Vehicle Standard (Australian Design Rule 5/03 – Anchorages for Seatbelts) 2006

This instrument, titled Vehicle Standard (Australian Design Rule 5/03 , Anchorages for Seatbelts) 2006, is a vehicle standard determined under subsection 7(1) of the Motor Vehicle Standards Act 1989 (see the instrument heading and signature block). Mechanically, it does the following:

Declares a new Australian Design Rule (ADR 5/03) and sets its commencement as the day after registration (1.2.1). It expressly repeals earlier vehicle standards with the same name that were made under section 7 of the Motor Vehicle Standards Act 1989 and were in force at the commencement (1.3.1), and it also repeals instruments that create such standards where no other standards created or amended by those instruments remain in force (1.3.2).
Specifies the function and scope: to set design and construction requirements for anchorages for seatbelt assemblies so they will be adequately secured to vehicle structure or seat, and meet comfort requirements (clause 2). The ADR explicitly notes that a seatbelt anchorage is not for other purposes such as load securing (clause 2, note).
Lays out detailed applicability by vehicle category and manufacture dates in an Applicability Table (clause 3.1 and the Applicability Table). It provides that certain vehicles certified to acceptable prior rules (including ECE R14/02 where used as the Alternative Standard) are deemed to comply (clause 3.1.3 and clause 13).
Imposes substantive technical obligations on manufacturers and designers about which anchorages must be fitted for which seating positions, the type of restraint required (lap, lap/sash, lap/sash with retractor, harness), geometric location of anchor points and sash location points, static strength and test procedures for anchorages and sash guides, seating position measurement rules, and special rules for particular vehicle classes (clauses 5 through 12).

5.12. Adjustable ‘Sash Location Points’

In cases where an ‘Anchorage’ is fitted with a ‘Sash Guide’ system incorporating an adjustable ‘Sash Location Point’, the ‘Anchorage’ must be capable of meeting the relevant strength requirements of clauses 5.7, 5.9 and 5.10 with the ‘Sash Location Point’ set in any position of adjustment.

6. SASH GUIDE REQUIREMENTS

6.1. General

6.1.1. The ‘Sash Guide’ must be nominated by the vehicle ‘Manufacturer’ as being either:

6.1.1.1. a component of a ‘Seatbelt Assembly’; or

6.1.1.2. not a component of a ‘Seatbelt Assembly’. This latter category must include those ‘Sash Guides’ which are not intended to be replaced when the ‘Seatbelt Assembly’ is replaced.

6.1.2. For the purpose of this Rule, a load bearing ‘Sash Guide’ means a ‘Sash Guide’ which remains integral with its supporting structure and retains the ‘Strap’ under the following loading conditions:

6.1.2.1. the ‘Anchorage’ test loads specified in clause 5.7; or

6.1.2.2. in the case where the ‘Sash Guide’ is a component of a ‘Seatbelt Assembly’, both the Dynamic Testing Procedure of the Australian Design Rule 4/... “Seatbelts” and the static strength of assembly test of Australian Standard E35-1970, “Seat Belt Assemblies for Motor Vehicles” or Australian Standard AS 2597.10 - 1983, “Determination of Static Strength and Dummy Displacement” as specified in the Australian Design Rule 4/... “Seatbelts”.

6.1.3. In the case where the ‘Sash Guide’ is not a component of a ‘Seatbelt Assembly’ (as nominated in clause 6.1.1.2), then the ‘Sash Guide’ must comply with clause 6.8 as well as clause 4.2.7 of Australian Design Rule 4/00 and 4/01 for “Seatbelts” or clause 5.8 of Australian Design Rule 4/02 for “Seatbelts” (where applicable) as if the ‘Sash Guide’ were part of the ‘Seatbelt Assembly’: (but also excluding clauses 5, 9 and 14 of Australian Standard 2596-1983, “Seat Belt Assemblies for Motor Vehicles” or clauses 3, 7 and 11 of Australian Standard E35 Pt. 1-1970, “Seat Belt Assemblies for Motor Vehicles”), clause 4.3.3 and clause 4.5.1 of Australian Design Rule 4/00 and 4/01 for “ Seatbelts” or clauses 6.3 and 8.1 of Australian Design Rule 4/02 for “Seatbelts”.

6.2. Provision

A ‘Sash Guide’ must be provided for each seating position to be fitted with a ‘Lap-Sash Belt’.

6.3. Strength

Except in cases where the ‘Anchor Fitting’ at the ‘Final Torso Anchorage’ is the ‘Sash Guide’, the ‘Sash Guide’ must, when tested in accordance with the requirements of clause 9.1, withstand the loads in such a way that after application and removal of the loads there is no substantial deformation and the ‘Sash Guide’ remains integral with its supporting structure and continues to retain the ‘Strap’.

6.4. ‘Seat’ Backs

In cases where the ‘Seat’ back is a ‘Sash Guide’ device the design of the ‘Seat’ back must be such that it is not possible for the ‘Strap’ to fall below the lower boundary of ‘Area A’ at any point not greater than 300 mm from the ‘Seating Reference Plane’. If this requirement is met by the use of a positive restraining device incorporated with or attached to the ‘Seat’ back then the device must be designed to withstand a load of 50 N applied in a horizontal transverse direction away from the ‘Seating Reference Plane’.

6.5. Design of ‘Sash Guide’ Devices

6.5.1. In cases where the ‘Sash Guide’ which includes the ‘Sash Location Point’ is a load bearing ‘Sash Guide’, it must retain the ‘Strap’ so that either:

6.5.1.1. the ‘Strap’ cannot be removed from the ‘Sash Guide’ without the use of tools; or

6.5.1.2. the ‘Strap’ may be removed but returns to its design position when loads are applied.

6.6. ‘Sash Location Point’

The ‘Sash Guide’ must be so designed that the ‘Sash Location Point’ meets the location requirements of clause 7.2.

6.7. Failure of ‘Sash Guide’ Devices

6.7.1. In cases where one or more ‘Sash Guides’ in the ‘Sash Guide’ system are not load bearing ‘Sash Guides’, the design of the system must be such that in the installed design position:

6.7.1.1. the point of the first load bearing ‘Sash Guide’ where the centreline of the strap first changes direction after leaving the preceding ‘Sash Guide’ must be in ‘Area A’ or ‘Area B’; and

6.7.1.2. the maximum length of ‘Strap’ required to pass from that point to the ‘Upper Torso Reference Point’ via the ‘Sash Guide’ system must not exceed by more than 60 mm the true distance between those points.

6.8. Deflection of ‘Sash Guides’

6.8.1. In the case of a ‘Sash Guide’ system where the ‘Sash Guide’ which includes the ‘Sash Location Point’ is a load bearing ‘Sash Guide’, and is not a component of a ‘Seatbelt Assembly’ (as nominated in clause 6.1) the design must be such that:

6.8.1.1. in the case of a ‘Sash Guide’ system with a non-adjustable ‘Sash Location Point’, the ‘Sash Guide’ system must comply with clauses 6.8.2 and 6.8.3; and

6.8.1.2. in the case of a ‘Sash Guide’ system with an adjustable ‘Sash Location Point’, the ‘Sash Guide’ system must comply with clauses 6.8.2 and 6.8.4 with the ‘Sash Location Point’ set in any position of adjustment.

