Vehicle Standard (Australian Design Rule 45/00 – Lighting and Light-Signalling Devices not Covered by ECE) 2006

This Australian Design Rule sets technical requirements for vehicle lighting and light‑signalling devices that are not covered by UNECE rules. It prescribes colours, photometric coordinates, intensity limits, light‑distribution angles and test methods for specified lamp types and vehicle categories. Manufacturers, importers and testing bodies must design and verify devices to these specifications; the regulator enforces compliance and the instrument repeals earlier ADR 45/00 versions. Who pays: manufacturers/importers (design, testing, certification). What changes: device design and testing to meet the listed numerical limits.

This Australian Design Rule (ADR 45/00) sets national technical requirements for a range of lighting and light‑signalling devices that are not covered by UNECE regulations. The instrument is named Vehicle Standard (Australian Design Rule 45/00 , Lighting and Light‑Signalling Devices not Covered by ECE) 2006 (0.1.1) and operates as a national standard for the purposes of the Motor Vehicle Standards Act 1989 (purpose and SCOPE). It commences on registration (0.2.1) and explicitly repeals prior instruments with the same name made under s 7 of the Motor Vehicle Standards Act 1989 that are in force at commencement (0.3.1-0.3.2).

Mechanically, ADR 45/00 does three things. First, it prescribes which device types are within scope: side marker lamps; external cabin lamps; passenger car side marker lamps; search lamps; internal lamps; rear marking plates; daytime running lamps; cornering lamps; and related devices (APPLICABILITY and clauses 45.3.1-45.3.8). Second, for each device it sets technical requirements: colour coordinates, luminous intensities (minimum and maximum), angular light distribution, dimensional and labelling requirements (for rear marking plates), and durability/constructive requirements (45.2.1; 45.2.2; 45.3.1-45.3.8). Third, it specifies test procedures and measurement methodology for verifying compliance, including use of standard filament globes, regulating supply voltage, masking stray reflections, measurement distance consistent with the inverse‑square law, angular aperture of the receiver and tolerances on measurement direction (45.4.1; 45.4.2.1).

The ADR cross‑references other ADRs and external standards that affect its operation. It relies on the ADR Definitions and Vehicle Categories 2005 for terminology (45.1.1), refers to ADR 13/... or ADR 19/... for when lamps are mandatory/optional/prohibited (APPLICABILITY), and requires headlamp intensity ceilings to be respected in respect of cornering lamps measured in accordance with ADR 46/... (45.3.8.2). It also endorses equivalence to AS 1906 (retroreflective materials) for rear marking plates (45.3.6.2) and recognises SAE J852b as technically equivalent for cornering lamps (45.3.8.4). The ADR itself does not contain penalties; it is incorporated into the national motor vehicle standards framework under the Motor Vehicle Standards Act 1989, which provides the legal enforcement mechanisms (0.1; 0.3).

The declared objective in the ADR is to ensure devices provide adequate illumination for drivers and effective signalling to other road users while avoiding undue glare (purpose and SCOPE). The Rule implements that objective by defining photometric and colour limits (45.2.2, 45.3 clauses) and by specifying measurement methodology and tolerances to reduce disputes about compliance (45.4.2.1).

The Rule is structured around a small set of technical concepts that determine compliance: device definitions and vehicle applicability; photometric and chromaticity requirements; angular distribution and intensity limits; physical/durability and labelling requirements for specific devices; and standardised test procedures.

