Description of trolley, seat, anchorages and stopping device
Trolley
For tests on safety-belts the trolley, carrying the seat only, shall have a mass of 400 ± 20 kg. For tests on restraint systems the trolley with the attached vehicle structure shall have a mass of 800 kg. However, if necessary, the total mass of the trolley and vehicle structure may be increased by increments of 200 kg. In no case shall the total mass differ from the nominal value by more than ±40 kg.
Seat
Except in the case of tests on restraint systems, the seat shall be of rigid construction and present a smooth surface. The particulars given in Figure 1 of this annex shall be respected, care being taken that no metal part can come into contact with the belt.
Anchorages
3.1. In the case of a belt equipped with a belt adjustment device for height as defined in paragraph 2.14.6. of this Regulation, this device shall be secured either to a rigid frame, or to a part of the vehicle on which it is normally mounted which shall be securely fixed on the test trolley.
3.2. The general anchorages shall be positioned as shown in Figure 1. The marks which correspond to the arrangement of the anchorages show where the ends of the belt are to be connected to the trolley or to the load transducer, as the case may be. The anchorages for normal use are the points A, B and K if the strap length between the upper edge of the buckle and the hole for attachment of the strap support is not more than 250 mm. Otherwise, the points A1 and B1 shall be used. The tolerance on the position of the anchorage points is such that each anchorage point shall be situated at most at 50 mm from corresponding points A, B and K indicated in Figure 1 or A1, B1 and K, as the case may be.
3.3. The structure carrying the anchorages shall be rigid. The upper anchorage shall not be displaced by more than 0.2 mm in the longitudinal direction when a load of 98 daN is applied to it in that direction. The trolley shall be so constructed that no permanent deformation shall occur in the parts bearing the anchorages during the test.
3.4. If a fourth anchorage is necessary to attach the retractor, this anchorage:
Shall be located in the vertical longitudinal plane passing through K;
Shall enable the retractor to be tilted to the angle prescribed by the manufacturer;
Shall be located on the arc of a circle with radius KB1 = 790 mm if the length between the upper strap guide and the strap outlet at the retractor is not less than 540 mm or, in all other cases, on the arc of a circle with centre K and radius 350 mm.
Stopping device
4.1. The device consists of two identical absorbers mounted in parallel, except in the case of restraint systems when four absorbers shall be used for a nominal mass of 800 kg. If necessary, an additional absorber shall be used for each 200 kg increase of nominal mass. Each absorber comprises:
An outer casing formed from a steel tube;
A polyurethane energy-absorber tube;
A polished-steel olive-shaped knob penetrating into the absorber; and
A shaft and an impact plate.
4.2. The dimensions of the various parts of this absorber are shown in the diagrams reproduced in Figures 2, 3 and 4.
4.3. The characteristics of the absorbing material are given in Table 1 of this annex. Immediately before each test the tubes shall be conditioned at a temperature between 15 °C and 25 °C for at least 12 hours without being used. During the dynamic testing of safety-belts or restraint systems, the stopping device shall be at the same temperature as during the calibration test, with a tolerance of ±2 °C. The requirements to be met by the stopping device are given in Annex 8 to this Regulation. Any other device giving equivalent results may be used.

An outer casing formed from a steel tube;
A polyurethane energy-absorber tube;
Shall be located in the vertical longitudinal plane passing through K;
Shall enable the retractor to be tilted to the angle prescribed by the manufacturer;
An outer casing formed from a steel tube;
A polyurethane energy-absorber tube;

Arrangements of the approval marks
Arrangements of the vehicle approval marks concerning the installation of
safety-belts
Model A
(See paragraph 5.2.4. of this Regulation)
a = 8 mm min.
The above approval mark affixed to a vehicle shows that the vehicle type concerned has, with regard to safety-belts, been approved in the Netherlands (E 4) pursuant to Regulation No. 16. The approval number indicates that the approval was granted according to the requirements of Regulation No. 16 as amended by the 06 series of amendments.
Model B
(See paragraph 5.2.5. of this Regulation)
The above approval mark affixed to a vehicle shows that the vehicle type concerned has been approved in the Netherlands (E 4) pursuant to Regulations Nos. 16 and 52[18]F The approval numbers indicate that, at the dates when the respective approvals were given, Regulation No. 16 included the 06 series of amendments and Regulation No. 52 the 01 series of amendments.
Arrangements of the safety-belt approval marks (see paragraph 5.3.5. of this Regulation)
a = 8 mm min.
The belt bearing the above approval mark is a three-point belt ("A"), fitted with an energy absorber ("e") and approved in the Netherlands (E 4) under the number 062439, the Regulation already incorporating the 06 series of amendments at the time of approval.
The belt bearing the above approval mark is a lap belt ("B"), fitted with a retractor, type 4, with multiple sensitivity (m) and approved in the Netherlands (E 4) under the number 062489, the Regulation already incorporating the 06 series of amendments at the time of approval.
Note: The approval number and additional symbol(s) shall be placed close to the circle and either above or below the "E" or to left or right of that letter. The digits of the approval number shall be on the same side of the "E" and orientated in the same direction. The additional symbol(s) shall be diametrically opposite the approval number. The use of roman numerals as approval numbers should be avoided so as to prevent any confusion with other symbols.
