16 Insufficient care not a defence
(1) Without limiting the generality of regulations 13(1) and 14(1), for the purposes of those regulations, if the primary reason that the person did not possess a ticket valid for the travel or entry was because the person took insufficient care to ensure that the person had such a ticket in the person's possession, the person did not take all reasonable steps that were available.
(2) Without limiting the generality of regulations 13(2) and 14(2), for the purposes of those regulations, if the primary reason that the person did not produce for inspection a token that proves the existence of a ticket valid for the travel or entry was because the person took insufficient care to ensure that the person had such a ticket in the person's possession, the person did not take all reasonable steps that were available.
