Vehicle Standard (Australian Design Rule 69/00 – Full Frontal Impact Occupant Protection) 2006

This instrument prescribes the technical test procedures, test conditions and injury criteria that a vehicle must satisfy to meet the national Vehicle Standard titled Australian Design Rule 69/00 , Full Frontal Impact Occupant Protection (the ADR or the Standard). Mechanically, it does three things.

First, it makes full‑frontal crash testing a required design verification for a broad set of vehicle categories, by setting a mandatory impact speed (48 km/h) into a fixed barrier, specifying the barrier standard (SAE J850) and defining the anthropomorphic test devices, their set up, and their positioning during the test (clauses 5.1, 5.4, 5.2, 7-10). The ADR converts measured dummy responses into pass/fail criteria by prescribing head and thoracic acceleration limits, sternum compression, femur force limits and specific alternative metrics for cases where there is no head contact (clauses 5.3.1-5.3.5). It also requires a chalk transfer method to determine whether head contact occurred (clause 11).

Second, it imposes a mandatory seatbelt warning system requirement: vehicles must be fitted with a visual (and optionally audible) seatbelt warning that operates under defined ignition and driving‑state conditions and displays prescribed wording or telltales (clauses 5.5.1-5.5.2). The Standard also identifies alternative means of satisfying the seatbelt warning rules, by deeming compliance where US FMVSS 208 S7.3 or provisions of ADR 4/... are met (clauses 5.5.4-5.5.5).

Third, the ADR sets applicability dates by vehicle category and by “new model” status and provides transitional allowances for test dummy types (clauses 3.1.1-3.1.3, 3.2, 5.2). The ADR is explicit that it is binding from the stated dates (clause 3.1.2) and that it repeals prior instruments bearing the same ADR name at commencement (clause 1.3.1).

1.1 NAME OF STANDARD

1.1.1 This Standard is the Vehicle Standard (Australian Design Rule 69/00 – Full Frontal Impact Occupant Protection) 2006.

1.1.2 This Standard may also be cited as Australian Design Rule 69/00 — Full Frontal Impact Occupant Protection.

1.2 COMMENCEMENT

1.2.1 This Standard commences on the day after it is registered.

1.3 REPEAL

1.3.1 This Standard repeals each vehicle standard with the name Australian Design Rule 69/00 — Full Frontal Impact Occupant Protection that is:

(a) made under section 7 of the Motor Vehicles Standard Act 1989; and

(b) in force at the commencement of this Standard.

1.3.2 This Standard also repeals each instrument made under section 7 of the Motor Vehicles Standard Act 1989 that creates a vehicle standard with the name Australian Design Rule 69/00 — Full Frontal Impact Occupant Protection, if there are no other vehicle standards created by that instrument, or amendments to vehicle standards made by that instrument, that are still in force at the commencement of this Standard.

SCOPE

The function of this vehicle standard is to specify vehicle crashworthiness requirements in terms of forces and accelerations measured on anthropomorphic dummies in outboard front seating positions in full frontal test crashes so as to minimise the likelihood of injury to occupants of those seating positions.

APPLICABILITY AND IMPLIMENTATION

3.1. Applicability Summary

3.1.1. This ADR applies to the design and construction of vehicles as required by clauses 3.1.2 and 3.1.3 and as set out in clause 3.2.

3.1.2. This rule is binding:

3.1.2.1. from 1 July 1995 on all new model MA vehicles; and

3.1.2.2. from 1 January 1996 on all MA vehicles: and

3.1.2.3. from 1 January 1998 on all new model MB and MC vehicles; and

3.1.2.4. from 1 July 1998 for new model NA1 vehicles; and

3.1.2.5. from 1 January 2000 on all MB and MC vehicles; and

3.1.2.6. from 1 July 2000 on all NA1 vehicles.

3.1.3. For the purposes of clause 3.1.2, a "new model" is a vehicle model first produced with a 'Date of manufacture' on or after 1 July 1995 for MA vehicles, 1 January 1998 for MB & MC vehicles and 1 July 1998 for NA1 vehicles

To the extent practicable, the right leg of the driver ‘Test Dummy’ must be in a vertical plane. Final adjustment to accommodate placement of feet in accordance with clause 8.5.4 for various passenger compartment configurations is permitted.

8.5.4. Feet - The feet of the ‘Hybrid III’ ‘Test Dummies’ must be positioned as follows:

8.5.4.1. - Driver’s right foot. The right foot of the driver must rest on the undepressed accelerator pedal with the rearmost point of the heel on the floor surface in the plane of the pedal. If the foot cannot be placed on the accelerator pedal, it must be set initially perpendicular to the lower leg and placed as far forward as possible in the direction of the pedal centreline with the rearmost point of the heel resting on the floor pan. Except as prevented by contact with a vehicle surface, place the right leg so that the upper and lower leg centrelines fall, as close as possible, in a vertical plane without inducing torso movement.

8.5.4.2. - Driver’s left foot. The left foot must be placed on the toeboard with the rearmost point of the heel resting on the floor pan as close as possible to the point of intersection of the planes described by the toeboard and the floor pan. If the foot cannot be positioned on the toeboard, it shall be set initially perpendicular to the lower leg and placed as far forward as possible with the heel resting on the floor pan. If necessary to avoid contact with the vehicle’s brake or clutch pedal, rotate the ‘Test Dummy’s’ left foot about the lower leg. If there is still pedal interference, rotate the left leg inboard about the hip the minimum distance necessary to avoid pedal interference. Except as prevented by contact with a vehicle surface, place the left leg so that the upper and lower leg centrelines fall, as close as possible, in a vertical plane. For vehicles with a foot rest that does not elevate the left foot above the level of the right foot, place the left foot on the foot rest so that the upper and lower leg centrelines fall in a vertical plane.

8.5.4.3. - Passenger’s feet on vehicles with flat floor pan/toeboard. The right and left feet must be placed on the vehicle’s toeboard with the heels resting on the floor pan as close as possible to the intersection point with the toeboard. If the feet cannot be placed flat on the toeboard, set them perpendicularly to the lower leg centreline and place them as far forward as possible with the heels resting on the floor pan. The right and left legs must be placed so that the upper and lower leg centrelines fall in vertical longitudinal planes.

8.5.4.4. - Passenger’s feet on vehicles with wheelhouse projections in passenger compartment. The right and left feet must be placed in the well of the floorpan/toeboard and not on the wheelhouse projection. If the feet cannot be placed flat on the toeboard, initially set them perpendicularly to the lower leg centreline and place them as far forward as possible with the heels resting on the floor pan. If it is not possible to maintain vertical longitudinal planes through the upper and lower leg centrelines for each leg, then place the right leg so that its upper and lower centrelines fall, as closely as possible, in a vertical longitudinal plane and place the left leg so that its upper and lower leg centrelines fall, as closely as possible, in a vertical plane.

