96 Unauthorised arrangements for utility services An arrangement for the provision of a utility service, other than a standard customer contract or a negotiated customer contract, is unenforceable by the person responsible for the provision of the service unless the person is— (a) licensed to provide the service; or (b) exempt from the requirement for such a licence.
