Vehicle Standard (Australian Design Rule 67/00 – Installation of Lighting and Light Signalling Devices on Three-Wheeled Vehicles) 2006

This instrument prescribes mandatory technical installation requirements for lighting and light‑signalling devices on three‑wheeled vehicles sold or manufactured to Australian Design Rule (ADR) 67/00 standards. It is a Vehicle Standard made under section 12 of the Road Vehicle Standards Act 2018, compiled to include amendments up to 20 January 2023 (Compilation Notes). The Rule establishes (a) the set of lamps that every applicable three‑wheeled vehicle must carry and (b) detailed geometric, photometric, positional, electrical and tell‑tale requirements for each lamp type (see clause 6.18 and the Individual Specifications in clause 7). The standard also identifies optional devices that may be fitted provided they meet the same technical requirements (clause 3.2 and clause 6.19).

Mechanically, the Rule does three things. First, it sets which devices are mandatory and which are optional for particular ADR three‑wheel categories, for example making the Main‑beam Headlamp mandatory for LE vehicles while optional for LB vehicles (clause 7.1.1). Second, it imposes specific installation constraints: mounting positions in width, height and length relative to the vehicle median and the defined “Extreme Outer Edge”, minimum spacing between paired lamps, permitted groupings or incorporations, and geometric visibility angles (see clauses 4.22-4.27, clauses 6.1-6.17 and the multiple subclauses under clause 7). Third, it prescribes electrical interlocks and tell‑tales (for example the Front and Rear Position lamps and the rear registration plate illuminating device must switch on and off simultaneously, clause 6.13; direction indicators must be switched by a single control and flash in phase, clause 7.3.9 and clause 7.3.11).

The Rule delegates approvals and device references to other ADRs for lamp construction and photometry. Many device requirements are satisfied only if the lamp itself complies with a separate ADR number (for example ADR 46/..., ADR 49/..., ADR 50/..., ADR 52/..., ADR 53/..., ADR 76/..., ADR 87/..., ADR 86/... etc., see multiple clause references in Part 7). Where the Rule allows, headlamps complying with the corresponding regulations for four‑wheeled vehicles are explicitly acceptable for three‑wheeled vehicles (clause 7.1.1.1).

2. ‘Transverse Plane’ means a vertical plane perpendicular to the median longitudinal plane of the vehicle;
3. ‘Unladen Vehicle’ means a vehicle without a driver, or passenger, and unladen, but with its fuel tank full and its normal complement of tools;
4. ‘Lamp’ means a device designed to illuminate the road or to emit a luminous signal; ‘Rear-registration-plate Illuminating Devices’ and reflex reflectors shall likewise be regarded as lamps;
5. ‘Independent Lamps’ means lamps having separate illuminating surfaces, separate light sources and separate lamp bodies;
6. ‘Grouped Lamps’ means devices having separate illuminating surfaces and separate light sources, but a common lamp body;
7. ‘Combined Lamps’ means devices having separate illuminating surfaces, but a common light source and a common lamp body;
8. ‘Reciprocally Incorporated Lamps’ means devices having separate light sources (or a single light source operating in different ways), but a common or partially common illuminating surface and a common lamp body;
9. ‘Main-beam Headlamp’ means the lamp used to illuminate the road over a long distance ahead of the vehicle (also known as a driving beam);

14. ‘Front Position (Side) Lamp’ means the lamp used to indicate the presence of the vehicle when viewed from the front;
15. ‘Rear Position (Side) Lamp’ means the lamp used to indicate the presence of the vehicle when viewed from the rear;
16. ‘Reflex Reflector’ means a device used to indicate the presence of a vehicle by the reflection of light from a light source not connected with the vehicle, the observer being situated near that source; for the purpose of this Regulation the reflective number plates are not considered as reflex reflectors;
17. ‘Vehicle Hazard Warning Signal’ means the simultaneous operation of all of a vehicle’s direction-indicator lamps to show that the vehicle temporarily constitutes a special danger to other road users;
18. ‘Front Fog Lamp’ means the lamp used to improve the illumination of the road in case of fog, snowfall, rainstorms or dust clouds;

22. ‘Illuminating Surface’ (see ADR 13/00, Appendix 1, Annex 3);
  1. ‘Light Emitting Surface’ means all or part of the exterior surface of the transparent lens that encloses the lighting or light-signalling device and allows it to emit light;
  2. ‘Illuminating Surface of a Lamp’ (clauses 4.9., 4.10., 4.18. and 4.21.) means the orthogonal projection of the full aperture of the reflector in a transverse plane. If the lamp glass (or glasses) extend(s) over part only of the full aperture of the reflector, then the projection of that part only is taken into account. In the case of a passing lamp, the illuminating surface is limited on the side of the cut-off by the apparent projection of the line of the cut-off on to the lens. If the reflector and glass are adjustable, the mean adjustment should be used;
  3. ‘Illuminating Surface of a Light-signalling Device other than a Reflex Reflector’ means the orthogonal projection of the lamp on a plane perpendicular to its axis of reference and in contact with the transparent outer surface of the lamp, such projection being bound by the covering of the screen edges situated in this plane, each allowing only 98 per cent of the total intensity of the light to subsist in the direction of the axis of reference; for the purposes of determining the lower, upper and lateral edges of the lamp only screens having horizontal or vertical edges shall be used;
  4. ‘Illuminating Surface of a Reflex Reflector’ means the ‘Illuminating Surface’ of a ‘Reflex Reflector’ in a plane perpendicular to its axis of reference and delimited by planes contiguous to the outermost parts of the reflex reflector’s optical system and parallel to this axis; for the purposes of determining the lower, upper and lateral limits of the device only vertical and horizontal planes shall be used;
  5. ‘Apparent surface’ for a defined direction of observation means the orthogonal projection of the light-emitting surface on a plane perpendicular to the direction of observation;
23. ‘Centre of Reference’ means the intersection of the axis of reference with the light-emitting surface; it is specified by the manufacturer of the lamp;
24. ‘Angles of Geometric Visibility’ means the angles which determine the minimum solid-angle zone in which the apparent surface of the lamp must be visible; this solid-angle zone is defined by the segments of the sphere of which the centre coincides with the ‘Centre of Reference’ of the lamp and the equator is parallel to the ground; these segments are determined in relation to the axis of reference; the horizontal angles beta correspond to the longitude and the vertical angles alpha to the latitude. There must be no obstacle on the inside of the angles of geometric visibility to the propagation of light from any part of the apparent surface of the lamp. No account is taken of obstacles existing at the time of approval, where required, of the lamp;
25. ‘Extreme Outer Edge’, on either side of the vehicle means the plane parallel to the median longitudinal plane of the vehicle and touching the lateral extremity of the vehicle, disregarding the projection or projections of:
  1. rear-view mirrors;
  2. side ‘Direction Indicator Lamps’;
  3. ‘Front Position (Side) Lamp’ and ‘Rear Position (Side) Lamp’;
  4. ‘End-outline Marker Lamps’;
  5. ‘Parking Lamps’;
  6. ‘Reflex Reflectors’;
  7. tyres nearest their point of contact with the ground;

