310 Pending applications for a certificate (1) This section applies to an application for a certificate made under section 221S before the commencement day in respect of which the Director has not made a decision whether to give that certificate before that day. (2) On and after the commencement day, the Secretary may make the decision under section 221S, and for that purpose, anything done before that day by the Director for the purpose of making that decision is taken to have been done by the Secretary.
