What it does
Mechanically, this instrument prescribes minimum design, performance, test and documentation requirements for brake systems on commercial motor vehicles and large passenger vehicles. It is formatted as an Australian Design Rule (ADR) and is titled Vehicle Standard (Australian Design Rule 35/04 , Commercial Vehicle Brake Systems) 2013 (0.1.1). The standard commenced the day after registration (0.2.1) and sets staged applicability: from 1 July 2014 for all new model vehicles and from 1 January 2015 for all vehicles (clauses 2.1-2.3). It specifies equipment obligations (service, parking and secondary brakes), failure indicators, performance envelopes and a structured set of dynamic and static test procedures (Parts 4-7; Table 1). It also contains two technical appendices: Appendix 1 (provisions for vehicles with antilock braking systems) and Appendix 2 (requirements and test regimes for Electronic Stability Control systems and associated simulation and documentation regimes).
The document operates as a technical standard: it assigns obligations to vehicle manufacturers and defines the tests and parameters that a vehicle must satisfy to be deemed compliant (cl 5.1; Part 6 general test conditions; Part 7 particular test conditions). Where equivalence with international instruments is permitted, the ADR accepts UNECE Regulation No. 13 and the UNECE Global Technical Regulation No. 8 for certain functions, subject to stated conditions and a short list of specified exemptions (clause 8.1-8.3).
The authorship and preparation details are given (Prepared by Vehicle Safety Standards, Department of Infrastructure and Regional Development; Prepared Date 19/09/2014). The compilation includes an Amendment 1 (registered 16/09/2014, commenced 17/09/2014) that added clause 2.8 (Table of Amendments). The instrument is lengthy and prescriptive: it sets component-level requirements (reservoir capacities, drain valves, coupling polarization), functional alarms and labelling (4.2, 4.4, 4.6.4), dynamic performance metrics (established retardation coefficient, ERC; clauses 4.1.9, 7.13 and Table 1), and test protocols (Service Brake Fade Test, Parking Brake Test, Service Brake Actuation Time Test, etc.; Part 7 and Table 1).
