Vehicle Standard (Australian Design Rule 29/00 – Side Door Strength) 2006

The standard revolves around several technical concepts that define how side door strength is measured and what constitutes compliance.

Unladen weight is the baseline measure used to scale the force thresholds. The standard does not define “unladen weight”; it is defined by reference to Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005 (clause 29.0.1). Typically, unladen weight is the mass of the vehicle in running order without occupants, cargo, or fuel beyond a nominal amount. Because the force requirements are the lesser of a fixed kN value or a multiple of unladen weight, vehicles with very low unladen weight (for example, small city cars) may have lower absolute force requirements than the fixed kN figure below a certain weight threshold. Conversely, heavy vehicles are always capped by the fixed kN values. For example, in the seats-removed path, the peak crush resistance is 31 kN or twice the unladen weight, whichever is less. This design means a heavy SUV with unladen weight above 15.5 tonnes would only need to meet 31 kN, while a 1000 kg car would need to meet 20 kN (twice its weight, which is less than 31 kN). The scaling creates a built-in proportionality but also means heavier vehicles are not required to be relatively stronger.

Crush resistance is defined as the average force required to deform the door over specified crush distances (155 mm for initial, 310 mm for intermediate) and the peak force recorded over up to 460 mm of crush (clause 29.3). The average is computed by integrating the load-displacement curve and dividing by the crush distance. This method smooths out local spikes and troughs in the force profile, so a door that offers high initial resistance but collapses quickly might fail the intermediate average if the integrated force is too low. The peak crush resistance is simply the highest force recorded at any point before 460 mm of displacement, meaning a door that peaks early but then drops off may still pass if the peak is high enough. However, the initial and intermediate averages act as gates: a door must meet all three thresholds for a given compliance option.

Loading device is a rigid cylinder or semi-cylinder 305 mm ±5 mm in diameter with edge radii of 12 mm ±1 mm (clause 29.2.2.1). Its length must extend at least 12 mm beyond the bottom edge of the door window opening but not contact any structure beyond that edge during the test (clause 29.2.2.2). The device is constrained so it does not rotate or deviate from its direction of travel (clause 29.2.2.3). This simulates a blunt object striking the door at a specific location. The location is defined by the midpoint of a horizontal line on the outer door surface 127 mm ±2 mm above the lowest point of the door when the vehicle is on a horizontal surface (clause 29.2.3.2.1.2). The cylindrical face must contact the outer surface and the load is applied inboard, transverse to the vehicle’s longitudinal centreline (clause 29.2.3.3). The illustration in Figure 1 (added by Amendment 1) shows the positioning.

Crush distances: the testing continues until the loading device has been displaced 460 mm or, if peak crush resistance has already been satisfied, at least 310 mm (clause 29.2.3.4). This means a test can stop early once the peak force is achieved and the device has travelled at least 310 mm, but the initial and intermediate averages must still be calculated over their respective crush distances. The test must be completed within 120 seconds, which limits the loading rate to a quasi-static condition (maximum 13 mm/s). This is a low speed test intended to measure structural strength rather than dynamic energy absorption.

Alternative standards: clause 29.4 declares FMVSS 214 (as amended up to 58 FR 14169) as equivalent. FMVSS 214 is the US federal standard for side door strength and side impact protection. The precise equivalence is limited to “S3 and S4” of that standard, which cover door strength requirements as they existed in 1970 and later amendments. Manufacturers can choose to certify to the US standard instead of the Australian test procedure, provided they meet the specific technical requirements deemed equivalent. This reduces testing duplication for vehicles sold in both markets. However, the text does not clarify how to demonstrate equivalence if the US standard is later amended divergently from the version referenced.

Exemption: clause 29.5 exempts vehicles complying with ADR 72/… (the ellipsis suggests the specific ADR number is to be filled in - likely ADR 72/00 or a later version covering dynamic side impact protection). This recognises that a more comprehensive side impact standard (which likely includes door strength as one element) supersedes a static door strength test. The textual ambiguity about the precise ADR 72 designation may create uncertainty. A vehicle certified to an older ADR 72 version might not be exempt if the reference is to a later version. Compliance professionals need to verify the applicable ADR 72 number in force at the time of certification.

