Vehicle Standard (Australian Design Rule 43/00 – Vehicle Configuration and Marking) 2006

This Australian Design Rule sets national technical requirements for vehicle configuration, dimensions and marking and applies to cars, motorcycles, goods vehicles, trailers, omnibuses and L‑group vehicles. It requires manufacturers, importers and vehicle operators to meet numeric limits (turning circle, length, width, height, rear overhang, ground clearance), axle/suspension layouts and marking (VIN, compliance plates, trailer plates, registration plate positions) so vehicles can be certified and registered under the national vehicle standards system.

This Australian Design Rule, Vehicle Standard (Australian Design Rule 43/00 , Vehicle Configuration and Marking) 2006 (ADR 43/00), sets uniform national technical requirements for vehicle configuration, dimensional limits and mandatory marking for vehicles and trailers that fall within the ADR system. The instrument is framed as a national standard under the Motor Vehicle Standards Act 1989 and is continued in force under the Road Vehicle Standards Act 2018, so it operates as a prescriptive technical standard that manufacturers, importers and designers must meet to obtain approval under the motor vehicle standards system (header).

Mechanically, the measure prescribes:

a maximum turning circle for every vehicle including combinations, measured by the extreme outer edge of the tyre track at ground level, not exceeding 25 metres in diameter (43.2);
mandatory vehicle identification and marking: every vehicle must have a unique Vehicle Identification Number (VIN) and motor vehicles and applicable trailers must carry an Approved Compliance Plate in a conspicuous position; engines must display an identification number at manufacture; trailers must carry a trailer plate with specified fields and tyre/rim data per ADR 24 (43.3 and subclauses);
registration plate mounting and label-holder requirements, with different mounting height and location rules for L‑Group vehicles and all other vehicles, and a prohibition on equipment obscuring plates (43.3.4);
required markings for converter dollies, and a visibility band requirement for tray-type vehicles 2.2 m or wider that lack the ADR 13 rear marking plate (43.3.6, 43.3.7);
dimensional limits for length, rear overhang, height, ground clearance and overall width, with separate rules for rigid vehicles, semi‑trailers, non‑rigid combinations, articulated omnibuses and L‑Group vehicles; special provisions for double‑deck cattle trailers and twin‑steer omnibuses are included (43.4);
limits on projection of equipment from front or rear ends and for L‑Group vehicles (43.5);
axle configuration and suspension rules including requirements that rigid motor vehicles be supported by two axle groups and that axle groups be related by a load sharing suspension except for certain twin‑steer arrangements (43.6, 43.7).

The ADR contains an applicability table which maps ADR category codes, UNECE category codes and commencement dates to vehicle categories (43.0.4). The compilation also records a 2024 amending instrument, the Vehicle Standard (Australian Design Rule) Twin Steer Amendments 2024, which altered specified clauses and commenced on 31 October 2024 (endnotes).

The ADR implements outcomes by specifying objective, measurable engineering limits and marking obligations. It does not itself set criminal or administrative sanctions within its text; enforcement and penalties are provided by the parent statutory framework under which the ADR is made (see header). The ADR also cross‑references other ADRs for particular data (for example ADR 24 on Tyre and Rim Selection and ADR 13 on rear marking plates), and relies on definitions that are set out in the separate Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005 (43.1).

The practical effect of the standard is to shift design choices, engineering testing and production marking costs onto vehicle manufacturers, distributors and trailer makers whose products are to be supplied in Australia, and to impose measurement and certification tasks on conformity and approval processes administered under the parent legislation.

ADR 43/00 organises its technical rules around three principal conceptual buckets: configuration/dimensions, marking/identification, and axle/suspension relationships. Each of those buckets is operationalised by explicit, measurable conditions.