8.6. Each ‘Hybrid III’ ‘Test Dummy’ must be ‘Correctly Fitted’ with the specified restraint system provided in the vehicle.

8.6.1. After final positioning of the ‘Hybrid III’ ‘Test Dummy’, pull the upper torso webbing out of the retractor and allow it to retract; repeat this operation four times. Apply a 9 to 18 N tension load to the lap belt by pulling the upper torso belt adjacent to the latchplate. Measure the tension load as close as possible to the same location where the force was applied. After the tension load has been applied, ensure that the upper torso belt lies flat on the ‘Test Dummy’s’ shoulder. Allow the excess webbing in the shoulder belt to be retracted by the retractive force of the retractor.

SET UP REQUIREMENTS FOR HYBRID II TEST DUMMY

9.1. Each ‘Hybrid II’ ‘Test Dummy’ must be set up according to the following:

9.2. The ‘Test Dummy’ must be clothed in formfitting cotton stretch garments with short sleeves and midcalf length pants.

9.3. A size 11EE shoe which meets the configuration, size, sole, and heel thickness specifications of MIL-S 131192 and weighs 0.57 + 0.1 kg must be placed on each foot.

9.4. Limb joints must be set at l times the acceleration due to gravity, barely restraining the mass of the limb when extended horizontally.

9.5. Leg joints must be adjusted with the torso in the supine position.

9.6. Instrumentation must not affect the motion of dummies during impact.

9.7. The stabilised temperature of the ‘Hybrid II’ ‘Test Dummy’ specified must be at any level between 18.9 degrees C and 25.6 degrees C.

POSITIONING PROCEDURES FOR HYBRID II TEST DUMMY

10.0. A ‘Hybrid II’ ‘Test Dummy’ must be positioned in each front outboard seating position of a vehicle as specified in the following clauses:

10.1. Vehicle Equipped with Front Bucket ‘Seats’

Place the torso of the ‘Hybrid II’ ‘Test Dummy’ against the ‘Seat’ back and its upper legs against the ‘Seat’ cushion to the extent permitted by placement of the ‘Test Dummy’s’ feet in accordance with the appropriate clause of 10. Centre the ‘Test Dummy’ on the ‘Seat’ cushion of the bucket ‘Seat’ and set its midsagittal plane so that it is vertical and parallel to the centreline of the ‘Seat’ cushion.

10.1.1. Driver position placement

10.1.1.1. Initially set the knees to be nominally 368 mm apart, measured between the outer surfaces of the knee pivot bolt heads, with the left outer surface 150 mm from the midsagittal plane of the ‘Hybrid II’ ‘Test Dummy’.

10.1.1.2. Rest the right foot on the undepressed accelerator pedal with the rearmost point of the heel on the floor pan in the plane of the pedal. If the foot cannot be placed on the accelerator pedal, set it initially perpendicular to the lower leg and place it as far forward as possible in the direction of the pedal centreline with the rearmost point of the heel resting on the floor pan. Except as prevented by contact with a vehicle surface, place the right leg so that the upper and lower leg centrelines fall, as close as possible, in a vertical plane without inducing torso movement.

10.1.1.3. Place the left foot on the toeboard with the rearmost point of the heel resting on the floor pan as close as possible to the point of intersection of the planes described by the toeboard and the floor pan and not on the wheelwell projection. If the foot cannot be positioned on the toeboard, set it initially perpendicular to the lower leg and place it as far forward as possible with the heel resting on the floor pan. If necessary to avoid contact with the vehicle’s brake or clutch pedal, rotate the ‘Test Dummy’s’ left foot about the lower leg. If there is still pedal interference, rotate the left leg inboard about the hip the minimum distance necessary to avoid the pedal interference.

10.1.2. Passenger position placement.

10.1.2.1. Vehicles with a flat floor pan/toeboard. Initially set the knees to be nominally 299 mm apart, measured between the outer surfaces of the knee pivot bolt heads. Place the right and left feet on the vehicle’s toeboard with the heels resting on the floor pan as close as possible to the intersection point with the toeboard. If the feet cannot be placed flat on the toeboard, set them perpendicular to the lower leg centrelines and place them as far forward as possible with the heels resting on the floor pan. Place the right and left legs so that the upper and lower leg centrelines fall in vertical longitudinal planes.

10.1.2.2. Vehicles with wheelhouse projections in passenger compartment.

Initially set the knees to be nominally 299 mm, measured between the outer surfaces of the knee pivot bolt heads. Place the right and left feet in the well of the floor pan/toeboard and not on the wheelhouse projection. If the feet cannot be placed flat on the toeboard, initially set them perpendicular to the lower leg centrelines and then place them as far forward as possible with the heels resting on the floor pan. If it is not possible to maintain vertical and longitudinal planes through the upper and lower leg centrelines for each leg, then place the left leg so that its upper and lower centrelines fall as closely as possible in a vertical longitudinal plane and place the right leg so that its upper and lower leg centrelines fall, as closely as possible, in a vertical plane.

10.2. Vehicle Equipped with Bench ‘Seats’

Place the ‘Hybrid II’ ‘Test Dummy’s’ torso against the ‘Seat’ back and its upper legs against the ‘Seat’ cushion, to the extent permitted by placement of the ‘Test Dummy’s’ feet in accordance with the appropriate clause of 10.1.

10.2.1. Driver position placement.

Place the ‘Test Dummy’ at the right front outboard designated seating position so that its midsagittal plane is vertical and parallel to the centreline of the vehicle and so that the midsagittal plane of the ‘Test Dummy’ passes through the centre of the steering wheel rim or the design ‘Seating Position’ at the manufacturer’s option. Place the legs, knees and feet of the ‘Test Dummy’ as specified in clause 10.1.1.

10.2.2. Passenger position placement.

Place the ’Test Dummy’ at the left front outboard designated seating position so that the midsagittal plane of the ‘Test Dummy’ is vertical and longitudinal, and the same distance from the vehicle’s longitudinal centreline as the midsagittal plane of the ‘Test Dummy’ at the driver’s position or the design ‘Seating Position’ at the manufacturer’s option. Place the legs, knees, and feet of the ‘Test Dummy’ as specified in clause 10.1.2.

10.3. Initial Hybrid II Test Dummy Hand and Arm Placement

With the ‘Test Dummy’ at its designated seating position as specified by the appropriate requirements of clause10.1 or 10.2, place the upper arms against the ‘Seat’ back and tangent to the side of the upper torso. Place the lower arms and palms against the outside of the upper legs.

10.4. Hybrid II Test Dummy Settling

10.4.1. ‘Test Dummy’ vertical upward displacement. Slowly lift the ‘Test Dummy’ parallel to the ‘Seat’ back plane until the ‘Test Dummy’s’ buttocks no longer contact the ‘Seat’ cushion or until there is ‘Test Dummy’ head contact with the vehicle’s headlining.