The standard imposes direct obligations on vehicle manufacturers (including importers who act as manufacturers under the Motor Vehicles Standard Act 1989) who supply new vehicles to the Australian market. The applicability table in clause C.1.1 sets out specific vehicle categories and the date from which compliance is mandatory.

Primary targets: passenger cars (category MA) manufactured on or after 1 July 1988 - this is the largest group by volume. Forward-control passenger vehicles (MB) from 1 July 1996, and off-road passenger vehicles (MC) from 1 July 1997 are also caught. Light goods vehicles (NA1) up to 2.7 tonnes Gross Vehicle Mass (GVM) from 1 July 1997 are included, but only those with two-wheel drive, that are not “Forward Control Vehicles”, and have front row seats only (clause C.1.2). This means a large portion of light commercial vans and utes are subject to the rule, but four-wheel drive versions or those with crew cabs and rear seats may be excluded because the rule’s applicability limitation to “vehicles having two-wheel drive, which are not ‘Forward Control Vehicles’, and have front row ‘Seats’ only”. The exact meaning of “front row Seats only” is not elaborated; it likely means the vehicle has no rear seats. A double-cab ute with rear seats would not meet that condition and therefore might not be required to comply. However, manufacturers might still choose to comply voluntarily or because of other ADRs.

Partially affected: vehicles in other categories (LEP, motor tricycle with specific date) are marked as applicable from 1 July 1992. The standard does not explain what LEP, LEM, LEG mean - these are subcategories of motor tricycles defined in the Definitions ADR. The table shows “N/A” for most other categories, meaning no compliance required.

Secondary effects: test laboratories, engineering consultancies, and component suppliers that design or certify door structures, intrusion beams, and reinforcements face demand for testing services. The standard creates a market for proof-of-compliance documentation, which must be retained as part of the manufacturer’s obligations under the parent Act.

Consumers and repairers are indirectly affected. Side doors that meet the standard are presumably heavier and more expensive to manufacture, increasing vehicle purchase prices. Repair costs may also be higher because reinforced door structures are more difficult to repair after side impacts. Insurance premiums may reflect reduced side-impact injury risk, but also higher repair costs. The standard does not require aftermarket parts to comply, but if replacement doors do not meet the original strength specification, the vehicle may no longer be compliant if the modification alters its ADR status.

Implications for small-volume manufacturers (e.g., specialty builders, low-volume importers) are not addressed in the text. They must still comply unless they obtain an exemption under the Motor Vehicles Standard Act 1989, which is not mentioned in this standard. The fixed test procedure and equipment requirements impose a significant fixed cost. A manufacturer selling only a few vehicles per year may find it uneconomical to commission a full test. The alternative FMVSS 214 route may help if the vehicle is already certified for the US market. Exemption via ADR 72 compliance is another path, but that requires compliance with a potentially more expensive dynamic test.

Enforcement personnel at the Department of Transport (now Infrastructure, Transport, Regional Development, Communications and the Arts) use this standard to evaluate compliance during type approval and market surveillance. Importers must present evidence of compliance at the border.

The standard imposes a single core duty: ensure that every side door usable for occupant access meets the crush resistance thresholds specified in clause 29.1, when tested in accordance with clause 29.2, or demonstrate equivalence via the alternative standard or exemption. This duty is owed by the manufacturer to the regulator (the Commonwealth). There is no private right of action for consumers under this standard; enforcement is purely public law through the Motor Vehicles Standard Act 1989.