Configuration and dimensions

Total Length: The ADR distinguishes rigid vehicles, semi‑trailers, non‑rigid combinations and articulated omnibuses, and sets maximum total lengths accordingly (rigid non‑omnibus 11 m; rigid omnibuses generally up to 12.2 m with a special allowance for twin‑steer/tandem axle omnibuses operating on a specified route up to 12.8 m; semi‑trailers up to 12.5 m; non‑rigid combinations generally up to 17.5 m; articulated omnibuses up to 18 m) (43.4.1).
Rear Overhang: Limits are expressed as percentages of reference distances (commonly 60 percent) or fixed maxima in metres that vary by vehicle type and axle configuration. Semi‑trailers have lower percentage limits (50 percent) relative to the distance from the king pin to the rear measurement line (43.4.2).
Height: General height cap 4.3 m for most vehicles, 4.4 m for double‑deck omnibuses, and up to 4.6 m for vehicles with double‑deck cattle trailers provided specified axle drive and trailer axle group arrangements are met (43.4.3).
Ground Clearance: Measured under maximum loaded test mass conditions specified in the relevant braking ADR, and calculated at prescribed points relative to axles and between axles; e.g., minimum 100 mm within one metre fore and aft of any axle, and midpoint clearance between consecutive axles expressed as 33.33 times the interaxle distance in metres (43.4.4).
Overall Width: Maximum 2,500 mm for most vehicles and trailers, with narrower maxima for L‑Group (light) vehicles including 1,000 mm for two‑wheel vehicles and 1,850 mm for some three‑wheel and sidecar configurations (43.4.5).

Marking and identification

VIN: Every vehicle must have a unique Vehicle Identification Number (VIN) (43.3.0.1).
Compliance Plate: Every motor vehicle and every applicable trailer must bear an Approved Compliance Plate placed conspicuously (43.3.0.2 as described).
Engine Number: Engines require a legible, permanent identification number stamped, laser‑engraved or cast at time of manufacture in a location readily seen when the engine is installed (43.3.0.3).
Trailer Plate: Every trailer must have a trailer plate in a prominent external position showing Manufacturer’s Name, Date of Manufacture, Gross Trailer Mass in kg, and tyre/rim data as required by ADR 24, where the specific tyre data depends on whether passenger car tyres are fitted (43.3.2).

The ADR principally affects the supply chain actors who design, manufacture, import, assemble, certify and register motor vehicles, trailers and related equipment supplied in Australia. The text prescribes fabricator, manufacturer and installer actions and places obligations that fall at the point of manufacture and initial supply.

Primary affected parties named or implied in the text:

Vehicle manufacturers and assemblers, who must design vehicles and equipment to meet maximum lengths, widths, heights, rear overhang limits, ground clearance requirements and turning circle criteria (43.2, 43.4, 43.5). They are responsible for ensuring rigid vehicles have the required axle group arrangements (43.6) and that axles in a group are related by load sharing suspension where required (43.7).
Trailer manufacturers and suppliers, required to affix a trailer plate with Manufacturer’s Name, Date of Manufacture, Gross Trailer Mass in kg and tyre/rim data as specified in ADR 24 (43.3.2). Semi‑trailer builders must respect separate length and overhang parameters (43.4.1.2).
Engine manufacturers, who must permanently stamp or otherwise permanently mark an identification number on the main component of the engine at the time of manufacture so it is readily visible when installed (43.3.0.3).
Converter dolly manufacturers, who must mark manufacturer name, GTM rating and unique serial number on the chassis (43.3.6).
Importers and distributors that bring vehicles into the Australian market under the Motor Vehicle Standards/ Road Vehicle Standards Acts, because compliance with ADRs is a prerequisite to type approval, import permits or registration under the national system (header).
Vehicle designers, engineers and compliance specialists responsible for technical validation, conformity of production, and ensuring that registration plate holders, label holders and tray visibility markings are compliant (43.3.4, 43.3.7).
State and territory vehicle registration authorities and national vehicle approval regulators, because ADR 43/00 sets the technical criteria used in national approval and registration systems (cross‑reference to parent Acts in header).
Fleet operators and purchasers, to the extent that vehicle size, height, width and equipment projection rules constrain vehicle configuration, loading and body conversions.

