Vehicle Standard (Australian Design Rule 54/00 – Headlamps for Mopeds) 2006

What it does: This instrument sets photometric and approval rules for filament‑lamp headlamps that deliver a single passing beam on mopeds. It prescribes testing, marking and production‑conformity procedures, allows certain international alternative standards, and empowers regulators to inspect and withdraw approvals. Manufacturers bear the testing, marking and conformity‑control costs and administrative burden; competent authorities grant approvals, inspect production and may withdraw approval if standards are not met.

This instrument is an Australian Design Rule (ADR) that prescribes photometric and related technical requirements for headlamps intended for use on mopeds. It is formally titled Vehicle Standard (Australian Design Rule 54/00 - Headlamps for Mopeds) 2006 and is made under section 12 of the Road Vehicle Standards Act 2018 (compilation notes). Clause 2 (SCOPE) states the ADR "prescribes the photometric requirements for headlamps using filament lamps producing one single passing beam and which was provided for mopeds." Mechanically, the ADR does three things.

First, it incorporates by reference UN Regulation No. 56/00 (Uniform Provisions Concerning the Approval of Headlamps for Mopeds and Vehicles Treated as Such) as Appendix A and makes that Regulation the default technical standard for the Australian rule (Appendix A title and text). Appendix A sets out definitions, photometric measurement methods (Annex 3), conformity of production procedures (Annex 4), and sampling by an inspector (Annex 5). Those provisions establish how to measure beam patterns, illumination levels at specified screen points, and the tolerances allowed for production variability.

Second, the ADR modifies the UN Regulation for Australian use. Part 5 (EXEMPTIONS AND ALTERNATIVE PROCEDURES) expressly removes a number of administrative and approval provisions of Appendix A from application to this ADR, including Appendix A sections on Application for approval (Section 3), Markings (Section 4), Approval (Section 5) and various administrative annexes (Annex 1 and Annex 2), and specific paragraphs in Annex 5. Part 6 (SUPPLEMENTARY GENERAL REQUIREMENTS) states that Annexes 4 and 5 of Appendix A are acceptable for demonstrating compliance with the technical requirements of the rule. Part 7 (ALTERNATIVE STANDARDS) allows specified alternative technical standards to be used instead of Appendix A: (a) any edition of UN Regulation No. 56; (b) United Nations Regulation No. 76/00 (headlamps emitting a driving and a passing beam); and (c) SAE J584 , Motorcycle Headlamps, Classes C and E, which are deemed equivalent.

Third, the ADR cross-references other ADRs and replaces references to certain UN regulations with local ADR numbers. The instrument directs that where Appendix A references UN Regulation No. 48 or No. 37, in the Australian context those references should be read as ADR 13/00 and ADR 51/00 respectively (Part 8 NOTES, Appendix A Notes 1 and 2). It also notes that the circumstances under which headlamps for mopeds are mandatory, optional or prohibited are set out in ADRs 19/... or 67/... (Applicability and Implementation, clause 1.1).

The compilation notes show this ADR was originally registered 18 August 2006 and that a Lighting Standards Amendment Instrument 2022 (No.1) amended multiple clauses and Appendix A with effect from 20 January 2023 (Table of Amendments). Mechanically, therefore, ADR 54/00 sets the substantive photometric requirements for moped headlamps by adopting UN Regulation No. 56, allows specified alternatives, removes a set of administrative approval procedures from the UN text for Australian application, and requires compliance procedures and sampling derived from the UN annexes where those annexes are accepted. The ADR does not itself prescribe monetary penalties or criminal offences; instead it embeds administrative conformity, inspection and approval-withdrawal mechanisms derived from Appendix A (see Appendix A, sections 9 and 10).

The ADR relies on a small set of technical and administrative concepts imported from UN Regulation No. 56/00. Understanding them is essential to applying the rule.

Photometric requirements and beam geometry. Appendix A establishes the photometric regime for a "single passing beam" filament-lamp headlamp. Annex 3 prescribes measurement geometry: a measuring screen at 10 m, specified horizontal (H-H) and vertical (V-V) axes, aiming conditions so the illumination at point HV is 2 lux, and numerical requirements for illumination at specified lines (for example, on H-H and above 2 lx max; 300 mm below H-H across a width of 900 mm not less than 8 lx; 600 mm below H-H across 900 mm not less than 4 lx) (Appendix A, Annex 3, paragraphs 1-4). The cut-off requirements include a sharp, substantially horizontal cut-off over a stated length (Appendix A, 7.3). These specifics translate into machine-measureable pass/fail criteria for any headlamp design.