27. ‘Operating Tell-tale’ means a light or auditory device showing that a device has been switched on and is operating correctly or not;
28. ‘Circuit-closed Tell-tale’ means a light showing that a device has been switched on, but not showing whether it is operating correctly or not;
29. ‘Optional Lamp’ means a lamp, the presence of which is left to the discretion of the manufacturer;
30. ‘Concealable Illuminating Lamp’ means a headlamp capable of being partly or completely hidden when not in use. This result may be achieved by means of a movable cover, by movement of the headlamp, or by any other suitable means; the term “vanishing lamp” is used more particularly to describe a lamp which, by its movement, can be concealed inside the bodywork;
31. Single and Multiple Lamps:
  1. A ‘Single Lamp’ also means any assembly of two or more lamps, whether identical or not, having the same function and emitting light of the same colour, if it comprises devices, the projection of whose aggregate ‘Illuminating Surfaces’ in a given transverse plane occupies 60 per cent or more of the area of the smallest rectangle circumscribing the projections of those ‘Illuminating Surfaces’, provided that such combination is, where approval is required, approved as a ‘Single Lamp’.

This possible assembly does not apply to ‘Main-beam Headlamps’, ‘Dipped-beam Headlamps’ and ‘Front Fog Lamps’,

‘Two Lamps’ or an even number of lamps, means a single light-emitting surface in the shape of a band or strip if:
1. such band or strip is place symmetrically in relation to the median longitudinal plane of the vehicle,
2. it extends on both sides to within at least 0.4m of the ‘Extreme Outer Edge’ of the vehicle,

4. the illumination of such surface shall be provided by not less than two light sources placed as close as possible to its ends;
5. the light-emitting surface may be constituted by a number of juxtaposed elements on condition that the projections of the several individual light-emitting surfaces on a transverse plane occupy not less than 60 per cent of the area of the smallest rectangle circumscribing the projections of the said individual light-emitting surfaces.
‘Overall Width’ means the distance between the two vertical planes defined in clause 4.25. above.
REQUIREMENTS
1. Lighting and light-signalling devices shall be installed to comply with the requirements of this Rule.
GENERAL SPECIFICATIONS
1. The lighting and light-signalling devices shall be so fitted that in normal conditions of use, and notwithstanding the vibrations to which they may be subjected, they retain the characteristics prescribed by this Rule and enable the vehicle to comply with the requirements of this Rule. In particular, it shall not be possible for the lamps to be inadvertently maladjusted.
2. Lamps shall be so installed that correct adjustment of their orientation can easily be carried out.
3. For all light-signalling devices the ‘Reference Axis’ of the lamp when fitted to the vehicle shall be parallel to the bearing plane of the vehicle on the road; in addition, it shall be perpendicular to the median longitudinal plane of the vehicle in the case of side ‘Reflex Reflectors’ and parallel to that plane in the case of all other light-signalling devices. A tolerance of 3° shall be allowed in each direction. In addition, if specifications for fitting are provided by the manufacturer they shall be complied with.
4. In the absence of specific instructions, the height and orientation of the lamps shall be verified with the vehicle at its ‘Unladen Mass’ and placed on a flat horizontal surface, its median longitudinal plane being vertical and the handlebars being in the position corresponding to the straight ahead movement. The tyre pressures shall be those prescribed by the manufacturer for the particular conditions of loading required in this Regulation.
5. In the absence of specific instructions lamps constituting a pair and having the same function shall:
  1. be mounted symmetrically in relation to the median longitudinal plane;
  2. be symmetrical to one another in relation to the median longitudinal plane;
  3. satisfy the same colorimetric requirements; and
  4. have identical nominal photometric characteristics.
6. In the absence of specific instructions, lamps having different functions may be independent or be grouped, combined or incorporated in one device, on condition that each such lamp satisfies the requirements applicable to it.
7. The maximum height above ground shall be measured from the highest point and the minimum height from the lowest point of the ‘Illuminating Surface’. For ‘Dipped-beam Headlamps’, the minimum height from the ground shall be measured from the bottom of the lens or the reflector, whichever of these is the higher.
8. The position, as regards width, will be determined from the edge of the ‘Illuminating Surface’ which is the furthest from the median longitudinal plane of the vehicle when referred to the overall width, and from the inner edges of the ‘Illuminating Surfaces’ when referred to the distance between the lamps.
9. In the absence of specific instructions, no lamps other than ‘Direction Indicator Lamps’ and the ‘Vehicle Hazard Warning Signal’ shall be flashing lamps.
10. No red light which could give rise to confusion emitted from a lamp shall be visible toward the front and no white light which could give rise to confusion emitted from a lamp other than from the ‘Reversing Lamp’ shall be visible towards the rear. Lamps used to illuminate the vehicle’s interior shall not be taken into consideration in this respect.
  1. This requirement is considered to have been met if:
    1. for the visibility of a red light towards the front: there must be no direct visibility of a light-emitting surface of a red lamp if viewed by an observer moving within Zone 1 in a transverse plane situated 25 m in front of the vehicle (see clause 6.11. below),
    2. for the visibility of a white light towards the rear: there must be no direct visibility of a light-emitting surface of a white lamp if viewed by an observer moving within Zone 2 in a transverse plane situated 25 m behind the vehicle (see clause 6.12. below).
11. Zone 1 explored by the eye of the observer at the front of the vehicle is bounded:
  1. in height, by two horizontal planes 1 m and 2.2 m respectively above the ground,
  2. in width, by two vertical planes which, forming to the front and to the rear respectively an angle of 15° outwards from the vehicle’s median longitudinal plane, pass through the point or points of contact of vertical planes parallel to the vehicle’s median longitudinal plane delimiting the vehicle’s overall width; if there are several points of contact, the rearmost shall define the vertical planes.
12. Zone 2 explored by the eye of the observer at the rear is bounded:
  1. in height, by two horizontal planes 1 m and 2.2 m respectively above the ground,
  2. in width, by two vertical planes which, forming to the front and to the rear respectively an angle of 15° outwards from the vehicle’s median longitudinal plane, pass through the point or points of contact of vertical planes parallel to the vehicle’s median longitudinal plane delimiting the vehicle’s overall width; if there are several points of contact, the foremost shall define the vertical planes.
13. The electrical connections shall be such that the ‘Front Position (Side) Lamp’, the ‘Rear Position (Side) Lamp’ and the ‘Rear-registration-plate Illuminating Device’ can only be switched on or off simultaneously.
14. In the absence of specific instructions, the electrical connection shall be such that the ‘Main-beam Headlamp’, the ‘Dipped-beam Headlamp’ and the fog lamp(s) cannot be switched on unless the lamps referred to in clause 6.13. above are likewise switched on. This requirement need not, however, be satisfied in the case of the ‘Main-beam Headlamp’ and ‘Dipped-beam Headlamp’ where their luminous warnings consist in switching on the ‘Dipped-beam Headlamp’ intermittently, at short intervals, or in switching on the ‘Main-beam Headlamp’ intermittently, or in switching on the ‘Dipped-beam Headlamp’ and ‘Main-beam Headlamp’ alternately at short intervals.
15. Tell-tales
  1. Every tell-tale lamp shall be readily visible to a driver in the normal driving position.
  2. Where a ‘Circuit-closed Tell-tale’ is prescribed by this Regulation, it may be replaced by an ‘Operating Tell-tale’.
16. Concealable lamps:
  1. the concealment of lamps shall be prohibited, with the exception of the ‘Main-beam Headlamps’, the ‘Dipped-beam Headlamps’ and the ‘Front Fog Lamps’, which may be concealed when they are not in use.
  2. an illuminating device in the position of use shall remain in that position if the malfunction referred to in clause 6.16.3. occurs alone or in conjunction with one of the malfunctions described in clause 6.16.4.
  3. the absence of power for manipulating the lamp.
  4. a break, impedance, or short-circuit to earth in the electrical circuit, defects in the hydraulic or pneumatic leads, Bowden cables, solenoids or other components controlling or transmitting the energy intended to activate the concealment device.
  5. in the event of a defect in the concealment control or other defects referred to in clauses 6.16.3 and 6.16.4., a concealed lighting device shall be capable of being moved into the position of use without the aid of tools.
  6. it shall be possible to move lighting devices into the position of use and switch them on by means of a single control. It shall also be possible to move them into the position of use without switching them on. However, in the case of grouped ‘Main-beam Headlamps’ and ‘Dipped-beam Headlamps’, the control referred to above is required only to activate the ‘Dipped-beam Headlamps’.
17. Colours of the lights: The colours of the lights referred to in this Regulation shall be as follows:

legislative provisions
1. NAME OF STANDARD
  1. This Standard is the Vehicle Standard (Australian Design Rule 67/00 – Installation of Lighting and Light Signalling Devices on Three-Wheeled Vehicles) 2006.
  2. This Standard may also be cited as Australian Design Rule 67/00 – Installation of Lighting and Light Signalling Devices on Three-Wheeled Vehicles.
FUNCTION
1. The function of this Australian Design Rule is to ensure that the installation of the lighting and light-signalling devices on the vehicle is such that the effective operation of these devices is not impaired.
APPLICABILITY AND IMPLEMENTATION
1. This ADR applies to the design and construction of vehicles as set out in the table hereunder.
2. Where the fitment of a lamp is indicated as optional, this means that it is not mandatory to fit the lamp, but if fitted, the lamp(s) are required to comply with this Rule.

The Rule’s conceptual architecture rests on three interlocking ideas: vehicle category applicability, device‑by‑device specification, and cross‑referencing to other ADRs.

Applicability and categories. The Rule applies to vehicles of specific ADR/UN categories listed in the Applicability Table and discussed throughout (see clause 3.1 and the Applicability Table). The Rule repeatedly distinguishes between LB and LE categories and subcategories such as LB1, LB2, LE1, LE2, and further subtypes like LEP, LEG, LEM, LEP1, LEG1 and so on, tying different mandatory or optional equipment to those categories (see clauses 7.1, 7.3, 6.18.8, 6.18.9). The document refers to the Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005 for category definitions (clause 4.1), so that the Rule’s technical prescriptions are mapped onto the ADR category taxonomy in that foundational definitions instrument.
Device specification model. The Rule treats lighting devices as modular objects with attributes: number, arrangement, positional limits in width/height/length, geometric visibility angles (horizontal β and vertical α measured from a lamp’s reference axis), permitted grouping/combining/reciprocal incorporation, permitted electrical connections and required tell‑tales. Each lamp type has a dedicated subpart in clause 7 specifying those attributes. General specifications set baseline constraints: lamps must retain characteristics under vibration, be adjustable and not be inadvertently maladjusted, and installation orientation must comply with the “Reference Axis” requirements (clauses 6.1-6.4).
Cross‑referencing to ADRs and other standards. The Rule frequently requires that particular lamp types comply with other ADR numbers for their construction and photometric properties (for example ADR 46/..., ADR 53/..., ADR 49/... etc., see many clause cross‑references in Part 7). The definition of technical terms, vehicle categories and some measurement concepts is externalised to the Vehicle Standard (ADR Definitions and Vehicle Categories) 2005 and to annexes and appendices referenced within particular subclauses (clause 4.1 and clause 4.22 for illuminating surface definitions). This modular cross‑referencing means compliance requires not only meeting ADR 67/00’s dimensional and fitment rules but also ensuring constituent parts have separate certifications or satisfy other ADR tests.

Key definitional devices in the Rule that have practical consequences include:

“Illuminating Surface”, “Light Emitting Surface” and “Centre of Reference”, which determine how photometric and visibility requirements are measured (clauses 4.22-4.24).
“Extreme Outer Edge”, which excludes items such as rear‑view mirrors and side direction indicators from the width measurement and therefore affects how close lamps may be to edges (clause 4.25).
Definitions of “Independent”, “Grouped”, “Combined” and “Reciprocally Incorporated” lamps, which determine permitted design choices for multi‑function lighting assemblies (clauses 4.5-4.8).

The Rule also contains negative rules: for instance, a prohibition on the fitting of lighting devices other than those listed (clause 6.21.4), and colour restrictions prohibiting red light visible to the front and white light visible to the rear outside prescribed exceptions (clause 6.1.10 and the colour table in clause 6.16/6.17). These act as constraints on both aftermarket modification and novel integrated lighting designs.