10.4.2. Lower torso force application.

Apply a rearward force of 223 N against the centre of the ‘Test Dummy’s’ lower torso in a horizontal direction. The line of force application shall be 165 mm above the bottom surface of the ‘Test Dummy’s’ buttocks.

10.4.3. ‘Test Dummy’ vertical downward displacement. Remove as much of the 223 N force as necessary to allow the ‘Test Dummy’ to return downward to the ‘Seat’ cushion by its own weight.

10.4.4. ‘Test Dummy’ upper torso rocking.

Apply a 44.5 N to 66.8 N horizontal rearward force to the ‘Test Dummy’ lower torso. Then apply a horizontal forward force to the ‘Test Dummy’s’ shoulders sufficient to flex the upper torso forward until its back no longer contacts the ‘Seat’ back. Rock the ‘Test Dummy’ from side to side 3 or 4 times so that the ‘Test Dummy’s’ spine is at any angle from the vertical in the 14 to 16 degree range at the extremes of each rocking movement.

10.4.5. ‘Test Dummy’ upper torso force application. While maintaining the 44.5 N to 66.8 N horizontal rearward force applied in clause 10.4.4 and with the ’Test Dummy’s’ midsagittal plane vertical, push the upper torso back against the ‘Seat’ back with a force of 223 N applied in a horizontal rearward direction along a line that is coincident with the ‘Test Dummy’s’ midsagittal plane and 457 mm above the bottom surface of the ‘Test Dummy’s’ buttocks.

10.5. Seatbelt Adjustment for Dynamic Testing

With the ‘Hybrid II’ ‘Test Dummies’ at their designated seating positions as specified by the appropriate requirements of clauses 10.1 through 10.4, place and adjust the seat belts as specified below.

10.5.1. Place the seatbelt around the ‘Test Dummy’ and fasten the latch. The seatbelt must be ‘Correctly Fitted’ to each ‘Hybrid II’ ‘Test Dummy’. Pull the upper torso webbing out of the retractor and allow it to retract; repeat this operation four times so that the excess webbing in the shoulder belt is removed by the retractive force of the retractor.

10.6. Placement of ‘Hybrid II’ ‘Test Dummy’ Arms and Hands

With the ‘Test Dummy’ positioned as specified by clause10.4 and without inducing torso movement, place the arms, elbows, and hands of the ‘Test Dummy’, as appropriate for each designated seating position in accordance with clauses 10.1 or 10.2. Following placement of the arms, elbows and hands, remove the force applied against the lower half of the torso.

10.6.1. Driver’s position.

Move the upper and the lower arms of the ‘Test Dummy’ at the driver’s position to their fully outstretched position in the lowest possible orientation. Push each arm rearward permitting bending at the elbow, until the palm of each hand contacts the outer part of the rim of the steering wheel at its horizontal centreline. Place the ‘Test Dummy’s’ thumbs over the steering wheel rim and position the upper and lower arm centrelines as close as possible in a vertical plane without inducing torso movement. The thumbs must be over the steering wheel rim and are lightly taped to the steering wheel rim so that if the hand of the ‘Test Dummy’ is pushed upward by a force of not less than 9 N and not more than 22 N, the tape must release the hand from the steering wheel rim.

10.6.2. Passenger position.

Move the upper and the lower arms of the ‘Test Dummy’ at the passenger position to the fully outstretched position in the lowest possible orientation. Push each arm rearward, permitting bending at the elbow, until the upper arm contracts the ‘Seat’ back and is tangent to the upper part of the side of the torso, the palm contacts the outside of the thigh, and the little finger is barely in contact with the ‘Seat’ cushion.

10.7. Repositioning of Feet and Legs

After the ‘Test Dummy’ has been settled in accordance with clause 10.4, the safety belt system has been positioned, if necessary, in accordance with clause 10.5, and the arms and hands of the ‘Test Dummy’ have been positioned in accordance with clause 10.6, reposition the feet and legs of the ‘Test Dummy’, if necessary, so that the feet and legs meet the applicable requirements of clauses 10.1 or 10.2.

Chalk Transfer Method For Determining Head Contact.

11.1. After making the vehicle adjustments specified in Clause 6 and positioning the test dummies in accordance with Clause 7 and 8 or Clause 9 and 10 of this rule, each ‘Test Dummy’s’ head shall be painted with a chalk-water slurry or equivalent of adequate density to assure visible transfer of colour upon impact with the vehicle’s interior surfaces.

11.1.1. The paint shall be applied to the top part of the ‘Test Dummy’s’ head above the horizontal plane that passes through the centre of gravity of the ‘Test Dummy’s’ head and to the front part of the ‘Test Dummy’s’ head in front of the vertical transverse lateral plane that passes through the centre of gravity of the ‘Test Dummy’s’ head.

11.1.2. For identification purposes, the head of the ‘Test Dummy’ at the driver’s position shall be painted with a colour that is readily distinguishable from the colour used on the head of the ‘Test Dummy’ at the passenger’s position.

11.1.3. The painted surfaces shall be permitted to dry for at least five minutes after application of the chalk-water slurry before the start of the crash test.

11.2. The determination of whether there was a head contact with any vehicle interior surface or with the ‘Test Dummy’s’ femurs and/or knee shall be made as follows:

11.2.1. Following the crash, examine each ‘Test Dummy’s’ head to see if there has been some removal or disturbance, such as smudging or smearing, of the dried chalk. If there is no such removal or disturbance of the dried chalk, the crash shall be treated as one that did not involve any head contact by that ‘Test Dummy’.

11.2.2. If there is evidence of removal or disturbance of the dried chalk on a ‘Test Dummy’s’ head, examine all vehicle interior surfaces forward of the ‘Test Dummy’s’ original head position and the ‘Test Dummy’s’ femurs and knees to see if chalk of the same colour that was removed or disturbed on the ‘Test Dummy’s’ head has been transferred to any vehicle interior surface or the ‘Test Dummy’s’ femur or knee. When there is a transfer of chalk onto a vehicle interior surface or a ‘Test Dummy’s’ femur or knee and the transferred chalk is the same colour as was removed or disturbed on a ‘Test Dummy’s’ head, the crash shall be treated as one that involved head contact by that ‘Test Dummy’. If there is no chalk transfer onto a vehicle interior surface or ‘Test Dummy’s’ femur or knee of the same colour chalk as was removed or disturbed on the ‘Test Dummy’s’ head, the crash shall be treated as one that did not involve head contact by that ‘Test Dummy’.

legislative provisions

1.1 NAME OF STANDARD

1.1.1 This Standard is the Vehicle Standard (Australian Design Rule 69/00 – Full Frontal Impact Occupant Protection) 2006.

