regulation

Plain English Summary

3/10 complexity

Mechanically, these regulations authorise the Northern Territory Utilities Commission to make codes, rules and determinations for the electricity supply industry: ring‑fencing codes, standards‑of‑service codes (including performance measures and customer payments), and rules and price determinations for ancillary services (reserve capacity, frequency support, load‑following and related services).

They affect licensed electricity businesses and their associated firms, and electricity consumers: licensed entities face compliance costs and possible payment obligations, while the Commission gains delegated discretion to set standards, measures and prices (see rr 2, 2B, 3).