Specific duties: the manufacturer must decide which compliance option to adopt (seats removed or seats in place) and then ensure the vehicle’s side doors satisfy all three crush resistance levels (initial, intermediate, peak). The manufacturer must conduct or commission the test as described in clause 29.2, or rely on FMVSS 214 or ADR 72 exemption. If relying on the test, the manufacturer must follow the exact preparation, loading device specifications, and recording requirements. The vehicle body must be fixed with attachments at or in front of the front wheel centreline and at or to the rear of the rear wheel centreline (clause 29.2.1.3). The loading device must be positioned precisely at 127 mm above the lowest point of the door, with its longitudinal axis parallel to the vehicle’s vertical longitudinal plane (clause 29.2.3.2). The load must be applied inboard, transverse to the vehicle’s longitudinal centreline, at a rate not exceeding 13 mm/s (clause 29.2.3.3 and clause 29.2.3.4). The manufacturer must record load versus displacement continuously or in increments not exceeding 26 mm or 890 N (clause 29.2.3.5). From that data, a load-displacement curve must be plotted and the average forces calculated for the first 155 mm and 310 mm of crush, and the peak force over 460 mm (clause 29.3). The manufacturer must then confirm each average and peak meets the relevant thresholds for the chosen option.

Rights: the manufacturer has a right to choose between the two compliance paths (clause 29.1.0.1). The manufacturer also has the right to use the alternative standard (FMVSS 214) if it demonstrates equivalence (clause 29.4). The manufacturer may also claim exemption if the vehicle complies with ADR 72 (clause 29.5). The standard does not impose any ongoing monitoring duty; compliance is proven at the point of certification. There is no right to a hearing or appeal under this standard itself; any dispute would be handled under the parent Act.

Practical implications: the duty is outcome-based. It does not prescribe how to achieve the crush resistance. The manufacturer is free to use any door structure, materials, or reinforcements. This flexibility allows cost-minimisation through innovation, but also shifts the risk of non-compliance to the manufacturer. If a door design is borderline, the manufacturer bears the cost of retesting and reworking the design. There is no “safe harbour” for designs that have previously passed on a similar model.

Deemed compliance via FMVSS 214: the manufacturer must show that the vehicle meets S3 and S4 of FMVSS 214 as amended by 58 FR 14169. The standard does not specify how this equivalence is verified. In practice, a manufacturer would need to provide a certificate of compliance to the US standard, or test data showing the vehicle meets the US threshold (which is also 31 kN for initial resistance, similar to the Australian seats-removed option). However, the US standard has different test procedures (e.g., using a rigid pole or a moving deformable barrier in later versions). The reference to FMVSS 214‑35 F.R. 16801, October 30, 1970 is very old; the standard likely refers to the static door crush test from that era, not the later dynamic side impact test. Manufacturers must ensure they are using the correct version.

ADR 72 exemption: vehicles complying with ADR 72 are exempt. ADR 72 is the dynamic side impact occupant protection standard. This exemption likely recognises that a vehicle that passes a dynamic side impact test inherently has sufficient door strength. The exact text of ADR 72 referenced is incomplete in clause 29.5 (“ADR 72/…”). This creates uncertainty about which version of ADR 72 applies. If a manufacturer certified to ADR 72/00, but the reference is to ADR 72/01, the exemption might not be available. The instrument notes do not clarify this ambiguity.

This standard does not itself prescribe penalties. Enforcement occurs through the Motor Vehicles Standard Act 1989, which makes it an offence to supply a new vehicle that does not comply with an applicable ADR. The standard is a legislative instrument under that Act, so non-compliance is a breach of the Act.

Offences under the parent Act: section 12 of the Motor Vehicles Standard Act 1989 prohibits a person from selling or offering for sale a new vehicle that does not comply with the ADRs. The penalty at the time of compilation (2007) would have been 120 penalty units or imprisonment for 5 years, or both (s 12(1)). The exact penalty amount changes with the value of a penalty unit under the Crimes Act 1914 (currently $313 per unit as of 2024, so 120 units = $37,560). While imprisonment is theoretically possible, in practice financial penalties are more common. Corporate officers may also be liable under the Criminal Code if they were reckless or intentionally involved.

Enforcement by the regulator: the Department of Transport has powers to investigate non-compliance, request testing, issue recall notices, and impose infringement notices. The standard itself does not mention testing by third parties, but the Act allows the Minister to require a manufacturer to provide evidence of compliance. If the manufacturer cannot produce test data or a certificate of compliance, the vehicle may be refused entry.