1.1.2 This Standard may also be cited as Australian Design Rule 69/00 — Full Frontal Impact Occupant Protection.

1.2 COMMENCEMENT

1.2.1 This Standard commences on the day after it is registered.

The ADR is composed around a small set of interlocking technical concepts. Each concept carries a precise operational rule that determines how manufacturers demonstrate compliance.

Impact condition and barrier. The required impact speed is 48 km/h into a fixed collision barrier perpendicular to the vehicle’s line of travel (clause 5.1). The barrier must conform to SAE J850 “Barrier Collision Test” (clause 5.4). Clause 5.1.1 allows a higher‑velocity test to be accepted provided the injury criteria are met; the Standard therefore defines a minimum prescribed kinetic input but permits a more severe test where the same criteria are satisfied.

Test dummies and timeline for transition. The ADR sets out which anthropomorphic test devices are to be used. It requires Hybrid III dummies for all vehicle models from 1 January 1998 (clause 5.2.2). Until 1 January 1998 manufacturers could use Hybrid II or Hybrid III (clause 5.2.1). There is an added transition exception linked to Japanese regulations for MB, MC and NA1 models (clause 5.2.3), allowing Hybrid II use for an additional three months after the Japanese compulsory changeover for those categories.

Injury criteria and measurement windows. The Standard’s principal head criterion is the maximum value of the specified integral expression of resultant head acceleration, not to exceed 1,000 (clause 5.3.1). The clause specifies that a is the resultant acceleration as a multiple of g and that t1 and t2 are any two times separated by not more than a 36 ms interval. It provides alternative, more specific measures where head contact is absent (clauses 5.3.5.1-5.3.5.3), including a 75 g limit on the inferior‑superior accelerometer for Hybrid II (5.3.5.1), a neck tension limit of 3,300 N for Hybrid III (5.3.5.2), and a stricter head criterion of 700 for a 15 ms interval (5.3.5.3).

Thoracic, sternal and femur injury metrics. Thoracic resultant acceleration must not exceed 60 g except for cumulative intervals not exceeding 3 ms (clause 5.3.2). If Hybrid III is used, sternum compression relative to the spine must not exceed 76.2 mm (clause 5.3.3). Femur load limits are 10 kN axial per upper leg (clause 5.3.4).

Test vehicle condition and mass. The ADR specifies how to load the test vehicle depending on category: MA vehicles are loaded to unladen mass plus luggage mass plus dummies; MB, MC and NA1 vehicles are loaded to unladen mass plus 136.2 kg plus dummies or to Gross Vehicle Mass, whichever is less (clauses 6.1.1-6.1.2). Suspension height, seat settings, head restraint adjustments and other set‑up conditions are prescribed (clauses 6.2-6.11).

Dummy set up and positioning detail. Clauses 7-10 contain fine geometric tolerances, clothing, shoe types, joint stiffness preloads, stabilised temperature windows for dummies (Hybrid III: 20.5-22.2°C (7.7); Hybrid II: 18.9-25.6°C (9.7)), H‑point tolerances (within 12.7 mm vertically and horizontally of a specified reference, clause 8.5.1), pelvic angle (22.5° ± 2.5°, clause 8.5.2), hand/arm placement, feet placement and settling procedures.

Chalk transfer and head contact decision rule. Clause 11 prescribes a chalk‑water slurry application to the head and a post‑crash transfer‑check procedure that establishes whether head contact took place, which in turn drives the applicable injury criteria to be applied (clauses 11.1-11.2).

Alternative standards and conformity of production. The ADR allows vehicles that demonstrate compliance with ADR 73/00 , Offset Frontal Impact Occupant Protection using dual frontal airbags to be deemed to comply with ADR 69/00 provided the manufacturer can demonstrate compliance at a Conformity of Production assessment (clause 12). The Standard also deems compliance with seatbelt warning where specific alternative standards are met (FMVSS 208 S7.3 or ADR 4/..., clauses 5.5.4-5.5.5).

Applicability, dates and repeal mechanics. The Standard lists specific dates when it becomes binding for different vehicle categories and defines “new model” for the purpose of transition (clauses 3.1.1-3.1.3). It repeals earlier instruments with the same name on commencement (clause 1.3).

These concepts together convert crash test outputs into a compliance decision. The instrument is technical and prescriptive; compliance requires both engineering design and regulated laboratory testing with narrowly specified equipment, settings and reporting.

The text of the ADR imposes obligations that primarily fall on vehicle manufacturers and any party that places vehicles subject to the ADR on the Australian market. Clause 3.1.1 explicitly states the ADR applies to the design and construction of vehicles as required by clause 3.1.2 and clause 3.2. The applicability table (clause 3.2) and clause 3.1.2 specify which ADR category codes and vehicle categories are in scope (for example MA passenger cars, MB forward‑control passenger vehicles, MC off‑road passenger vehicles, NA light goods vehicles) and the dates from which the ADR is binding for each category (clause 3.1.2; see also the table in clause 3.2).

Manufacturers. The primary cost and decision authority sits with manufacturers. They must design occupant restraint systems, vehicle structural features and interior geometry so that, when the vehicle is crash tested under the ADR’s prescribed conditions, dummy readings meet the injury criteria (clauses 5.1, 5.3, 6, 7-10). Manufacturers decide which compliance path to pursue, either direct ADR 69 testing or reliance upon the alternative compliance path (ADR 73/00 with dual frontal airbags plus demonstration at Conformity of Production assessment) (clause 12). They must also implement the seatbelt warning system where applicable (clause 5.5).

Testing and certification bodies. Accredited crash test laboratories, instrumentation suppliers and conformity assessment bodies perform the physical testing and the Conformity of Production assessments referenced in clause 12. The Standard prescribes exact test procedures, dummy instrumentation and environmental conditions that laboratories must meet (clauses 5.1, 7.7, 9.7, 11).

Component suppliers and sub‑contractors. Suppliers of restraint systems, airbags, seatbelt retractors and electronics (seatbelt warning modules) must deliver components that integrate with the vehicle and produce the required measured outcomes (clause 5.5). The Standard also permits conformity via US FMVSS or ADR 4/… for the seatbelt warning system (clauses 5.5.4-5.5.5), which creates a decision point for OEMs about sourcing or designing systems to one of those standards.

Importers and compliance managers. Where vehicles are imported into Australia, importers are responsible for ensuring the vehicle models meet the ADR requirements applicable based on manufacture date and category (clauses 3.1.2-3.1.3, 3.2). The ADR’s repeal clause (1.3.1-1.3.2) and compilation notes indicate the ADR framework is updated by subsequent instruments, so compliance and regulatory teams must track the compilation table and amendment table.