6.8.2. When a load is applied as specified in clause 9.2, ‘Sash Guide’ deflection must not reduce, by more than 60 mm, the actual length of ‘Strap’ measured along the ‘Strap’ centreline between the ‘Upper Torso Reference Point’ and the final ‘Anchor Point’.

6.8.3. When a load is applied as specified in clause 9.2, the displaced ‘Sash Location Point’ must lie in ‘Area A’ or ‘Area B’.

6.8.4. When a load is applied as specified in clause 9.2 the displaced ‘Sash Location Point’ must not lie below horizontal transverse plane DJ of ‘Area A’ or horizontal transverse plane CE of ‘Area B’ whichever is the lower.

6.9. Effect of ‘Seat’ Back Adjustment

In cases where the ‘Seat’ back is provided with at least one point of adjustment between the design ‘Seat Back Angle’ and 30° inclusive, the requirements of clauses 6.7.1.2 and 6.8.1 must be met when the ‘Upper Torso Reference Point’ is determined with the ‘Seat’ back adjusted not to the design ‘Seat Back Angle’ but to the greatest available ‘Seat Back Angle’ up to and including 30°.

7. LOCATION OF ANCHOR POINTS AND SASH LOCATION POINTS

7.1. Lap ‘Anchor Points’

7.1.1. The two lap ‘Anchor Points’ provided for a particular seating position must lie on opposite sides of the ‘Seating Reference Plane’ in such a way that the sum of distances measured normal to the ‘Seating Reference Plane’ is not less than 165 mm.

7.1.2. The lines joining the lap ‘Anchor Point’ to the extreme points on the ‘Pelvis Reference Locus’ must be inclined to the horizontal at angles of not less than 25° nor more than 80° when viewed normal to the ‘Seating Reference Plane’.

7.1.3. In cases where the line representing the centreline of the ‘Strap’ is not a straight line when viewed normal to the ‘Seating Reference Plane’ then:

7.1.3.1. with the ‘Seat’ in its foremost driving or riding position the line passing through the foremost point on the ‘Pelvis Reference Locus’ and extending ‘Rearward’ to the first point of contact with the ‘Seat’ or other device must be inclined to the horizontal at an angle of not less than 25°; and

7.1.3.2. with the ‘Seat’ in the rearmost driving or riding position the distance from the ‘Pelvis Reference Point’ to the lap ‘Anchor Point’ measured along the centreline of the ‘Strap’ must not exceed by more than 60 mm the distance from the ‘Pelvis Reference Point’ to the lap ‘Anchor Point’, except in the cases where the system is so designed that when tested in accordance with the load requirements of clause 5.7 the components of the vehicle or ‘Seat’ which cause the centreline of the ‘Strap’ between the lap ‘Anchor Point’ and the ‘Pelvis Reference Point’ to vary from a straight line, do not deflect or fail in such a manner that the effective length of the ‘Strap’ measured along the centreline between the lap ‘Anchor Point’ and the ‘Pelvis Reference Point’ is reduced by more than 60 mm.

7.2. ‘Sash Location Point’

7.2.1. For both conditions of load specified in clause 9.1 the following requirements must be met:

7.2.1.1. the ‘Sash Location Point’ must be at least 140 mm from the ‘Seating Reference Plane’; and

7.2.1.2. the ‘Sash Location Point’ must lie in ‘Area A’.

7.2.2. Notwithstanding the requirements of clause 7.2.1, the ‘Sash Location Point’ may be adjustable for comfort provided that:

7.2.2.1. at least one point in the range of adjustment must permit the ‘Sash Location Point’ to comply with the requirements of clause 7.2.1;

7.2.2.2. no point of adjustment must cause the ‘Sash Location Point’ to lie below horizontal transverse plane DJ of ‘Area A’ for both conditions of load specified in clause 9.1; and

7.2.2.3. the ‘Sash Location Point’ must be adjustable without the use of tools.

7.3. Harness ‘Anchor Points’

7.3.1. In cases where only one harness ‘Anchorage’ is provided for a particular seating position, the harness ‘Anchor Point’ must be located:

7.3.1.1. ‘Rearward’ of transverse plane inclined at the same angle as the ‘Torso Reference Line’ and 500 mm horizontally ‘Rearward’ from the ‘Seating Reference Point’;

7.3.1.2. not more than 50 mm from the ‘Seating Reference Plane’; and

7.3.1.3. within ‘Area B’ but without the transverse location requirements of clause 11.2.1.

7.3.2. In cases where two harness ‘Anchorages’ are provided for a particular seating position, the two ‘Anchor Points’ must be located:

7.3.2.1. ’Rearward’ of a transverse plane inclined at the same angle as the ‘Torso Reference Line’ and 75 mm horizontally ‘Rearward’ from the ‘Seating Reference Point’;

7.3.2.2. either side of the ‘Seating Reference Plane’ in such a way that the distances from the ‘Seating Reference Plane’ do not differ by more than 100 mm;

7.3.2.3. such that the transverse separation does not exceed 300 mm, and is either greater than 250 mm or is less than 250 mm by not more than half the horizontal distance from either ‘Anchor Point’ to the transverse plane through the ‘Torso Reference Line’; and

7.3.2.4. within ‘Area B’ but without the transverse location requirements of clause 11.2.1.

8. TESTING OF ANCHORAGES

8.1. Installation of Doors

Except in cases where the vehicle complies with the Australian Design Rule for “Door Latches and Hinges”, testing must be carried out with the vehicle doors open or removed.

8.2. Installation of ‘Seats’

The appropriate ‘Seats’ must be installed for the tests and located in their rearmost driving or riding position and with the ‘Seat’ back adjusted to the design ‘Seat Back Angle’ except that in cases where the line of pull could not contact a particular portion of the ‘Seat’ then that portion may be removed.

8.3. Body Blocks

Loads must be transmitted by the use of body blocks.

8.4. Loading of Body Blocks

8.4.1. Each body block must be restrained by attachments which are representative of a passing around the body block and connected to the ‘Anchorage’ under test and another appropriate ‘Anchorage’ as described in the following Table 2, by fittings that are representative of the actual ‘Anchor Fittings’ designed for each ‘Anchorage’.

8.4.2. In cases where one ‘Anchorage’ is a ‘Final Torso Anchorage’, the attachment restraining the body block must pass through the ‘Sash Guide’ system except that:

8.4.2.1. it may by-pass any ‘Sash Guide’ which is not a load bearing ‘Sash Guide’; and

8.4.2.2. a load bearing ‘Sash Guide’ which is a component of a ‘Seatbelt Assembly’ (as nominated in clause 6.1) may be replaced by a representative component of sufficient strength to withstand the load requirements of clause 5.7.

8.5. Direction of Loading

8.5.1. In the case of front and rear facing ‘Seats’, the direction of load to the body blocks must be:

8.5.1.1. ’Forward’ of the seating position;

8.5.1.2. parallel to the ‘Seating Reference Plane’;

8.5.1.3. in the case of pelvic restraint, at an angle above the horizontal of not less than 5o nor more than 50°; and

8.5.1.4. in the case of upper torso restraint, at an angle above the horizontal of not less than 0o nor more than 20°.

8.5.2. In the case of side facing ‘Seats’, the direction of load to the body block attached to the ‘Lap Anchorages’ must be:

8.5.2.1. in a direction towards the front of the vehicle;

8.5.2.2. in a vertical plane inclined inboard to a vertical longitudinal plane relative to the vehicle by not more than 20°; and

8.5.2.3. at an angle to the horizontal of not less than 5o nor more than 50°.