Device scope and vehicle categories. The ADR lists device types (45.3.1-45.3.8) and applies them to vehicle categories shown in the applicability table. The table maps Australian ADR category codes (for example MA, MB, NA, NC) to UNECE category codes and states manufacture dates from which the ADR applies for various classes (APPLICABILITY table). The Rule relies on the ADR Definitions 2005 for terminology (45.1.1).
Photometry and chromaticity. Colour of emitted light is controlled by trichromatic co‑ordinates (45.2.2.1). Limits are expressed numerically for red, white and amber emissions (for example red: y ≤ 0.335; z ≤ 0.008; white limits include x ≥ 0.310 and x ≤ 0.500, and other linear inequalities). Verification may use a source at 2856 K (illuminant A) in combination with filters (45.2.2.2). Intensity limits are specified per device (e.g. side marker lamp minimum 0.3 cd, maximum 12 cd, with special allowance up to 60 cd when combined with front position lamps; 45.3.1.2.1-45.3.1.2.2). Daytime running lamps have a defined axis intensity (minimum 130 cd), directional minimums tied to a light distribution table (45.3.7.2.1-45.3.7.2.3 and 45.4.2.2).
Angular distribution. Requirements identify vertical and horizontal angular windows within which the minimum intensity must be delivered. Examples: side marker lamps require vertical distribution from 10° above to 10° below horizontal (45.3.1.3.1); external cabin lamps vertical 5° above to 15° below horizontal and horizontal ±45° forward (45.3.2.3); daytime running lamps vertical ±15° and horizontal from 45° inboard to 80° outboard (45.3.7.3).
Physical, durability and labelling. Lamps must continue to function under normal vibrations and retain prescribed characteristics (45.2.1). Rear marking plates must meet photometric class 2 of AS 1906‑1976, be of retroreflective material, show manufacturer name and class statement, include dimensional tolerances and combined area requirements (45.3.6.2-45.3.6.5). Figures and dimensional tolerances are included (Figure 2 and tolerance ±5 mm; 45.3.6.4-45.3.6.5.3).
Test methodology and tolerances. Measurements must be taken with standard filament globes of the prescribed category and regulated supply voltage (45.4.1). Photometric methodology prescribes masking stray reflections, ensuring measurement distance where the inverse‑square law applies, angular aperture of receiver viewed from the light reference centre comprised between "10o and one degree" (text as printed, 45.4.2.1.2.2), and a directional tolerance of 0.25° for deemed satisfaction (45.4.2.1.2.1-45.4.2.1.2.3). A table of standard light distribution (Table 1) is referenced for directional percentage minima for daytime running lamps (45.4.2.2).

ADR 45/00 primarily places design, construction and testing obligations on vehicle and component manufacturers, vehicle importers, authorised compliance engineers and test laboratories. The Rule applies to the "design and construction of vehicles" as set out in its applicability table and to the specified lamp types when fitted to the categories listed (APPLICABILITY; 45.3 clauses). The ADR also affects:

Manufacturers of lighting units and vehicle integrators: They must produce lamps and retroreflective plates that meet chromaticity, luminous intensity, distribution and physical/label requirements (45.2.2; 45.3.1-45.3.8; 45.3.6.5.1). Labelling obligations for rear marking plates require the manufacturer's name and a statement identifying the class of material and standard (45.3.6.5.1).
Type‑approval and compliance testing bodies and test laboratories: The ADR specifies measurement technique and tolerances for photometric verification (45.4.1; 45.4.2.1-45.4.2.2). Test labs performing type approval or component certification must be able to demonstrate the inverse‑square‑law measurement distance, appropriate masking, angular aperture constraints and the 0.25° directional tolerance for measurement.
Importers and authorised new‑vehicle dealers: Vehicles and components imported into, or supplied into, Australia must conform to ADRs where applicable. ADR 45/00 is incorporated into the national standards system under the Motor Vehicle Standards Act 1989 (purpose and SCOPE; 0.1), so import and supply processes that rely on evidence of compliance will involve ADR 45/00 requirements.
Vehicle design engineers and fitment technicians: Installation geometry and vehicle category determine whether a lamp is mandatory, optional or prohibited under ADR 13/... or ADR 19/... as cross‑referenced by this Rule (APPLICABILITY). Fitment choices (e.g. combining side marker and front position lamps) interact with the Rule’s special intensity allowances (45.3.1.2.2).
Standards and materials suppliers: Suppliers of retroreflective material (AS 1906 referenced) and equipment manufacturers (test apparatus, filters, standard filament globes) will be indirectly affected through demand for compliance‑grade products and calibration.
Regulators and registration authorities: Although ADR 45/00 contains no standalone penalty regime, it is a national standard under the Motor Vehicle Standards Act 1989 (purpose and SCOPE; 0.1). Enforcement and registration decisions (whether a vehicle satisfies the standard) will be taken by agencies operating under the Act and state/territory registration regimes that rely on ADR compliance.