Private enforcement: no private right of action exists under the ADR standard. A person injured in a side impact cannot sue for breach of the ADR alone; they would need to rely on common law negligence or a state consumer guarantee. However, compliance with an ADR is often used as evidence of due care in tort claims. Non-compliance would be strong evidence of a design defect.

Consequences for the manufacturer: beyond fines, the regulator can stop supply, demand a recall, and require the manufacturer to modify or destroy non-compliant vehicles. The cost of a recall can be far higher than the penalty. The reputational damage and potential civil liability are also significant. Therefore, the standard creates a strong incentive to comply, even though the direct penalty is modest relative to large manufacturers.

Testing and certification burden: the standard requires the manufacturer to produce test data. The certification process under the Act involves self-certification (no government pre-approval), but the regulator can audit at any time. If a manufacturer fails to maintain test records, that itself can be an offence. The 2006 instrument requires the manufacturer to keep the records specified in clause 29.2.3.5 (load-displacement data). There is no requirement to keep records for a specific period, but the Act generally requires retention for the life of the model.

Enforcement in practice: the standard has been in force since 1988 for passenger cars. The Department of Transport has conducted occasional market surveillance, but the number of non-compliance cases is low. Most manufacturers rely on test data from recognised laboratories. The equivalence with FMVSS 214 means that vehicles certified to the US standard are likely accepted without additional Australian testing. The ADR 72 exemption also reduces the number of vehicles that need separate door strength testing, shifting the test burden to the dynamic side impact standard.

This standard is part of the Australian Design Rules system. It interacts with several other instruments and legal frameworks.

Motor Vehicles Standard Act 1989: the enabling Act. This standard is made under section 7 of that Act. The Act provides the legal force, offence provisions, and exemption powers. Any change to the Act (e.g., new penalty provisions) applies to this standard. The Act also provides for the Minister to grant exemptions from any ADR, including this one, on a case-by-case basis.

Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005: clause 29.0.1 of this standard incorporates that Definitions ADR by reference. All terms such as “seats”, “forward control vehicle”, “unladen weight”, and the vehicle category codes (MA, MC, NA1, etc.) are defined there. A change in the Definitions ADR could alter the meaning of this standard without any amendment to this instrument. For example, if the definition of “forward control vehicle” is later narrowed, more vehicles might become subject to this ADR. Compliance professionals must monitor the Definitions ADR as well.

ADR 72 - Side Impact Protection: this standard (likely ADR 72/00 or a later version) provides an exemption from ADR 29/00 for vehicles that comply with it. ADR 72 is a dynamic test standard that includes side door strength as part of a broader occupant protection assessment. The interaction means that ADR 72 supersedes the static door strength test for vehicles that undergo dynamic testing. However, if a vehicle is compliant with ADR 72 at the time of production but later ADR 72 is amended, the exemption may still apply if the vehicle continues to comply with the version it was originally certified to. The exact wording of clause 29.5 (“ADR 72/…”) is ambiguous. It likely should refer to a specific version, but the ellipsis suggests an incomplete textual reference. This is a drafting flaw that could create disputes.

FMVSS 214 (US standard): clause 29.4 deems the technical requirements of S3 and S4 of FMVSS 214 as amended by 58 FR 14169 as equivalent. This means a manufacturer can certify to the US standard instead of performing the Australian test. However, FMVSS 214 has evolved. The version referenced is from 1970 with an amendment in 1993. More recent FMVSS 214 versions include dynamic side impact pole tests. The standard only deems equivalence for the static door crush part (S3 and S4). A manufacturer cannot simply show a US certification to a later FMVSS 214 and assume equivalence unless the static requirements are the same. There is a risk of divergence over time.

State and territory road laws: each state and territory has its own roadworthiness requirements. Some may reference ADRs as minimum standards. A vehicle that complies with ADR 29/00 will meet any state requirement for side door strength, but states cannot impose additional requirements that conflict with the ADR (due to constitutional supremacy of Commonwealth law under the Motor Vehicles Standard Act 1989). However, states can impose higher standards if they do not directly conflict, but in practice they defer to ADRs.