9. TEST OF SASH GUIDE

9.1. With the upper torso ‘Strap’ installed in the vehicle, tensile loads of 5 N and 900 N must be applied to it in a direction from the appropriate ‘Sash Location Point’ towards the ‘Upper Torso Reference Point’.

9.2. With the upper torso ‘Strap’ installed in the vehicle, a tensile load of not less than 8.5 kN must be applied to the ‘Strap’ in a direction from the appropriate ‘Sash Location Point’ towards the ‘Upper Torso Reference Point’.

‘Anchorage’ common to both pelvic and upper torso restraint in a ‘Harness Belt’ system. The other ‘Anchorage’ common to both pelvic and upper torso restraint and/or the ‘Harness Torso Anchorage’.
‘Harness Torso Anchorage.’ One or both ‘Anchorages’ common to both pelvic and upper torso restraint in a ‘Harness Belt’ system.

10. SEATING POSITIONS

10.1. Single ‘Seats’

A ‘Seat’ must be regarded as providing for one seating position only if the effective cushion width is less than 820 mm.

10.2. Multiple ‘Seats’

10.2.1. If the effective cushion width is 820 mm or more, the number of seating positions must be the number of complete multiples of 410 mm unless the nature of obstructions or peculiarities of design results in the ‘Seat’ being ‘Approved’ for a lesser number of seating positions.

10.2.2. Where a ‘Seat’ with an effective cushion width, as determined by clause 10.3, of 1230 mm or more has its ‘Seat’ cushion and ‘Seat’ back so contoured as to provide one or two clearly identifiable seating positions, the ‘Seat’ will be considered as providing for two seating positions only if one or more of the following conditions are met:

10.2.2.1. where the ‘Seat’ consists of two separate ‘Seats’ with an intervening gap, which may be filled with an insert;

10.2.2.2. where there are two contoured seating positions, the lateral distance between their centrelines is less than 820 mm; or

10.2.2.3. where there is one contoured seating position the lateral distance from its centreline to the far end of the adjacent ‘Seat’ cushion, or to its side wall if this is less than 100 mm from the end of the cushion, is less than 1025 mm.

10.3. Effective Cushion Width

10.3.1. This is the width of the ‘Seat’ cushion measured horizontally at the intersection of the ‘Seat’ cushion with the transverse plane through the ‘Torso Reference Line’. It is determined by an analysis of ‘Seat’, ‘Seat’ back and vehicle structure sections on the transverse plane as follows:

10.3.1.1. if a cushion is separated from another cushion by less than 100 mm the two cushions must be regarded as continuous;

10.3.1.2. if an end of the cushion is separated from adjoining structure by less than 100 mm it must be regarded as extending to the adjoining structure; and

10.3.1.3. should the cushion widths determined by 10.3.1.1 and 10.3.1.2 exceed the internal width of the vehicle measured through a point located 562 mm from the ‘Seating Reference Point’ when measured along the ‘Torso Reference Line’, then the effective cushion width must be the internal width of the vehicle determined at this height.

11. AREA A AND AREA B

11.1. ‘Area A’

11.1.1. ’Area A’ is dependent on the ‘Seat Back Angle’ and on its ‘Transverse Distance S’ from the ‘Seating Reference Plane’. The ‘Seat Back Angle’ must be taken as the design ‘Seat Back Angle’.

11.1.2. For a particular value of S and subject to clause 11.1.3, ‘Area A’ is located as follows (refer Fig. 1):

11.1.2.1. above a horizontal transverse plane DJ located 450 mm above the ‘Seating Reference Point’ R;

11.1.2.2. to the rear of a transverse plane FK inclined downward at the rear 120° to the ‘Torso Reference Line’ and passing through a point B on the ‘Torso Reference Line’ and located 260 mm + S from the ‘Seating Reference Point’;

11.1.2.3. below a transverse plane FN inclined upward at the rear 65° to the ‘Torso Reference Line’ and passing through a point C along the ‘Torso Reference Line’ located 315 mm + 1.6 S from the ‘Seating Reference Point’ R; and

11.1.2.4. ’Forward’ of a vertical transverse plane NJ located 1.3 S ‘Rearward’ of point M on the ‘Torso Reference Line’.

11.1.3. In cases where S is less than 200 mm, ‘Area A’ as defined in clause 11.1.2 is extended by the addition of an area KPQT constructed as follows:

11.1.3.1. extend DJ to point P so that MP = 250 mm

11.1.3.2. draw line DQ so that angle PDQ is 20° and angle DPQ is 90°; and

11.1.3.3. extend FK to intersect DQ at point T.

11.2. ’Area B’

11.2.1. Transverse Location - ‘Area B’ extends transversely from a plane 140 mm from and parallel to the ‘Seating Reference Plane’ and on the same side as the ‘Sash Guide’.

11.2.2. Longitudinal Location - In side elevation relative to the ‘Seating Reference Plane’, ‘Area B’ is established as follows:

11.2.2.1. to the rear of a transverse vertical plane CD located 100 mm ‘Rearward’ of the ‘Seating Reference Point’ R;

11.2.2.2. above a horizontal plane CE located 400 mm above the ‘Seating Reference Point’ R; and

11.2.2.3. below a horizontal DF located 710 mm above the ‘Seating Reference Point’ R.

11.2.3. Notwithstanding the requirements of clauses 11.2.2.1, 11.2.2.2 and 11.2.2.3 above the location in side elevation may be as follows:

11.2.3.1. to the rear of a point G located 555 mm above and 120 mm ‘Rearward’ of the ‘Seating Reference Point’ R;

11.2.3.2. below a transverse plane GF inclined 40° above the horizontal; and

11.2.3.3. above a transverse plane GE inclined 40° below the horizontal.

12. GENERAL REQUIREMENTS FOR ANCHORAGES FOR VEHICLE CATEGORIES MD3, MD4, ME, NB2 AND NC ONLY

12.1. Provision

12.1.1. At least two ‘Lap Anchorages’ pelvic restraints must be provided for:

12.1.1.1. the driver’s ‘Seat’ of an MD3, MD4 or ME vehicle; and

12.1.1.2. any non-’Protected Seat’ of an MD3, MD4 or ME vehicle (except for vehicles specially designed with spaces for standing passengers); and

12.1.1.3. all ‘Seats’ of an NB2 or NC vehicle.

12.1.2. Upper torso restraint must be provided for:

12.1.2.1. the driver’s ‘Seat’ of an MD3,MD4 or NB2 vehicle; and

12.1.2.2. all non- ‘Protected Seats’ being front-facing ‘Outboard Seating Positions’ in front (first) row ‘Seats’ of an MD3 or an MD4 vehicle (except for vehicles specially designed with spaces for standing passengers); and

12.1.2.3. any front-facing ‘Outboard Seating Position’ in front (first) row ‘Seats’ of an NB2 vehicle.

12.1.3. In the case of an NB2 or an NC vehicle, where the ‘Anchorages’ are mounted on the ‘Seat’ the test for the ‘Anchorage’ must also include a simultaneous load of 10 times the weight of the entire ‘Seat.’

