### 16 Rules of Court
> > (1) The judges of the Court or a majority of them may make Rules of Court for the purposes of this Act except with respect to any matter which is prescribed by regulations made under [section 17](#GS17@EN) .

> > (2) Without limiting the generality of [subsection (1)](#GS16@Gs1@EN) , the rules may make provision for, or with respect to, the appointment of counsel to represent the interests of a class of beneficiaries who are at the date of the proceedings unborn or unascertained.
