18 Appointments from within or outside Transport Service
(1) The Transport Secretary may appoint to an STA officer’s position—
(a) a Transport Service employee, or
(b) a person who is not a Transport Service employee.
(2) The Transport Secretary may arrange competitive examinations or take other measures for determining suitability for appointment to a vacant STA officer’s position.
