219 Purposes of pt 13 The purposes of this part are— (a) to oblige utilities to provide utility services in accordance with relevant Government programs, for example, for community services, the environment or other social issues; and (b) to achieve that result by agreement with particular utilities or, where agreement is not reached, by directions under this part; and (c) to provide utilities with a reasonable recompense for the provision of services in accordance with such directions. Note This part applies to NERL retailers (see s 75).