Indirectly affected parties:

Aftermarket bodybuilders, upfitters and equipment suppliers who modify or add equipment to vehicles (e.g., tray bodies, poles, converters). The ADR forbids locating equipment so as to obscure plates, constrains projection of equipment, and imposes marking/visibility obligations that aftermarket modifications must respect (43.3.4, 43.5, 43.3.7).

This heading summarises the affirmative duties imposed on regulated parties by specific provisions in ADR 43/00 and the limited rights or exceptions the instrument recognises.

Material duties

Turning circle: Every vehicle, including a motor vehicle in combination with a trailer, must have a turning circle in either direction measured by the extreme outer edge of the tyre track at ground level not exceeding 25 metres in diameter (43.2). Duty: ensure steering and wheelbase allow this performance.
Identification: Every vehicle must have a unique Vehicle Identification Number (VIN) (43.3.0.1). Duty: allocate and affix VINs conforming to ADR Definitions and make the VIN unique.
Compliance Plate: Every motor vehicle and every applicable trailer must bear an Approved Compliance Plate in a conspicuous position (43.3.0.2). Duty: fit the approved plate and ensure the information is accurate.
Engine number: Engines must have a permanent identification number applied at manufacture, located to be readily seen when installed (43.3.0.3). Duty: stamp/engrave/cast lasers at manufacture.
Trailer plate contents: Every trailer must have a permanent external trailer plate including Manufacturer’s Name, Date of Manufacture, Gross Trailer Mass (kg), and tyre and rim data as required by ADR 24, with different required details depending on tyre type (43.3.2).
Registration plate provisions: Provision must be made to mount a rear registration plate so no part is more than 1,300 mm from ground for all vehicles other than L‑Group vehicles, and front plate provisions for motor vehicles (43.3.4.1.1-2). L‑Group rear centre must not be less than 300 mm from ground (43.3.4.1.3.1). Duty: design vehicle bodies so plates can be mounted in required positions and not obscured by equipment (43.3.4.1.1.3).
Tray visibility: Vehicles 2.2 m or more in width with tray bodies and without a rear marking plate must display a full‑width white or silver band at least 75 mm deep across the full width of the rearmost portion of the tray (43.3.7 as labelled).
Dimensions: Designers and manufacturers must ensure total length, rear overhang, height, ground clearance and overall width are within the maxima set by the ADR depending on vehicle class (43.4).
Projection of equipment: Equipment must not project more than 1,200 mm from front or rear ends for non L‑Group vehicles; smaller limits apply to L‑Group vehicles and LDs (43.5).
Axle configuration: Rigid motor vehicles must have two axle groups with specified steering arrangements for the front group; trailers must meet axle group support requirements; semi‑trailers must be supported by an axle group at the rear (43.6.1-3).

The ADR text itself does not prescribe penalties, fines or particular enforcement instruments in its body. The compilation header explicitly locates the ADR within the national vehicle standards system and notes it was originally made under the Motor Vehicle Standards Act 1989 and continued in force under the Road Vehicle Standards Act 2018. That placement signals that enforcement, compliance oversight, approval and any sanctions for non‑conformity are provided by those parent statutes and the administrative arrangements that flow from them, not by the ADR clauses themselves (header).

What the ADR does supply for enforcement purposes

Objective technical minima and maxima: The ADR’s precise metric prescriptions for turning circle, overall width, heights, rear overhang percentages and axle arrangements provide easily measurable criteria that enforcement agencies can inspect and test (43.2, 43.4, 43.6). Those objective criteria aid regulators in assessing compliance as part of type approvals, in‑service inspections and registration checks.
Mandatory, fixed markings and identifiers: Requirements that vehicles and trailers carry an Approved Compliance Plate, VIN and trailer plate with specific fields (43.3) create visible evidence of claimed conformity that inspectors can verify against approval documents and claim forms.
Cross‑references to test conditions: Where the ADR references test conditions in other ADRs, such as ground clearance measured under Maximum Loaded Test Mass specified in the relevant braking Rule, it creates a pathway for testing standards that enforcement officers and testing facilities can apply (43.4.4).