Type approval and "type" definition. Appendix A defines "type" by essential differences in trade name, optical system characteristics, or inclusion/suppression of components that alter optical effects (Appendix A, 2). Application for approval in Appendix A requires drawings, a technical description including filament lamp class, and samples (Appendix A, 3). However, Part 5 of the ADR expressly excludes several of Appendix A's administrative sections (including Section 3 Application for approval, Section 4 Markings and Section 5 Approval) from application to the Australian rule. This creates a separation between the technical specification and certain administrative steps that, in the UN framework, govern approval and marking.

Conformity of production and tolerances. Annex 4 sets minimum requirements for conformity of production procedures. Photometric conformity may not be contested if test readings for mass-produced headlamps deviate unfavourably by no more than 20% from the Regulation values (Annex 4.2). Annex 4 also prescribes that the manufacturer must carry out photometric checks at appropriate intervals and maintain records and calibration (Annex 4.2-2.3). Annex 5 sets out inspector sampling protocols and decision thresholds for when conformity is accepted, contested, or leads to withdrawal (Annex 5, sections 1-3). The ADR accepts Annexes 4 and 5 for demonstrating compliance (Part 6).

Alternative standards and equivalence. Part 7 authorises alternative technical standards deemed equivalent to the ADR: any edition of UN Regulation No. 56, UN Regulation No. 76/00 for headlamps with a driving and a passing beam, and SAE J584 (Classes C and E). This explicitly permits multiple compliance routes and creates interoperability with internationally recognised standards.

The ADR primarily affects manufacturers, type-approval holders, technical services, competent authorities, and secondarily regulators and downstream supply chain participants such as importers and vehicle assemblers. The textual allocation of responsibilities and the scope of applicability identify the parties.

Manufacturers and approval holders. Appendix A assigns obligations to the "holder of the approval" and to manufacturers. The holder must ensure procedures for effective control of product quality, have access to necessary control equipment, retain test data for a period to be determined by the administrative service, analyse test results to ensure stability of product characteristics, and carry out at least the tests prescribed by Annex 4 (Appendix A, 9.3.1-9.3.6). These are practical, operational obligations and therefore impose ongoing costs and processes on manufacturers or approval holders who seek to supply headlamps for mopeds to the Australian market.

Technical services and laboratories. Appendix A contemplates "technical services responsible for conducting approval tests" and requires their names and addresses to be communicated by Parties to the 1958 Agreement (Appendix A, 13). Annex 4 and Annex 5 predicate conformity testing and inspector sampling on properly calibrated equipment and on comparison with the methods of the Regulation (Annex 4.2.3-2.2.4). Entities providing testing services must therefore maintain calibrated apparatus and be able to produce test reports.

Competent authorities and inspectors. Appendix A repeatedly assigns inspection and verification powers to "the competent authority which has granted type approval" (Appendix A, 3.4, 9.4, 10.2, 11.1). The competent authority can verify conformity control methods, inspect test books and production records, take random samples and send them to the technical service which conducted type approval tests, and carry out any test prescribed in the Regulation (Appendix A, 9.4.1-9.4.4). Part 6 of the ADR accepts Annexes 4 and 5 as acceptable for demonstrating compliance, giving pace to inspectors' roles. The competent authority therefore decides inspection frequency in practice and exercises discretion over remedial steps.

Importers, vehicle assemblers, and downstream parts suppliers. Although the ADR speaks to headlamps as devices, ADR 54/00 interacts with broader ADRs that determine when headlamps are mandatory or optional for mopeds (ADRs 19/... or 67/..., Applicability and Implementation 1.1). Entities that import or assemble mopeds must align with these ADRs and ensure installed headlamps meet ADR 54/00 or permitted alternatives. The ADR's marking and approval exclusions (Part 5) mean the route to type approval and marking in Australia may differ from the UN model, so importers must verify local administrative procedures.

This ADR allocates duties and procedural rights across applicants/holders/manufacturers and competent authorities. The duties are principally technical and procedural; the rights are largely administrative procedural rights embedded in notification and modification provisions.