Duties under ADR 45/00 are technical and procedural. The Rule imposes duties on designers, manufacturers and test laboratories to ensure specified devices meet the outlined technical and labelling requirements. Rights are primarily the ability to rely on specified tests, equivalences and cross‑references to satisfy the Rule.

Key duties

Duty to design and construct to standard. Lamps and reflective devices shall be designed and constructed so they continue to function satisfactorily under normal use and vibrations and retain the characteristics prescribed by the Rule (45.2.1). This is a broad constructive duty that requires manufacturers to select materials, fastening methods and tolerances appropriate to normal vehicle service conditions.
Duty to meet colour co‑ordinates. The colour emitted must fall within trichromatic co‑ordinates prescribed in 45.2.2.1. Manufacturers must verify chromaticity either directly against those co‑ordinates or using the verification method (45.2.2.2).
Duty to meet photometric minima and maxima. Each device clause sets minimum and maximum luminous intensities and directional minima within angular windows. Examples: side marker lamp minimum 0.3 cd within distribution angles and maximum 12 cd except for a higher allowance where combined with front position lamps (45.3.1.2.1-45.3.1.2.2). Daytime running lamps require a minimum axis intensity of 130 cd and directional minima tied to the light distribution table (45.3.7.2.1-45.3.7.2.3).
Duty to provide required physical/label information. Rear marking plates must display the manufacturer name and a statement identifying class of material and standard to which it is manufactured (45.3.6.5.1). Combined area, allowed yellow margins and optional warning sign placement are also specified (45.3.6.5.2-45.3.6.5.4).
Duty to test as prescribed. Measurements must use a standard filament globe category prescribed for the device with supply voltage regulated to produce the normal luminous flux (45.4.1). Photometric testing must avoid stray reflections, use a measurement distance where the inverse square law applies, have angular aperture constraints, and be tolerant only within narrow angular deviation (45.4.2.1.1-45.4.2.1.2.3).
Duty to comply with cross‑referenced requirements. Cornering lamps must not exceed the intensity limits for dipped beam headlamps above the horizontal measured according to ADR 46/... (45.3.8.2). Whether a lamp is mandatory, optional or prohibited is determined by ADR 13/... or ADR 19/... (APPLICABILITY).

The ADR text does not create or state specific penalties, infringement fines or criminal offences. The instrument is framed as a national standard under the Motor Vehicle Standards Act 1989 (purpose and SCOPE; 0.1), and the compilation expressly restricts itself to technical requirements, tests and application/commencement/repeal provisions (0.1-0.3). Accordingly:

The Rule itself contains no penalty provisions. No clause in the ADR sets out fines, suspension powers, or criminal sanctions for non‑compliance.
Enforcement therefore depends on the legal and administrative framework in which ADRs operate: the Motor Vehicle Standards Act 1989 and related delegated instruments and administrative processes. The ADR’s status as a national standard for the purposes of that Act (purpose and SCOPE) means it will be used by regulators exercising powers under the Act or under state/territory registration laws to determine whether vehicles and components meet applicable standards prior to importation, registration, certification or supply.
Practically this means that non‑compliance can lead to administrative consequences such as refusal of type approval, denial of vehicle import clearance, failure to obtain a Certificate of Conformity or refusal to register vehicles. The ADR itself does not list those processes, but its technical requirements are the substantive standard against which those administrative decisions will be measured.
Testing and certification bodies operate using the test methods in 45.4.1 and 45.4.2.1-45.4.2.2. Disputes about whether measurements are correctly taken are constrained by the ADR’s stated measurement tolerances (for example the 0.25° angular tolerance and the angular aperture range) which suggest technical grounds for challenge if testing deviates from the prescribed methodology (45.4.2.1.2.2-45.4.2.1.2.3).
Where the ADR cross‑references other ADRs (ADR 13/..., ADR 19/..., ADR 46/...) or Australian Standards (AS 1906) or SAE standards, enforcement actions will also take account of compliance with those referenced documents for the particular purpose identified in ADR 45/00 (APPLICABILITY; 45.3.6.2; 45.3.8.4). For example, compliance with AS 1906 class 2 retroreflective material is a photometric requirement for rear marking plates (45.3.6.2).