The belt bearing the above approval mark is a special type belt ("S"), fitted with an energy absorber ("e") and approved in the Netherlands (E 4) under the number 0622439, the Regulation already incorporating the 06 series of amendments at the time of approval.
The instrument is prescriptive: it sets dimensions, forces, conditioning temperatures, tolerances, and the shapes/volumes that child restraint fixtures (CRFs) must fit into during vehicle compatibility checks.
Who it affects
Vehicle manufacturers and their engineers (seat geometry, anchorages, labelling and installation information).
Seatbelt and restraint system suppliers (design, labelling, energy absorbers, retractors, retractor types and additional symbols; Annex 2 examples).
Child restraint system (CRS) manufacturers (must design CRSs to fit the specified fixture envelopes and ISOFIX/i‑Size volumes).
Accredited test laboratories and certification/approval authorities (must run the specified tests and check marks and documentation).
Importers, fleet operators and compliance officers (must ensure vehicles and restraint systems are certified and correctly marked; see Annex 2 and Annex 17 tables).
Indirectly, vehicle buyers and CRS buyers (costs of compliance can affect product design and price).
Why it matters (stated purpose and what that implies mechanically)
The stated purpose in the Regulation is to ensure seat‑belt systems and restraint interfaces meet agreed safety, interchangeability and durability standards (see dynamic test set‑ups in Annex 6, abrasion tests in Annex 11, child restraint envelopes in Annex 17). Mechanically, that is achieved by:
Mandating specific test apparatus, tolerances and conditioning so that test results are repeatable across labs (Annex 6 Table 1; conditioning requirements 12 hours at 15–25 °C).
Requiring standardised approval marks and labelling so approvals are visible and traceable across jurisdictions (Annex 2).
Requiring geometric compatibility tests (fixtures/envelopes) so child restraints described as “universal”, “semi‑universal”, ISOFIX or i‑Size will physically fit and have required clearances (Annex 17 App.1 & 2, Figures 1–9).
Costs, incentives, trade‑offs and implementation risks
Who pays: manufacturers and suppliers pay for design changes, type testing and certification; test houses incur costs to build/maintain apparatus to the specified tolerances; compliance costs can be capitalised into vehicle or CRS prices paid by consumers.
Incentives and market effects: the heavy technical prescription raises the barrier to entry for new suppliers who lack accredited test capability but benefits manufacturers that can amortise test costs across many vehicles/markets. Harmonised marks can reduce trade friction (one approval mark is meaningful across members of the UNECE system), but the detailed fitting envelopes for ISOFIX/i‑Size can force vehicle redesigns (seat shape, head restraints, anchor placements), which favours larger OEMs with design flexibility.
Trade‑offs and opportunity costs: the instrument prioritises repeatable test rigs and fixed envelopes over flexible, performance‑based outcomes. That reduces ambiguity in compliance but constrains design freedom (manufacturers must fit vehicle features to the envelopes rather than demonstrate an alternative performance outcome). Some otherwise innovative restraint designs may need extra testing or bespoke approvals.
Implementation risk: precise tolerances (e.g. anchorage displacement limits, absorber material conditioning and temperature ±2 °C) demand accredited labs and careful calibration; mis‑interpretation of figures or measurement points could produce inconsistent results across labs (Annex 6, measurement tolerance sections; Annex 17 fixture placement +/-25 mm). Variation in lab capability or lack of clear measurement protocols increases regulator workload and appeals.
Compliance burden: the regulation imposes multiple specific tests (dynamic trolley tests with set masses 400 ± 20 kg / 800 kg; abrasion procedures; micro‑slip tests; CRS fixture pushes at 100 N ± 10 N). Each test requires equipment and operator skill; for smaller suppliers this is a measurable cost and time burden (Annex 6 and Annex 11 procedures; Annex 17 push forces and seating adjustments).
Bureaucratic discretion and manufacturer choices: vehicle manufacturers decide which seating positions are designated as ISOFIX/i‑Size and may specify alternative normal‑use positions (Annex 17 App.2 para 3.3). That generates a procedural interaction between manufacturer choices and regulator acceptance (information must be supplied in vehicle handbooks and Appendix 3 tables).
Concrete behaviour changes the instrument causes
Manufacturers will (a) design seat belt anchorages, retractors and energy absorbers to meet the specified mechanical and material criteria (Annex 6, Table 1), (b) supply approval marks and documentation as specified (Annex 2), and (c) ensure vehicle seating and ISOFIX positions meet the CRS envelopes (Annex 17 App.2).
Test houses will standardise test trolleys, stopping devices and manikins to the declared masses and dimensions (Annex 6 Figures and Tables).
CRS manufacturers will target the defined ISO/F, ISO/R, ISO/L envelopes and i‑Size support leg assessment volumes when designing new restraints (Annex 17 Figures 1–9).
Net practical effect (mechanical, not political)
Harmonises seat‑belt and child restraint interface testing and marking across vehicles and restraint devices. It increases predictability of compliance testing but raises technical compliance costs and favours manufacturers and suppliers that can internalise testing and certification costs. The Regulation shifts decision‑making onto manufacturers for seat position designation and onto certification bodies for test verification; it shifts the cost of technical conformity onto those producers and, indirectly, vehicle purchasers.