Repairers and rebuilders. While the ADR itself governs design and production verification rather than post‑sale repair, the detailed structural and occupant protection prescriptions (e.g. sternal compression, femur loads, head contact zones) imply that repairs affecting energy‑absorbing structures, restraints or occupant compartment geometry could affect conformity. The ADR does not itself regulate repair activity, but repairers restoring vehicles to roadworthiness would need to ensure that the restraint systems and interior geometries reflect certified designs.

Regulators and enforcement agencies. The ADR is made under section 7 of the Motor Vehicle Standards Act 1989 (front page). That enabling legislation is the legal vehicle for making compliance mandatory; enforcement and penalties are matters for the enabling Act and for procuring authorities, not specified inside the ADR text. The Standard is, by its clause 3.1.2, binding from the dates it lists.

Consumers and safety researchers. Indirectly, occupants and purchasers are affected because the ADR sets the minimum technical performance a vehicle must demonstrate before being certified for the Australian market. Safety‑minded purchasers, consumer testing bodies and researchers will use the ADR’s metrics and test protocols to compare models.

In sum, design and production costs and compliance decisions are borne almost entirely by vehicle manufacturers and their supply chains. Testing and conformity assessment bodies bear the operational burden of implementing the detailed procedures and environmental tolerances set out in the ADR. The ADR’s applicability dates and transition rules determine whether a given vehicle model is covered.

The ADR allocates precise duties to manufacturers and gives specific options that function as rights or alternatives in the compliance process. The instrument is prescriptive; obligations are expressed in operational terms.

Duties (what manufacturers and responsible parties must do)

Design and construct vehicles to meet the frontal impact occupant protection injury criteria when tested under the ADR’s prescribed conditions (clause 3.1.1; clause 2). The test conditions include impact speed (48 km/h) and barrier conformance (clauses 5.1, 5.4).
Use the specified test devices and meet the transition schedule for dummy types: Hybrid III dummies must be used for all models from 1 January 1998; before that date Hybrid II or Hybrid III were permitted (clauses 5.2.1-5.2.2). For MB, MC and NA1 vehicles there is a limited exception relating to Japanese regulations (clause 5.2.3).
Ensure test dummies and instrumentation meet the detailed set up and environmental requirements: clothing, shoe types, joint preload, and stabilised temperatures (clauses 7.2-7.7; 9.2-9.7).
Load test vehicles to the specified mass conditions depending on category (MA: unladen mass + luggage mass + dummies; MB/MC/NA1: unladen mass + 136.2 kg + dummies or GVW whichever is less) (clauses 6.1.1-6.1.2).
Fit vehicles with a seatbelt warning system and visual telltale meeting the activation and display requirements set out in clause 5.5.1-5.5.2. The system must activate the visual indicator for at least four seconds under the vehicle states described (ignition on/start, before engine running 60 s, before vehicle moves 500 metres, or before reaching 25 km/h).
Conduct chalk transfer checks following the specified procedure to determine whether head contact occurred, and then apply the corresponding injury criteria (clause 11).
Where relying on the alternative ADR 73/00 path, demonstrate at Conformity of Production assessment that the vehicle complies with this ADR (clause 12).

Rights and compliance options (what manufacturers are permitted to do)

A test at a higher impact velocity is acceptable if the injury criteria are met (clause 5.1.1). This gives manufacturers the option to demonstrate reserve performance beyond the baseline.
In specified circumstances the alternative injury metrics may be used: if there is no evidence of head contact in front of the original head position (as determined by clause 11) the manufacturer may rely on the alternative criteria in clause 5.3.5 (clauses 5.3.5.1-5.3.5.3). Those alternatives differ depending on dummy type.
Compliance with the seatbelt warning requirements may be deemed where the vehicle complies with the particular clause of US FMVSS 208 S7.3 or with ADR 4/... (clauses 5.5.4-5.5.5). That is a recognised pathway to satisfy that aspect of the ADR without redesigning to a different spec.
Vehicles certified under ADR 73/00 with dual frontal airbags may be deemed to comply with ADR 69/00’s technical requirements, provided the manufacturer can demonstrate compliance during a Conformity of Production assessment (clause 12). That gives manufacturers an alternative compliance strategy relying on offset test performance and production conformity.

Operational implications of duties and rights

The duty to meet quantifiable injury metrics means manufacturers decide on structural design, restraint system tuning (belt geometry, pre‑tensioners, loads), airbag deployment strategies and interior geometry that will produce favourable dummy metrics in the specified test regime.
The specific set‑up tolerances (H‑point limits, pelvic angle, joint preload, dummy temperature) create narrow test reproducibility requirements. Manufacturers and test labs must control environmental and pre‑test set up to the Standard’s tolerances to avoid spurious failures.
The Conformity of Production assessment requirement in clause 12 imposes an ongoing production control obligation where the alternative ADR 73 path is followed. The text requires demonstration at COP but does not itself define the COP procedure; that will be detailed in conformity or certification rules external to the ADR.

What the ADR does not do within its text

The Standard does not itself specify enforcement tools, civil penalties, or criminal sanctions for non‑compliance; those legal mechanisms arise from the enabling Motor Vehicle Standards Act 1989 and implementing administrative rules (front page: Enabling Legislation: Section 7 Motor Vehicle Standards Act 1989). The ADR is technical and normative rather than punitive in form.

In short, the ADR creates duties to achieve quantifiable outcome metrics under set test conditions, and offers specified alternative compliance routes and equivalences that manufacturers may elect to use.

The ADR text itself does not set monetary fines, criminal penalties, or administrative enforcement procedures. The instrument states it is made under section 7 of the Motor Vehicle Standards Act 1989 (front page), and clause 3.1.2 declares the rule is binding from the dates listed for the specified vehicle categories. Those two features together indicate that non‑compliance is actionable under the regulatory framework of the enabling legislation, but the ADR contains no internal clauses that define sanctions, inspection powers, recall obligations, or administrative enforcement processes.

What the Standard says about legal force. Clause 3.1.2 uses the word “binding” to describe the rule’s applicability dates; clause 1.3.1-1.3.2 provides for repeal of earlier instruments of the same name on commencement. These formulations show the ADR is intended to be legally operative through the enabling Act rather than self‑executing in terms of penalties.

Where enforcement and penalties are to be found. Because the ADR does not set out penalties, relevant enforcement mechanisms, inspection powers, recall requirements, civil or criminal sanctions and administrative processes must be sought in the Motor Vehicle Standards Act 1989 and the associated regulations and administrative practice of the Department responsible for vehicle safety standards (the compilation states the Standard was compiled by Vehicle Safety Standards, Department of Transport and Regional Services). The ADR refers to Conformity of Production assessments (clause 12) for certain alternative compliance paths; COP procedures typically form part of the certification and surveillance regime under the enabling statute or in delegated administrative instruments.