Implementation and enforcement risk centres on the interaction between the ADR’s technical labspecs and administrative certification processes under the Motor Vehicle Standards Act 1989. The ADR creates objective technical criteria; the legal consequence of failing those criteria derives from the Act and administrative practice. The ADR compilation does not identify an enforcing agency’s sanctions within its text; readers should consult the Motor Vehicle Standards Act and relevant administrative guidance for procedural remedies and penalties.

ADR 45/00 is expressly embedded in the Australian motor vehicle standards framework and therefore interacts with other ADRs, Australian Standards and the Motor Vehicle Standards Act 1989. The instrument itself states it is a national standard for the purposes of the Motor Vehicle Standards Act 1989 (purpose and SCOPE; 0.1). That embedding structures its legal effect and its interaction with other instruments:

Motor Vehicle Standards Act 1989. The ADR is made under s 7 of the Motor Vehicle Standards Act 1989 (see the repeal provisions in 0.3.1 and 0.3.2). While ADR 45/00 does not reproduce the Act’s administrative or enforcement provisions, its status as a national standard means that the Act’s mechanisms for import control, type approval, certification and compliance will apply to products and vehicles subject to ADR 45/00. Administrative decisions under the Act will use the ADR’s technical criteria as the substantive compliance test.
Other ADRs. ADR 45/00 cross‑references several other ADRs that determine applicability, intensity ceilings and fitment obligations:
- ADR 13/... and ADR 19/... are referenced to determine whether lamps are mandatory, optional, alternative or prohibited for specific vehicle categories (APPLICABILITY). That relationship means that an ADR 45/00‑compliant lamp might still be prohibited or unnecessary for a given vehicle depending on ADR 13/… or ADR 19/…
- ADR 46/... (Headlamps for Vehicles other than L‑group Vehicles) is referenced to limit the upward intensity of cornering lamps above the horizontal (45.3.8.2). Compliance with ADR 46/... will therefore be an element of compliance for cornering lamps.
Australian Standards and international standards. The Rule endorses or references external standards as acceptable technical compliance routes:
- Rear marking plates must meet AS 1906‑1976 Class 2 retroreflective material requirements (45.3.6.2). The Rule explicitly ties photometric properties of rear marking plates to that AS and requires compliance with the AS’s durability properties (45.3.6.3-45.3.6.3.2).
- Cornering lamps may be deemed equivalent if they comply with SAE J852b 'Cornering Lamps' (45.3.8.4). That pathway provides a recognised international standard as an equivalence route.
Non‑ADR regulatory frameworks. ADR 45/00 does not directly address road rules, driver behaviour, or criminal law. Usage rules (such as when to switch lamps on or restrictions on particular lights while driving) are matters for traffic law and are typically contained in state and territory road rules, not the ADR. The ADR relates to construction and performance standards, which feed into registration and type approval processes administered by national and state authorities under the Motor Vehicle Standards Act 1989 and associated delegated legislation.

The compilation accompanying this ADR includes a Table of Instruments and a Table of Amendments setting out the registration and commencement dates and the clauses amended. The instrument named Vehicle Standard (Australian Design Rule 45/00 , Lighting and Light‑Signalling Devices not Covered by ECE) 2006 was registered 28 August 2006 and commenced 29 August 2006 (Table of Instruments). A subsequent amending instrument, titled Vehicle Standard (Australian Design Rule 45/00 , Lighting and Light‑Signalling Devices not Covered by ECE) 2006 Amendment 1, was registered 29 March 2007 and commenced 30 March 2007 (Table of Instruments).