Finally, the Rule embeds functional dependency requirements, for example that certain lamps must be switched together (Front and Rear Position lamps and the rear registration plate illuminating device, clause 6.13), and that some lamps cannot be activated unless others are on (front and main beams relative to position lamps, clause 6.14; rear fog lamp only when specified lamps are on, clause 7.11.9). These interlocks shape electrical wiring strategies and may impose additional control or tell‑tale requirements.

The Rule principally affects three groups: manufacturers and designers of three‑wheeled vehicles, component suppliers of lamps and lamp assemblies, and conformity assessment and regulatory authorities who administer ADR compliance and approvals.

Manufacturers and designers. The instrument imposes direct design and construction obligations. Clause 5.1 requires that lighting and light‑signalling devices be installed to comply with the Rule’s requirements. That means vehicle manufacturers must ensure correct mounting positions, distances between lamps, permitted groupings and the required electrical interlocks and tell‑tales. The Rule sets precise dimensional bands for heights (often 250 mm, 350 mm, 500 mm minimums and up to 1,200 mm or 1,500 mm maximums depending on lamp type; see clauses 7.2.3, 7.3.3.2, 7.6.3.2, 7.4.3.2 and many others), and spacing constraints (for example minimum 600 mm separation for most stop lamps except on narrow vehicles where 400 mm is permitted, clause 7.4.3.1.2). Those positional and clearance rules will influence vehicle body design, headlight and lamp cluster packaging, mirror placement and wiring looms.
Component suppliers. The Rule makes repeated reference to other ADRs for lamp construction and photometric performance. Suppliers who certify lamps to ADR 46, ADR 49, ADR 50, ADR 52, ADR 53 and other ADRs must ensure their products also meet the fitment orientation and mounting specifications when assembled on three‑wheeled vehicles. For example, headlamps complying with four‑wheeled vehicle regulations are explicitly acceptable for three‑wheelers (clause 7.1.1.1), which can reduce development cost for suppliers able to reuse 4‑wheel product lines. Conversely, suppliers of novel LED arrays and strip lighting will need to assess whether assemblies meet the Rule’s “Single Lamp” 60 per cent projection rule and the “Two Lamps” band requirements (clauses 4.11-4.13), which affect the design of light modules and the labelling of assemblies for approvals.
Registration, conformity assessment and enforcement authorities. The instrument is made under the Road Vehicle Standards Act 2018 (Compilation Notes). While the Rule itself does not set enforcement mechanics, authorities administering the Act and ADR conformity will need to interpret and apply this Rule when assessing vehicle applications for approval, importation clearance, or registration decisions. Clause 3.3 gives an explicit operational exclusion: vehicles certified to ADR 19/... need not comply with this Rule. Authorities must therefore manage interactions between ADR 67/00 and ADR 19/... certification pathways.

There are also downstream effects on small‑scale manufacturers, kit‑makers, importers and retrofitters. The Rule’s prohibition on fitting any lighting device outside the enumerated list (clause 6.21.4) restricts aftermarket lighting innovations unless the device is a permitted type and fitted to conform with the Rule. Vehicle owners modifying vehicles post‑sale may be affected because the Rule sets installation standards and colour restrictions that could render some aftermarket lighting noncompliant (for example, prohibiting red light visible to the front, clause 6.1.10).

Who decides and who pays. Decision rights lie with manufacturers for design choices within the Rule’s constraints, and with regulators for approval and enforcement under the enabling Act. The cost burden primarily falls on manufacturers for design, testing and certification; on component suppliers to produce ADR‑compliant lamps; and on regulators for administering approvals. Consumers may face higher prices if manufacturers pass on the cost of compliance for complex fitment or dual‑certification. The Rule contains several provisions that minimise incremental cost in certain cases, for example allowing headlamps built to four‑wheeled ADRs to be used on three‑wheelers (clause 7.1.1.1), which can reduce supplier and manufacturer compliance costs.

Finally, the Rule is linked to other instruments. Clause 4.1 requires reference to the ADR Definitions and Vehicle Categories 2005, and many device requirements demand compliance with other ADRs. That means compliance often requires co‑ordinated conformity across multiple standards, increasing administrative and testing load for affected businesses.

This instrument assigns duties primarily to vehicle manufacturers and to installers of lighting devices. It also describes limited rights such as the permissive fitting of optional devices and acceptance of certain 4‑wheel components. The key duties and entitlements follow from clauses in Parts 5, 6 and 7.

Primary duties on manufacturers and fitters

Duty to install lighting and signalling devices in conformity with the Rule: clause 5.1 states lighting and light‑signalling devices shall be installed to comply with the requirements of this Rule. This is a general duty of design and construction conformity.
Duty to maintain characteristics under normal use and vibration: clause 6.1.1 requires lamps be fitted so they retain prescribed characteristics under normal use and vibrations and prevents inadvertent maladjustment.
Duty to permit adjustment: clause 6.1.2 requires installations to allow correct adjustment of lamp orientation to be carried out easily.
Duty on orientation and axes: clause 6.1.3 requires the Reference Axis of each lamp to be parallel/perpendicular to vehicle planes as specified, with a 3° tolerance. Manufacturers must follow any fitting instructions provided by the lamp manufacturer.
Duty on measurement basis: clause 6.1.4 fixes the unladen vehicle and tyre pressure conditions under which height and orientation are verified.
Duty on symmetry and photometry for paired lamps: clause 6.1.5 imposes symmetry, colourimetric and nominal photometric identity for paired lamps unless manufacturer instructions specify otherwise.
Duty to keep flashing lamps limited: clause 6.1.9 prohibits flashing lamps other than direction indicators and the hazard warning.
Duty on colour visibility: clause 6.1.10 prohibits red light visible to the front and white light visible to the rear except where specified (e.g. reversing lamp).
Duty on electrical connections: clause 6.13 and clause 6.14 prescribe which lamps must switch on together and which lamps cannot be switched on unless position lamps are on; clause 7.11.9 prescribes conditions for rear fog lamp activation.
Duty to provide tell‑tales: numerous clauses prescribe mandatory tell‑tales for devices such as main beam (blue, clause 7.1.10), direction indicators (flashing green or yellow, clause 7.3.10), hazard warning (flashing red, clause 7.6.3), and rear fog lamp (amber, clause 7.11.11). Tell‑tales must be readable from the driver’s normal driving position (clause 6.1.15.1).