Duties of applicants and holders. Although Part 5 excludes Appendix A Section 3 (Application for approval) from application to this ADR, Appendix A itself sets out the content that an application includes where that section applies: drawings in triplicate, a brief technical description including the class of filament lamp, and samples of devices (Appendix A, 3.1-3.3). Separately, whether or not the Australian procedure for application is identical to Appendix A, the ADR requires that headlamps fitted in accordance with ADRs 19/... or 67/... and required to comply with this ADR must meet either the technical requirements of Appendix A as varied by the ADR or the alternative standards in Part 7 (Requirements 3.1). This creates the duty to choose a compliance pathway and to ensure the headlamp technical performance meets the chosen standard.

Conformity of production duties. Appendix A places detailed conformity duties on the holder of the approval: to ensure effective control of quality (9.3.1), to have access to control equipment (9.3.2), to maintain test result records for a period determined by administrative service (9.3.3), to analyse test results to verify stability and account for industrial variation (9.3.4), and to perform at least the tests prescribed in Annex 4 (9.3.5). If sampling shows non-conformity, the manufacturer must carry out another sampling and testing and take all necessary steps to re-establish conformity (9.3.6). Those are affirmative operational duties.

Testing, calibration and record-keeping. Annex 4 requires regular calibration of test apparatus and correlation with competent authority measurements (Annex 4.2.3), and permits equivalent methods for manufacturer tests only with the competent authority's consent (Annex 4.2.2). Manufacturers must carry out photometric checks at appropriate intervals (Annex 4.2). These are specific duties which impose ongoing technical and administrative costs.

Marking and labelling duties , limited by exclusion. Appendix A requires headlamps to bear trade name/mark and filament lamp category on lens and main body and to have space for approval marking (Appendix A, 4.1-4.2). However, Part 5 expressly excludes Section 4 (Markings) and Section 5 (Approval) of Appendix A from application. That alters the practical duty to apply the UN-style approval mark; the ADR therefore suspends or shifts the marking duty to another Australian procedure. Practitioners must therefore check the local administrative practice for marking rather than assuming Appendix A marking applies.

The ADR does not create express monetary fines or criminal offences within its own text. Enforcement is framed as an administrative, conformity-driven regime adapted from UN Regulation No. 56/00 (Appendix A). The instrument sets out a sequence of inspection, sampling, contestation, remedial alignment, and possible withdrawal of approval.

Conformity verification and inspector powers. Appendix A empowers the competent authority to verify conformity control methods, inspect records and test books, take samples at random, test samples in a manufacturer's laboratory and to send samples to the technical service that conducted the type approval tests where necessary (Appendix A, 9.4.1-9.4.4). The competent authority may also carry out any test prescribed in the Regulation (Appendix A, 9.4.4). These are the principal enforcement mechanisms: documentary inspection and physical sampling/testing.

Sampling-based thresholds for remedial action and withdrawal. Annex 5 provides precise sampling rules for inspectors and links specified distributions of photometric deviations to outcomes: conformity not contested, conformity contested (requiring alignment), or approval withdrawn. The first sampling selects four headlamps (two samples A and B). Depending on whether deviations exceed 0%, 20%, or 30% thresholds, the procedure directs either acceptance, further sampling, or immediate contestation leading to paragraph 10 (withdrawal) (Annex 5, sections 2.1-2.3). For example, if one headlamp in sample A deviates more than 30% or both exceed 20% (A4/A5), approval is to be withdrawn (Annex 5.2.3). Repeated sampling rules (samples C and D) give a further chance for alignment within two months when certain intermediate deviations occur (Annex 5.3).

Administrative withdrawal and communication. Appendix A Section 10 provides for withdrawal of approval where requirements are not met or a headlamp bearing the approval mark does not conform to the approved type (Appendix A, 10.1). The withdrawing Contracting Party must notify other Parties to the 1958 Agreement using the Annex 1 communication form (Appendix A, 10.2 and Annex 1). For the Australian ADR, Part 5 excludes Annex 1 and Annex 2 from application, but the UN model shows the administrative steps expected in international recognition regimes. In Australia, withdrawal will be administered by the competent authority that granted the approval as per Appendix A 9.4 and 10.1.

Remedial steps required of manufacturers. Where conformity is contested under Annex 5 sampling, the manufacturer is "requested to make his production meet the requirements (alignment)" (Annex 5.2.1). Annex 4 requires the manufacturer to take corrective steps if sampling shows non-conformity, including another sampling and re-establishment of conformity (Annex 4.1.3-4.1.6 and 9.3.6). Thus, enforcement proceeds via remediation obligations and, if these fail, withdrawal.

The ADR is embedded within the Australian ADR framework and linked to international regulatory instruments. The text gives explicit cross-references and substitutions that determine how it interacts with other laws and standards.

