Vehicle Standard (Australian Design Rule 10/01 – Steering Column) 2006

This Australian Design Rule sets test-based mechanical limits for steering columns: maximum force against an impact block and maximum rearward displacement in a frontal barrier test. It applies to a range of vehicle categories (see applicability table) and lets manufacturers use approved alternative standards or claim exemptions if the vehicle has specified airbag systems. It matters because it creates concrete engineering, testing and certification obligations that manufacturers, importers and certifiers must meet or substitute with equivalent compliance options.

This instrument is the Vehicle Standard (Australian Design Rule 10/01 - Steering Column) 2006, a national Australian Design Rule (ADR) made for the purposes of the Motor Vehicle Standards Act 1989 (see 10.0.1.1 and Function and Scope 1). It prescribes technical requirements for the steering column assembly and the steering device actuated by the driver, with the stated function of minimising crushing or penetrating injuries to drivers from the steering column in a frontal impact (Function and Scope 1-2).

Mechanically, the Rule does three types of things:

It sets an impact load limit for the steering column assembly when struck by a specified body block moving at a given velocity. Clause 10.2.1 requires that, under a laboratory impact procedure (SAE J944 or J944a or an other ‘Approved’ procedure), the body block moving at not less than 6.7 m/s must be brought to rest such that the load exerted on the block by the steering column and steering device does not exceed 11.1 kN, except for cumulative intervals not exceeding 3 milliseconds.
It caps rearward horizontal displacement of the upper end of the steering column and shaft in a frontal barrier collision test. Clause 10.2.2 requires dynamic measurement that the upper end must not be displaced rearward more than 127 mm in a barrier collision conducted at a minimum of 48 km/h in accordance with SAE J850 or another ‘Approved’ procedure. Clause 10.2.4 describes how to adjust measured displacement if the test speed exceeds 48 km/h.
It sets applicability and options. The Rule applies to specified vehicle categories (notably LEP, MA, MB, forward-control MC, MD1, MD2 and to LEG and NA except chassis-cab vehicles, per 10.2.0 and the Applicability Table). It also provides exempting mechanisms: vehicles equipped with a steering-column-mounted inflatable supplementary restraint system that meet ADR 69/… or ADR 73/… are exempt from specified requirements (10.2.1.1; 10.5.1-10.5.2). The Rule also recognises equivalence with certain international standards (10.4.1-10.4.3), and allows vehicles certified to certain acceptable prior rules to be deemed compliant (Applicability notes).

The instrument repeals prior ADRs with the same name made under s 7 of the Motor Vehicle Standards Act 1989 and in force at commencement (10.0.3.1). It commences the day after registration (10.0.2.1). The text includes procedural particulars for testing (dummy use, minimum vehicle mass, speed conditions) and offers an exemption from repeated testing for mechanically similar vehicles (10.3).

In short, the Rule prescribes measurable, testable performance limits for steering column impact loads and rearward displacement, ties compliance to specific test procedures or approved equivalents, and supplies narrow exemptions for vehicles fitted with designated airbag systems or for vehicle families sharing forward structure.

The core technical measures are two discrete safety performance requirements, plus a set of conformity pathways and exemptions.