12.2. Location

12.2.1. In the case of a ‘Suspension Seat’, the two pelvic restraint ’Anchorages’ must be mounted on the ‘Seat’ so as to maintain the positional relationship between the ‘Anchorages’ and the ‘Seating Reference Point’.

12.2.2. The two lap ’Anchor Points’ provided for a particular seating position must:

12.2.2.1. lie on opposite sides of the ‘Seating Reference Plane’ in such a way that the sum of the distances measured normal to the ‘Seating Reference Plane’ is not less than 165 mm; and

12.2.2.2. meet the requirements of either clause 12.2.3 or clause 12.2.4.

12.2.3. The lines joining the ‘Anchor Point’ to the extreme points on the ‘Pelvis Reference Locus’ must be inclined to the horizontal at angles of not less than 25° nor more than 80° when viewed normal to the ‘Seating Reference Plane’.

12.2.4. When viewed in side elevation with the ‘Seat’ in the rearmost and lowest driving or riding position, the lap ‘Anchor Points’ must be located:

12.2.4.1. below a horizontal line 150 mm below the rearmost, lowest top surface of the ‘Seat’ cushion; and

12.2.4.2. ‘Rearward’ of a vertical line tangential to the rearmost point of the ‘Seat’ cushion.

12.2.5. There must be no specific location requirement for the ‘Sash Location Point’, but the requirements for passenger cars may be used as guidelines for safety and comfort.

12.3. Strength

12.3.1. ‘Anchorages’ located in the vehicle structure must meet either the test requirements of clause 12.3.3 or the design requirements of clause 12.3.6.

12.3.2. In cases where ‘Anchorages’ are located in ‘Seat’ structures it must be established either by calculation or test, in accordance with the requirements of clause 12.3.3 that the ’Anchorages’ and ‘Seat’ anchorages will sustain the required loads.

12.3.3. If ‘Anchorages’, as specified in clauses 12.3.4 and 12.3.5, are to be proved by test, the ‘Anchorages’ must be tested using attachments representative of ‘Seatbelt Assembly’ provided. A test load of 9 kN must be applied in a ‘Forward’ direction at an angle, as specified in clauses 12.3.4 and 12.3.5, above the horizontal in a vertical plane parallel with the longitudinal axis of the vehicle. The test load must be sustained by the ‘Anchorages’ for a period of at least one second.

12.3.4. For ‘Lap Anchorages’, the pair must be tested simultaneously and the attachments must pass round an appropriate body block to which the load specified in clause 12.3.3 is applied at an angle of between 5° and 50°.

12.3.5. ‘Final Torso Anchorage’ must be tested simultaneously with the ‘Anchorage’ common to both pelvic and upper torso restraint and the attachments must pass round an appropriate body block to which the load specified in clause 12.3.3 is applied at an angle of between 0° and 20°.

12.3.6. If ‘Anchorages’ are to be proved by design, the ‘Anchorages’ must be provided in a substantial metal component. In cases where this metal component is less than 3 mm in thickness, the ‘Anchorage’ must include a device to distribute the load. The device must be shaped to match the contour of the mounting surface and must have an area of not less than 3750 mm2 in contact with the mounting surface. The thickness of the device must not be less than 3 mm.

13. ALTERNATIVE STANDARDS

The technical requirements of ECE R 14/02 - “Safety Belt Anchorages” must be deemed to be equivalent to the technical requirements for location (clauses 5.6 and 6.6) and strength (clause 5.7) of ‘Anchorages’ for front-facing seating positions.

legislative provisions
NAME OF STANDARD 1. This Standard is the Vehicle Standard (Australian Design Rule 5/03 – Anchorages for Seatbelts) 2006. 2. This Standard may also be cited as Australian Design Rule 5/03 — Anchorages for Seatbelts.

The ADR organises its requirements around a set of concrete technical concepts: anchorages, anchor points, sash guides and sash location points, body blocks and loads for testing, seating reference geometry and Areas A and B. These core concepts structure obligations and tests.

Anchorage and Anchor Point. An anchorage is the vehicle- or seat-mounted fitting designed to retain a seatbelt assembly; its precise location and strength are governed by clauses 5, 7 and 8. The two lap anchor points for a seating position must lie on opposite sides of the seating reference plane with a minimum summed normal distance of 165 mm (clause 7.1.1). Lines from lap anchor points to the pelvis reference locus must meet specified angular constraints (7.1.2-7.1.3).
Sash Guide and Sash Location Point. A sash guide is the device through which the torso strap runs; the manufacturer must nominate whether a sash guide is a component of the seatbelt assembly or not (6.1.1). The sash location point has explicit location requirements (7.2), and sash guide systems must meet strength and deflection tests (clauses 6.3, 6.7, 6.8 and 9).
Strength and Test Loads. Anchorages are subject to static-load tests with body blocks; Table 1 (clause 5.7.4) sets the minimum applied loads for different types of anchorages and seating directions (e.g. 22.0 kN for many front-facing lap anchorages; reduced loads for rear-facing). The ADR requires that each anchorage sustain the specified loads for not less than one second (clause 5.7.2). There are additional combined-load requirements for pillar-mounted systems (5.10).
Seating geometry and Areas. The ADR defines seating positions (clauses 10.1-10.3), effective cushion widths and the transverse/longitudinal geometry of Areas A and B in which sash location points and anchors must lie (clause 11). The definitions refer to the seating reference point, torso reference line and other geometric reference planes; those geometries are prerequisites to measuring compliance.
Category‑specific variations. The ADR distinguishes lower-mass passenger categories (LEP, LEG, MA, MB, MC, MD1, MD2, NA, NB1) subject to clauses 5.2-11 (clause 5.1.1) from heavier vehicle categories MD3, MD4, ME, NB2 and NC which may either comply with clause 12 (a separate regime for those classes) or comply with the general rules of clause 5.1.1 but with a higher minimum test load of 9 kN for body blocks (clause 5.1.2).
Equivalence and acceptable prior rules. The ADR recognises that vehicles meeting the technical requirements of ECE R14/02 are deemed equivalent for location and strength of anchorages for front-facing positions (clause 13). Also, vehicles certified to acceptable prior rules in the Applicability Table may be deemed to comply (clause 3.1.3).

Operationally, the ADR creates a set of measurement and test steps: determine seating reference geometry, select appropriate anchorage type per vehicle/seat location mapping (the table in clause 5.5 and notes), choose the applicable load from Table 1, install seats and body blocks per clause 8, conduct static load tests and sash guide tensile tests per clause 9, and satisfy location and deflection constraints for sash systems (6.8 and 7.2).

The parties that bear the direct duties and likely compliance costs are principally vehicle manufacturers (including importers manufacturing/importing new vehicles), seat manufacturers and seatbelt assembly suppliers, and testing laboratories and certifiers engaged by them. The ADR is a design and construction standard: it imposes obligations on the designer/manufacturer who places the vehicle on the Australian market for affected categories, because it prescribes the required anchorages, their locations and their static-test performance (clauses 5-9).