Consumer protection laws: the Australian Consumer Law (Competition and Consumer Act 2010, Schedule 2) imposes a guarantee that goods are of acceptable quality and fit for purpose. Side doors that fail in a side impact due to inadequate strength could breach that guarantee, even if the vehicle complies with ADR 29/00. Compliance with an ADR is a factor in determining acceptable quality, but not conclusive. Non-compliance would almost certainly be a breach.

Insurance contracts: insurers may require evidence of ADR compliance. A vehicle that is not compliant may be uninsurable or subject to premium loadings. The standard does not directly affect insurance, but market practice treats ADR compliance as a prerequisite for road registration.

Future amendments: this compilation includes Amendment 1 (2007). Any future amending instrument would update this standard. The standard does not sunset or automatically expire. It remains in force until repealed. The Legislation Act 2003 requires legislative instruments to be periodically reviewed, but no such review is mentioned in the source.

The compilation note shows that this standard was first registered on 11 May 2006 and commenced the next day. It was amended once, by Amendment 1, registered on 19 September 2007, commencing 20 September 2007.

Amendment 1: the Table of Amendments indicates that the Applicability Table was removed and replaced (rr), and Figure 1 was added (ad). The original 2006 version may have had a different applicability table or lacked the illustration. The addition of Figure 1 is important because the test procedure references a figure for loading device location (clause 29.2.3.2.4). Without the figure, the location description in clauses 29.2.3.2.1-29.2.3.2.3 would be the only guidance. The figure provides a visual representation showing the longitudinal centreline of the vehicle and the loading device application point. This reduces ambiguity in test setup.

Applicability table changes: the original table might have had different categories or dates. The amendment updated it, likely to align with changes to the vehicle categories in the Definitions ADR. The compliance professional must be aware that the table in the current compilation is the amended version. A vehicle manufactured before 20 September 2007 may have been subject to the original table, but since the original had an earlier commencement date (12 May 2006), the time window is small. For vehicles manufactured between 12 May 2006 and 19 September 2007, the original applicability table applies. However, the compilation does not reproduce the original text. Researchers would need to locate the original 2006 instrument to check differences.

No other amendments: the table of instruments shows only the original and Amendment 1. No subsequent amendments have been made up to the compilation date (19 September 2007). The standard may have been amended later, but this compilation only goes up to that date. The compilation notes also state that this is “Compilation 1”. Later compilations (if any) would include further amendments.

Repeal: clause A.3.1 states that this standard repeals any previous vehicle standard with the same name made under section 7 of the Act and in force at commencement. This ensures a clean legal slate. Clause A.3.2 also repeals any instrument that created a vehicle standard with that name, if no other standards from that instrument remain in force. This is standard housekeeping.

Notable is the lack of any amendment to the substantive force requirements or test procedure. The core technical requirements have remained unchanged since 2006. This suggests the standard is stable, but also that it may be outdated relative to newer crashworthiness research. The equivalent US standard FMVSS 214 has been significantly updated since 2006 (dynamic pole test, moving deformable barrier test), while ADR 29/00 remains static. Manufacturers who only certify to the static door strength test might produce doors that pass the static test but perform poorly in dynamic impacts. The ADR 72 exemption mitigates this, as ADR 72 is a dynamic test.

The instrument text does not mention any litigation. It is a legislative instrument, not a court judgment. Therefore, there is no reported case that interprets this specific standard within the source. However, it is possible that litigation has occurred under the Motor Vehicles Standard Act 1989 in which ADR 29/00 was at issue. No such case appears in the compilation. The drafters of the standard likely expected that enforcement would be administrative rather than litigious.

Potential for future litigation: the ambiguous exemption reference in clause 29.5 (“ADR 72/…”) could lead to disputes about whether a particular vehicle is exempt. A manufacturer might claim exemption based on compliance with ADR 72/00, but the reference might be to ADR 72/01. A court would need to interpret the ellipsis. Similarly, the alternative standard provision (clause 29.4) could be litigated if a manufacturer claims equivalence under a version of FMVSS 214 that is not the exact one referenced. The phrase “as amended by FMVSS 214‑58 FR 14169” is specific; if a manufacturer relies on a later amendment to FMVSS 214 that changes the S3 and S4 requirements, the regulator might argue the equivalence is lost.