Impact load limit (Clause 10.2.1)
- The steering column assembly, including the device actuated by the driver, must not transmit to a testing body block more than 11.1 kN during an impact test (SAE J944 or J944a or other ‘Approved’ procedure). The body block must be moving at a speed of not less than 6.7 m/s in a horizontal longitudinal direction relative to the top of the steering column. Short excursions above 11.1 kN are allowed only for cumulative intervals totalling no more than 3 milliseconds. This establishes a peak-load performance ceiling and a time-based tolerance.
Rearward displacement limit (Clause 10.2.2)
- In a barrier collision test (SAE J850 or other ‘Approved’), the upper end of the steering column and steering shaft must not move rearward, parallel to the vehicle longitudinal axis, by more than 127 mm as measured dynamically. A special provision applies to handle-bar steering on LEP and LEG vehicles, where the displacement point is the upper end of the steering yoke (10.2.2.1).
Test conditions and measurement rules
- Barrier test speed must be at least 48 km/h (10.2.4). If measured speed exceeds 48 km/h, the measured displacement may be scaled down to the nominal speed by multiplying by the square of the ratio between nominal and measured speed or 53.1 km/h, whichever is lesser (10.2.4). The minimum test vehicle mass must be at least the vehicle’s unladen mass (10.2.5). Dummies may be used if they do not contact the steering column assembly or steering wheel during test (10.2.3).
Equivalence and alternatives (Clause 10.4)
- The Rule deems certain international standards equivalent. ECE R12/00, /01 or /02 are equivalent to the Rule overall (10.4.1). FMVSS 203 is deemed equivalent to Clause 10.2.1 (impact load), while FMVSS 204 is deemed equivalent to Clause 10.2.2 (rearward displacement), with the proviso that section 5.1 of FMVSS 204 has been met (10.4.2-10.4.3). This allows manufacturers and certifiers to rely on internationally recognised test regimes where conformity is demonstrated.
Exemptions (Clauses 10.2.1.1; 10.5; 10.3)
- The Rule explicitly exempts vehicles that meet ADR 69/… or ADR 73/… requirements by using a steering-column-mounted inflatable supplementary restraint system from the relevant clauses (10.2.1.1; 10.5.1-10.5.2). Clause 10.3 permits omission of repeated barrier testing for vehicles in the same family where the forward body and major mechanical equipment are the same as an already-tested passenger car that meets clause 10.2.2, unless the variants introduce structural or mechanical changes likely to affect compliance.

The primary legally affected parties are vehicle manufacturers and importers responsible for certifying vehicles to Australian Design Rules and entities engaged in vehicle certification under the Motor Vehicle Standards Act 1989. The instrument is an ADR for the purposes of the Motor Vehicle Standards Act 1989 (10.0.1.1 and Function and Scope 1), which means compliance is relevant to type approval, certification, and the legal ability to supply vehicles in Australia.

Specific affected categories and actors include:

Vehicle manufacturers and OEM safety engineers. They must design steering columns and related structure to meet the load limit in clause 10.2.1 and the displacement limit in clause 10.2.2, or else fit qualifying supplementary restraint systems that trigger exemptions under 10.2.1.1 and 10.5.1-10.5.2.
Vehicle importers and conformity certifiers. Importers who rely on compliance declarations or type approvals must ensure the vehicle category (for example MA, MB, LEP, MC, MD1, MD2, LEG, NA except chassis-cab) is within the Rule’s applicability (10.2.0 and the Applicability Table). The Applicability Table and the statement that vehicles certified to acceptable prior rules are deemed compliant affect importers who rely on older certification regimes.
Steering column and component suppliers. Suppliers of assemblies and mechanisms will be contractually and technically implicated because the Rule applies to the ‘Steering Column’ assembly including the steering device actuated by the driver (10.2.1). Their product specifications and test data will feed into vehicle-level certification.
Test laboratories and crash test facilities. Conformity depends on laboratory impact procedures (SAE J944, J944a or other ‘Approved’ procedures) and barrier collision tests (SAE J850 or other ‘Approved’ procedure) as referenced in 10.2.1 and 10.2.2. Accredited test houses that can perform these procedures or recognised equivalents will be relied on.
Regulators and enforcement bodies under the Motor Vehicle Standards Act 1989. While the ADR itself sets technical performance requirements, enforcement and legal consequences flow through the MVSA framework referenced in 10.0.1.1 and 10.0.3.1. The Department of Infrastructure’s Vehicle Safety Standards branch compiled the instrument, indicating the relevant administrative authority.
Designers of ambulant or special-purpose vehicles, coachbuilders and converters. Clause 10.3 provides an exemption pathway for vehicles that share forward structure and mechanical equipment with a tested passenger car. Converters who change forward structure or mechanical equipment likely to affect compliance must take account of clause 10.3’s limitation.

The instrument creates specific duties for vehicle designers, manufacturers, certifiers and test laboratories, and it provides rights to rely on alternative standards, prior approvals and narrow exemptions. The duties and rights flow from the nominated clauses.

