What it does
Mechanically, the instrument determines an Australian Design Rule (ADR 110/00) that sets safety-related performance requirements for hydrogen-fuelled vehicles and their compressed hydrogen storage systems (CHSS). The instrument is a determination made by the Assistant Minister under the Road Vehicle Standards Act 2018 (preamble) and commences on the day after registration (cl 1.2.1). It applies to vehicles in ADR categories MA, MB, MC, MD, ME, NA, NB and NC that are fitted with a CHSS (cl 3.1.1), with staged dates: 1 November 2024 for new model vehicles and 1 November 2026 for all vehicles (cl 3.1.1.1-2; applicability table).
Substantively, the ADR requires that any vehicle equipped with a CHSS comply either with the technical requirements set out in Appendix A (which incorporates UN Regulation No. 134 and its annexes) or with specified alternative standards (cl 5.1 and cl 7). Appendix A is incorporated verbatim and contains Parts I to III: specifications and test regimes for CHSS containers and primary closure devices (TPRD, check valves, shut‑off valves), type-approval procedures, vehicle fuel system requirements and labelling (Appendix A, Part I-III; Annexes 3-6). For Component Type Approval (CTA) and for component approvals the ADR makes compliance with the relevant parts of Appendix A mandatory, subject to the exemptions and variations in clause 6 (cl 5.2-5.3).
The ADR adopts detailed technical pass/fail criteria. Examples: all new CHSS must have a Nominal Working Pressure (NWP) of 70 MPa or less and a service life of 15 years or less (Appendix A, Part I, para 5 introductory text). Containers must meet burst and cycle-life benchmarks: baseline burst pressure at least 225 per cent of NWP (BPmin) with further elevated minimum for glass-fibre composite containers (>350 per cent NWP), and pressure cycle endurance to 22,000 hydraulic cycles with leakage not before 11,000 cycles for a 15-year service life (Appendix A, Part I, paras 5.1.1-5.1.2). The ADR specifies exact test sequences (hydraulic and pneumatic sequential tests), a fire test with detailed thermal profile and venting criteria, labelling content and marking requirements (Appendix A, Part I paras 5.2-5.5, 5.6; Annexes 3-6).