Vehicle manufacturers/importers: Responsible for ensuring vehicle models meet the anchorage location and strength requirements for the applicable ADR categories and manufacture dates (see clause 3 and the Applicability Table). They decide whether to follow clause 12 (specific to heavy classes) or adopt clause 5.1.1 with increased loads for MD3/MD4/ME/NB2/NC (clause 5.1.2).
Seat and seatbelt suppliers: Makers of seats and seatbelt assemblies must design fittings that meet the ADR’s anchorage, sash guide and anchor point specs. Where anchorages are seat‑mounted (explicitly provided for in clause 12 for NB2/NC), the seat supplier’s design must either be proven by calculation or test (clause 12.3.2), or by meeting the substantial-metal-component requirement (12.3.6).
Testing and certifying bodies: Laboratories performing static load tests, sash guide tensile tests and body-block tests must follow the installation, body-block attachment and loading-direction rules (clauses 8 and 9). Tests must use representative fittings, appropriate body blocks and the correct seating configuration (8.1-8.4).
Compliance and regulatory actors: Commonwealth vehicle regulators who administer the Motor Vehicle Standards Act 1989 (the ADR’s enabling Act) will enforce conformity for vehicles offered in Australia, using the ADR as the technical standard. The ADR itself does not set out penalties; compliance and enforcement powers derive from the enabling statute (instrument heading references subsection 7(1) of the Motor Vehicle Standards Act 1989).
Vehicle constructors, converters and fleet managers: Entities altering seating arrangements, retrofitting seats or specifying seat types (for example in heavy vehicles) will be affected because seat-mounted anchorages trigger additional tests (see clause 12.1.3 , simultaneous 10 times weight load in NB2/NC where anchorages mount to the seat).
Design engineers and compliance specialists: Must interpret geometric reference points, Areas A and B, seating reference plane and other measurement routines and ensure adjustable systems meet strength in all adjustment positions (clauses 6.8, 5.11, 5.12, 7.2.2).

Indirectly affected are vehicle owners and repairers because the ADR regulates the design that will affect the fitment, replacement and maintenance of anchorages and sash guides. The ADR also impacts manufacturers who choose to rely upon the alternative ECE R14/02 standard for front-facing positions , the ADR deems equivalence if ECE R14/02 is used (clause 13), so such manufacturers must decide whether adoption of ECE R14/02 aligns with their global design strategy.

Those who decide and who pay: manufacturers/designers decide the technical approach (location, anchor types, sash guide nomination and whether to rely on ECE R14/02). The manufacturers pay the direct costs of design changes, tests and documentation; testing labs and suppliers bear implementation costs. Regulatory compliance costs are borne by manufacturers in the form of testing, engineering time, possible reinforcement plates and rework if the anchorage geometry or strength fails.

This ADR allocates duties primarily to the manufacturer (or entity responsible for vehicle compliance) and grants limited procedural rights such as the ability to rely on alternative standards or prior acceptable rules. Key duties and the limited rights follow from explicit clauses.

Duties

Provide required anchorages for seating positions. Clause 5.2.1 requires seatbelt anchorages for all seating positions established per clause 10, except for light omnibuses (MD2) where anchorages are required only for front seating positions and non-protected seats. The annexed table in clause 5.5 indicates, by vehicle category and seat row/position, which type of anchor (L, L/S, R or L/R) is required.
Meet location requirements. Anchor points and sash location points must meet the geometric requirements of clause 7 (for lap anchor points and sash location point) and clause 11 (Areas A and B). For example, sash location points must be at least 140 mm from the seating reference plane and lie in Area A under the loads specified (7.2.1).
Meet strength and test requirements. There is an overarching duty that anchorages must withstand the loads specified in Table 1 applied to body blocks for at least one second (clause 5.7.2 and 5.7.4). Sash guides must meet tensile tests (clause 9) and sash guide deflection and displacement limits (6.8).
Nominate sash guide status. The manufacturer must nominate whether a sash guide is part of the seatbelt assembly or not (6.1.1), because different compliance tests and standards apply depending on that nomination (6.1.2-6.1.3).
Ensure adjustable devices meet requirements in all positions. Adjustable anchorages and sash location points must meet strength requirements in any position of adjustment (5.11 and 5.12). Sash location points adjustable for comfort must nevertheless permit at least one adjustment point that meets clause 7.2.1 and must not permit positions below specified planes (7.2.2).
For certain heavy vehicle categories, either follow clause 12 or meet special higher loads. MD3, MD4, ME, NB2 and NC must comply with either the special regime in clause 12 or clause 5.1.1 with a minimum total test load of 9 kN for body blocks (clause 5.1.2).
When anchorages are seat-mounted on NB2/NC vehicles, the anchorage test must include a simultaneous load equal to 10 times the weight of the entire seat (12.1.3). Anchorages installed on seats must be established either by calculation or test (12.3.2).
Provide design features to prevent strap displacement under seat-back conditions and to retain the strap such that it cannot be removed without tools (or returns to position under load) when sash guide is load bearing (6.5).

Rights and options

Use ECE R14/02 as an equivalent technical regime for front-facing seating positions; the ADR treats ECE R14/02 technical requirements as equivalent for location and strength (clause 13). This creates a compliance option for manufacturers who already certify to ECE R14/02.
Rely on acceptable prior rules in the Applicability Table. Where vehicles were certified to prior acceptable rules and meet the applicability entries, they may be deemed to comply (clause 3.1.3 and the Applicability Table).
Nominate sash guide status. The manufacturer may elect whether a sash guide is a component of a seatbelt assembly or not (6.1.1), which affects which tests and standards apply (6.1.2-6.1.3).
Use symmetry testing efficiencies. Where two anchorages are identical and symmetrically located, a test on one may be considered a test on the other (clause 5.8), reducing test repetition.

Who decides

The manufacturer decides: (i) which compliance route to adopt for MD3/MD4/ME/NB2/NC (clause 5.1.2); (ii) whether sash guides are part of the seatbelt assembly (6.1.1); (iii) where to mount anchorages subject to the location rules (clause 7); and (iv) whether to use ECE R14/02 equivalence (clause 13). Testing methods are prescribed, but the manufacturer chooses the testing vendor and specific representative fittings per clause 8.4.1.

What behaviour changes

Design behaviour: manufacturers must design anchorages, seat structures and sash guide systems to meet the precise geometry and load-bearing specifications and to survive static-load tests without substantial deformation (5.7, 6.3).
Documentation and nomination: manufacturers must document sash guide status and ensure that their seat designs are either proven by calculation or test where seat-mounted anchorages are used (12.3.2).
Testing practice: testing laboratories and manufacturers must adopt the ADR testing setup: seats in rearmost position, correct body blocks, door open/removed unless another ADR applies (clause 8.1-8.4).

The ADR therefore imposes duties that are both prescriptive (location, test loads and test methods) and procedural (nomination, choice of equivalence). Rights are limited to specified equivalence routes and some procedural efficiencies (e.g. symmetry testing).

The text of ADR 5/03 itself does not articulate penalties or enforcement mechanisms. The instrument is expressly made under subsection 7(1) of the Motor Vehicle Standards Act 1989 (see the instrument header), and the ADR functions as a vehicle standard within that statutory framework. Practical enforcement and penalty mechanisms therefore derive from the Motor Vehicle Standards Act 1989 and associated regulatory instruments, but those enforcement provisions are not reproduced in this ADR and cannot be stated from this text alone.

What the ADR does specify that is relevant to enforcement

Mandatory standards to be met. The ADR sets mandatory technical standards and test procedures for anchorages, sash guides and seating geometry (clauses 5-11). Non‑compliance with these specifications would be a failure to meet the ADR.
Tests and proofs required. The ADR prescribes static and tensile tests (clauses 5.7, 8 and 9), including the use of representative fittings and body blocks (8.4.1). The ADR creates clear objective tests (weights, durations, angles) that a regulator or certifier could use to determine compliance.
Options for proof by design or test. For certain heavy-vehicle anchorages, the ADR permits proof by design subject to component and plate requirements (12.3.1 and 12.3.6). Where design-based proofs are permitted, enforcement may require inspection of the calculations and the components described.