Enabling statute. The ADR is made under section 12 of the Road Vehicle Standards Act 2018 (Compilation notes). That Act is the enabling legislation for vehicle standards instruments. Practitioners should identify any procedural or sanctioning powers that the Road Vehicle Standards Act 2018 grants to the responsible minister or agency where enforcement or approval procedures not fully specified in the ADR are required.

Cross-references to other ADRs for fitment and references. The ADR defers to other Australian Design Rules for contextual applicability: clause 1.1 (APPLICABILITY AND IMPLEMENTATION) states "The circumstances under which headlamps for mopeds are mandatory, optional or prohibited are set out in either ADRs 19/… or 67/…." Additionally, the ADR directs that references in Appendix A to UN Regulation No. 48 and Regulation No. 37 should be read as ADR 13/00 and ADR 51/00 respectively (Part 8 NOTES). This means that compliance assessment will require reading this ADR alongside ADR 13/00 and ADR 51/00 for the matters where Appendix A imported those UN references.

Adoption and adaptation of UN Regulation No. 56. The ADR makes Appendix A (UN Regulation No. 56/00) the technical baseline but removes or modifies certain administrative UN provisions (Part 5 lists the Appendix A provisions that do not apply). That creates an interaction where the UN Regulation supplies technical details but Australian law supplies the approval, marking and perhaps enforcement framework. Where the UN Regulation and ADR differ (for example in excluded marking/approval sections), Australian administrative procedures or other ADRs will govern the practical steps to market.

Alternative standards and international equivalence. Part 7 allows compliance via other international standards: any edition of UN Regulation No. 56, UN Regulation No. 76/00, or SAE J584. The ADR therefore interfaces with international technical standards and permits equivalence across regulatory regimes. This can affect imports and the recognition of test reports prepared under those standards, subject to any Australian administrative acceptance criteria.

Interaction with the 1958 Agreement processes. Appendix A is drawn from a UN Regulation made under the 1958 Agreement; it contains provisions on communication of approvals and coordination among Contracting Parties (Appendix A, 5.3, 10.2, 13 and Annex 1). Part 5 excludes certain Annexes and administrative communication provisions from application to this ADR, but the ADR's reliance on the UN text leaves open international approval communication channels for approvals granted under the 1958 Agreement by other jurisdictions.

The compilation notes and Table of Amendments in the instrument record the formal amendment history for this ADR. The compilation includes instruments listed in the Table of Instruments and shows a significant recent amendment.

Original instrument and registration. The Vehicle Standard (Australian Design Rule 54/00 - Headlamps for Mopeds) 2006 (F2006L02729) was registered on 18 August 2006 and commenced on 19 August 2006, as recorded in the Table of Instruments.

2022 Lighting Standards Amendment Instrument. The ADR was amended by Vehicle Standard (Australian Design Rule) Lighting Standards Amendment Instrument 2022 (No.1) (F2023L00042), which was registered 19 January 2023 and commenced 20 January 2023 (Table of Instruments and Compilation Date). The Table of Amendments lists multiple clauses affected by that amending instrument. Specifically, the following items are shown as amended (abbreviated list from the Table of Amendments):

Clause 2.1 (amended)
Clause 4.1 (amended)
Clause 6.1 (amended)
Clause 7.1 (amended)
Clause 7.2 (amended)
Appendix A - title (amended)
Appendix A - Paragraph 8.1 (amended)

The Table records the Amending Instrument by name: Vehicle Standard (Australian Design Rule) Lighting Standards Amendment Instrument 2022 (No.1).

Deletion and other legislative housekeeping. The Table of Amendments also records deletions effected by references to the Legislation Act 2003: clauses 0.2 and 0.3 were deleted under the Legislation Act 2003 sections 48D and 48C respectively. The meaning of those deleted clauses is not in the text provided, but the compilation notes record their removal.

Compilation notes and included instruments. The compilation notes assert that the compilation includes all instruments in the Table of Instruments and that the ADR is determined under section 12 of the Road Vehicle Standards Act 2018. The Compilation Date is 20 January 2023, reflecting incorporation of the Lighting Standards Amendment Instrument.

Interpretive consequences. The amendment history indicates the ADR has been actively curated as part of Australia's vehicle lighting ADR suite, most recently in the 2022 amendment instrument. The Table of Amendments points to changes that either update cross-references, adjust technical adoption (Appendix A paragraph 8.1 change), or otherwise align the ADR with domestic or international developments in lighting standards. The compilation notes also indicate that the ADR's Appendix A title was amended, suggesting a change in how the UN text is referenced. The table does not list amendments prior to the 2022 instrument other than the initial 2006 registration, so practitioners should consult the Table of Instruments and the register history for any other intervening instruments not listed in the provided excerpt.