Test procedure interpretation: disputes could arise over the meaning of “lowest point of the door” (clause 29.2.3.2.1.2). If a door has an irregular shape, the lowest point might be ambiguous. The test also requires the loading device length to be such that “one end surface is at least 12 mm beyond the bottom edge of the door window opening, but not of a length that will cause contact with any structure, other than window glass and ventilation window sashes, beyond the bottom edge of the door window opening during the test” (clause 29.2.2.2). This is complex and could be challenged if the proper length is disputed.

Liability for test results: if a manufacturer’s test report is challenged, the manufacturer may need to defend the accuracy of load-displacement recordings. The requirement to record “either continuously or in increments of not more than 26 mm or 890 N for the total crush distance” (clause 29.2.3.5) provides some safety for test labs, but if the increments are coarse, the average calculations might be less accurate. A plaintiff in a negligence suit might argue that the test did not truly reflect the door’s strength because of measurement errors.

Consumer lawsuits: while no case is cited, there have been products liability cases in Australia where ADR compliance is raised. A side impact injury victim could bring a claim under the Australian Consumer Law or in tort. If the door failed at a load below the ADR threshold, that would be strong evidence of a manufacturing defect. If the door met the ADR threshold but the occupant was still injured, the question would be whether the ADR standard was sufficient. Courts have been reluctant to hold a manufacturer liable for merely meeting a minimum standard, but it is not a complete defence. The standard sets a floor, not a ceiling.

Given the age of the standard and its stability, it is unlikely that a major test case has occurred. Most manufacturers comply administratively. The low litigation risk may be due to the clarity of the test procedure and the high cost of challenging a test. However, the cost of defending a non-compliance allegation could be significant, and the standard’s age creates vulnerability: a court might view the static test as outdated and insufficient, potentially leading to a finding of negligence even if the door meets the ADR. This risk is not insurable and creates a latent exposure for manufacturers.

Several aspects of this standard can trip up compliance professionals if not read carefully.

Ambiguous exemption reference (clause 29.5): the clause reads “Vehicles complying with the requirements of ADR 72/… are exempt from the requirements of this rule.” The ellipsis is in the original and presumably left blank deliberately (perhaps to be filled by the maker, or to refer to the latest ADR 72). At the time of compilation (2007), ADR 72/00 was in force. However, a literal reading means the exemption is incomplete. A manufacturer could argue that compliance with any ADR 72 version qualifies, while the regulator might argue only the version intended (likely ADR 72/00) applies. This uncertainty needs resolution by administrative guidance or amendment. The safest approach is to obtain explicit confirmation from the Department of Transport that the vehicle’s ADR 72 version qualifies.

Applicability to light goods vehicles (NA1): the applicability table says NA1 vehicles manufactured on or after 1 July 1997, but with an asterisk referring to clause C.1.2. That clause limits applicability to NA vehicles that are two-wheel drive, not forward control, and have front row seats only. This excludes many popular light commercial vehicles: four-wheel drive utes, vans with rear seats, and forward-control vans (often used as delivery vehicles). A manufacturer might assume all NA1 vehicles must comply, but many are excluded. Conversely, a manufacturer of a two-wheel drive, single-cab ute must comply. The distinction between “Forward Control Vehicles” (defined elsewhere) is critical. For example, a cab-over-engine truck would be forward control and thus excluded. This complexity can lead to inadvertent non-compliance if a manufacturer misclassifies its vehicle.

Loading device length constraints: clause 29.2.2.2 requires the loading device length to be at least 12 mm beyond the bottom edge of the door window opening but not so long that it contacts structure beyond that edge during the test. This is highly specific. If the device is too short, it might not engage the door properly; if too long, it could contact the door frame or other structure, potentially invalidating the test. The test engineer must measure the window opening carefully and select a loading device of appropriate length. The standard does not provide a maximum length; it merely prohibits contact with structure beyond the opening. For doors with unusually tall or short window openings, custom loading devices may be needed.