Implications for enforcement practice

Enforcement will focus on whether the manufacturer has followed the ADR’s required measurements, test procedures and load targets (22.0 kN, 17.7 kN, 13.3 kN, etc. in Table 1 and other clauses). The ADR gives regulators precise numeric thresholds and test set-ups to measure compliance (clauses 5.7.4 and 9).
Where the manufacturer has nominated an alternative compliance route (for example, ECE R14/02 equivalence under clause 13), enforcement will require assessing whether the vehicle actually meets the specified ECE technical requirements for the contexts identified (front‑facing seating positions).
The ADR’s text indicates particular test set-ups that could influence enforcement timing and method, e.g. doors open/removed unless another ADR applies (8.1), and seats installed in rearmost driving position (8.2). These practical details affect how inspectors and certifiers carry out on‑site tests.

What is not in the instrument

The ADR contains neither its own penalty schedule nor explicit enforcement steps (noting again the instrument’s enabling Act reference). It does not, for example, specify fines, suspension powers, recall procedures or administrative penalties within the text provided. To determine actual penalties, a practitioner must look at the Motor Vehicle Standards Act 1989 and any delegated enforcement instruments, which are not part of this ADR text.

Practical recommendation for practitioners (source-grounded): where compliance is in doubt, check the Motor Vehicle Standards Act 1989 for the regulator’s enforcement powers and penalties, and retain test reports that show adherence to the ADR’s objective test requirements (clauses 5.7-5.10, 8 and 9) to support any defence to enforcement action.

The ADR is explicitly designed to operate within a network of other ADRs, Australian Standards and recognized international standards. The instrument references and incorporates requirements from several specified instruments and standards; those references define its legal and technical interactions.

Primary statutory interaction

Motor Vehicle Standards Act 1989. The ADR is made under subsection 7(1) of that Act (instrument heading). The Act is therefore the statutory vehicle for the ADR’s legal force. Any enforcement, approval of vehicles for importation or compliance certification will be conducted under that parent Act, though the ADR provides the technical content.

Cross-ADR interactions

ADR 4/... Seatbelts. The ADR repeatedly references Australian Design Rule 4/... “Seatbelts” for dynamic testing procedures and for static strength test references (6.1.2, 6.1.3). Where a sash guide is nominated not to be a component of the seatbelt assembly, the sash guide must nonetheless meet specified clauses of ADR 4/00 and 4/01 or ADR 4/02 as if it were part of the seatbelt assembly (6.1.3). This ties the anchorages rule to the seatbelt ADR requirements.
ADR for Door Latches and Hinges. Clause 8.1 provides that testing must be carried out with vehicle doors open or removed, except in cases where the vehicle complies with the ADR for “Door Latches and Hinges”. Thus if a vehicle already complies with that ADR, the door‑open exception for testing may not apply in the same way.
ADR 68/... (Omnibuses). Clause 3.1.2 provides a limited interaction: for omnibuses complying with ADR 68, only the driver’s seat needs to meet clause 5.1.2 of this rule. The ADR therefore defers to the omnibus ADR for certain omnibus-specific considerations.

Australian Standards and measurement standards

The ADR incorporates elements of Australian Standards when sash guide components are part of a seatbelt assembly: it refers to Australian Standard E35‑1970 “Seat Belt Assemblies for Motor Vehicles” and Australian Standard AS 2597.10‑1983 “Determination of Static Strength and Dummy Displacement” as specified in ADR 4/... (6.1.2). It also refers to Australian Standard 2596‑1983 and E35 Pt.1‑1970 and specifies exclusions for certain clauses when a sash guide is treated as not part of a seatbelt assembly (6.1.3). Practitioners must therefore consult the referenced Australian Standards as part of compliance.
ECE R14/02. The ADR specifically deems the technical requirements of ECE R14/02 , “Safety Belt Anchorages” , to be equivalent to the ADR’s technical requirements for location and strength of anchorages for front‑facing seating positions (clause 13). That creates an equivalent compliance pathway for manufacturers who design to ECE R14/02.

Practical effects of interactions

Where a sash guide is declared a seatbelt assembly component, the ADR ties the sash guide to both ADR 4/... and specified Australian Standards for dynamic and static tests (6.1.2). Where it is not a component, different ADR 4 clauses and select Australian Standard clauses apply as if the sash guide were part of the seatbelt assembly (6.1.3). This creates a two-track compliance landscape contingent on the manufacturer’s nomination.
The ADR’s table of acceptable prior rules (clause 3.1.3 and the Applicability Table) allows vehicles certified under acceptable prior rules to be deemed compliant. This reduces duplication for models already certified under earlier rules or international standards, but subjects the manufacturer to the ADR’s equivalence conditions.
The ADR’s reliance on geometric definitions and reference planes requires cross-reference to the ADR Definitions 2005 (clause 4.1). Practitioners must consult the ADR Definitions and Vehicle Categories 2005 to interpret terms such as seating reference point, torso reference line and seating reference plane.

Limitations of the ADR text

The ADR does not reproduce the text of the Motor Vehicle Standards Act 1989, ADR 4 or the Australian Standards it references. For enforcement, interpretation and procedural matters (for example, how homologation is recorded or how recalls are triggered), the Act and the other ADRs and Standards govern. The ADR’s text prescribes technical content; procedural and administrative interactions are in other instruments.

The ADR document itself contains limited explicit historical material. The instrument is dated 31 July 2006 and includes immediate commencement and repeal provisions. From the text we can derive the following history as recorded inside the instrument:

Date and authority. The instrument was determined and signed by the Minister for Local Government, Territories and Roads, James Eric Lloyd, and dated 31 July 2006 (instrument header and signature block). It is therefore an ADR created in 2006 under subsection 7(1) of the Motor Vehicle Standards Act 1989 (instrument header).
Commencement. Clause 1.2.1 provides that the Standard commences on the day after it is registered. The instrument therefore took legal effect immediately after registration following signature (1.2.1).
Repeals prior instruments with same name. Clause 1.3.1 expressly repeals each vehicle standard named Australian Design Rule 5/03 , Anchorages for Seatbelts that was made under section 7 of the Motor Vehicle Standards Act 1989 and was in force at the ADR’s commencement. Clause 1.3.2 extends the repeal to instruments that created such ADRs if those instruments contain no other vehicle standards or amendments still in force at the commencement. These are the only explicit repeals and amendment references in the text.
No subsequent amendments recorded in this text. The ADR text provided does not include any schedules, amending instruments or marginal notes indicating later changes. The absence of further amendment language in the provided document means that, as far as this text is concerned, it is the 2006 version and any subsequent amendments are not recorded here.

What a practitioner should infer from the ADR’s internal amendment statements

The ADR replaces earlier ADR 5/03 instruments in force at the time of commencement. Where a vehicle had previously been certified under an older ADR 5/03 that persisted in force, that older text was repealed (1.3.1). Where instruments creating that ADR also contained other ADRs or amendments still in force, those instruments were not entirely repealed unless they contained nothing else (1.3.2).
For full legislative amendment history beyond the 2006 instrument, a practitioner must consult the Register of Federal Legislation, the Motor Vehicle Standards Act 1989 amendment logs, and the ADR legislative history kept by the Department or the registering authority. The ADR itself does not record further amendments, consolidated versions, or later replacement ADRs.

