sec.3 Main purpose
The main purpose of this Act is to provide for planning for the protection of particular surface transport operations and their users against significant adverse impacts associated with terrorist acts involving those surface transport operations. This Act achieves the main purpose by— providing for the declaration of particular surface transport operations as security-identified surface transport operations; and establishing a regulatory framework for the preparation, implementation and review of risk management plans— addressing and mitigating the risks of terrorist acts for those surface transport operations; and providing for the recovery and continuity of those surface transport operations in the event of a terrorist act. (sec.3-ssec.1) The main purpose of this Act is to provide for planning for the protection of particular surface transport operations and their users against significant adverse impacts associated with terrorist acts involving those surface transport operations. (sec.3-ssec.2) This Act achieves the main purpose by— providing for the declaration of particular surface transport operations as security-identified surface transport operations; and establishing a regulatory framework for the preparation, implementation and review of risk management plans— addressing and mitigating the risks of terrorist acts for those surface transport operations; and providing for the recovery and continuity of those surface transport operations in the event of a terrorist act.
