> The continuing Trustees, provided there shall be not less than three Trustees, shall be empowered to act notwithstanding there shall be a vacancy or vacancies in the number of Trustees either by death, resignation, or removal, but each such vacancy shall be filled as soon as practicable after such vacancy occurs.