Duties

Duty to meet impact load limit. Under clause 10.2.1, the steering column assembly and the driver-actuated steering device must be constructed so that, when impacted by a body block in accordance with SAE J944, J944a or other ‘Approved’ procedure, the load on the body block does not exceed 11.1 kN except for cumulative intervals totalling no more than 3 milliseconds. The duty is to design and demonstrate performance to that criterion.
Duty to limit rearward displacement. Clause 10.2.2 requires the upper end of the steering column and shaft not to be displaced rearward more than 127 mm in a barrier collision test at minimum 48 km/h. Dynamic measurement is required, and handle-bar-type steering yokes have a specific point-of-measurement rule (10.2.2.1).
Duty to test in specified ways. The Rule prescribes test procedures or their approved alternatives: SAE J944/J944a for impact load, SAE J850 for barrier collision (10.2.1; 10.2.2). It also sets boundary conditions, such as minimum test speed (48 km/h) and minimum test vehicle mass (unladen mass) (10.2.4; 10.2.5).
Duty to account for measurement adjustments. Clause 10.2.4 requires that if test speed exceeds the nominal 48 km/h, the measured displacement may be scaled down by a specific formula; this procedural rule is part of compliance.
Duty to ensure similar vehicles benefit from tested results only where forward part of body and greater part of mechanical equipment are the same (10.3). If a variant introduces structural or mechanical changes likely to affect compliance, it must be tested.

Rights

Right to alternative compliance via international standards. Clauses 10.4.1-10.4.3 give manufacturers the right to treat ECE R12 versions as equivalent to the Rule, and to treat FMVSS 203 and FMVSS 204 as equivalent to clauses 10.2.1 and 10.2.2 respectively (subject to the FMVSS 204 section 5.1 requirement). This is a procedural right to rely on recognised overseas compliance testing rather than repeating Australian-specific tests.
Right to exemption when fitting qualifying inflatable supplementary restraints. Clause 10.2.1.1 and clauses 10.5.1-10.5.2 exempt vehicles that meet ADR 69/... or ADR 73/... by using a steering column mounted inflatable supplementary restraint system from the Rule’s requirements. This allows design choices (airbags) to substitute for meeting the load and displacement tests.

The text of ADR 10/01 is a technical vehicle standard and does not itself prescribe sanctions, fines or enforcement processes. It is expressly made a national standard for the purposes of the Motor Vehicle Standards Act 1989 (10.0.1.1), and it repeals prior ADR instruments made under section 7 of that Act (10.0.3.1-10.0.3.2). Therefore, compliance is enforced through the administrative and legal mechanisms of the Motor Vehicle Standards Act 1989 and the broader regulatory framework under which ADRs operate rather than through penalty clauses inside this Rule.

What the Rule provides relevant to enforcement

Testable technical criteria. Clauses 10.2.1, 10.2.2 and related procedural rules (10.2.3-10.2.5) give precise, measurable conditions: maximum load (11.1 kN) subject to a 3 ms cumulative tolerance, maximum rearward displacement (127 mm), minimum test speeds (6.7 m/s for the impact block, 48 km/h for barrier tests), and allowable scaling of measured displacement when measured speed exceeds nominal (10.2.4). These precise technical parameters are the factual bases on which compliance determinations will be made.
Recognised test procedures and equivalence. The Rule names SAE J944/J944a and SAE J850 as the reference test methods, and it accepts ECE R12 and FMVSS 203/204 as equivalent on specific aspects (10.4.1-10.4.3). This reduces disputes about what constitutes a recognised test, but it leaves open which procedures are ‘Approved’ in particular cases because the Rule permits “other ‘Approved’ procedure” when referenced in clauses 10.2.1 and 10.2.2. The meaning and authorisation of “Approved” procedures will be a point for regulators to determine administratively under the MVSA framework and associated guidance materials.
Exemptions and deeming. Exemptions for vehicles fitted with qualifying inflatable supplementary restraint systems (10.2.1.1; 10.5.1-10.5.2) and deeming provisions for vehicles certified under acceptable prior rules also affect enforcement decisions, because regulators will need documentary proof that a vehicle meets ADR 69/… or ADR 73/… requirements or that it is covered by acceptable prior rules listed in the Applicability Table.

Enforcement process and likely locus

Administrative enforcement under MVSA. The Rule’s reference to the Motor Vehicle Standards Act 1989 (10.0.1.1, 10.0.3.1) places enforcement within that Act’s administrative framework. The ADR itself does not replicate enforcement powers. Parties seeking to determine penalties, refusals of approval, recalls, or other sanctions must look to the MVSA and administrative instruments and guidelines issued by the Department and enforcement agencies.

ADR 10/01 is explicitly framed as part of the ADR system under the Motor Vehicle Standards Act 1989 (10.0.1.1, Function and Scope 1). Consequently, its legal effect, practical enforcement and certification procedures interact with several other instruments and standards cited within the Rule.