Specific lamp duties by device. The Rule lists mandatory equipment (clause 6.18) and then imposes device‑specific duties. Examples:

Main‑beam Headlamp: must satisfy geometric visibility, orientation, prohibition on combination with other lamps, and provide a non‑flashing blue circuit‑closed tell‑tale (clause 7.1).
Direction Indicator Lamps: must be controlled by one control per side, flash synchronously and at specified frequency (90 ± 30 times per minute for DC supply) and an operating tell‑tale is mandatory (clause 7.3.9-7.3.11).
Rear Fog Lamp: electrical connection rules limit its activation to when specified lamps are on and require a mandatory circuit‑closed amber tell‑tale (clause 7.11.9 and 7.11.10).

Rights, permissions and optional allowances

Optional fitting: clause 3.2 and clause 6.19 list optional lamps (fog lamps, side reflex reflectors, parking lamps, cornering lamps, daytime running lamps). An optional lamp, if fitted, must comply with the Rule.
Use of 4‑wheel headlamps: clause 7.1.1.1 explicitly permits headlamps complying with corresponding regulations for 4‑wheeled vehicles to be used on all three‑wheeled vehicles. That is a permissive right that can reduce design costs.
Reciprocal incorporation and grouping: clauses 4.6-4.8 and numerous device subclauses permit certain lamps to be grouped, combined or reciprocally incorporated, subject to limitations. For example, several front lamps may be grouped or reciprocally incorporated but main beams may not be combined with any other lamp (clause 7.1.7).

Constraints and prohibitions

Only enumerated devices may be fitted: clause 6.21.4 prohibits fitting of any lighting or light‑signalling device other than those listed in clauses 6.18 and 6.19.
Colour and glare constraints: clause 6.1.10 requires that no red light visible to the front and no white light visible to the rear which could cause confusion be emitted, with the Rule defining observation Zones 1 and 2 and associated measurement planes (clauses 6.1.10-6.1.12).
Concealment constraints: clause 6.1.16 prohibits concealment of lamps except main beam, dipped beam and front fog lamps; when concealment is used it must satisfy malfunction and control requirements.

Measurement and verification duties

The Rule prescribes measurement conventions: “Illuminating Surface” and “Apparent Surface” projection rules apply (clauses 4.22-4.24). The “Extreme Outer Edge” is defined with enumerated exclusions that affect width measurements (clause 4.25).
The Rule prescribes testing and photometric conditions for several devices, including lamp flash frequencies, timing of appearance after switch operation, and engine speed ranges for AC systems (clause 7.3.11).

Delegation of conformity

Many obligations are effectively delegated to compliance with other ADRs. For example, lamp numbers and types are often required “to ADR 53/...” or similar (see many entries in clause 7). This creates an interdependent compliance requirement across ADR instruments.

In sum, the Rule imposes a design, installation and wiring duty set on manufacturers and fitters, grants limited permissive rights to use some four‑wheel components and certain groupings, and establishes prohibitions limiting aftermarket or non‑standard illumination devices.

The text of ADR 67/00 is a technical vehicle standard and does not itself set criminal or civil penalties or an explicit enforcement mechanism. The Compilation Notes state the vehicle standard is determined under section 12 of the Road Vehicle Standards Act 2018 (Compilation Notes), which is the statutory authority under which the instrument is made. The Rule therefore operates within the enforcement and administrative framework of the Road Vehicle Standards Act 2018 and subordinate instruments. The Rule does not include provisions that specify fines, infringement notices or criminal offences, nor does it specify inspection, recall or rectification procedures within its own text.

Consequently, the practical enforcement pathway is twofold, inferred from the statutory context provided in the Compilation Notes and the structure of ADRs. First, conformity assessment and approval processes under the Road Vehicle Standards Act 2018 and related ADR administration will control market access for new vehicles. Vehicles presented for approval, import clearance or use of ADR certification must demonstrate compliance with applicable ADRs, including ADR 67/00 where relevant. Second, compliance is likely enforced via regulatory oversight of conformity of new vehicle designs, import permits, and registration processes managed by the competent national authority under the Act. Because ADR 67/00 references other ADRs for lamp approvals, enforcement will involve checking both the lamp’s ADR compliance and the vehicle’s installation compliance with ADR 67/00.

The Rule contains technical requirements that are measurable and verifiable: positions in width, height and length; angular visibility windows; tell‑tale presence and colouring; electrical interlocks; flash frequencies and timing; and photometric performance. These measurable standards make it technically practical for inspectors or conformity assessors to determine compliance or non‑compliance. For example:

Angle and height ranges are specified numerically across many clauses (see clause 7.2.3 for headlamp height, clause 7.3.3.2 for direction indicator heights, clause 7.4.3.2 for stop lamp heights).
Flash frequency and timing requirements for direction indicators and hazard warnings are specified in clause 7.3.11 and clause 7.6.4.1.
Electrical interlock rules are explicit (clause 6.13, 6.14, 7.11.9).

Because the instrument does not itself attach penalties, the enforcement regime and penalties will be those provided by the Road Vehicle Standards Act 2018 and any administrative procedures implemented by the regulator. Users who require the precise enforcement options, available sanctions and review pathways must consult the enabling Act and relevant administrative guidelines, which are not part of this instrument.

Implementation and enforcement risks

Interdependence on other ADRs creates procedural complexity. Inspectors must verify both the lamp construction ADR compliance and the vehicle installation ADR 67/00 compliance. Failure of one component can render the vehicle non‑compliant even if the other component is compliant.
The Rule’s reliance on definitions in the Vehicle Standard (ADR Definitions and Vehicle Categories) 2005 means that disputes over category classification may affect whether certain devices are mandatory or optional. Adjudicating category status may thus become an enforcement issue.
The Rule does not prescribe an inspection regime, sampling plan or frequency. Enforcement will therefore turn on the regulator’s administrative procedures under the enabling Act.

In short, ADR 67/00 lays out technical, verifiable obligations but delegates penalties and enforcement to the Road Vehicle Standards Act 2018 framework; the instrument itself is silent on specific sanctions.

ADR 67/00 is an instrument in the ADR series and interacts structurally and substantively with several other standards and the enabling statute. The instrument itself references other ADRs, a definitions standard, and is made under the Roads Vehicle Standards Act 2018. The text identifies where ADR 67/00 depends on external definitions, approvals and statutory settings.

Interaction with the Road Vehicle Standards Act 2018

The Compilation Notes state ADR 67/00 is determined under section 12 of the Road Vehicle Standards Act 2018. That means ADR 67/00 derives its legal effect from that Act and sits within the Act’s administrative and enforcement regime. The Rule does not replicate enforcement or sanction provisions; these are to be applied through the Act.

