(1) This Part does not affect or limit the power of the Secretary or the Head, Transport for Victoria to enter into any contract, agreement, lease or licence with another person to carry out a function of a Transport Corporation. (2) Without limiting or derogating from any other power, the Minister for and on behalf of the Crown, may be a party to any agreement providing for the sale, assignment, transfer or disposal of all or any part of the property, rights, liabilities, undertaking or business of a Transport Corporation or to any related franchise or other agreement of any kind.