Operational enforcement implications for regulated parties

Compliance with the ADR’s technical criteria will be examined at the certification stage by authorised assessors or testing laboratories. Failure to meet the ADR’s injury criteria during a certification crash test would prevent a manufacturer from establishing compliance for that model unless an alternative compliance path is usable and demonstrated.
The ADR’s deemed‑compliance provisions for seatbelt warning (FMVSS 208 S7.3 or ADR 4/...) (clauses 5.5.4-5.5.5) place an evidentiary burden on manufacturers who rely on those equivalences to retain the documentation and demonstrate conformance where required.
The clause that allows ADR 73/00 compliance with dual front airbags to be deemed compliant with ADR 69/00 requires a demonstration at Conformity of Production, which presumes regulatory inspection and assessment processes will be used to validate ongoing production conformity (clause 12). The ADR itself does not set the COP test protocol or penalties for failing COP.

Observations limited to the instrument. The Standard provides the technical determinatives of compliance but leaves administration, enforcement, and sanctions to the enabling legal framework. Practitioners needing the mechanics of enforcement , notices, fines, statutory recalls, suspension of type approval, seizure , must consult the Motor Vehicle Standards Act 1989 and departmental compliance guidance. The ADR does not itself create or describe those measures.

The ADR cross‑references and interoperates with several other technical standards and national rules; the instrument embeds equivalences that permit reliance on some foreign standards and other ADRs.

Enabling legislation. The ADR is made under section 7 of the Motor Vehicle Standards Act 1989 (front page). The Standard’s legal status and any administrative enforcement derive from that enabling statute. The ADR does not set enforcement or penalty regimes itself; those are matters of the Motor Vehicle Standards Act and subordinate instruments.

ADR Definitions and vehicle categories. Clause 4.1 requires reference to Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005 for defined terms and category descriptions. That ADR provides the terminological and category framework used throughout clause 3 and the applicability table; you must consult ADR Definitions and Vehicle Categories 2005 to interpret ADR codes such as MA, MB, MC, NA and the definition of terms used in positioning and set up (for example H‑point, seating position).

Other ADRs and deemed compliance. The Standard explicitly links to ADR 73/00 by offering an alternative compliance path: vehicles demonstrating compliance with ADR 73/00 using dual frontal airbags will be deemed to comply with ADR 69/00, subject to a Conformity of Production assessment by the manufacturer (clause 12). Clause 5.5.5 similarly deems compliance where a category of vehicle complies with ADR 4/... for seatbelt reminder systems of M1 vehicles. The ADR therefore permits cross‑recognition among ADRs when the technical performance or functional outcome is equivalent.

Foreign technical standards. The Standard allows deemed compliance of the seatbelt warning requirements where the seatbelt warning system satisfies clause S7.3 of US Federal Motor Vehicle Safety Standard 208 Occupant Crash Protection (clause 5.5.4). It also prescribes barrier and seating measurement standards developed by SAE: the crash barrier must conform to SAE J850 (clause 5.4), and H‑point measurement uses SAE J826 criteria with explicit modifications to the lower leg and thigh segment lengths (clause 8.5.1). Those references bind manufacturers to the content of technical standards produced outside Australia where the ADR refers to them.

Conformity of Production assessments. Clause 12 requires a COP demonstration where ADR 73/00 compliance is relied upon. COP is a routine element in ADR certification practice; while the ADR does not define COP procedures, COP requirements typically sit in the certification and surveillance instruments or departmental guidance implementing the Motor Vehicle Standards Act. The interaction therefore connects ADR 69/00 to administrative conformity processes that operate across ADRs.

Compatibility with national vehicle supply chain and market entry. The ADR’s deemed compliance clauses create pathways for manufacturers that design to foreign standards or to other ADRs to gain Australian acceptance. For example, a manufacturer that already satisfies FMVSS 208 S7.3 for seatbelt warning can rely on that compliance instead of redesigning for 5.5.1-5.5.2. Likewise, dual‑airbag designs tested to ADR 73/00 may be used to establish compliance with ADR 69/00 at COP. These cross‑references reduce duplication where the technical outcomes overlap.

What the ADR does not do in relation to other laws. The ADR does not address road rules, vehicle registration law, workplace safety law, consumer guarantees, product liability, or post‑sale recall procedures. It is a technical standard for design/production conformity; other laws govern sale, registration or post‑market remediation. Practitioners should therefore read ADR 69/00 alongside the Motor Vehicle Standards Act 1989, the ADR Definitions instrument referenced in clause 4.1, and any administrative guidance on COP and certification.

In sum, ADR 69/00 sits in a network of technical and administrative instruments. It prescribes tests and technical cross‑equivalences but defers enforcement mechanics and COP protocol detail to the enabling Act and related administrative instruments. It also imports and relies upon SAE and FMVSS technical requirements where referenced.

The compilation notes and tables included in the instrument provide the direct amendment history recorded in this compilation up to 3 March 2012. The ADR as compiled consists of the original 2006 instrument and two subsequent amending instruments.

Table of Instruments. The compilation table identifies three instruments:

Vehicle Standard (ADR 69/00) 2006 , FRLI registration 09/05/2006 , commencement 10/05/2006.
Vehicle Standard (ADR 69/00) 2006 Amendment 1 , FRLI registration 12/10/2007 , commencement 13/10/2007.
Vehicle Standard (ADR 69/00) 2006 Amendment 2 , FRLI registration 02/03/2012 , commencement 03/03/2012.

Table of Amendments. The compilation provides a table of clause‑level changes and the amending instrument that effected each change:

Clause 5.5.1 was removed and replaced (“rr”) by Amendment 1 (Vehicle Standard 2006 Amendment 1) (Table of Amendments).
Clause 5.5.3 was deleted (“del”) by Amendment 1 (Table of Amendments).
Clause 5.5.5 was added (“ad”) by Amendment 2 (Vehicle Standard 2006 Amendment 2) (Table of Amendments).

Compilation note. The Compilation NOTES at the end state that the table of amendments provides a history of clauses that have been amended, inserted or deleted and that the compilation includes the listed instruments. The instrument also indicates the compilation is “Compilation: 2 (up to and including Vehicle Standard (ADR 69/00) 2006 Amendment 2)” with compilation date 02 March 2012 on the title page. Thus the instrument and its internal tables are the authoritative source for the amendment trail included in this compilation.

Concrete clause changes recorded. From the table:

5.5.1 was removed and replaced (rr) by Amendment 1 , that means the pre‑existing text of 5.5.1 was substituted by new text in Amendment 1. The current 5.5.1 in the compilation contains the seatbelt warning activation conditions and exceptions; the table identifies that those lines were changed by Amendment 1.
5.5.3 is explicitly marked as deleted by Amendment 1. Clause 5.5.3 in the current compilation is noted as “[This clause has been deleted]”, indicating a placeholder where content previously existed.
5.5.5 was inserted by Amendment 2. The current clause 5.5.5 provides that any vehicle category complying with ADR 4/... for seatbelt reminder systems of M1 vehicles is deemed to comply with clauses 5.5.1-5.5.2.

