In making a decision about the application, the chief executive must have regard to— the type of vehicle and construction of the vehicle; and the reason why a number plate can not be attached to the front of the vehicle; and the location in which the vehicle will be used; and whether granting the application is likely to— endanger public safety; or hinder or prevent the enforcement of compliance with the Act in relation to the use of the vehicle.