Seats installed path - position of seats: clause 29.1.2 requires the seats to be installed in any horizontal or vertical position to which they can be adjusted and at any seat-back angle. This means the test must be conducted with the seats in the worst-case position (likely the position that maximises load transfer through the seat structure into the door). If the seat is adjusted fully rearward and reclined, it might not contribute to door strength, whereas a forward upright position might brace the door. The manufacturer must test the worst-case position, or test multiple positions. This adds complexity and cost. The seats-removed path avoids this burden entirely, which is why many manufacturers choose it. But seats removed also requires removing any seat that might affect load or deflection (clause 29.1.1.0). If a seat is structurally integral to the door (e.g., a seat belt anchor attached to the door), removing it could artificially weaken the door, potentially causing a failure that would not occur with the seat installed. The manufacturer must decide which path better reflects real-world performance.

Translation of FMVSS 214 equivalence: the reference to FMVSS 214‑35 F.R. 16801, October 30, 1970 as amended by FMVSS 214‑58 FR 14169 is archaic. The US standard has been updated many times. A manufacturer may not have test data for the exact version. The equivalence might not be recognised if the US standard has been amended to make it less stringent (unlikely) or more stringent (possible). Furthermore, FMVSS 214 now includes dynamic side impact tests; the static test (S3 and S4) may have been removed or modified. A manufacturer relying on equivalence must ensure the specific version cited is still available and that its vehicle meets it. The risk is that the regulator refuses to accept a newer version.

Test completion timing: the test must be completed within 120 seconds (clause 29.2.3.4). The travel rate must not exceed 13 mm/s. If the test is done too quickly, the result may be invalid. If done too slowly, it might exceed 120 seconds. Automated test rigs can easily manage this, but manual or custom rigs may struggle.

Data recording increments: clause 29.2.3.5 allows either continuous recording or increments no greater than 26 mm or 890 N. A manufacturer that uses increments of 25 mm and 900 N would violate the 890 N maximum, so rounding up is not allowed. The increments are separate: they can be either displacement-based or force-based, whichever is easier, but must not exceed the specified limits. The average calculations in clause 29.3 depend on the integral of load versus displacement. Coarse increments can reduce accuracy, but the standard permits them.

No phase-in or alternative lead time: the standard applies immediately from the commencement date for new models that fall within the applicability dates. There is no grace period for vehicles that were already in production. Manufacturers of vehicles that were type-approved before the applicable date but continued production after it must ensure compliance. The table says “Manufactured on or After” a date, so it applies to each vehicle’s date of manufacture, not date of model introduction.

Interaction with ADR Definitions: many terms (unladen weight, forward control, vehicle categories) are defined externally. If the external definition changes, the meaning of this standard changes automatically. A vehicle that was not subject to the standard yesterday could become subject today without any amendment to this instrument. Compliance systems must monitor the Definitions ADR.

Compliance with ADR 29/00 involves a sequence of decisions and actions. Below is a practical guide based on the text.

1. Determine applicability: check the vehicle’s category code using the ADR Definitions and Vehicle Categories 2005. Locate the category in the applicability table. If the category is marked “N/A”, no compliance is required. For NA1 vehicles, verify that the vehicle is two-wheel drive, not a forward control vehicle, and has front row seats only (clause C.1.2). For all other applicable categories, note the manufacture date threshold (e.g., MA from 1 July 1988). Only vehicles manufactured on or after that date need to comply.

2. Select compliance path: choose one of the two options in clause 29.1.0.1: (a) crush resistance with seats removed, or (b) crush resistance with seats installed. Consider cost, test complexity, worst-case seat position, and the vehicle’s unladen weight. For lightweight vehicles, the seats-installed path may require higher force (55.33 kN cap vs 31 kN), but the multiple (3.5 vs 2 times unladen weight) could be lower than the fixed kN. Calculate both to see which is easier. For heavy vehicles, the fixed cap dominates.

3. Calculate force thresholds: obtain the vehicle’s unladen weight (from the Definitions ADR). For the seats-removed path: initial = min(10 kN, 0.83 × weight); intermediate = min(15.5 kN, 1.3 × weight); peak = min(31 kN, 2 × weight). For the seats-installed path: initial = min(10 kN, 0.83 × weight); intermediate = min(19.44 kN, 1.63 × weight); peak = min(55.33 kN, 3.5 × weight). Note the “whichever is the lesser” rule: use the lower value. Document the vehicle-specific thresholds.