Limitations: the ADR text contains no later amendment or revocation clauses; no modification history or footnotes to indicate later changes. Consequently, users must treat this 2006 text as a snapshot and verify whether later ADRs, amendments or repeals have occurred in official registers.

The ADR instrument as provided contains no references to judicial or administrative litigation, no case citations and no record of disputes or appeals in the text. It does not include any annotations of litigation, judicial interpretation, or tribunal decisions.

Implications of the absence of litigation history in the text

No precedent internal to the instrument. Because the instrument does not contain case law references, a practitioner cannot rely on any judicial construction or interpretation recorded within it. Interpretation questions (for example, about the geometric definitions, the meaning of “substantial deformation” in clause 6.3 or the application of adjustable sash location point constraints in clause 7.2.2) will therefore require reference to external sources such as the Motor Vehicle Standards Act 1989, subsequent ADRs, administrative guidance, or judicial decisions , none of which are present in this text.
Potential for novel disputes. Where the ADR uses technical or qualitative terms (e.g. “substantial deformation”, “representative fittings”, “substantial metal component” less than 3 mm requiring a load-distribution device with specified area (12.3.6)), absence of judicial gloss in the instrument itself means manufacturers and regulators may disagree on practical application. Those disagreements may ultimately generate litigation, but the instrument does not report any historical outcomes.
Enforcement appeals will be external. Any enforcement action that a regulator initiates under the parent Act or associated ADRs would be adjudicated under the procedures specified by those instruments and the courts or tribunals with jurisdiction; the ADR does not describe appeal routes or past decisions.

Practical guidance given the blank litigation record in the ADR

Preserve test evidence. Since there is no case law captured in the ADR text to resolve borderline technical points, manufacturers and certifiers should retain thorough test records and calculations demonstrating how they met each objective requirement (clauses 5.7-5.10 and 9). These records are the primary evidence for administrative review or judicial scrutiny.
Seek regulatory clarification where ambiguous. For geometric or measurement uncertainties arising from clauses 7 and 11 (Areas A and B and the seating reference geometry), seek formal guidance from the regulator or obtain a written compliance opinion from an accredited testing body, because the ADR itself provides only the technical targets and not interpretive commentary.
Anticipate contested meanings. Where terms could be read in multiple ways (for example, the treatment of sash guides that are components vs. not; the circumstances in which a sash guide that returns the strap under load is acceptable (6.5)), anticipate that regulators may take differing positions absent settled interpretation.

In short, ADR 5/03 (2006) as provided contains no litigation history or judicial interpretation; practitioners must therefore rely on the ADR’s objective technical requirements, corroborating test data and external legal sources for enforcement and dispute resolution.

This ADR contains a number of technical traps and conditional clauses that can create compliance surprises if not carefully attended to. The most consequential “gotchas” are procedural choices that change the applicable tests and numeric thresholds, geometric measurement dependencies, and seat-mounted anchorage complications.

Manufacturer’s nomination of sash guide status changes applicable test standards (clause 6.1.1-6.1.3)

The manufacturer must nominate whether a sash guide is a component of the seatbelt assembly or not (6.1.1). If nominated as a component, the sash guide may need to meet the dynamic testing procedure of ADR 4/... and AS E35‑1970/AS 2597.10‑1983 for static strength (6.1.2). If nominated not to be a component, the sash guide must still comply with specified clauses of ADR 4/00, 4/01 or 4/02 as if it were part of the assembly (6.1.3). The difference affects which technical standards and exclusions apply. Manufacturers who mis‑nominate or fail to document the nomination expose themselves to compliance uncertainty.

Two-track compliance for heavy categories (clause 5.1.2 and clause 12)

MD3, MD4, ME, NB2 and NC vehicles may either follow clause 12 (a specific regime) or comply with clause 5.1.1 but with a minimum total test load of 9 kN (5.1.2). Choosing the wrong route or failing to adjust test loads appropriately will lead to noncompliance. Clause 12 itself contains different location and strength proof mechanics (e.g. 9 kN test load at specified angles in 12.3.3).

Seat‑mounted anchorages can trigger heavier proofs (12.1.3 and 12.3.2)

For NB2 and NC vehicles where anchorages are mounted on the seat, tests must include a simultaneous load equal to 10 times the entire seat weight (12.1.3). Also, seat-mounted anchorages must be proved by calculation or test in accordance with clause 12.3.2. Practitioners who assume seat-mounted anchorages are identical to vehicle-structure mounts will under‑test.

Pillar-mounted combined loads and distribution requirement (clause 5.10)

If a lap anchorage and a final torso anchorage (or a load-bearing sash guide) are both on the same pillar joining roof to underbody and near the front seat back, the pillar must sustain combined loads totalling 26.6 kN for at least one second, with not less than 13.3 kN on the torso anchorage and the balance on the lap anchorage (5.10.1). This imposes a structural requirement beyond single-point tests and must be considered in pillar design and reinforcement.

Adjacent anchorages within 200 mm must be tested together (5.9.2)

Where anchorages for different seating positions are separated by not more than 200 mm, they must be tested simultaneously except for seats facing opposite directions (5.9.2). That can drastically change the test set-up and load application and can require additional test fixtures.

Symmetry reduces test count, but only where strictly met (5.8)

Clause 5.8 allows a test on one symmetrical anchorage to be considered a test on the other, but only if the two anchorages are identical in design and symmetrically located relative to the vertical longitudinal plane. Small asymmetries in attachment details, welds, or secondary structure will negate this efficiency and require separate tests.

Adjustable positions must all meet requirements (5.11, 5.12, 6.8.1.2)

Adjustable anchorages and sash location points must meet strength and deflection requirements in any adjustment position (5.11, 5.12 and 6.8.1.2). A design that meets the test at the mid position but fails at the extreme will not comply. Clause 7.2.2 further limits adjustable sash location points, requiring at least one adjustment point meeting clause 7.2.1 and forbidding any adjustment that sets the sash location point below specified planes.

Sash guide deflection limits are quantitative and spatially constrained (6.8)

Sash guide systems where the sash location point is load-bearing and not a component of the seatbelt assembly must not reduce strap length measured along centreline by more than 60 mm under the clause 9.2 load (6.8.2). The displaced sash location point must remain within Areas A or B, and, for adjustable systems, must not lie below specified transverse planes (6.8.3-6.8.4). These are spatial constraints tied to the Areas described in clause 11 that require precise measurement and/or CAD verification.

Important definitions are external (clause 4.1)

The ADR directs readers to the Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005 for defined terms (4.1). Terms such as seating reference plane, pelvis reference locus, pelvis reference point, torso reference line and seating reference point are therefore defined outside this instrument. Failure to consult the definitions instrument risks mismeasuring Areas A and B and seating positions.

Figures referenced may be essential but are not fully self-contained

Clause 11.1.2 points to Figure 1 for locating Area A. The printed instrument contains images, but practitioners must ensure they have the official figures and measurement templates because the spatial geometry is central to compliance.

