR. In short, having an E‑mark does not automatically equate to domestic compliance , the ADR requires compliance with the technical content and domestic certification pathways.

2. The ADR gives a choice that can be confusing. Clause 5.1 offers two compliance paths: either the technical requirements of Appendix A (as varied by Part 5 Exemptions) or the "alternative standards" in Part 7 (which are, in substance, UN Reg No. 45 including 01 series) (see "5. REQUIREMENTS" and "6. ALTERNATIVE STANDARDS", para 7.1). The practical outcome is that there is effectively a single international technical standard adopted, but the ADR’s own Exemptions modify which UN procedural elements apply. This can lead to confusion about which procedural evidence suffices for domestic acceptance.

3. Capacity class nuance. Fluid container capacity classes are 25 or 50 (Appendix A, para 6.5.2.1). The UN text includes a footnote that Contracting Parties may have national rules that do not accept class 25. That means regulators or importing countries may treat class 25 devices differently. The ADR does not itself affirm whether Australia accepts class 25, so domestic acceptance may hinge on ADR 13/... or RVSA implementation practices.

4. Declared values control test parameters. Annex 4 prescribes that the values used in tests for cleaning period and fluid consumption are those declared by the manufacturer and that fluid consumption is measured as the mean value over several cleaning periods as specified by the manufacturer (Annex 4, para 4.1.1). That creates a subtle risk: manufacturers’ declarations determine the test envelope. If declarations are optimistic or inconsistent, tests may fail , and the ADR’s text excludes the UN conformity sections that would otherwise prescribe uniform approval protocols. Keep rigorous documentation of declared test parameters.

5. Tight limits on obstruction and photometric effect. Designers must ensure that, in rest positions, the headlamp cleaner does not reduce photometric values by more than 5% compared to the lamp’s pre‑installation values (Appendix A, para 6.2.1). During operation mechanical parts must not cover more than 20% of a passing lamp or 10% of a driving lamp (para 6.2.2). These are precise limits; meeting them may require iterative design and testing.

6. Cleaning period and test timing constraints. The Annex 4 test procedure requires the headlamp to be operated for 10 minutes prior to application of the dirt mixture and sets a maximum cleaning period in tests of 10 seconds (Annex 4, paras 4.1 and 4.1.2). Tests also require initial photometric measurements when the headlamp is clean (Annex 4, para 3). Practically, this means test facilities must replicate these timing steps exactly.

7. Specific polluting mixtures and test equipment. The polluting agent composition for glass and plastic lenses is precisely specified (Annex 4, paras 2.1.1-2.1.3), including particle size distributions and NaCMC specifics (compilation note at end explains NaCMC DS and viscosity). Laboratory capability to prepare and apply these mixtures (spray gun at ~500 kPa, nozzle 1.5 mm, Annex 4, para 2.3) is required. Not all general lighting test houses may be set up for these specific mixtures.

8. Material compatibility and cleaning fluid composition. Appendix A requires that elements in contact with cleaning fluid resist a 50% alcohol/water mixture (para 6.2.6). If service or supply chains use different cleaning fluids domestically, corrosion or degradation risks may arise. Manufacturers must advise owners about appropriate fluids; repairers must avoid incompatible blends.

9. Temperature and freeze risk nuance. The cleaner must be able to operate at temperatures between −10°C and +35°C and remain undamaged after exposure to −35°C and +80°C for one hour (para 6.2.3). However, temporary failure due to snow or ice blocking the cleaner is not considered damage provided the device can be restored by simple means (para 6.2.5). That creates functional expectations and warranty‑related considerations about what constitutes failure.

10. Combined reservoir volume add‑on. If the cleaner shares the windscreen/rear washer reservoir, capacity must be increased by one litre in addition to the class minimum (6.5.2.1). Failure to account for that will result in non‑compliance with the capacity class rules.

11. Exemptions may change expectations of international counterparties. Exporters or global OEMs that comply with UN Reg No. 45 approvals and markings need to be aware Australia’s ADR excludes UN marking/approval sections. Coordination is required to ensure domestic paperwork and test reports satisfy Australian certifiers rather than relying on international approval marks.

12. Unclear domestic marking obligations. Because the ADR removes Appendix A’s Section 4 on markings and Annex 3, manufacturers should not attach or rely on UN Reg‑based approval marks for Australian compliance without confirmation from the domestic regulator. Seek formal guidance from the relevant RVSA certifying body about acceptable documentary evidence.

In practice, these gotchas mean technical and regulatory teams must coordinate: design engineers must meet precise photometric and mechanical thresholds; test houses must be prepared to run Annex 4 procedures; compliance teams must ensure documentation, declared parameters and domestic certification routes are aligned because the ADR does not simply defer to the UN’s approval mechanics for administrative enforcement.

Below is a practical compliance checklist structured against the ADR’s substantive provisions. Each step cites the relevant ADR/Appendix A provision in the instrument.

1. Confirm whether headlamp cleaners are required for your vehicle type. The ADR defers to ADRs 13/..., 19/... or 67/... for the circumstances under which cleaners are mandatory, optional or prohibited ("APPLICABILITY AND IMPLEMENTATION", para 3.1). Consult the relevant ADR text (ADR 13/00, ADR 19/... or ADR 67/...) and RVSA guidance to determine whether your vehicle model requires a cleaner.

2. Choose your compliance route. The ADR permits compliance either with the technical requirements of Appendix A as varied by the ADR’s Exemptions, or with the alternative standards set out in part 7 (the UN Regulation No. 45 series) (see "5. REQUIREMENTS", paras 5.1-5.1.2; "6. ALTERNATIVE STANDARDS", para 7.1). Practically, this means adopt the Appendix A technical rules and the Annex 4 test procedure as the baseline.