4. Design door structure: engineer the door to withstand the required forces. Consider intrusion beams, reinforcements, hinge attachments, and latch strength. For the seats-installed path, ensure the seat structure can contribute to load transfer without collapsing. For the seats-removed path, ensure removal of seats does not affect the door’s performance. Perform finite element analysis or prior validation.

5. Set up test equipment: the loading device must be a rigid cylinder or semi-cylinder with diameter 305 mm ±5 mm, edge radii 12 mm ±1 mm (clause 29.2.2.1). Calculate the required length such that when positioned, one end is at least 12 mm beyond the bottom edge of the door window opening but not so long that it contacts any structure beyond that opening (clause 29.2.2.2). The device must be constrained against rotation and lateral displacement (clause 29.2.2.3). The test rig must allow displacement up to 460 mm and measure load and displacement continuously or in increments.

6. Prepare the vehicle: close side windows (clause 29.2.1.1). Doors may be locked. Place the body sill of the opposite side against a substantially rigid surface (clause 29.2.1.2). Attach the vehicle body at locations at or in front of the front wheel centreline and at or to the rear of the rear wheel centreline (clause 29.2.1.3). For the seats-installed path, adjust the seats to any possible horizontal, vertical, and seat-back angle positions (clause 29.1.2). It is prudent to test with the seat in a position that gives the least support to the door (worst-case). For the seats-removed path, remove any seat that may affect load or deflection (clause 29.1.1.0).

7. Position the loading device: locate the device so that its longitudinal axis is parallel to the vehicle’s vertical longitudinal plane and passes through the transverse vertical plane at the midpoint of a horizontal line on the door outer surface 127 mm ±2 mm above the lowest point of the door when the vehicle is on a horizontal surface (clause 29.2.3.2.1). Ensure the cylindrical face contacts the outer surface and that the end surface is not closer to the lowest point of the door than that line (clause 29.2.3.2.2). Refer to Figure 1 for visual guidance.

8. Conduct the test: apply the load inboard, transverse to the vehicle’s longitudinal centreline (clause 29.2.3.3). Control the travel rate to no more than 13 mm/s (clause 29.2.3.4). Continue displacement until either 460 mm or, if peak crush resistance has been satisfied, at least 310 mm (same clause). Complete the test within 120 seconds. Record load versus displacement either continuously or in increments not exceeding 26 mm or 890 N (clause 29.2.3.5). Save the raw data.

9. Calculate crush resistance: plot a load-displacement curve. Compute the integral of load with respect to displacement over the first 155 mm (initial) and first 310 mm (intermediate). Divide each integral by the respective crush distance to obtain average force (clause 29.3.2 and 29.3.3). Identify the largest force recorded over the entire test up to 460 mm (peak crush resistance, clause 29.3.4). Compare each result to the thresholds calculated in step 3. All three must be met.

10. Alternative compliance: optionally, demonstrate compliance with FMVSS 214 S3 and S4 as amended by 58 FR 14169 (clause 29.4). This requires producing documentation from a US-approved test lab showing the door meets the US static side door crush test. If the vehicle is also subject to ADR 72 and compliant, it is exempt (clause 29.5). Document the exemption clearly.

11. Retain evidence: keep all test records, calculations, drawings, and certifications. The Motor Vehicles Standard Act 1989 likely requires these to be held for the life of the model. Provide the evidence when applying for type approval or upon regulator request.

12. Monitor for changes: track amendments to this standard, to the Definitions ADR, and to ADR 72. If any change affects the thresholds or applicability, reassess compliance for new production or model updates. The ADR system does not normally require retrospective compliance for existing vehicles, but a model update that changes the door structure likely triggers a new test.

By following these steps, a manufacturer can demonstrate that each applicable side door meets the strength requirements. Non-compliance can lead to supply prohibition, recall, penalties, and civil liability, so careful execution is essential.