What the ADR does not provide

Sanction schedule: The ADR does not itself list civil penalties, offences or enforcement steps. The parent Acts are the legal source of administrative powers to refuse import or registration, to require rectification or to impose penalties for non‑compliance.
Administrative processes: The ADR does not specify approval procedures for “Approved” Compliance Plates, nor the process for route specification for twin‑steer omnibuses; those procedural and discretional matters are the remit of the regulatory agencies and their procedural instruments.

Enforcement risk and implementation points

Enforcement depends on the regulatory instruments and practices of the parent Acts, and on state/territory registration regimes. For example, regulators will typically rely on conformity documentation, physical inspection, stamping marks and compliance plates to establish compliance before permitting supply or registration. The ADR provides the technical yardsticks they will measure against, but not the enforcement instruments themselves.

ADR 43/00 is one rule within the architecture of Australian vehicle regulation. The instrument expressly situates itself within the national system and cross‑references other ADRs and defined terms that live in separate instruments. Interactions fall into three categories: parent legislation, inter‑ADR cross‑references, and road access/registration law interfaces.

Parent legislation

The ADR was made under the Motor Vehicle Standards Act 1989 and is continued under the Road Vehicle Standards Act 2018, which provide the statutory authority for ADRs, and the administrative and enforcement architecture for approvals, import permits and compliance. The ADR itself therefore must be read in the context of the parent Acts for matters such as approval processes, offences and penalties (header).

Inter‑ADR cross‑references and dependencies

Definitions: Clause 43.1 requires reference to Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005 for defined terms used in ADR 43/00. Critical terms such as VIN, GVM, axle group, L‑Group, Twin Steer Axle Group, and other category codes are defined in that separate ADR, so technical meaning and some applicability thresholds depend on that instrument (43.1).
ADR 24 Tyre and Rim Selection: Trailer plate tyre and rim data obligations refer to the placard specified in ADR 24, and the ADR distinguishes two different clause references depending on whether passenger car tyres are fitted (43.3.2.1-2 citing ADR 24.2.1 and 24.3.1). This means tyre labelling obligations and the specific data items required are determined by ADR 24 and its test/measurement regime.
ADR 13 Installation of Lighting and Light‑signalling Devices: The ADR references a 'Rear Marking Plate' in ADR 13 for the tray visibility exception. If a vehicle is 2.2 m or more wide and lacks the ADR 13 rear marking plate, ADR 43/00 requires a white or silver band across the full width of the tray (43.3.7). Thus compliance with ADR 13 negates the need for the band specified in ADR 43/00.
Braking Rule test mass reference: Ground clearance is measured under conditions of Maximum Loaded Test Mass as specified in the relevant braking Rule. That ties the measurement condition to another ADR dealing with braking, making ground clearance compliance contingent on the interpretation and testing protocols of that ADR (43.4.4).
Other ADRs: The ADR’s references to registration, marking, tyres, lighting and braking show its technical interplay with many other ADRs which together form the performance and installation standards that vehicles must meet.

The compilation record and endnotes included with this instrument provide the legislative amendment trail relevant to ADR 43/00 up to the compilation date of 31 October 2024.

Key entries in the legislation history and amendment notes

Original instrument: Vehicle Standard (Australian Design Rule 43/00 - Vehicle Configuration and Marking) 2006 was registered 18 August 2006 and commenced 19 August 2006 (Endnote 3).