Interaction with ADR Definitions and vehicle categories

Clause 4.1 expressly requires readers to “Refer to Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005.” That Definitions instrument supplies essential definitional content such as vehicle categories (LB, LE, etc.), terms like “Unladen Vehicle” where some are defined here but others are cross‑referenced, and potentially measurement conventions. Compliance with ADR 67/00 therefore requires concurrent reference to the 2005 Definitions instrument.

Interaction with other ADRs for lamp construction and certifying devices

Many device specifications require the lamp to meet another ADR. Examples include ADR 46/..., ADR 49/..., ADR 50/..., ADR 52/..., ADR 53/..., ADR 76/..., ADR 87/... and ADR 1/... among others, as set out throughout clause 7. Where the Rule says “to ADR 50/...”, the lamp’s photometric and construction requirements are those in the referenced ADR. This creates a network effect: conformity is composite and requires multi‑instrument verification.

Interaction with exemptions and other ADR pathways

Clause 3.3 states vehicles certified to ADR 19/... need not comply with this Rule. ADR 19/... is not reproduced here so the specific content of that certification pathway is external, but the instrument explicitly creates a non‑duplication rule to avoid conflicting compliance pathways. The regulator and manufacturers must therefore coordinate approvals: compliance to ADR 19/... will excuse compliance to ADR 67/00 where applicable.

Interaction with vehicle registration and local road rules

ADRs set national technical standards for vehicle construction and imports. Registration authorities and road traffic enforcement agencies typically rely on ADR conformity evidence when issuing vehicle approvals and registration. Although ADR 67/00 does not say so directly, non‑compliance with ADR 67/00 where required would normally block type approval or import clearances under the Road Vehicle Standards Act 2018, and could be a factor in vehicle registration decisions by state/territory transport agencies. Those links are procedural and statutory rather than contained within this instrument.

Interaction with product approvals and component import rules

Because ADR 67/00 requires certain lamps to be to other ADR standards, suppliers must ensure their lamps have the required ADR certification. Importers of lamps and lamp assemblies must therefore comply with ADR import rules and the Road Vehicle Standards Act 2018. The instrument’s references to other ADRs effectively require component traceability to ADR conformity certificates.

Net effect

ADR 67/00 functions as a technical fitment rule that must be interpreted and applied in combination with (a) the Vehicle Standard (ADR Definitions and Vehicle Categories) 2005 for definitions and category mapping, (b) the listed ADRs for lamp design and photometry, and (c) the Road Vehicle Standards Act 2018 for legal effect, approvals and enforcement. Practitioners must treat ADR 67/00 not as a standalone text but as a node in the ADR network that allocates technical obligations across instruments.

The compilation notes at the end of the instrument set out the amendment history included in the current compilation up to 20 January 2023 and list the instruments that altered the Rule. The Table of Instruments shows three registration items: the original Rule in 2006, an Amendment 1 in 2017, and the Lighting Standards Amendment Instrument 2022 (No.1) registered 19 January 2023 and commencing 20 January 2023. The Table of Amendments provides a clause‑by‑clause amendment map.

Key chronological points

Original instrument: Vehicle Standard (ADR 67/00 - Installation of Lighting and Light Signalling Devices on Three‑Wheeled Vehicles) 2006, registered 21 July 2006, commenced 22 July 2006 (Compilation Notes, Table of Instruments).
Amendment 1: Vehicle Standard (ADR 67/00) Amendment 1, registered 17 November 2017, commenced 18 November 2017 (Table of Instruments).
Lighting Standards Amendment Instrument 2022 (No.1): registered 19 January 2023, commenced 20 January 2023 (Table of Instruments). The compilation indicates this instrument made further amendments to clause numbering and content in 2022/2023.

Nature of amendments The Table of Amendments provides a detailed map of changes, using codes ad (added/inserted), am (amended), del (deleted), rr (removed and replaced), and renumbering arrows. Representative examples include:

Renumbering and structural changes: many clause numbers were renumbered (e.g. 67.0. to 1.; 67.1. to 4.; 67.2. to 5.; 67.3. to 6.; 67.4. to 7.), reflecting a structural redesign under Amendment 1 (Table of Amendments).
Insertions and replacements: numerous original clauses were replaced and updated; for example 4.5-4.10 were removed and replaced to become 4.22-4.27 (Table of Amendments).
Deletions: some historic clauses, including earlier PURPOSE AND SCOPE text and other clauses, were deleted by Amendment 1 (Table of Amendments).
Specific clause edits: Amendment 1 amended and replaced many of the device subclauses; for instance 7.1.6-7.1.10 were revised under Amendment 1, and clauses 7.2-7.7 were removed and replaced (Table of Amendments).

Practical implications of the amendment history

The Rule has been actively maintained and restructured, with Amendment 1 effecting substantial renumbering and content changes, and a 2022 instrument making further amendments. For practitioners, this imposes a duty to use the compiled and current text rather than rely on older versions, because clause numbers and cross‑references may have changed.
The Table of Amendments documents which clause changes are ascribed to particular instruments. For compliance, manufacturers and assessors must be mindful of the date of manufacture and the applicable version of the ADR that applied at that point. The compilation includes the Table of Instruments and the Table of Amendments to support historical compliance determinations.

What the amendment notes do not show

The compilation notes identify which clauses were added, amended or replaced and the amending instrument. They do not provide explanatory material describing the policy rationale for the changes, nor do they reproduce the text of the amending instruments. For that detail, practitioners should consult the amending instruments themselves and any published explanatory memoranda or regulatory impact statements that accompanied them.

In short, ADR 67/00 has a documented amendment trajectory with significant revisions in 2017 and further amendments in 2022/2023. Compliance and historical assessment require attention to which version of the Rule applied to a vehicle at a given manufacturing or import date.

The instrument supplied does not contain, reference, or summarise any litigation, judicial decisions, or tribunal determinations concerning ADR 67/00. The text and its Compilation Notes include the regulatory history and amendments but do not name cases or judicial interpretations. Consequently, within the text provided there is no litigation history to report.

Implications for practitioners

Absence of litigation in the instrument means there are no precedential judicial interpretations embedded in this text. Where disputes about interpretation, measurement methodology, or the interoperation of ADR 67/00 with other instruments arise, resolution will depend on administrative review processes under the Road Vehicle Standards Act 2018, or potentially litigation in relevant courts, but any such case law must be sought outside this instrument.
Practitioners should therefore not assume there is settled judicial doctrine on ambiguous provisions in ADR 67/00. Where interpretative questions are material,such as mapping vehicle categories under the Definitions instrument, resolving whether a novel lamp assembly qualifies as a ‘Single Lamp’ under the 60 per cent test (clause 4.11) or whether a particular device is permitted under the prohibited list (clause 6.21.4),advice or precedents must be drawn from administrative rulings, tribunal decisions or court judgments external to the Rule.