What is not recorded in this compilation. The compilation contains the instruments and the specified clause‑level amendments up to the compilation date. It does not list any amendments after Amendment 2 (03/03/2012). For a later amendment history, a reader must consult the Federal Register of Legislation or subsequent compilations.

Practical effect of amendments. From a compliance perspective, the recorded amendments change how the seatbelt warning system requirement is applied and what alternative compliance paths are recognised. The removal/replacement and deletion in 5.5 suggest that the policy and technical details for seatbelt warning have been revised since the original 2006 version, and Amendment 2 added a deeming path that references ADR 4/... for seatbelt reminder systems. This has direct implications for manufacturer decisions on how to meet the seatbelt warning requirement.

To summarise, the compiled instrument contains the original ADR 69/00 (2006) plus amendments 1 (2007) and 2 (2012). The compilation’s Table of Instruments and Table of Amendments are the internal source for the amendment history shown in this document.

The ADR text and the compilation notes provided do not record any litigation, judicial decisions, or cases arising from the Standard. The instrument contains no section that lists or summarises court judgments, appeals, administrative reviews or tribunal decisions concerning ADR 69/00.

Implication for practitioners. In the absence of litigation history inside the instrument, legal practitioners seeking to understand how courts or tribunals have interpreted ADR 69/00, or how enforcement has played out in contested cases, must search external sources: court databases, administrative tribunal records, and published judicial decisions that refer to ADR 69/00 or to the Motor Vehicle Standards Act 1989 enforcement actions. The compilation itself supplies no such materials or citations.

What the ADR does include that is relevant to dispute risk. The Standard is highly technical and prescriptive (numerical limits, precise set‑up tolerances, references to SAE and FMVSS provisions). Technical standards frequently give rise to disputes about test reproducibility, instrumentation calibration, dummy set up, COP evidence and administrative decision‑making by regulators. The ADR’s emphasis on specific measurements and set up (for example H‑point tolerances in clause 8.5.1, dummy temperature windows in clauses 7.7 and 9.7, and the chalk transfer procedure in clause 11) identifies the likely loci for factual disputes in certification or compliance matters, but the instrument does not report any adjudications.

Record keeping and evidentiary considerations. Given the ADR requires laboratory testing and COP assessments in certain cases (clause 12), disputes about conformity will turn on retained test records, video, instrumentation outputs, dummy instrumentation calibrations and COP documentation. The ADR itself requires particular procedures be followed but does not set rules about evidentiary retention or disclosure in the event of litigation; those matters are governed by procedural rules and the enabling Act/regulatory framework.

Conclusion on litigation history. The Standard’s compilation contains no litigation history. For any actual cases, one must consult external judicial records and regulatory enforcement logs.

The ADR is detailed and technical; several features can create practical pitfalls for manufacturers, testing laboratories, certification specialists and compliance teams. The following are concrete implementation and compliance risks grounded in the instrument’s text.

Dummy type transition and narrow transition caveat (clauses 5.2.1-5.2.3). Hybrid III is compulsory from 1 January 1998 (clause 5.2.2). Manufacturers using Hybrid II must ensure they have a valid transitional basis; for MB, MC and NA1 models an extra transitional allowance is tied to the changeover date in corresponding Japanese regulations (clause 5.2.3). That cross‑link to a foreign regulatory timetable can be a compliance trap for manufacturers who export or import variants and assume transitional timing differs.
Strict environmental and set‑up tolerances (clauses 7.7, 9.7, 8.5.1-8.5.4). Hybrid III stabilised temperature must be between 20.5°C and 22.2°C (7.7). Hybrid II has a broader window (18.9°C-25.6°C) (9.7). H‑point tolerance is ±12.7 mm in vertical and horizontal dimensions around a specified reference (8.5.1). Pelvic angle is 22.5° ± 2.5° (8.5.2). These are narrow tolerances. Labs must control temperature and positioning; small deviations can alter measured outcomes and produce inconsistent test results.
Chalk transfer decisiveness (clause 11). The determination whether head contact occurred rests on a visualistic chalk transfer check. The procedure relies on drying time, paint application area (top and front of head as defined in clause 11.1.1), paint colour differentiation for driver vs passenger (11.1.2) and post‑crash transfer identification (11.2.2). Interpretation of “smudging” or “transfer” can be subjective; if the decision as to head contact is critical for which injury criteria apply (5.3.5), parties should ensure documented photographic/video evidence and clear chain of custody for the painted head surfaces to withstand regulatory scrutiny.
Seatbelt warning activation logic and exceptions (clause 5.5.1). The seatbelt warning must activate a visual indicator under a set of ignition or motion conditions and need not operate if the driver’s seatbelt is fastened or withdrawn more than 10 cm from the retractor (5.5.1). Designers must ensure the logic correctly interprets seatbelt withdrawn distance vs fastened state. The ADR also requires the visual indicator to display a specified telltale or words (5.5.2). Misinterpretation of activation windows (for example interplay with engine‑start sequences or CAN bus delays) could fail the requirement.
Vehicle mass rules differ by category (clauses 6.1.1-6.1.2). MA vehicles use unladen mass + luggage mass + dummies. MB/MC/NA1 use unladen mass + 136.2 kg + dummies or GVW, whichever is less. Misapplication of the wrong mass rule to the vehicle category will invalidate test set up and conformity claims.
Seats and adjusters settings (clauses 6.3-6.8). Adjustable seats must be midway between fore and aft positions and lowest vertical position where applicable; head restraints must be in their highest position (6.3, 6.6). The ADR prescribes precise set up for adjustable steering and lumbar supports (6.8-6.7). These adjustments can be overlooked, especially in vehicles with continuous rather than stepped adjustments.
Alternative compliance requires COP evidence (clause 12). If a manufacturer elects to be deemed compliant by ADR 73/00 dual frontal airbag performance, that will be accepted only if the manufacturer can demonstrate it at a Conformity of Production assessment. The ADR does not define COP procedures in this text; manufacturers must ensure they hold and can present the COP evidence demanded by the administration. Failure to evidence COP may negate the deemed compliance.
Deeming to FMVSS and ADR 4/... for seatbelt warning (clauses 5.5.4-5.5.5). While the ADR allows FMVSS S7.3 or ADR 4/... compliance to stand in, practical compatibility issues may arise , for example changes in telltale wording, signal timing or retractor mechanics between standards. Relying on deemed compliance requires careful technical mapping and documentation.
Use of SAE J826 with modified segment lengths (clause 8.5.1). H‑point gauging uses SAE J826 but with leg segment adjustments to 414 mm and 401 mm (instead of the SAE 50th percentile values). If test labs use a standard H‑point machine without the specified adjustments they will be outside the ADR’s set standards.
Deleted content and replaced clauses (Table of Amendments). The compilation shows clause 5.5.1 was removed and replaced and 5.5.3 deleted by amendment. Users must ensure they rely on the current compiled text, not an earlier draft, because the seatbelt warning provisions were materially reworked in amendment.