Other editorial and legislative entries

Some clauses of the ADR were repealed under the Legislation Act 2003, for example c 43.0.2 and c 43.0.3, as noted in the amendment history (Endnote 4).
The endnotes explain that uncommenced amendments are not reflected in the compiled text and that underlining in endnotes denotes provisions not yet commenced, with further details available on the Register (About this compilation and Endnote 1).

Implications of the 2024 amendments and compilation notes

The Twin Steer Amendments 2024 explicitly altered the ADR’s treatment of twin‑steer axle configurations and related dimensional rules. The revised clauses affect rear overhang calculations, axle configuration definitions and the load sharing suspension rule, indicating a targeted update to accommodate different steering axle arrangements and to adjust dimensional allowances accordingly (Endnote 4).
The compilation advises users to consult the Register for any uncommenced amendments and for details of application, saving or transitional provisions that are not included in the compilation (About this compilation). That means parties dealing with vehicle approvals must be attentive to commencement dates and transitional arrangements.

The compiled text of ADR 43/00 does not record any litigation history, case citations or judicial interpretations. The instrument and its endnotes contain administrative and amendment history but do not include references to judicial decisions or proceedings that have considered the ADR. The compilation’s endnotes (Endnotes 1-4) detail legislative amendments and registration/commencement entries, but they do not identify any court or tribunal cases.

Consequences for practitioners

There is no litigation history reported within the instrument that would provide judicial interpretations of technical terms such as “Approved” Compliance Plate, “specified route” for the twin‑steer omnibus allowance, or how to measure certain dimensions in borderline circumstances. Where practical disputes arise over interpretation or enforcement, those questions will need to be resolved in the applicable courts or tribunals and by reference to administrative records and the parent Acts.
Absence of recorded litigation in the ADR compilation does not imply absence of case law in the wider body of transport or vehicle standards litigation. To find whether ADR 43/00 or its predecessors have been litigated, practitioners should search court databases and the Register for decisions that reference ADR 43/00 or the parent Acts. The compilation itself instructs readers to consult the Register for further details about amendments and modifications (About this compilation).

How to proceed if litigation risk is relevant

If a client faces an enforcement action or dispute about ADR compliance, the immediate sources to consult are the parent statutes (the Motor Vehicle Standards Act 1989 as originally, and the Road Vehicle Standards Act 2018 now operative for continuity), the specific amending instruments (for example Twin Steer Amendments 2024), and administrative records (type approval files, compliance plate approvals). Judicial interpretation will be found outside this compilation, in court or tribunal reports.
For regulatory challenge or review, consider rights under administrative law and the review mechanisms in the parent Acts; the ADR does not itself provide procedural appeal routes or sanctions. Any constitutional or statutory questions about the validity of ADR provisions would similarly be litigated under the parent statutory framework.

In short, ADR 43/00’s compilation does not record litigation; practitioners must search external legal databases and administrative records for any relevant case law or decisions.

ADR 43/00 looks straightforward at first glance, but there are several practical and legal details that commonly catch implementers, and which create compliance risk unless specifically addressed.

Definitions live elsewhere

ADR 43/00 requires consultation of the Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005 for defined terms (43.1). Key terms like ‘GVM’, ‘Axle Group’, ‘Twin Steer Axle Group’, L‑Group categories and VIN format are defined in that separate instrument, so misreading definitions can lead to non‑compliance. Do not assume plain English meanings.

“Approved” Compliance Plate is administrative

The instrument requires an “Approved” Compliance Plate but does not set approval criteria or the approval process in the ADR text itself (43.3.0.2). Approval is an administrative act under the parent regulatory system. Manufacturers must ensure they follow the regulator’s approval process and document the basis for approval.

Measurement conventions can be technical

Turning circle must be measured by reference to the extreme outer edge of the tyre track at ground level (43.2). That is a very specific geometric criterion and may give different results from manufacturer test cycles that measure at wheel centres or use swept path calculations. Ground clearance is specified under Maximum Loaded Test Mass as set in the relevant braking Rule (43.4.4), again linking measurements to other ADR test protocols. Ensure testing labs apply the ADR‑specified measurement convention.

