Step 1 , confirm scope, category and timing. Determine whether the vehicle falls within ADR 109/00 scope: ADR category (use Vehicle Categories ADR 2005, cl 4.1.2), design speed ≥ 25 km/h and fitted with an electric powertrain and a REESS (cl 3.1.1). For model runs, identify whether the vehicle is a “new model” for the 1 November 2024 date or subject to the 1 November 2025 date (cl 3.1.1-2).
Step 2 , choose a compliance path. Decide whether to follow Appendix A (UN R100 technical requirements) as varied by clause 6, or to rely on an alternative standard under clause 7 (02 series of amendments to UN R100; FMVSS No. 305 subject to the mass and electrical conditions in cl 7.2; UN GTR No. 20). The choice affects which tests to perform and the scope of approvals.
Step 3 , documentation and supporting information. Prepare the detailed descriptions required by Appendix A paras 3.1.2 and 3.2.2 and Annex 6 Parts 1-3. If pursuing a REESS CTA, prepare Annex 6 Part 2 material documenting REESS design, cell chemistry, casing, nominal and working voltage, capacity, thermal management and fitting instructions, and any declared mounting restrictions or crush force (cl 6.4.2.2; Annex 6 Part 2).
Step 4 , engage Approved Testing Facilities and Technical Services. Use an Approved Testing Facility as defined in the Road Vehicle Standards Rules 2019 for the required tests. Note cl 6.8.2’s substitution of “Approved Testing Facility” for “technical service” in certain paragraphs. Book the necessary Annex 7 hydrogen emission testing (if applicable), Annex 8 REESS tests (vibration, thermal shock, mechanical shock, mechanical integrity, fire resistance, external short circuit, overcharge, over-discharge, over-temperature) and isolation resistance measurement per Annexes 4A/4B.
Step 5 , consider REESS Component Type Approval. To reduce repeated vehicle-level testing, consider obtaining a CTA for the REESS under Part II of Appendix A (cl 5.1.2 and Appendix A paras 3.2.1-3.2.3). If using a CTA, ensure the REESS is installed according to the REESS manufacturer’s instructions and the Annex 6 Part 2 description (cl 6.3 and Appendix A para 5.2.1.1), because this can allow omission of certain vehicle tests, e.g. hydrogen emission testing under specified conditions (Appendix A para 5.4.1).
Step 6 , plan tests strategically: vehicle-based versus component-based. Where Annex 8 allows vehicle-based or component-based tests, choose the option that minimises cost/time while noting approval limitations: e.g. vehicle-based REESS approval may be limited to the specific vehicle type (Appendix A paras 6.4.1.1 and 6.4.2.1). If using component-based tests and declaring a lower crush-force, record the necessary crash-simulation data in Supporting Information and provide it to the Department on request (cl 6.4.2.1.2 and cl 6.4.2.2).
Step 7 , carry out and record conformity-of-production controls. Implement the required quality control procedures, maintain test equipment, record test result data and retain annexed documents per Appendix A para 8.3. Ensure production units are subject to internal checks and be ready for Type Approval Authority inspections and sampling (Appendix A paras 8.3-8.4).
Step 8 , labelling and approval marks. Affix the international approval mark to vehicles and the approval mark to REESS major elements as described in Appendix A paras 4.4-4.6. Apply the high-voltage symbol to REESS and to enclosures/barriers that, when removed, expose live parts; use orange coverings for high-voltage cables outside enclosures (Appendix A para 5.1.1.4.1-4.3).
Step 9 , maintain Supporting Information and make it available. For any replaced crush-force values, bespoke vibration profiles or alternative test methods accepted by the Technical Service, keep the method and data in Supporting Information and provide them to the Department on request (cl 6.4.1.2 and cl 6.4.2.2; Annex 4B). Ensure Supporting Information meets the Road Vehicle Standards Rules 2019 definitions and storage/access requirements (cl 4.1.3).
Step 10 , monitor production and follow up on Type Approval Authority feedback. Expect annual or more frequent inspections (Appendix A para 8.4.5). If the Authority requests additional tests or reports, supply them promptly to avoid suspension or withdrawal of approval (Appendix A paras 7.1-7.2 and 9.1).
Optional strategic measures. Where possible, rely on an alternative recognised standard if it reduces testing duplications and fits the vehicle profile (cl 7). For fleets that will use identical REESS across multiple vehicle types, consider seeking REESS CTAs and negotiate mounting declarations and fitting instructions with REESS suppliers to ensure broader installation flexibility while accurately documenting limitations.
Recordkeeping checklist. Keep the following at municipal and national level: Annex 6 Part 2 documents; isolation resistance test reports (Annex 4A/4B); REESS Annex 8 test reports; Annex 7 hydrogen emission test reports and calibration records; approval mark data and approval numbers; production test results and conformity records; and all Supporting Information required by the Road Vehicle Standards Rules 2019.
Who pays and who decides. Manufacturers pay for testing, CTA applications, Approved Testing Facility services and simulations. The Type Approval Authority and Approved Testing Facilities decide on acceptance of tests and whether approvals may be limited or withdrawn, using the procedural framework set out in Appendix A paras 3, 4, 7, 8 and 9 as modified by the ADR exemptions.
Compliance timeline. Begin compliance preparations early given the technical test lead times and the ADR commencement dates (new model: 1 November 2024; all vehicles: 1 November 2025). If relying on CTAs, allow time for REESS manufacturers to complete Annex 8 testing and to issue fitting instructions and Annex 6 Part 2 documentation.