The Table of Amendments records two specific clause changes affected by Amendment 1:

Clause 45.3.6.5.3 was amended (Table of Amendments).
Clause 45.3.7 (the full clause block related to Daytime Running Lamps) was amended (Table of Amendments).

The compilation note explains that this ADR includes the instruments listed in the Table of Instruments and that the Table of Amendments provides a history of clauses that have been amended, inserted or deleted. The notation convention used in the Table of Amendments is indicated (ad = added/inserted, am = amended, del = deleted, rr = removed and replaced, and renumbering arrows). The compilation is identified as Compilation: 1 (up to and including Amendment 11) with compilation date 3 April 2007 at the front of the document; the cover material indicates “Compilation: 1 (up to and including Amendment 11)” and “Compilation Date: 3 April 2007” which suggests subsequent compilations and amendments may exist beyond those specifically listed in the Table of Instruments in this excerpt.

Practitioner implications of the amendment history:

The ADR’s operative technical text changed at least in late March 2007 to adjust the rear marking plate area clause (45.3.6.5.3) and the Daytime Running Lamp clause (45.3.7). Where a component or vehicle was certified against the earlier version, manufacturers should confirm whether the amended clauses affect previously issued certifications or compliance documentation.
The Table of Instruments and Table of Amendments included in the compilation are the authoritative list of changes for the compilation period; for later amendments or consolidated texts, users must consult the Department of Transport or the Federal Register of Legislation for up‑to‑date versions.
The compilation notes state that the compilation includes all instruments set out in the Table of Instruments and that the Table of Amendments provides a history of clauses affected. When relying on prior approvals, the “Acceptable Prior Rules” column in the applicability table may indicate whether older rules remain acceptable for vehicles manufactured before specified dates.

This compilation of ADR 45/00 contains no reported litigation or judicial decisions. The instrument text and the compilation materials do not cite, summarise or reference any court decisions, tribunal determinations or disputes that interpret or apply ADR 45/00. The document contains only the technical rules, applicability tables, cross‑references to other standards and a record of administrative amendments (Table of Instruments; Table of Amendments).

Practitioners looking for judicial interpretation or precedents must therefore note two points:

The ADR itself does not contain or summarise any litigation history. There are no case names, reported decisions or administrative tribunal decisions recorded in the compilation provided.
Where disputes arise about interpretation of technical provisions (for example measurement methodology clauses such as the angular aperture requirement in 45.4.2.1.2.2 or the precise application of the chromaticity inequalities in 45.2.2.1), resolution may occur in administrative processes under the Motor Vehicle Standards Act 1989 (certification and registration appeals) or in courts if administrative remedies are exhausted. However, the compilation does not record such outcomes.

For users seeking legal authority on how ADR 45/00 has been applied in contested settings , appeals against a refusal to issue a certificate of conformity, product liability claims involving alleged non‑compliant lighting, or commercial disputes about conformity with a supply contract referencing ADR 45/00 , it will be necessary to search court databases, administrative tribunal records and regulatory decision registers for any decisions referencing ADR 45/00 or its clauses. The absence of litigation in the instrument itself means there is no source‑grounded caselaw to cite from this document.

This ADR contains several technical details and cross‑references that are easy to overlook, and a number of drafting quirks and procedural interactions that create practical compliance risks. The following are items to watch for, grounded in the Rule text.