Direct interplays cited by the Rule

Motor Vehicle Standards Act 1989. The ADR is made for the purposes of that Act (10.0.1.1) and repeals earlier vehicle standards made under s 7 of the Act (10.0.3.1-10.0.3.2). Legal obligations, enforcement powers, recall authority, penalties and the formal certification mechanism are therefore determined under the MVSA framework rather than within the ADR itself. Parties must consult the MVSA to understand administrative obligations and legal consequences.
Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005. Clause 10.1 signals that definitions used in this Rule are to be found in the ADR Definitions and Vehicle Categories 2005. That instrument will fix meanings for crucial terms such as ‘Steering Column’, vehicle category codes (MA, MB, NA, etc.), ‘Unladen Mass’, and possibly the meaning of ‘Approved’ procedures. Interpretation of ADR 10/01 therefore depends on cross-referencing that definitions instrument.
ADR 69/... and ADR 73/.... Clauses 10.2.1.1 and 10.5.1-10.5.2 provide exemptions where a vehicle meets requirements of ADR 69/... or ADR 73/... by using a steering-column-mounted inflatable supplementary restraint system. Those ADRs must be consulted to determine the substantive obligations that trigger the exemption. The Rule thereby creates a compliance trade-off between structural/mechanical steering column performance and supplementary restraint system performance as governed by ADR 69/73.
ADR 10/02. The Rule explicitly states that vehicles complying with ADR 10/02 do not need to comply with this vehicle standard (B.4). Therefore ADR 10/02 functions as an alternative pathway, and parties must determine whether a vehicle is covered by ADR 10/02 or ADR 10/01.
International standards (ECE R12; FMVSS 203/204). Clause 10.4 recognises ECE R12/00-/02 and FMVSS 203/204 as equivalent on specified elements. This creates an interaction between domestic ADR obligations and internationally established crash safety standards. Using these equivalences can streamline compliance for manufacturers who already meet those regimes, subject to the specific provisos in 10.4.2-10.4.3.

Practical implications of those interactions

The compilation header states this is Vehicle Standard (Australian Design Rule 10/01 - Steering Column) 2006 compiled to a compilation date of 3 July 2008 and notes "Compilation 1 (up to and including Amendment 11)". The Table of Instruments and Table of Amendments included in the text, however, list the original instrument and one amending instrument as follows.

Table of Instruments (as set out in the compilation)

Vehicle Standard (Australian Design Rule 10/01 - Steering Column) 2006, Registration Date 9/6/06, Commencement Date 10/6/06.
Vehicle Standard (Australian Design Rule 10/01 - Steering Column) 2006 Amendment 1, Registration Date 3/7/08, Commencement Date 4/7/08.

Table of Amendments (as set out in the compilation)

Clause affected B.4, How affected: ad (added), Amending instrument: Vehicle Standard (Australian Design Rule 10/01 - Steering Column) 2006 Amendment 1.

What the amendment history in the compilation shows

Initial instrument. The ADR was made in June 2006 and commenced 10 June 2006 (Table of Instruments).
Amendment 1. An Amendment 1 was registered 3 July 2008 and commenced 4 July 2008, and it added clause B.4, recording that vehicles complying with ADR 10/02 do not need to comply with this vehicle standard. The Table of Amendments records B.4 as having been added by Amendment 1.
Compilation metadata. The header and initial lines of the document indicate this compilation was prepared by Vehicle Safety Standards, Department of Infrastructure, Transport, Regional Development and Local Government and compiled up to 3 July 2008. The header also states “Compilation 1 (up to and including Amendment 11)”. The compilation content as presented here, however, only lists Amendment 1 in the Table of Instruments and Table of Amendments. To determine the existence and substance of any later amendments (for example beyond Amendment 1), a practitioner must consult the official federal register of legislative instruments or the Department’s ADR consolidated texts, because the compilation’s metadata and tables display an inconsistency that requires source verification.

Practical actions triggered by the amendment history

Verify current consolidated text. The compilation indicates at least one amendment (B.4 added). Users must check the authoritative consolidated ADR database to confirm whether any further amendments (up to Amendment 11 as the header suggests) alter substantive obligations, particularly on applicability, exemptions or equivalence clauses.

The ADR text supplied contains no reference to litigation, no judicial decisions, and no administrative appeals or case citations. The document is a technical regulatory instrument and does not itself record court rulings or disputes.

