When the board first registers a person as a valuer, the secretary must issue a certificate of registration to the person on payment of the annual roll fee determined under subsection (2) and any other prescribed fee. The amount of the annual roll fee that is to be paid when the board first registers a person as a valuer is the prescribed roll fee payable to the board for the financial year of registration, reduced by an amount equal to one-twelfth of the fee for each whole month of the financial year that has expired on the day of registration. For the purposes of subsection (2) , a whole month is taken to have expired if registration is effected after the 15th day of the month.