Recommended action if litigation history is required

Consult administrative decisions and tribunal records from the regulator responsible for ADRs, decisions under the Road Vehicle Standards Act 2018, and any court judgments that have cited ADR 67/00. Because ADRs sit within an administrative approval regime, disputes may be recorded in agency determinations or judicial reviews rather than in a consolidated case law digest within this instrument.

In short, ADR 67/00’s text contains no litigation history. Any relevant adjudicative material must be obtained from external sources.

This Rule contains many specific technical traps that can produce non‑compliance even where a lamp seems functionally appropriate. Below are practical “gotchas” pulled from the text that practitioners should track and validate.

Exemption trap: ADR 19/... exclusion. Clause 3.3 provides an explicit exemption: vehicles certified to ADR 19/... need not comply with this Rule. Failing to check whether a vehicle benefits from ADR 19/... certification can lead to unnecessary design changes or improper enforcement. Confirm the applicable ADR pathway before applying ADR 67/00 obligations.
Category dependence and dependence on the Definitions Standard. The Rule’s obligations differ by vehicle category (LB1, LB2, LE1, LE2, LEP, LEG, LEM etc.). Clause 4.1 instructs the reader to the ADR Definitions and Vehicle Categories 2005. Misclassification of a vehicle will change what is mandatory versus optional, for example reversing lamps are mandatory for LEP and LEG vehicles (clause 6.18.8) and for LB if reverse gear fitted (clause 7.14.1.2). Always map the vehicle to the Definitions instrument first.
“Extreme Outer Edge” exclusions. The “Extreme Outer Edge” excludes rear‑view mirrors, side indicators, tyres at ground contact, tyre pressure gauge connections and anti‑skid devices (clause 4.25). Designers who measure lamp distances to the vehicle edge without applying these exclusions may miscalculate compliance clearances.
“Single Lamp” and multi‑element LED arrays. The “Single Lamp” definition allows an assembly of lamps to be treated as a single lamp if the aggregate projection occupies 60 per cent or more of the circumscribing rectangle (clause 4.11). LED strip arrays and modular units may meet or fail this metric depending on their layout. The test is geometric and depends on the projected area in a transverse plane; do not assume brightness or total luminous flux alone suffices.
Two Lamps band requirements. The “Two Lamps” band has several strict shape and placement rules: symmetrical placement, extension on both sides within 0.4 m of the extreme outer edge, not less than 0.8 m long, and illuminating surface provided by at least two light sources near the ends (clause 4.12). LED continuous strips need careful design to fit these constraints.
Colour visibility zones and front/rear confusion. Clause 6.1.10 forbids red visible at the front and white visible at the rear that could cause confusion, with Zones 1 and 2 precisely defined for measuring visibility at 25 m in front and rear respectively (clauses 6.1.10-6.1.12). Designs with multi‑colour LEDs or white indicators integrated into rear modules may breach this requirement if not physically shielded or oriented correctly.
Grouping, combining and reciprocal incorporation nuance. Many lamps may be grouped or reciprocally incorporated but some combinations are forbidden. For instance a Main‑beam Headlamp may not be Combined with any other lamp (clause 7.1.7) but may be Reciprocally Incorporated with a Dipped‑beam unless it swivels (clause 7.1.8.1). Pay close attention to the permitted relationships in each device’s subclause.
Electrical interlocks and control timing. The Rule contains several electrical sequencing rules. For example, position lamps and rear registration plate illumination must switch simultaneously (clause 6.13); the dipped‑beam control must switch off the main beam simultaneously (clause 7.2.10.1); hazard signal timing must be 90 ± 30 flashes per minute and appear within one second of activation (clause 7.6.4.1). Incorrect wiring or control logic will produce non‑compliance even if lamp placement meets geometric criteria.
Tell‑tale requirements. The Rule mandates various tell‑tales with specific colour and flash properties: main beam blue non‑flashing circuit‑closed (clause 7.1.10); direction indicator operating tell‑tale flashing green or yellow that must react differently on failure (clause 7.3.10); hazard warning circuit‑closed flashing red (clause 7.6.3). Absence, miscolouring, or wrong flashing behaviour of tell‑tales can make a vehicle non‑compliant.
Concealment and malfunction resilience. Concealable lamps are allowed only for main beam, dipped beam and front fog lamps (clause 6.1.16.1) and must remain in position of use if specified malfunctions occur (clause 6.1.16.2-6.1.16.5). Concealment devices that fail to allow manual deployment without tools or that fail to remain in position under certain malfunctions will breach the Rule.
Height thresholds that vary by lamp and by vehicle type. Several lamps have different height upper and lower bounds depending on vehicle subclass. For instance, front fog lamps must be not less than 250 mm above ground and no point on the illuminating surface shall be higher than the highest point on the dipped‑beam headlamp’s illuminating surface (clause 7.10.3.1.2). Ensure each lamp’s applicable subclause is the one referenced by the vehicle category.
Prohibition on fitting non‑listed devices. Clause 6.21.4 forbids fitting any lighting or light‑signalling devices other than those enumerated. That is a hard restriction that affects aftermarket innovation and combinations not addressed in the Rule.
Daytime Running Lamp interactions with indicators. Clause 7.21 contains several interaction rules: DRLs must switch off automatically when headlamps are switched on, and when the DRL is within 40 mm of a front indicator the DRL must be switched off or have reduced intensity during indicator activation, and if a Direction Indicator Lamp is reciprocally incorporated with a DRL the DRL must be switched off during the indicator cycle. These rules complicate wiring for DRLs integrated in modern light clusters.
Acceptance of 4‑wheel headlamps. Clause 7.1.1.1 permits headlamps complying with four‑wheeled regulations to be used on three‑wheelers. That is a practical opportunity but must still be reconciled with ADR 67/00’s installation and orientation rules.
Measurement basis: unladen mass and tyre pressure. Clause 6.1.4 mandates that, absent specific instructions, height and orientation are verified with the vehicle at Unladen Mass on a flat horizontal surface and tyre pressures prescribed by the manufacturer. Differences between test and operational load states are not accommodated unless specified by the manufacturer; so measurements must be taken in the required condition.

These “gotchas” are technical and procedural, not policy judgments. They illustrate how compliance requires careful cross‑reference across multiple clauses, device types and other ADRs. Failure to apply precise measurement conventions or to respect conditional rules such as reciprocity, grouping, electrical interlocks and tell‑tale behaviour can make a vehicle appear compliant in one respect while failing in others.