Multiple ADR dependencies for a single requirement

Trailer plate tyre data obligations reference ADR 24 clause 24.2.1 or 24.3.1 depending on tyre type (43.3.2). Rear marking plate obligations are governed by ADR 13 (43.3.7). Therefore, compliance for a single marking or data field requires cross‑compliance with other ADRs. An omission in ADR 24 compliance can result in a trailer plate failing ADR 43/00 compliance.

Rear overhang complexity and exceptions

Rear overhang limits are expressed in different ways for different vehicle types, referencing wheelbase, distances from king pin or front axle, and percentage rules with several exceptions and caps in metres (43.4.2). Calculations must follow the exact clause applicable to vehicle type; a misapplied formula risks non‑compliance.

To achieve compliance with ADR 43/00 in practice, regulated entities should translate the ADR’s technical prescriptions into a structured compliance programme covering design, testing, marking, certification and administrative approvals. Below are concrete steps grounded in the ADR text.

Confirm category and definition set

Begin by determining the vehicle’s ADR category code using the ADR Definitions instrument referenced in clause 43.1 and the Applicability Table (43.0.4). The category determines applicable dimensional caps and commencement rules in the applicability table and in 43.4.

Design verification for dimensional limits

Total length: verify the vehicle’s total length against the limits in 43.4.1 for the vehicle class (rigid, semi‑trailer, non‑rigid, articulated omnibus). For omnibuses with twin‑steer and tandem axle groups, assess whether route‑specific approval is needed for the 12.8 m allowance (43.4.1.1.2.1).
Rear overhang: compute rear overhang using the appropriate clause in 43.4.2.1 for the vehicle type, applying the percentage formula or fixed maxima as applicable.
Height: ensure vehicle height does not exceed general 4.3 m limit or class‑specific higher maxima (43.4.3).
Ground clearance: conduct testing under the Maximum Loaded Test Mass conditions specified in the relevant braking ADR; verify the 100 mm minimum within one metre of axles and the midpoint rule using 33.33 times interaxle distance (43.4.4).
Overall width: ensure width does not exceed 2,500 mm for the applicable vehicle class and respect L‑Group maxima where applicable (43.4.5).

Steering, axle and suspension configuration

Axle groups: design the vehicle to have the required axle group arrangement for a rigid motor vehicle (two axle groups, front group steered via single axle or Twin Steer Axle Group) (43.6.1).
Load sharing suspension: ensure all axles in an axle group are connected by a load sharing suspension unless a Twin Steer Axle Group has centrelines not more than 2.0 m apart; document the axle centreline distances to demonstrate applicability of the exception (43.7).

Turning circle and swept path testing

Arrange turning circle testing measured by the extreme outer edge of the tyre track at ground level and verify diameter does not exceed 25 m (43.2). Use accredited testing facilities and record measurement methodology to match ADR measurement conventions.

Legislation history and amendment history—Endnotes 3 and 4

Amending laws are annotated in the legislation history and amendment history.

The legislation history in endnote 3 provides information about each law that has amended (or will amend) the compiled law. The information includes commencement details for amending laws and details of any application, saving or transitional provisions that are not included in this compilation.

The amendment history in endnote 4 provides information about amendments at the provision (generally section or equivalent) level. It also includes information about any provision of the compiled law that has been repealed in accordance with a provision of the law.

Misdescribed amendments

A misdescribed amendment is an amendment that does not accurately describe how an amendment is to be made. If, despite the misdescription, the amendment can be given effect as intended, then the misdescribed amendment can be incorporated through an editorial change made under section 15V of the Legislation Act 2003.

If a misdescribed amendment cannot be given effect as intended, the amendment is not incorporated and “(md not incorp)” is added to the amendment history.