In practice these “gotchas” mean that small variances in test set up, inadequate documentary evidence, misapplied alternative standards, or misunderstanding of category‑specific mass rules can cause certification failures or regulatory challenges. The ADR’s prescriptive nature means compliance requires rigorous checklists, calibrated instruments and strict record keeping.

This section gives a practical compliance checklist and operational steps grounded in the ADR text. Each step cites the clause(s) that create the requirement or permit an alternative. This is not a compliance audit template, but a concrete sequence of actions a manufacturer, certifier or compliance officer should follow.

Determine applicability for the model. Identify the vehicle category code (MA, MB, MC, NA, etc.) and the vehicle’s date of manufacture to establish which obligations apply and from what date (clauses 3.1.2-3.1.3; see the applicability table at clause 3.2). Confirm whether the vehicle is a “new model” as defined by clause 3.1.3.
Decide compliance path. Choose between direct ADR 69/00 frontal test compliance or using the alternative ADR 73/00 dual frontal airbag path with a Conformity of Production demonstration (clause 12). If relying on FMVSS 208 S7.3 or ADR 4/... for seatbelt warning, document that decision and assemble supporting test evidence (clauses 5.5.4-5.5.5).
Prepare documentation and test plan. Draft a test plan that lists:
- Impact speed: 48 km/h (clause 5.1).
- Barrier: SAE J850 conformance (clause 5.4).
- Dummies: Hybrid III (required for models post 1 Jan 1998) or Hybrid II where transitional rules permit (clause 5.2).
- Vehicle loading and mass according to vehicle category (clauses 6.1.1-6.1.2).
- Environmental controls for dummy temperatures (clause 7.7 or 9.7).
- Seat and steering set up, head restraint settings and lumbar support positions (clauses 6.3-6.8).
- Chalk transfer procedure to determine head contact (clause 11).
Control test set up and instrumentation per the ADR details. Apply the specified dummy clothing, shoe sizes and instrumentation constraints (clauses 7.2-7.3; 9.2-9.3). Ensure dummy limb joint preloads and leg joint adjustment procedures are observed (clauses 7.4-7.5; 9.4-9.5). Use the SAE J826 H‑point device with the ADR‑specified lower leg and thigh lengths (clause 8.5.1). Verify pelvic angle and leg geometry tolerances (clauses 8.5.2-8.5.4).
Execute settling and belt tensioning procedures. For Hybrid II/III, perform the specified dummy settling and torso rocking and lower‑torso force applications where required (clauses 10.4-10.5 for Hybrid II; 8.6.1 for Hybrid III). Adjust and verify seatbelt retractors by pulling upper torso webbing out and allowing retraction four times, then apply 9-18 N to the lap belt and confirm the shoulder belt lies flat (clauses 8.6.1; 10.5.1).
Run the crash test and monitor instrumentation. Ensure head accelerometers, thoracic and sternal sensors, femur load cells and neck instrumentation are functioning and that data acquisition windows cover the specified intervals for calculating the ADR metrics (clauses 5.3.1-5.3.4). For head injury criterion, compute the maximum value of the expression specified in clause 5.3.1 over 36 ms windows and, where applicable, compute the 15 ms alternatives in clause 5.3.5.3.
Apply chalk transfer method and assign applicable injury criteria. Paint the test dummy heads as required and examine post‑crash transfer to determine whether head contact occurred according to clause 11. If head contact is absent as determined under clause 11, then the alternative injury criteria in clause 5.3.5 may apply; document the chalk transfer evidence (photographs, video, chain of custody).
Evaluate results against ADR injury criteria. Confirm:
- Head resultant acceleration metric not exceeding 1,000 for any 36 ms window (clause 5.3.1), or the tightened 700 metric if using the alternative 15 ms window where applicable (5.3.5.3).
- Thoracic resultant acceleration ≤ 60 g except for cumulative intervals ≤ 3 ms (clause 5.3.2).
- Sternum compression ≤ 76.2 mm when Hybrid III is used (clause 5.3.3).
- Femur axial force ≤ 10 kN (clause 5.3.4). Keep recorded raw data, calibration certificates, and time‑synchronised video.
If relying on alternative seatbelt system compliance, document mapping. Where FMVSS 208 S7.3 or ADR 4/... is claimed to provide deemed compliance with clause 5.5, maintain the evidence showing conformity to the specific clause referenced (clauses 5.5.4-5.5.5). Maintain design documents, test reports and software/firmware descriptions for the seatbelt warning logic showing the visual indicator text and timing meet ADR 69/00 requirements (clauses 5.5.1-5.5.2).
Prepare COP evidence if using ADR 73/00 alternative or deemed routes. Clause 12 requires a COP assessment demonstration for ADR 73/00 dual airbag reliance. Assemble COP documentation: production test reports, process control procedures, sampling plans, production line checks, in‑service conformity sampling and records. Although the ADR does not specify the COP protocol in this text, COP is an administrative requirement; be ready to present records to the assessing authority.
Certification filing and retained records. File test reports, instrumentation calibration certificates, COP evidence if applicable, seatbelt warning system design and tests, and the raw data underlying calculated injury metrics with the relevant national certification authority. Retain all records to support any subsequent audits or enforcement checks. The ADR requires certain procedures but does not set retention periods; retain records consistent with administrative practice and certification guidance under the Motor Vehicle Standards Act 1989.
Post‑certification production controls. For vehicles granted conformity based on ADR 69/00 testing or on the ADR 73/00 alternative, maintain production controls so that production vehicles match the certified prototypes (clause 12 implies COP scrutiny). Document any production changes that could affect occupant protection and re‑validate through the prescribed processes.
Review amendments and keep current. The ADR has amendments recorded in the compilation table: Amendment 1 (2007) and Amendment 2 (2012); seatbelt clauses have been replaced/added (Table of Amendments). Ensure certification relies on the latest compiled text.
Seek regulatory clarification where doubt exists. Where the ADR’s text leaves interpretation questions , for example the judgmental aspects of chalk transfer (clause 11) or how a seatbelt retractor withdrawal of “more than 10 cm” is to be instrumented (clause 5.5.1) , obtain written advice from the administering department or rely on departmental test lab guidance to avoid later compliance disputes.

Following these steps, with careful control of test set up, instrumentation, environmental conditions, and administrative record keeping, positions a manufacturer to meet the ADR’s technical and documentary requirements. The ADR’s prescriptive tolerances make process discipline and documented evidence essential.