Measurement methodology specifics. The photometric measurement requirements are precise and narrow. The Rule requires measurements "with a standard filament globe of the category prescribed for the device, the supply voltage being so regulated as to produce the normal luminous flux prescribed" (45.4.1). Test labs must also avoid stray reflections by masking and ensure the measurement distance is such that the inverse‑square law applies (45.4.2.1.1-45.4.2.1.2.1). The Rule insists the receiver’s angular aperture as seen from the reference centre be "comprised between 10o and one degree" (45.4.2.1.2.2). The text as printed contains that order; practitioners should verify the intended numerical bounds with testing guidance or regulator clarification because an inverted numeric order can prompt disputes. The Rule also allows an intensity requirement to be deemed satisfied if met within a 0.25° directional deviation (45.4.2.1.2.3), a narrow tolerance that requires precise goniometric alignment.
Colour verification method and chromaticity inequalities. The colour limits are given as trichromatic co‑ordinates with several linear inequalities (45.2.2.1). Verification by a 2856 K source with filters is permitted (45.2.2.2), but manufacturers relying on filter methods must ensure their filters and measurement set‑up are calibrated to the same reference. Chromaticity limits are technical and non‑obvious; small deviations in spectral power distribution of light sources (for example LED white sources versus incandescent) can lead to non‑compliance even where perceived colour seems acceptable.
Cross‑ADR fitment rules. Whether a specific lamp must be fitted or is prohibited is determined by ADR 13/... or ADR 19/... (APPLICABILITY). That means a component can be ADR 45/00‑compliant yet not fit for use on a particular vehicle class. Practitioners must check the interaction with ADR 13/19 and with vehicle category codes in the applicability table before assuming fitment is lawful. The applicability table also gives manufactured‑from dates and "Acceptable Prior Rules," many of which are "Nil" , meaning older vehicles may not be able to rely on prior acceptances.
Special allowances and limits. There are narrow special allowances that can be missed: side marker lamps combined with front position lamps have a luminous intensity allowance of 60 cd within a forward angle from 45° inboard to 80° outboard (45.3.1.2.2). Daytime running lamps have a minimum axis intensity (130 cd) and must meet percentages in a light distribution table reproduced from Clause 45.4.2.2 (45.3.7.2.1-45.3.7.2.3). Cornering lamps are permitted up to 5,000 cd but must not exceed dipped beam maxima above horizontal as measured in ADR 46/... (45.3.8.2). These conditional allowances mean design combinations and installation geometry matter.

Compliance with ADR 45/00 requires a coordinated programme of design, testing, documentation and administrative checks. Below is a practical compliance checklist mapped to the Rule’s provisions. Each step references the relevant clauses to ground the advice in the instrument text.

Identify the device type and vehicle category
- Confirm which lamp types you are supplying or fitting (side marker lamp, external cabin lamp, passenger car side marker lamp, search lamp, internal lamp, rear marking plate, daytime running lamp, cornering lamp) and match to the ADR clauses (45.3.1-45.3.8).
- Use ADR Definitions and Vehicle Categories 2005 to identify the correct ADR category code for the vehicle (45.1.1).
- Check the ADR applicability table to determine whether ADR 45/00 applies to vehicles manufactured on or after the dates shown and whether any prior rules are acceptable for older vehicles (APPLICABILITY table).
Design to the chromaticity and photometric limits
- For colour, ensure the emitted light's trichromatic co‑ordinates fall within the inequalities in 45.2.2.1. If using filter verification, adopt a 2856 K illuminant A source and appropriate filters as permitted (45.2.2.2).
- For intensity, design units to meet the device‑specific minimum and maximum luminous intensities. Examples: side marker minimum 0.3 cd (45.3.1.2.1); passenger car side marker minimum 0.25 cd, maximum 15 cd (45.3.3.2.1-45.3.3.2.2); daytime running lamp axis minimum 130 cd with table‑based directional minima (45.3.7.2.1-45.3.7.2.3).
- Respect special allowances and ceilings, for example 60 cd allowance for combined side marker/front position lamps within defined forward angle (45.3.1.2.2) and cornering lamp ceiling and dip‑beam constraint (45.3.8.2).
Ensure angular distribution and installation geometry
- Verify vertical and horizontal angular windows per device (for example side marker lamps ±10° vertical; external cabin lamps vertical 5° above to 15° below and horizontal ±45° forward; daytime running lamps ±15° vertical and horizontal 45° inboard to 80° outboard) as per 45.3 clauses.
- For vehicle installations, ensure the fitment and orientation of lamps on the vehicle meet the angles assumed in the ADR. Installation deviations can produce non‑compliance even if units are compliant off‑vehicle.