3. Design to the substantive technical specs in Appendix A, Regulation No. 45, paras 6-7:

   • Ensure cleaning efficiency: at least 70% of the clean photometric values at the specified measuring points after cleaning (Appendix A, para 7.1).
   • Ensure photometric impact in rest positions does not exceed a 5% reduction (para 6.2.1).
   • Limit obstruction during operation to <=20% for passing lamps and <=10% for driving lamps (para 6.2.2).
   • Design to operate between −10°C and +35°C and survive −35°C/+80°C one‑hour exposures (para 6.2.3).
   • Use materials resistant to a 50% alcohol/water mixture for elements in contact with cleaning fluid (para 6.2.6).
   • Ensure parts do not impede headlamp adjustment or bulb replacement and are removable with simple tools where necessary (paras 6.2.7 and 6.5.3).
   • Ensure external bodywork parts comply with projection and curvature rules (paras 6.3.1-6.3.4).

4. Plan and size fluid container. If a fluid container is provided, size it for at least 50 cleaning periods for capacity class 50 or at least 25 for class 25; if combined with windscreen/rear washer circuits, add one litre (Appendix A, para 6.5.2.1-6.5.2.2). Make the level readily checkable and the filling opening accessible (para 6.5.2.2). Decide on capacity class and document the calculation and declared cleaning period and fluid consumption.

5. Prepare documentation and declarations. Although the ADR excludes Appendix A’s UN approval application procedures, the UN text’s list of documents remains a useful technical template (Appendix A, paras 3.3.1-3.3.8). Prepare:

   • Drawings showing installation and attachment, nozzle/wiper positions and cleaning principle (para 3.3.1).
   • Specification of headlamp types or approval numbers or lens geometry if part of lens cleaned (para 3.3.2).
   • A parts list and drawings for pumps, nozzles, valves, motors and wipers (para 3.3.3).
   • A technical description declaring cleaning period, fluid consumption, and minimum container capacity (para 3.3.4).
   • Samples or test fixtures representative of the vehicle or separate devices if requested (paras 3.3.5-3.3.6).
   • Installation instructions (para 3.3.7).

6. Arrange testing under Annex 4 protocol. Use the test procedure in Annex 4 for cleaning efficiency verification:

   • Use the prescribed polluting mixtures for glass or plastic lenses (Annex 4, paras 2.1.1-2.1.3) and adhere to particle size distribution table.
   • Operate the headlamp for 10 minutes before applying dirt (Annex 4, para 4.1).
   • Ensure the dirt reduces luminous intensity below 20% of the clean values at all measuring points (Annex 4, para 4.1).
   • Perform the cleaning operation within the declared cleaning period, which must not exceed 10 seconds in the test (Annex 4, para 4.1.2).
   • Use distilled water for cleaning fluid during the test (Annex 4, para 4.2).
   • Measure photometry at the specified measuring points on the screen 25 m from the headlamp (Appendix A, para 7.2-7.4).

7. Use accredited technical services. The UN Regulation contemplates tests by recognised technical services (Appendix A, paras 3.3.8, 5.4). For Australian compliance, engage laboratories or technical services capable of carrying out Annex 4 photometric and polluting mixture tests to generate reproducible evidence for RVSA certification.

8. Prepare for domestic certification under the RVSA/ADR process. Do not rely solely on UN approval marks or foreign approvals because the ADR excludes the UN marking and approval sections (Exemptions list). Liaise with the Australian Department of Infrastructure or the statutory RVSA certifying body to determine required documentation and process to obtain domestic acceptance or certification that the vehicle conforms with ADR 75/00. Keep records of manufacturing conformity and testing because domestic authorities may require production evidence even if UN conformity sections are excluded.

9. Ensure user operation and maintenance documentation. Provide manufacturer instructions on operation, recommended cleaning fluid, maintenance of nozzles and reservoirs, and guidance on removal or replacement of cleaner components with simple tools as required (Appendix A, paras 3.3.7, 6.2.7, 6.5.3).

10. Conduct production quality controls. Although the ADR excludes the UN's Section 9 (Conformity of production) and Section 10 (Penalties) for domestic application, implement internal conformity procedures to ensure production units match the tested sample: maintain serialised test records, production checks and spare parts lists. This internal control will expedite dealings with RVSA conformity assessments.

11. Check labelling and marking requirements with Australian authorities. Because Appendix A’s marking rules (including E‑marks and placement requirements, Appendix A paras 5.5-5.9 and Annex 3) are excluded by the ADR’s Exemptions list, confirm with domestic regulators whether any marking, VIN plate notation or certification label is required for vehicles with headlamp cleaners under ADR 13/... or RVSA documentation.

12. Monitor amendments and guidance. The ADR has been amended in 2022 to modify clause 4.1 and 7.1 and Appendix A title (Compilation Notes Table of Amendments). Keep monitoring the Federal Register of Legislation for further amendments and review RVSA guidance notes for procedural changes affecting certification and enforcement.

13. For aftermarket fitment or repairs, ensure compliance and maintain records. Aftermarket fitters and repairers should verify that replacement parts (nozzles, pumps) and refitted cleaners meet the Appendix A technical specs and maintain records of parts supplied and fitment procedures given the ADR’s reliance on technical conformity supported by test reports.

Following this checklist aligns engineering design, laboratory testing and administrative certification with the ADR’s substance while recognising that approval marking and international approval mechanics are not automatically determinative in Australia due to the ADR’s Exemptions.