What the absence of litigation citations in the instrument means administratively

ADRs typically do not include litigation history within the legislative text. The Rule’s text therefore does not show whether any particular clause has been the subject of judicial interpretation or administrative challenge. To discover relevant litigation, a practitioner must search court databases and administrative tribunal records for cases that reference ADR 10/01 or its clauses.
Potential areas where litigation or disputes could arise. The Rule’s terms suggest several potential loci for compliance disputes, although no cases are cited in the instrument:
- The meaning and authorisation of “other ‘Approved’ procedure” in clauses 10.2.1 and 10.2.2. Disputes could arise over whether a given test procedure qualifies as “Approved”.
- Interpretation of the 3 millisecond cumulative exception in clause 10.2.1. Disagreements could occur over measurement methodology, instrumentation or sample selection for cumulative duration calculations.
- Application of the displacement speed-scaling rule in clause 10.2.4, particularly the formula and its boundary of 53.1 km/h. Disputes may centre on calibration and speed-measurement precision.
- Boundaries of clause 10.3’s exemption for vehicles with the same forward part of body and mechanical equipment. Converters and manufacturers could contest whether a variation is “likely to affect compliance”.
- Reliance on equivalence with ECE R12 or FMVSS standards under clause 10.4, particularly whether the evidence of equivalence meets the Rule’s and regulator’s expectations.
How disputes would be resolved. Any formal disputes about compliance determinations or enforcement actions will be resolved through the administrative and judicial review mechanisms provided under the Motor Vehicle Standards Act 1989 and other applicable administrative law or civil law forums. ADR 10/01 itself does not set out these routes.

Practitioner steps in the absence of litigation record

Before advising clients on risk, search for external case law. Because the instrument contains no litigation history, practitioners should undertake targeted legal research in court and tribunal databases to identify any judicial or tribunal decisions that interpret or apply ADR 10/01 or the test standards it references.

The Rule contains specific technical thresholds, cross-references and administrative vaguenesses that can catch practitioners and manufacturers unprepared. The following are practical pitfalls grounded in the Rule’s text.

“Other ‘Approved’ procedure” is not defined here (10.2.1; 10.2.2)
- The Rule allows test procedures other than the specified SAE documents so long as they are “Approved”. The ADR Definitions and Vehicle Categories 2005 might define “Approved” or the MVSA administrative practice may specify approval processes. Do not assume ad hoc laboratory procedures qualify; seek formal regulator approval or use the named SAE procedures or the accepted international equivalents.
Exemption by ADR 69/... or ADR 73/... only if the vehicle meets those ADRs by a steering-column-mounted inflatable supplementary restraint system (10.2.1.1; 10.5.1-10.5.2)
- The exemption is not triggered by any airbag, but specifically by meeting ADR 69/... or ADR 73/... requirements using a steering-column-mounted inflatable supplementary restraint system. Check the exact requirements and certification of ADR 69/73 to confirm whether a particular SRS installation will satisfy the exemption.
Vehicles complying with ADR 10/02 do not need to comply with ADR 10/01 (B.4)
- Ensure you determine whether ADR 10/02 covers a vehicle before applying ADR 10/01. The blanket statement can be overlooked if a manufacturer assumes ADR 10/01 always applies.
Deeming to acceptable prior rules (Applicability)
- The table states vehicles certified to acceptable prior rules shall be deemed to comply. Ensure the vehicle’s certification history matches the specific acceptable prior rule listed in the Applicability Table. Do not rely on a vague “prior compliance” claim; match the prior rule code exactly.
Measurement and scaling of displacement (10.2.4)
- The Rule prescribes a speed-adjustment scaling for displacement when measured speed exceeds 48 km/h: multiply displacement by the square of ratio between nominal speed (48 km/h) and measured speed or 53.1 km/h, whichever is lesser. In practice this is a non-intuitive operation; ensure labs and engineers document speed measurement procedures, and apply the scaling exactly as written.
Short cumulative duration exception for load (10.2.1)

This section outlines a stepwise compliance approach tied explicitly to the Rule’s provisions. It assumes the practitioner will combine technical testing, design choices and administrative engagement under the Motor Vehicle Standards Act 1989.