Compliance with ADR 67/00 requires coordinated action across vehicle design, component procurement, wiring and conformity documentation. The Rule is technical and cross‑referenced to other ADRs, so a structured compliance plan is recommended. The following is a practical checklist grounded in the instrument’s clauses.

Establish the applicable ADR pathway and vehicle category (clause 3.1; clause 4.1)

Determine whether your vehicle is covered by ADR 67/00 or exempt under clause 3.3 (vehicles certified to ADR 19/...). Consult the Vehicle Standard (ADR Definitions and Vehicle Categories) 2005 to map the vehicle to LB1/LB2/LE1/LE2/LEP/LEG/LEM categories referenced in Part 7. Record the relevant category and the date of manufacture in case older versions apply.

Inventory mandatory and optional devices (clause 6.18 and clause 6.19)

Compile a list of required lamps for your vehicle category. Clause 6.18 enumerates mandatory devices such as main beam, dipped beam, indicators, stop lamps, rear registration plate illuminating device, position lamps, rear reflex reflector, reversing lamps in certain categories, side marker lamps and end‑outline marker lamps depending on width, and vehicle hazard warning signal for LE vehicles.
Decide whether to fit optional devices such as front/rear fog lamps, side reflex reflectors, parking lamps, cornering lamps and daytime running lamps, noting that any optional lamp, if fitted, must comply with its clause in Part 7 (clause 6.19 and clause 6.20).

Select ADR‑compliant lamp components and secure certifications

Where clause 7 specifies “to ADR X/…”, procure lamps certified to the referenced ADR. For example, direction indicators often reference ADR 53/..., headlamps ADR 46/..., ADR 55/... for some categories. Maintain supplier ADR certificates and technical test reports.
Where feasible, use headlamps compliant with corresponding 4‑wheel provisions because clause 7.1.1.1 allows such headlamps.

Design physical mounting to meet positional and geometric requirements

Follow the mounting parameters in each device clause: width distances from the median longitudinal plane, absolute height bands (minimums and maximums), and longitudinal placement relative to the vehicle front or rear (see clause 7 subclauses).
Apply the “Extreme Outer Edge” definition (clause 4.25) when measuring proximity to vehicle edges. Exclusions such as mirrors and tyre projections matter for width calculations.
For visibility and photometric tests, compute the illuminating surface projections as defined in clauses 4.22-4.24. Use those projections when checking the 60 per cent single lamp test or spacing rules.

Implement permitted groupings, combinations, or reciprocal incorporation carefully

Consult each device subclause for allowable combinations. For example, main beams may not be combined with other lamps (clause 7.1.7) but may be reciprocally incorporated with dipped beams or front position lamps under certain conditions (clause 7.1.8). Ensure that any grouping also satisfies individual lamp visibility and photometry.

Implement required electrical interlocks and tell‑tales

Wire the position lamps and rear registration plate illuminating device to switch on and off together (clause 6.13).
Implement controls and interlocks such as dipped‑beam switching off main beam simultaneously, hazard control providing a separate control and meeting flash frequency and timing (clauses 6.14, 7.2.10.1, 7.6.2 and 7.6.4.1).
Fit mandatory tell‑tales in view of a driver in the normal position and ensure they meet the prescribed colour and flash behaviour (clauses 6.1.15, 7.1.10, 7.3.10, 7.6.3, 7.11.10). Keep design records that show tell‑tale location and function.

Address dynamic behaviours: steering‑linked and automatic functions

Where headlamps or indicators are permitted to move with steering for LB1/LE1 vehicles, implement actuation mechanisms that comply with orientation and adjustment rules (clauses 7.1.5, 7.2.6, 7.3.5). For LB2/LE2 the lamps must generally not move with steering.
Implement automatic behaviours for cornering lamps such that they only operate under the permitted conditions and switch off when steering returns or indicators are turned off (clause 7.15.9).

Validate photometric and timing requirements with testing

Test direction indicator flash frequency, timing of appearance and first extinction as required in clause 7.3.11. For AC systems ensure frequency ranges at specified engine speeds.
Validate geometric visibility angles across all lamp types per clauses 4.24, 7.x geometric visibility subclauses. Use the defined observer zones where colour visibility matters (clause 6.1.10-6.1.12).

Document and preserve compliance evidence

Keep a compliance file with: design drawings showing lamp positions and distances measured under the unladen vehicle conditions specified in clause 6.1.4; ADR certificates for each lamp component; wiring diagrams showing electrical interlocks and tell‑tale wiring; test reports for photometric and flash frequency requirements; and assembly inspection checklists showing adjustments are secure against vibration (clause 6.1.1).
When submitting for type approval or importation clearance, present the ADR 67/00 compliance mapping alongside any referenced ADR compliance documents.

Beware of forbidden fittings and aftermarket modifications

Confirm that any additional or aftermarket lighting is either one of the permitted devices or is not fitted at all. Clause 6.21.4 prohibits fitting any lighting or light‑signalling devices other than those listed.
For vehicles sold into markets with different ADR versions, track which version applied at the date of manufacture and maintain records to support retrospective conformity assessments.

Operational checks and end‑of‑line inspection

Inspect lamp securement, adjustment and tell‑tale function under the unladen verification conditions. Confirm the dipped/main beams, indicators and hazard tell‑tales operate as required and that concealable lamps remain deployable when malfunctions occur (clause 6.1.16).
Check that Daytime Running Lamps behave correctly with headlamps and indicators (clause 7.21). Ensure DRLs switch off automatically when headlamps are switched on, and manage proximity rules with indicators and reciprocal incorporation.

Monitor amendments and maintain version control

The Rule has been amended several times: major changes occurred with Amendment 1 in 2017 and a Lighting Standards Amendment Instrument in 2022 (Compilation Notes, Table of Instruments and Table of Amendments). Maintain an internal regulatory register to ensure the applicable ADR text at the manufacturing date is used.

Seek regulatory clarification where the Rule is ambiguous

For edge cases,e.g. novel lighting technologies, complex reciprocal incorporations or category classification ambiguities,engage regulators early to obtain conformity advice. The Rule’s cross‑references to other ADRs and to the Definitions instrument can generate interpretation questions that are best resolved administratively.

Following this structured approach aligns a manufacturer or supplier with the Rule’s technical prescriptions. The instrument is prescriptive and technical. Compliance requires both physical conformance and documentary evidence that the devices and their installation meet the ADR network’s multiple, interlocking requirements.
