What it does
This instrument prescribes mandatory technical design, performance and test requirements for brake systems on commercial motor vehicles and large passenger vehicles for the purposes of the Motor Vehicle Standards Act 1989. It sets the Australian Design Rule (ADR) titled Vehicle Standard (Australian Design Rule 35/05 , Commercial Vehicle Brake Systems) 2013 and commences on the day after registration (Name and commencement, header; cl 0.1.1-0.2.1). The standard governs both equipment and verification: it requires vehicles within specified categories to be fitted with particular subsystems (for example Electronic Stability Control and Brake Assist for some categories), to include labelling and indicators, to meet specified performance measures in laboratory and track tests, and to provide documentation or certification to the Administrator where alternative compliance routes are used (see cl 4, cl 5, parts 6-7, Appendix 2).
Mechanically, the rule operates by:
- defining applicability by vehicle category and staged dates (cl 2.1-2.3 and the Applicability Table), so manufacturers must apply different compliance timing depending on whether a vehicle is a new model or belongs to specified categories;
- mandating design elements, for example a service brake operable by a single control on all road wheels, visible and audible failure indicators, parking brake requirements, secondary brake systems, reservoirs, stored energy capacity and other construction features (cl 4.1-4.7);
- mandating performance tests and pass criteria, set out in Table 1 and elaborated in parts 6 and 7, covering effectiveness, partial failures, fade, parking brake holding, actuation time and service brake compatibility with trailers (cl 5, cl 6, cl 7, Table 1);
- specifying technical requirements for electronically controlled subsystems, namely Antilock Braking Systems (ABS) (Appendix 1), Electronic Stability Control (ESC) and Brake Assist Systems (BAS) (Appendix 2), including test protocols and documentation requirements (Appendices 1 and 2 and Attachments); and