Determine applicability and vehicle category
- Consult clause 10.2.0 and the Applicability Table to identify whether the vehicle falls in LEP, MA, MB, MC, MD1, MD2, LEG or NA (except chassis-cab) for the ADR’s scope.
- Confirm whether the vehicle is instead covered by ADR 10/02 (B.4) or whether it qualifies as being certified under an acceptable prior rule listed in the Applicability Table, which would be deemed compliant.
Review definitions in ADR Definitions and Vehicle Categories 2005 (10.1)
- Retrieve and apply precise definitions for ‘Steering Column’, ‘Steering Shaft’, ‘Steering Yoke’, ‘Unladen Mass’, and the meaning of “Approved” procedure. Classification depends on those definitions.
Choose compliance pathway early: structural design vs supplementary restraint system vs equivalence
- Structural approach: design the steering column assembly so that it meets the load limit (11.1 kN, cumulative time exception 3 ms) under SAE J944/J944a or an approved equivalent (10.2.1), and so that rearward displacement of the upper end is less than or equal to 127 mm in a barrier test at minimum 48 km/h (10.2.2).
- Supplementary restraint approach: fit a steering-column-mounted inflatable supplementary restraint system and demonstrate compliance with the referenced ADR 69/... or ADR 73/... as applicable to claim the exemption in 10.2.1.1 and 10.5.1-10.5.2.
- Equivalence approach: if the vehicle has been tested under ECE R12, FMVSS 203 or FMVSS 204 (with FMVSS 204 s 5.1 satisfied), assemble the foreign test evidence and map it to the ADR’s clauses per 10.4.1-10.4.3.
Plan the tests and the test laboratory
- For impact load testing, prepare to use SAE J944 or J944a or obtain regulator approval for an alternative procedure (10.2.1).
- For barrier collision testing, secure SAE J850 compliant procedures or secures approval for an alternative (10.2.2).
- Ensure the test facility can accurately measure peak loads and the temporal duration of load excursions to resolve the 3 ms cumulative tolerance in 10.2.1.

10.1. DEFINITIONS

Refer to Vehicle Standard (Australian Design Rule Definitions and Vehicle Categories) 2005.

10.2. REQUIREMENTS

10.2.0. This Australian Design Rule applies to vehicle categories LEP, MA, MB, and to ‘Forward-control Vehicles’ of categories MC, MD1, MD2 and to LEG and NA excepting ‘Chassis-cab’ vehicles.

10.2.1. The ‘Steering Column’ assembly including the steering device which is actuated by the driver shall be so constructed that when it is impacted by a body block in accordance with SAE document J944 - “Steering Wheel Assembly Laboratory Test Procedure”, December 1965 or J944a - “Steering Control System - Passenger Car - Laboratory Test Procedure”, November 1968 or other ‘Approved’ procedure, the body block, moving at a speed of not less than 6.7 m/s in a direction equivalent to a horizontal longitudinal direction relative to the top of the ‘Steering Column’ in the vehicle, shall be brought to rest in such a manner that at no time shall the load exerted on the body block by the ‘Steering Column’ assembly including the steering device which is actuated by the driver exceed 11.1 kN, except for intervals whose cumulative duration is not more than 3 milliseconds.

10.2.1.1. Notwithstanding the requirements of clause 10.2.1, if the vehicle meets the requirements of ADR 69/... by using a steering column mounted inflatable supplementary restraint system, the vehicle shall be exempted from having to meet the requirements of clause 10.2.1.

10.2.2. The upper end of the ‘Steering Column’ and the ‘Steering Shaft’ shall not be displaced horizontally ‘Rearward’ parallel to the longitudinal axis of the vehicle relative to an undisturbed point on the vehicle more than 127 mm, determined by dynamic measurement, in a barrier collision test at 48 km/h minimum conducted in accordance with SAE Recommended Practice J850, “Barrier Collision Tests”, June 1980 other ‘Approved’ procedure.

10.2.2.1. Notwithstanding the above, for LEP and LEG vehicles fitted with handle-bar type steering control the point of displacement shall be taken to be upper end of the ‘Steering Yoke’.

10.2.3. When conducting the barrier collision test, a dummy may be used providing the dummy does not contact the ‘Steering Column’ assembly or steering wheel during the test.

10.2.4. The speed at the time of impact shall be at least 48 km/h. If the speed measured is greater than the nominal speed of 48 km/h the measured displacement of the upper end of the ‘Steering Column’ and the ‘Steering Shaft’ may be reduced to a value appropriate to the nominal speed by multiplying it by the square of the ratio between the nominal speed and either the measured speed or 53.1 km/h, whichever is the lesser.