The instrument as provided contains no case law, judicial citations, or references to litigation history. The compiled text is a vehicle standard adopting technical provisions from UN Regulation No. 56/00 and related annexes; it does not itself summarise or report legal disputes, nor does it list decisions by administrative tribunals or courts. The ADR and Appendix A focus on technical requirements, conformity procedures and administrative communications rather than litigation.

Implications of absence of litigation references. Because the text contains no litigation history, there are no precedent holdings, factual case patterns, or judicial interpretations contained in the instrument to guide dispute analysis. Practitioners seeking precedent on the ADR will need to search court and tribunal records (administrative law, judicial review, trade regulation) for any disputes arising from approval withdrawal, inspection contestation, or decisions under the enabling Road Vehicle Standards Act 2018. The ADR itself anticipates administrative contestation (Annex 5 sampling leading to "conformity contested" or "approval withdrawn") but does not prescribe judicial appeal routes. Where disputes arise about a competent authority's decision, standard administrative law remedies (judicial review of legality, procedural fairness claims) would be engaged under general law or under review mechanisms in the enabling statute; the ADR does not describe those remedies.

Likely categories of litigation (based on the instrument's enforcement architecture). While no cases are named, the ADR's enforcement mechanisms suggest the kinds of disputes that could lead to litigation or review:

Challenge to withdrawal of approval. Appendix A 10.1 allows withdrawal of approval if requirements are not met. A manufacturer aggrieved by withdrawal might seek judicial review on grounds such as jurisdictional error, failure to observe natural justice, or unreasonable decision-making, but the ADR does not set out a statutory appeal mechanism.
Disputes over conformity measurement or sampling. Annex 3 and Annexes 4-5 set measurement geometry, tolerances and sampling thresholds. Challenges could arise regarding test methodology, calibration of equipment, or the selection of samples. Annex 4 permits equivalent methods only with the competent authority's consent (Annex 4.2.2), foreshadowing disagreements about what constitutes an equivalent method.
Disagreements over acceptance of alternative standards. Part 7 permits alternative standards (UN Reg 56 editions, UN Reg 76/00, or SAE J584). Disagreement could occur about whether a particular headlamp complies with an accepted alternative standard or whether an authority's acceptance of a foreign test report is proper.

Several features of the ADR create traps for unwary practitioners because the text combines an imported UN Regulation with deliberate exclusions and cross-references to other ADRs. These are practical points to watch when advising manufacturers, importers, technical service providers or regulators.

Appendix A is included but several of its administrative sections are explicitly excluded. Part 5 lists a set of Appendix A provisions that "do not apply to this rule", including Section 3 (Application for approval), Section 4 (Markings), Section 5 (Approval), Section 10 (Penalties for non-conformity of production), Section 11 (Modification and extension of approval), Section 12 (Production definitely discontinued), Section 13 (Names and addresses of technical services), and Annexes 1 and 2. Yet Appendix A, as reproduced in the instrument, contains detailed provisions on application, marking and approval. The practical consequence is that the technical text is present but some of the UN administrative machinery is not applicable in Australia. Practitioners must not assume UN-style approval and marking procedures apply in Australia; instead they must identify local ADR administrative procedures or agency processes that implement approvals and markings.
Apparent overlap and tension on marking and approval. Appendix A requires headlamps bear approval marks and the approval number (Appendix A, 5.4-5.6). But Part 5 excludes Section 4 and Section 5, which cover marking and approval. This may create confusion about whether approval marking is required on products sold in Australia under this ADR. The safe approach is to check Australian administrative guidance and ADRs to determine what marking is required in practice.
Record retention period unspecified. Appendix A requires test results and related documents to remain available "for a period to be determined in accordance with the administrative service" (Appendix A, 9.3.3). The ADR does not set that period. Manufacturers should not assume a short or standard retention period; they must obtain the administrative service's requirement to avoid non-compliance on record retention grounds.
Competent authority discretion on inspection frequency. Appendix A 9.4.5 states the competent authority "shall strive to obtain a frequency of inspection of once every two years" but the clause is discretionary and tied to the authority's confidence in manufacturer controls. This yields variable enforcement burden and uncertainty about the likelihood of inspection. Manufacturers with weaker quality systems may be inspected more frequently.