Bolt size recommendation is non-mandatory but indicative (5.1.3)

Clause 5.1.3 recommends that each anchorage should accept a 7/16 inch‑20 UNF‑2A threaded steel bolt. This is a recommendation not an absolute requirement; however, departure from it may have practical consequences for retrofitting or supply chain compatibility.

Alternative standard scope limited to front-facing positions (clause 13)

The ADR deems ECE R14/02 equivalent only for technical requirements of location (clauses 5.6 and 6.6) and strength (clause 5.7) of anchorages for front-facing seating positions. That equivalence does not blanketly apply to side-facing or rear-facing positions; manufacturers relying on ECE R14/02 must ensure the equivalence is limited to the specified technical contexts.

Each of these items can produce a compliance failure if overlooked. Practitioners should map their vehicle’s seating geometry to the ADR’s categories early in the design cycle, document sash guide nominations, and plan tests that reflect combined and seat-mounted load scenarios where applicable.

Compliance with ADR 5/03 requires a procedure that maps vehicle category and manufacture date to required anchor types, verifies geometric placements, performs prescribed static and tensile tests, and documents results. The following is a practical, source-grounded compliance checklist.

Establish applicability

Identify the vehicle category per the ADR Definitions and Vehicle Categories 2005 (clause 4.1) and confirm the applicable manufacture date from the Applicability Table in clause 3.2. Check whether the vehicle is one of the categories for which the ADR applies or is Not Applicable or Nil.
If the vehicle was certified to an acceptable prior rule listed in the Applicability Table, check clause 3.1.3 on deemed compliance and whether ECE R14/02 was used as the alternative standard.

Select the required anchorage types for each seating position

Use clause 5.2.1 and the table in clause 5.5 to determine whether each seating position requires lap anchorage(s), lap/sash, lap/sash with retractor, or harness. Apply the notes in the table (e.g. optional upper torso restraint for convertible seats, prohibition for side‑facing seats) to each position.

Decide the compliance route for heavy vehicle categories

For MD3, MD4, ME, NB2 and NC vehicles decide whether to:
- Adopt clause 12 (special regime for these categories), including the 9 kN static test for the relevant anchorages (12.3.3-12.3.5), or
- Comply with clause 5.1.1 but ensure the minimum total load to be applied to the body block or blocks is 9 kN (clause 5.1.2).

Nominate sash guide treatment

As manufacturer, document whether each sash guide is a component of the seatbelt assembly or not (6.1.1). Retain written nomination because differing test regimes follow: if a sash guide is part of the seatbelt assembly, ADR 4/... dynamic testing and applicable Australian Standards apply (6.1.2). If not, selected clauses of ADR 4/00, 4/01 or 4/02 and Australian Standards apply as if the sash guide were part of the seatbelt assembly (6.1.3).

Design to meet location requirements

Locate lap anchor points consistent with clause 7.1: the two lap anchor points must lie on opposite sides of the seating reference plane and the sum of distances measured normal to the plane must be at least 165 mm (7.1.1); lines from anchor points to pelvis reference locus must meet 25°-80° inclination constraints (7.1.2).
Ensure sash location points meet clause 7.2: at least 140 mm from the seating reference plane and lie in Area A for the relevant loads. If sash location is adjustable for comfort, ensure that at least one adjustment point meets clause 7.2.1, and no adjustment allows the sash location point to drop below the specified planes (7.2.2).

Design to meet strength and mounting requirements

Follow the load targets in Table 1 and clause 5.7.4 for the relevant anchorage and seat orientation. Ensure each anchorage can support the applicable body block load(s) for at least one second (5.7.2).
For pillar-mounted lap and torso anchorages located on the same pillar, design the pillar to support combined loads totalling 26.6 kN with distribution constraints (5.10.1).
For anchorages located in seat structures on NB2 or NC vehicles, ensure the test includes a simultaneous load equal to 10 times the seat weight (12.1.3) and prove the anchorage-seat system by calculation or test (12.3.2). If proving by design rather than test, follow clause 12.3.6 for the substantial-metal-component rule and load-distribution device (area at least 3750 mm2 and thickness at least 3 mm).

Prepare test procedures and fixtures

Install seats for testing in the rearmost driving or riding position with the seat back at the design seat back angle, except where a portion cannot be contacted by the line of pull (8.2).
Unless the vehicle complies with the ADR for Door Latches and Hinges, conduct tests with doors open or removed (8.1).
Use body blocks and representative fittings per clause 8.4.1. Attachments should represent passing around the body block and connect to the anchorage under test and another appropriate anchorage as specified in Table 2.
For front/rear-facing seats follow the direction-of-loading rules (8.5.1), and for side-facing seats follow 8.5.2.

Conduct sash guide tests

Perform the two tensile loads of 5 N and 900 N toward the upper torso reference point (9.1) and the static tensile load of not less than 8.5 kN toward the upper torso reference point (9.2).
For sash guide deflection tests where sash location point is load-bearing and not part of seatbelt assembly, ensure strap centreline length reduction does not exceed 60 mm under clause 9.2 load and the displaced sash location point remains in Area A or B (6.8.2-6.8.3).

Address adjustable devices and extreme positions

For adjustable anchorages and sash location points, test and demonstrate compliance in all adjustment positions (5.11 and 5.12). For seat back adjustment requirements apply clause 6.9 when seat back can adjust between design angle and up to 30° inclusive.

Document evidence and decisions

Keep written records of:
- The vehicle category and manufacture date determination per the Applicability Table (clause 3.2).
- The manufacturer’s nomination as to sash guide status (6.1.1).
- Test set-ups, body-block details, representative fittings used, and test results showing loads sustained for not less than one second (5.7.2, 8.4.1).
- Any design proofs or calculations where anchorages are proven by design (12.3.2 and 12.3.6).
- Decisions to rely on the ECE R14/02 equivalence and the scope of that reliance (clause 13).
- Any use of symmetry testing to reduce the number of tests (5.8), with evidence the anchorages are identical and symmetrically mounted.

Consider alternative standard paths carefully

If electing to rely on ECE R14/02 equivalence under clause 13, ensure that the vehicle’s front-facing anchorages meet the relevant ECE technical requirements and document the equivalence for regulatory submissions.

Manage production and supplier compatibility

The ADR recommends that each anchorage should accept a 7/16 inch‑20 UNF‑2A threaded steel bolt (5.1.3). If deviating, ensure replacement or retrofit compatibility is addressed in maintenance documentation.
Confirm that seat and seatbelt suppliers understand the ADR’s requirement for removable and readily replaceable seatbelt assemblies (5.3).

Plan for special cases and exceptions

For omnibuses complying with ADR 68, remember clause 3.1.2: only the driver’s seat is required to comply with clause 5.1.2 of this rule.
Note the seating position counting rules (clause 10) when allocating anchorages per seat: a cushion less than 820 mm is a single seat, and effective cushion width calculations can affect the number of required anchorages.

Seek regulatory clarification where geometry is ambiguous

Many location rules depend on defined geometric reference points and planes and on the correct interpretation of Areas A and B (clause 11). Consult the ADR Definitions 2005 and request regulator guidance if graphic or measurement interpretation is unclear.

Following the steps above and retaining full test and design documentation will give manufacturers the objective evidence required to demonstrate compliance with the ADR’s technical prescriptions (clauses 5-12) and to rely on the enumerated equivalence or prior-rule provisions (clauses 3.1.3 and 13).