Compliance requires a combination of technical design, production quality controls, record-keeping, and interaction with the relevant Australian administrative procedures that govern approvals and marking. The ADR offers two main compliance routes: meet the technical requirements of Appendix A (as varied by the ADR) and the supplementary requirements, or comply with one of the alternative standards listed in Part 7.

Choose the compliance pathway. Clause 3.1 states headlamps must comply with either (a) the technical requirements of Appendix A as varied by Part 5 and Part 6; or (b) the alternative standards in Part 7 (UN Reg No. 56 editions, UN Reg No. 76/00, or SAE J584). Decide early which standard you will rely on because it determines test protocols, reference lamps, and documentation.
Technical design and testing. If using Appendix A technical requirements:
- Design the optical system to meet the photometric targets in Annex 3: aim so point HV is 2 lx, meet the cut-off geometry requirements, and achieve the specified illumination on the lines at 300 mm and 600 mm below H-H (Annex 3, paragraphs 2-4).
- If using selective-yellow light, ensure the filter meets chromaticity coordinates, dominant wavelength 575-585 nm, purity factor 0.90-0.98 and transmission factor ≥ 0.78 measured with a source at 2854 K (Appendix A, 8.1). Fix the filter so it cannot be removed with ordinary tools (8.2).
- Use a standard filament lamp set to the applicable reference luminous flux per ADR 51/00 (in place of UN Reg No. 37 as directed by Part 8 notes) when making photometric measurements (Appendix A, 7.2).
Implement conformity of production controls. Annex 4 and Appendix A 9.3 impose detailed duties:
- Put in place documented quality control procedures for production conformity (Appendix A, 9.3.1; Annex 4.2.1).
- Maintain calibrated test apparatus and correlate measurements with competent authority methods (Annex 4.2.3).
- Carry out the minimum photometric tests at appropriate intervals and record results (Annex 4.2 and 9.3.5). Determine acceptability criteria statistically and, in agreement with the competent authority, set criteria so that a spot check has at least 95% confidence of passing as envisaged in Annex 4.2.5.
- Keep records and test reports available for the period required by the administrative service (9.3.3). Obtain the administrative service's specified retention period.

Regulation No. 56

UNIFORM PROVISIONS CONCERNING THE APPROVAL OF HEADLAMPS FOR MOPEDS AND VEHICLES TREATED AS SUCH

1. SCOPE

This Regulation applies to the approval of headlamps using filament lamps, producing one single passing beam, which are provided for the equipment of mopeds[1/] and vehicles treated as such.

2. DEFINITION OF "TYPE"

Headlamps of different "types" means headlamps which differ in such essential respects as:

2.1. the trade name or mark;

2.2. the characteristics of the optical system;

2.3. the inclusion or the suppression of components capable of altering the optical effects by reflection, refraction or absorption. A change in the colour of the beams emitted by headlamps whose other characteristics are not changed does not constitute a change of headlamp type: The same approval number shall accordingly be assigned to such headlamps.

3. APPLICATION FOR APPROVAL

The application for approval shall be submitted by the holder of the trade name or mark or by his duly accredited representative. Any application shall be accompanied by:

3.1. Drawings in triplicate, sufficiently detailed to permit identification of the type. The drawings must show the provided position for the approval mark and indicate the headlamp in front and in cross lateral elevation, with schematic indication of the optical grooves and prisms of the lens;

3.2. A brief technical description stating, in particular, the class of the filament lamp provided;

3.3. Two devices with colourless lenses. [2/]

3.4. The competent authority shall verify the existence of satisfactory arrangements for ensuring effective control of the conformity of production before type approval is granted.

MARKINGS

4.1. Headlamps submitted for approval shall clearly, legibly and indelibly bear the following inscriptions:

4.1.1. the trade name or mark of the applicant;

4.1.2. the identification of the category of the provided filament lamp;

4.2. Moreover, they shall include on the lens and on the main body (the reflector being considered as main body) [3/] a space of sufficient size to accommodate the approval marking; these spaces must be shown on the drawings referred to in paragraph 3.1. above.

APPROVAL

5.1. If the devices submitted in accordance with paragraph 3. above meet the requirements of this Regulation, approval shall be granted.

5.2. An approval number shall be assigned to each type approved. Its first two digits (at present 00 for the Regulation in its original form) shall indicate the series of amendments incorporating the most recent major technical amendment made to the Regulation at the time of issue of the approval.
